Never before have so many on-the-spot fines been issued in Britain. | 0:00:02 | 0:00:05
We're going to be following the men and women who hand out over | 0:00:05 | 0:00:08
£30 million worth of tickets every month. | 0:00:08 | 0:00:12
-Oops. -Round here, they're an absolute blight. | 0:00:12 | 0:00:14
I'm at 104 now. | 0:00:14 | 0:00:16
-Wow. -That is disgusting. | 0:00:16 | 0:00:18
Just walk away. | 0:00:18 | 0:00:20
For behaviour that's downright dangerous... | 0:00:20 | 0:00:22
That was stupid for these sort of conditions, wasn't it? | 0:00:22 | 0:00:25
..simply selfish... | 0:00:25 | 0:00:27
-Look at the mess you've created in the street. -How's that our fault? | 0:00:27 | 0:00:30
Or just... What is he doing? | 0:00:30 | 0:00:32
..well, plain silly. | 0:00:32 | 0:00:34
What a doughnut. We'll be revealing the cost of their bad behaviour... | 0:00:35 | 0:00:39
£100 fine. | 0:00:39 | 0:00:41
Pays £260. | 0:00:41 | 0:00:43
Ouch. And how this could affect you... | 0:00:43 | 0:00:45
-I'll give him a punch. -You want to see me kick off? | 0:00:45 | 0:00:48
-The police are on it. -What the...? -Sir! | 0:00:48 | 0:00:52
-The parking wardens are on it. -They should be thanking us for being here. | 0:00:52 | 0:00:56
And I'm on it. Careful, it's a 30mph limit here! | 0:00:56 | 0:00:59
I'm Dom Littlewood, | 0:00:59 | 0:01:01
and I'm On The Spot. | 0:01:01 | 0:01:02
Today, it's detective time as we track down one of the men behind | 0:01:04 | 0:01:09
-this monstrous mound. -I hit them with my ace in the pack. | 0:01:09 | 0:01:13
There are photographs of your truck outside your house. | 0:01:13 | 0:01:17
You can run, but you can't hide from the litter patrol. | 0:01:17 | 0:01:19
If you don't cooperate, I will call the police. | 0:01:19 | 0:01:23
And I go out on the beat... | 0:01:23 | 0:01:25
It's a serious injury, so you might not want to look. | 0:01:25 | 0:01:28
..to find out why fines are so crucial to road safety. | 0:01:28 | 0:01:31
His bike's there, and about ten metres away is his boot, | 0:01:31 | 0:01:33
which makes me feel a bit queasy. | 0:01:33 | 0:01:37
Every year, the police hand out over one million speeding and | 0:01:37 | 0:01:40
road traffic fines. And with good reason. | 0:01:40 | 0:01:45
We all know speed kills, but it's not just high speed. | 0:01:45 | 0:01:48
If a pedestrian's hit at 40mph, | 0:01:48 | 0:01:50
he's four times more likely to die than if he's hit at 30. | 0:01:50 | 0:01:54
That's an eye-opener for you. | 0:01:54 | 0:01:56
One of the people on the lookout for dodgy drivers going over the limit | 0:02:00 | 0:02:04
is Wiltshire Police's Rich Hatch. | 0:02:04 | 0:02:06
We are heading to a speeding black spot in a 30mph zone. | 0:02:07 | 0:02:11
Speed gun at the ready, | 0:02:11 | 0:02:13
anyone Rich catches going over the limit is risking a £100 fine. | 0:02:13 | 0:02:17
Didn't even indicate when he was turning left. | 0:02:17 | 0:02:20
-What a doughnut. -There you go, 47. | 0:02:21 | 0:02:23
Ooh. | 0:02:23 | 0:02:25 | |
We've been here three minutes, maybe two. | 0:02:25 | 0:02:27
47 in a 30. | 0:02:27 | 0:02:29
'That's more than 50% over the speed limit. | 0:02:31 | 0:02:33
'Could this be his first fine of the day?' | 0:02:35 | 0:02:37
Before we go any further at this point, obviously, | 0:02:39 | 0:02:43
I'm going to deal with you for the offence of excess speed. | 0:02:43 | 0:02:46
Rich informs the driver that his speed gun has captured the car driving at | 0:02:46 | 0:02:50
47mph in a 30mph zone. | 0:02:50 | 0:02:53
I'm wondering what the rush was. | 0:02:53 | 0:02:56
-How long have you had the car? -About two weeks. | 0:02:56 | 0:02:58
OK, so you're still finding it quite a pleasure to drive? | 0:02:58 | 0:03:01
Yeah, you don't realise how quick you're going. | 0:03:01 | 0:03:05
The bad news for you - we've literally been standing there maybe | 0:03:05 | 0:03:08
two or three minutes maximum. | 0:03:08 | 0:03:09
We've just got out the car and he said to me, "Watch this road, | 0:03:09 | 0:03:12
"it can be really, really bad." | 0:03:12 | 0:03:14
'The driver says they're off on a break. | 0:03:14 | 0:03:16
'Not the best start, then.' | 0:03:16 | 0:03:17
Is this the first day of your holiday? | 0:03:17 | 0:03:19
Yeah, we're just on the way to Heathrow. | 0:03:19 | 0:03:21
Oh, OK. The guy's going on holiday, driving to the airport now. | 0:03:21 | 0:03:25
He needs his driving licence for when he gets an America. | 0:03:25 | 0:03:28
Rather than having to confiscate his licence, which he's entitled to do, | 0:03:28 | 0:03:31
he said, "Keep it, and when you come back off your holiday in a couple weeks' time, | 0:03:31 | 0:03:35
"you need to bring it in, and then the licence will be altered." | 0:03:35 | 0:03:38
So he's used his discretion here. | 0:03:38 | 0:03:39
Had he taken it off him, I'd imagine, when he gets to America, | 0:03:39 | 0:03:42
picking the hire car up, they'd say, "Uh-uh." | 0:03:42 | 0:03:44
Can you imagine how much your problem's going to be multiplied | 0:03:44 | 0:03:47
then in America with no hire car? | 0:03:47 | 0:03:50
Ooh. | 0:03:50 | 0:03:52 | |
So let's take a look at Rich's options. | 0:03:52 | 0:03:54
The driver was doing 47 in a 30mph zone. | 0:03:55 | 0:03:59
That's close to the level of a court summons. | 0:03:59 | 0:04:02
Or, will it be a fixed penalty notice? | 0:04:02 | 0:04:04
Or perhaps just a caution? | 0:04:04 | 0:04:06
Over to you, Rich. | 0:04:06 | 0:04:08
I'm going to do deal with you for the offence of excess speed. | 0:04:09 | 0:04:11
That will be dealt with by a fixed penalty notice at the roadside, | 0:04:11 | 0:04:14
-here and now. -No surprise there. | 0:04:14 | 0:04:16
That's the first £100 on-the-spot fine of the day. | 0:04:16 | 0:04:19
I'll let you get back on your way to Terminal Five, or wherever it was. | 0:04:21 | 0:04:24
And I would say enjoy your holiday, | 0:04:24 | 0:04:26
but I might have put a bit of a damper on it for the day, that's all. | 0:04:26 | 0:04:30
All right, take care. | 0:04:30 | 0:04:31
Bye-bye. | 0:04:31 | 0:04:33
I've got a funny feeling there may be a few more fines to come. | 0:04:33 | 0:04:37
Careful, it's a 30mph limit here! | 0:04:37 | 0:04:39
But there's a serious reason why we're here. | 0:04:45 | 0:04:48
42. | 0:04:48 | 0:04:50 | |
A recent fatality on the road has had a major impact on the community, | 0:04:50 | 0:04:53
as local resident Amy Louise has stopped to tell me. | 0:04:53 | 0:04:57
The cars that come up and down this road are | 0:04:57 | 0:05:00
going at approximately 40-50mph around the bend. | 0:05:00 | 0:05:04
-Yes. -And I've moved from one estate of Marlborough to this estate. | 0:05:04 | 0:05:08
I now don't allow my children to play out. | 0:05:08 | 0:05:11
It's completely changed our lives. | 0:05:11 | 0:05:12
-Do you think speeding here is out of control? -Absolutely. | 0:05:12 | 0:05:15
Back to the road, and within seconds, | 0:05:17 | 0:05:20
the speed gun picks off more offenders. | 0:05:20 | 0:05:23
Nearly everybody's actually speeding. | 0:05:23 | 0:05:25
I can see on the back of your gun, some not as bad as others. | 0:05:25 | 0:05:28
That's from a standing start. | 0:05:28 | 0:05:30
That's 43. | 0:05:30 | 0:05:32
Could this be on-the-spot fine number two? | 0:05:32 | 0:05:34
I tell you what, that's probably three minutes again. | 0:05:35 | 0:05:38
-You haven't got time to boil an egg doing this job, have you? -No, not at all. | 0:05:38 | 0:05:43
-Evening, sir. -Evening. -Before I go any further, | 0:05:50 | 0:05:52
I will tell you have committed the offence of excess speeding on London Road in Marlborough. | 0:05:52 | 0:05:56
30mph speed limit up there. | 0:05:56 | 0:05:58
From a standing start at the bottom of the hill, you managed to get to 43. | 0:05:58 | 0:06:01
And I checked you again, gave you the benefit of the doubt, 168 metres away, you're doing 42 still. | 0:06:01 | 0:06:06
So, you're just accelerating up the hill, it's not acceptable, | 0:06:06 | 0:06:09
it's too fast for the road, all right? | 0:06:09 | 0:06:12
Do you have your driving licence with you? | 0:06:12 | 0:06:14
That's 13mph over the speed limit. | 0:06:14 | 0:06:16
But the driver says he has an excuse. | 0:06:16 | 0:06:19
He said there was an accident further down the road, | 0:06:19 | 0:06:21
and he was stuck behind the hold-up in the traffic for quite a while, | 0:06:21 | 0:06:24
so it was a release of the tension coming up the hill. | 0:06:24 | 0:06:26
He realises he was speeding. | 0:06:26 | 0:06:28
That was his excuse. But...as Rich said earlier, | 0:06:28 | 0:06:31
he's heard every excuse in the world, and... | 0:06:31 | 0:06:33
none of them really justify it. I can sort of see what he's saying, | 0:06:33 | 0:06:36
especially if someone was killed here not that long ago, | 0:06:36 | 0:06:39
due to speeding. | 0:06:39 | 0:06:41
But has the excuse worked? | 0:06:41 | 0:06:42
He's been caught doing 43mph - | 0:06:43 | 0:06:46
that's still 13mph over the limit on this road. | 0:06:46 | 0:06:50
I will be dealing with you today by way of a fixed penalty notice. | 0:06:50 | 0:06:53
That is a speeding ticket. So it will be a further three points. | 0:06:53 | 0:06:57
But it is dealt with by the way of a fixed penalty. | 0:06:57 | 0:07:00
No excuses. | 0:07:00 | 0:07:02
That's three points on his licence, and another £100 fine. | 0:07:02 | 0:07:05
Now, if I said fly-tipping, what image would that conjure up for you? | 0:07:09 | 0:07:13
Perhaps a bin bag dumped on a street corner? | 0:07:15 | 0:07:17
Maybe a few more in the undergrowth? | 0:07:17 | 0:07:20
Perhaps it's the contents of a house clearance in a back alley? | 0:07:20 | 0:07:23
Or the contents of a skip on an industrial estate? | 0:07:23 | 0:07:26
So what about a massive, 100m-long pile of soil? | 0:07:26 | 0:07:31
It beggars belief, doesn't it? | 0:07:33 | 0:07:35
In fact, it's fly-tipping on a virtually industrial scale. | 0:07:36 | 0:07:40
And that's exactly what has happened here in Buckinghamshire. | 0:07:42 | 0:07:45
Fly-tipping is just a case of people trying to make as much money as they | 0:07:48 | 0:07:52
possibly can for as little expense as they can, | 0:07:52 | 0:07:55
and ripping people off basically, and letting other people down. | 0:07:55 | 0:07:59
But never fear, environmental waste officer Chris Smith is on the case. | 0:08:02 | 0:08:06
This is the A355, it's a road that travels - in this particular case - | 0:08:10 | 0:08:15
between Beaconsfield and goes north up to Amersham. | 0:08:15 | 0:08:19
And we're going to visit a lay-by | 0:08:20 | 0:08:22
that has been completely overrun by fly-tipping. | 0:08:22 | 0:08:27
To such an extent that it looks like the lay-by's | 0:08:27 | 0:08:30
going to have to be closed down. | 0:08:30 | 0:08:32
There's so much waste in there now that it would just cost so much to | 0:08:32 | 0:08:35
remove it they're thinking of leaving it there. | 0:08:35 | 0:08:38
A trip out to site reveals just how bad this crime is. | 0:08:41 | 0:08:45
This is one of the worst cases of fly-tipping | 0:08:47 | 0:08:50
Chris' department has ever dealt with. | 0:08:50 | 0:08:52
But the punishment is equally massive - | 0:08:52 | 0:08:54
serious cases of fly-tipping can incur up to a £50,000 fine, | 0:08:54 | 0:08:59
and a possible jail sentence of up to 12 months. | 0:08:59 | 0:09:01
OK, so this is the lay-by on the A355 between Beaconsfield and Amersham. | 0:09:01 | 0:09:05
If you look down the length of the lay-by from here, | 0:09:05 | 0:09:08
you can kind of see the difference in the waste. | 0:09:08 | 0:09:10
About halfway down, it changes from being very large piles of this | 0:09:10 | 0:09:16
excavation waste, | 0:09:16 | 0:09:18
to smaller piles of similar waste, but different size. | 0:09:18 | 0:09:23
MUSIC: New World Symphony by Antonin Dvorak | 0:09:23 | 0:09:27
Chris has got technology on his side. | 0:09:29 | 0:09:32
In his efforts to make someone pay for this crime, | 0:09:32 | 0:09:35
he's taking a leaf out of the nature-cameraman book, | 0:09:35 | 0:09:38
and hidden some cameras in the undergrowth. | 0:09:38 | 0:09:40
But he's not on the lookout for badgers or foxes - oh, no. | 0:09:40 | 0:09:45
Chris's secret visitors are more likely to do harm to the local wildlife. | 0:09:45 | 0:09:49
Back at his office, | 0:09:56 | 0:09:58
a review of the footage caught on Chris's surveillance cameras reveals | 0:09:58 | 0:10:01
the shocking truth. | 0:10:01 | 0:10:03
Over 24 hours, the camera has picked up five separate offenders. | 0:10:03 | 0:10:07
One of whom has made multiple dumps. | 0:10:07 | 0:10:10
Can anyone feel a fine coming on? | 0:10:10 | 0:10:12
You can see how far he's gone back to unload that lot. | 0:10:12 | 0:10:15
So if you note the time... | 0:10:16 | 0:10:19
So they disappear at 12:32, the same vehicle comes back here at 13:17. | 0:10:19 | 0:10:24
It comes back, and as you can see, | 0:10:25 | 0:10:27
it can't get back so far now, cos of waste he's dumped previously. | 0:10:27 | 0:10:31
So he's disappeared again at 13:20 on that day. | 0:10:31 | 0:10:34
And if we flick through the footage... | 0:10:35 | 0:10:37
..14:41, they reappear. | 0:10:38 | 0:10:42
And the lay-by's getting fuller and fuller as they go along. | 0:10:42 | 0:10:45
They're nearly running the camera over | 0:10:45 | 0:10:47
as they come in that time. | 0:10:47 | 0:10:49
We have identified the owner of the vehicle. | 0:10:49 | 0:10:52
We've had a visit, | 0:10:52 | 0:10:54
and I'm just doing a bit of background work before I write to him | 0:10:54 | 0:10:58
and invite him in to give us an explanation about what he was up to. | 0:10:58 | 0:11:02
We identified a total of five offending vehicles, if you like. | 0:11:04 | 0:11:08
Using DVLA records, | 0:11:08 | 0:11:10
Chris has been able to identify one of the truck owners that made | 0:11:10 | 0:11:13
several trips to the lay-by. | 0:11:13 | 0:11:15
Chris has asked him to come in for an interview under caution. | 0:11:17 | 0:11:20
If he can make this evidence stick, | 0:11:20 | 0:11:22
the owner of this vehicle could be in line | 0:11:22 | 0:11:24
for a hefty fine of up to £50,000. | 0:11:24 | 0:11:27
The second suspect of the five we've identified from the lay-by job | 0:11:27 | 0:11:31
came in earlier this week. | 0:11:31 | 0:11:34
We interviewed him. | 0:11:34 | 0:11:35
Again, that was under caution at High Wycombe police station, | 0:11:35 | 0:11:39
with a colleague of mine. And he initially denied any involvement. | 0:11:39 | 0:11:43
Let me ask you - | 0:11:43 | 0:11:45
are you responsible for the dumping of some topsoil in that lay-by | 0:11:45 | 0:11:49
-on the 7th of April? -No. | 0:11:49 | 0:11:52
Do you know anything about | 0:11:52 | 0:11:54
the deposit of waste in that lay-by? | 0:11:54 | 0:11:56
No. | 0:11:56 | 0:11:57 | |
He claimed that he'd sold the vehicle that was | 0:11:57 | 0:12:00
pictured in the lay-by. | 0:12:00 | 0:12:03
He claimed he'd sold the vehicle in January, | 0:12:03 | 0:12:06
he said it was a purpose-made tree surgeon's vehicle and he said he was | 0:12:06 | 0:12:11
on a job one day in January, when he was approached by four guys who | 0:12:11 | 0:12:15
wanted to buy the vehicle off him. | 0:12:15 | 0:12:17
Got approached by some fellas and then sold it to them. | 0:12:17 | 0:12:20
-There and then? -Not there and then. | 0:12:20 | 0:12:22
OK, so what happened? | 0:12:22 | 0:12:24
Later on that day, when I was finished at work, I sold it to them. | 0:12:24 | 0:12:27
So, they came back to your place or...? | 0:12:27 | 0:12:29
-They came to the job. -They came back to the job? | 0:12:29 | 0:12:32
Yeah. | 0:12:32 | 0:12:33 | |
It's near my home, so I got the logbook dropped off. | 0:12:33 | 0:12:36
-That day? -Yeah. And then sold it to them. | 0:12:37 | 0:12:40
I was quite desperate for the money, to be honest. | 0:12:40 | 0:12:42
I didn't want to risk not being able to sell it and they were quite... | 0:12:42 | 0:12:46
What do you call it? Persistent. | 0:12:46 | 0:12:48
We continued with the interview, | 0:12:49 | 0:12:52
it was funny because his body language was textbook, he was very fidgety, | 0:12:52 | 0:12:56
his mouth was very dry. | 0:12:56 | 0:12:59
We could almost sense, and I know it's easy for me to say with | 0:12:59 | 0:13:02
hindsight, but you could sense that something wasn't right, | 0:13:02 | 0:13:05
he was lying in some way or other. | 0:13:05 | 0:13:07
And we continued to explore that story he'd given us, | 0:13:08 | 0:13:12
making sure there were no loopholes left | 0:13:12 | 0:13:16
and then I hit him with my ace in the pack, if you like. | 0:13:16 | 0:13:20
Are you going to stick to that story? | 0:13:20 | 0:13:22
-Yeah. -If I said I had evidence to the contrary... | 0:13:22 | 0:13:24
-I'd like to see it. -OK. | 0:13:24 | 0:13:26
I'm going to show you two photographs, | 0:13:27 | 0:13:29
-they've been given the reference CAS4. -Mm. | 0:13:29 | 0:13:32
They are photographs of your truck outside your house. | 0:13:32 | 0:13:36
I visited his home address early one morning, and took a photograph of | 0:13:36 | 0:13:39
the vehicle outside his house. | 0:13:39 | 0:13:41
When I produced that photograph, in fact, that's the photograph there, | 0:13:41 | 0:13:45
when I produced that photograph to him, A, there was a big sigh, | 0:13:45 | 0:13:49
almost of relief from him, | 0:13:49 | 0:13:51
because he wasn't a good liar and | 0:13:51 | 0:13:53
his head literally rolled forward and | 0:13:53 | 0:13:57
banged on the desk when he realised that he was captured, sort of thing. | 0:13:57 | 0:14:02
-Mm. -What have you got to say about those? | 0:14:02 | 0:14:05
-Yeah, I can see what you're saying now. -Yeah? -Mm. | 0:14:05 | 0:14:08
I can still tell you now that it wasn't me that done the fly-tipping. | 0:14:11 | 0:14:15
But no dispute it was your truck? | 0:14:15 | 0:14:17
Yeah. | 0:14:17 | 0:14:18 | |
OK, so you've got some thinking to do, haven't you? | 0:14:18 | 0:14:21
-Who was it? -I can't say who it was. | 0:14:21 | 0:14:24
-Really? -Yeah, I honestly can't. | 0:14:24 | 0:14:26
There's danger to my life. | 0:14:26 | 0:14:29
-That's all I can say. -Why do you say that? | 0:14:29 | 0:14:31
Because I can't say who it was. | 0:14:31 | 0:14:34
When we said to him, | 0:14:34 | 0:14:35
"Right, what's this chap's name, what's his address?" | 0:14:35 | 0:14:39
He just | 0:14:39 | 0:14:40
insisted that he wasn't in a position to tell us | 0:14:40 | 0:14:43
and he couldn't tell us. | 0:14:43 | 0:14:45
He admitted that he knew his name, | 0:14:45 | 0:14:46
he knew his address, but he just said he's the sort of person that | 0:14:46 | 0:14:49
you don't mess with and he's going to have to take it on the chin. | 0:14:49 | 0:14:53
They were his words. | 0:14:53 | 0:14:55
I'm just going to have to take it on the chin, boys | 0:14:55 | 0:14:57
and I'm going to have to accept that this... | 0:14:57 | 0:15:00
Whatever you're going to do to me, sorry. | 0:15:00 | 0:15:02
OK, let's have a look at the facts that Chris has assembled. | 0:15:03 | 0:15:06
Multiple trips to the lay-by caught on video, | 0:15:07 | 0:15:11
and proof that the guy still | 0:15:11 | 0:15:12
owns the truck in question, | 0:15:12 | 0:15:14
but the owner won't confess to being the driver responsible for the dump. | 0:15:14 | 0:15:19
OK, Chris, will this stick? | 0:15:19 | 0:15:21
When you've got such good evidence, | 0:15:21 | 0:15:23
photographic evidence of people fly-tipping, | 0:15:23 | 0:15:26
you've got a vehicle with the registration number, you can't... | 0:15:26 | 0:15:29
You've got to do it justice, you can't stop pursuing them. | 0:15:29 | 0:15:33
I will submit a file to our legal, | 0:15:33 | 0:15:35
unless anything happens unexpectedly between now and then, he, I imagine, | 0:15:35 | 0:15:39
will be summonsed to court. | 0:15:39 | 0:15:42
There is a section within the legislation that we use, that... | 0:15:42 | 0:15:47
um... | 0:15:47 | 0:15:48 | |
..imposes some liability on the owner of a vehicle | 0:15:49 | 0:15:52
used in fly-tipping and | 0:15:52 | 0:15:55
I think it's that section that we will be using... | 0:15:55 | 0:15:57
Taking advantage of on this occasion. | 0:15:57 | 0:15:59
This case has yet to go to court, but if found guilty, | 0:15:59 | 0:16:03
this guy could be hit with a fine of up to £50,000 | 0:16:03 | 0:16:06
and a possible jail sentence. | 0:16:06 | 0:16:09
In Cardiff... | 0:16:16 | 0:16:17
..litter louts better beware. | 0:16:19 | 0:16:21
The Cagney and Lacey of the garbage world are on a stakeout. | 0:16:23 | 0:16:27
So, whether you're littering from a vehicle or you're stood there throwing stuff | 0:16:27 | 0:16:30
on the floor, it's exactly the same. | 0:16:30 | 0:16:32
There's no difference in it at all. | 0:16:32 | 0:16:34
Waste enforcement officers | 0:16:34 | 0:16:36
Steph Marnell Jones and Lauren Main-Robson are keeping a close eye | 0:16:36 | 0:16:40
on a local drive-through and it doesn't take them long to spot their | 0:16:40 | 0:16:44
first offender. | 0:16:44 | 0:16:46
Just going to give that guy a fixed penalty. | 0:16:48 | 0:16:51
Hi, how you doing, all right? | 0:16:51 | 0:16:52
My name's Stephanie, a waste officer for Cardiff Council. | 0:16:52 | 0:16:55
The reason why I've come over, just saw you littering, throw the lids, | 0:16:55 | 0:16:59
-of your sauce. -Even though the guy picks up the lid, | 0:16:59 | 0:17:02
it's not enough to satisfy Steph. | 0:17:02 | 0:17:05
This fast food junkie reckons as he's picked up the lid, | 0:17:05 | 0:17:09
he shouldn't be punished. | 0:17:09 | 0:17:10
You wouldn't have, though, if I didn't come over. | 0:17:10 | 0:17:13
The bin is just over there. You were also throwing food as well. | 0:17:13 | 0:17:16
It seems pretty clear-cut. | 0:17:16 | 0:17:17
The man threw his ketchup lid onto the floor, so what's it going to be? | 0:17:17 | 0:17:22
It's an £80 fixed penalty. | 0:17:22 | 0:17:24
So, whilst the man finishes his lunch, | 0:17:24 | 0:17:27
Steph serves him up a less than tasty £80 on-the-spot fine. | 0:17:27 | 0:17:31
There you go. | 0:17:31 | 0:17:32
-Thanks for your cooperation. Use the bins. -No problem. | 0:17:32 | 0:17:35
-All right? Thank you. -No problem. | 0:17:35 | 0:17:37
'He peeled the lid off the sauce and just chucked it. | 0:17:37 | 0:17:40
'Then he threw a chip on the floor. | 0:17:40 | 0:17:41
'And I thought, "I'm just not having that." ' | 0:17:41 | 0:17:43
So he gave me his details anyway, said he didn't know, | 0:17:43 | 0:17:46
he said it was ridiculous, stupid, so I said, | 0:17:46 | 0:17:50
well, I thought it was ridiculous and stupid that he was throwing litter on the floor. | 0:17:50 | 0:17:53
Well, we took the registration number. | 0:17:53 | 0:17:56
He didn't have any ID on him so, if he has given me any false information, | 0:17:56 | 0:17:59
hopefully the car will bring something back if we need to go down that route. | 0:17:59 | 0:18:02
I hope he will think about it next time he goes to throw something | 0:18:02 | 0:18:05
out of the window, whether or not it will change his behaviour... | 0:18:05 | 0:18:08
He didn't really seem that bothered by it. | 0:18:08 | 0:18:11
He just thought I was wasting his time. | 0:18:11 | 0:18:13
But you never know, hopefully. | 0:18:13 | 0:18:15
Uh-oh, hold on. | 0:18:15 | 0:18:16
Lauren has seen a litterer, too. | 0:18:16 | 0:18:18
Isn't that the same place as the last guy? | 0:18:18 | 0:18:21
There is a bin there. There is a bin over there. | 0:18:21 | 0:18:24
Why didn't you chuck it in the bin? | 0:18:24 | 0:18:26
"Oh, those bins." | 0:18:26 | 0:18:27
You can't really miss them, can you? | 0:18:27 | 0:18:30
As we sat in the vehicle, she witnessed him, | 0:18:30 | 0:18:32
I think it was a salt packet first, it was quite small, | 0:18:32 | 0:18:35
and then he threw another piece of litter out from his food packaging. | 0:18:35 | 0:18:40
I'll have to just report you for the petty littering, OK? | 0:18:40 | 0:18:43
For that assault on our streets, he faces an £80 fine. | 0:18:44 | 0:18:48
There is a bin to the side, a bin in front, a bin behind, | 0:18:49 | 0:18:53
two bins the other side. | 0:18:53 | 0:18:54
There's just no excuse for that whatsoever. | 0:18:54 | 0:18:58
After a morning binge of fast food, | 0:18:58 | 0:19:00
you might choose to walk it off on the high street. | 0:19:00 | 0:19:03
But litterers aren't safe there either. | 0:19:03 | 0:19:06
Guy threw a cigarette on the floor. | 0:19:06 | 0:19:08
The litter police have caught an elderly gent red-handed. | 0:19:08 | 0:19:12
Hate doing old people. Excuse me. | 0:19:13 | 0:19:15
My name is Lauren, here on behalf of Cardiff Council. | 0:19:15 | 0:19:18
If you go and have a look, it's outside the door. | 0:19:18 | 0:19:21
What I'm going to have to do is report you for petty littering, OK? | 0:19:21 | 0:19:24
Unfortunately, litter is litter, whether you are old-aged or not, OK? | 0:19:24 | 0:19:29
Just by dropping that one cigarette butt, he could be facing an £80 fine | 0:19:31 | 0:19:35
for littering, or they might just let him off with a warning. | 0:19:35 | 0:19:38
It is the 19th and it was at 11:14. | 0:19:38 | 0:19:42
There is no leniency where litter is concerned. | 0:19:42 | 0:19:45
We will issue you with a fixed penalty. You've got 14 days to pay. | 0:19:45 | 0:19:47
If you want to appeal it, OK, don't pay it, to appeal a fixed penalty, | 0:19:47 | 0:19:50
or if you don't pay it'll go to court and it's up to the judge to decide. | 0:19:50 | 0:19:54
We just issue the fixed penalty for what we saw. | 0:19:54 | 0:19:57
It's an £80 on-the-spot fine. | 0:19:57 | 0:19:59
-Yeah, for littering. -So he's accepted the fine and now he's about to get a free gift. | 0:19:59 | 0:20:04
I'm going to give you this, actually. | 0:20:04 | 0:20:06
In there is like where you can put your fags and in the back is for | 0:20:06 | 0:20:09
chewing gum as well. So just keep that on you and it saves you having | 0:20:09 | 0:20:11
to... It can be reused. | 0:20:11 | 0:20:13
Thank you. | 0:20:13 | 0:20:14
But it's not just the busy main roads where you can get caught for | 0:20:16 | 0:20:19
littering. Around the corner on a quiet residential street, | 0:20:19 | 0:20:23
Lauren has spotted another offender. | 0:20:23 | 0:20:26
Hiya, excuse me, hiya. My name is Lauren. | 0:20:26 | 0:20:28
Cardiff Council. You dropped your fag on the floor. | 0:20:28 | 0:20:31
Your cigarette on the floor. No cigarette on the floor? | 0:20:31 | 0:20:35
OK, I seen you drop your cigarette on the floor. | 0:20:35 | 0:20:39
But it seems there's a language barrier. | 0:20:39 | 0:20:41
She claims that she doesn't speak English. | 0:20:41 | 0:20:44
I think you do understand. | 0:20:44 | 0:20:45
I wonder if she understands the phrase, "£80 fine for littering", | 0:20:45 | 0:20:50
because that's what could be on the cards. | 0:20:50 | 0:20:52
If you don't cooperate, I will call the police to help me with it. | 0:20:52 | 0:20:55
She's doing a runner. | 0:20:55 | 0:20:56
-I'll follow you, then, that's fine. -Well, it's more of a brisk walk. | 0:20:56 | 0:21:00
MUSIC: William Tell Overture by Rossini | 0:21:00 | 0:21:02
And now she's gone into hiding at home. | 0:21:04 | 0:21:06
Obviously, I've seen this lady litter, | 0:21:07 | 0:21:10
cigarette end onto the floor and walk away, | 0:21:10 | 0:21:13
saying she doesn't speak English. | 0:21:13 | 0:21:15
It's not true. If she doesn't give her details, | 0:21:15 | 0:21:17
then I'll call the police myself, as it is an offence to withhold details | 0:21:17 | 0:21:21
from an enforcement officer. | 0:21:21 | 0:21:22
Either way, we'll get her details, yeah, whether she likes it or not. | 0:21:22 | 0:21:25
If she doesn't pay, then we'll send her to court. | 0:21:25 | 0:21:27
The litterer finally comes out of hiding. | 0:21:27 | 0:21:29
What we need from you is your details. We'll give you the fixed penalty. | 0:21:29 | 0:21:32
It's up to you whether or not you want to pay it, all right? | 0:21:32 | 0:21:35
That's all we need, your details. | 0:21:35 | 0:21:36
Eventually, the woman relents and produces her passport for ID. | 0:21:36 | 0:21:40
Thank you. You've got 14 days to pay. | 0:21:40 | 0:21:42
If you don't pay, it'll go to court. | 0:21:42 | 0:21:44
It's up to you. That's the fixed penalty for littering. | 0:21:44 | 0:21:47
Whether it's a cigarette, piece of paper, crisp packet, can of pop, | 0:21:47 | 0:21:50
you can't throw stuff on the floor, all right? | 0:21:50 | 0:21:52
-It's not allowed. -Dropping a tiny cigarette butt has ended up costing | 0:21:52 | 0:21:56
this lady a whacking £80. | 0:21:56 | 0:21:59
But the problems with this resident don't stop with littering. | 0:21:59 | 0:22:03
Your bags should go out after 4:30pm. | 0:22:03 | 0:22:05
-Yeah? -I know it's collection day tomorrow, but it is after four o'clock. | 0:22:05 | 0:22:08
OK? It's too early. All right? | 0:22:08 | 0:22:11
Thank you. | 0:22:11 | 0:22:13
So she's not going to pay that. | 0:22:14 | 0:22:16
I'd say, for every, for example, ten fixed penalties, | 0:22:16 | 0:22:21
I'd say two maybe go to court. | 0:22:21 | 0:22:24
And all for a discarded dog end. | 0:22:24 | 0:22:26
I'm in Wiltshire. | 0:22:30 | 0:22:32
Back on the beat with traffic cop Warren Knight. | 0:22:34 | 0:22:37
RADIO CHATTER | 0:22:41 | 0:22:43
'We've just had the call every traffic cop dreads.' | 0:22:43 | 0:22:45
-What's happening, Warren? -Road traffic collision, car v motorcycle, | 0:22:52 | 0:22:56
so I'm just going to go and clear this traffic. | 0:22:56 | 0:22:59
-RADIO: -46, needing backup. | 0:22:59 | 0:23:01
'A serious smash on Warren's patch is going to take priority.' | 0:23:01 | 0:23:04
'As we arrive at the scene, | 0:23:10 | 0:23:11
'you don't need to be an experienced traffic cop to know this is serious.' | 0:23:11 | 0:23:15
Oh, it's not looking very good. | 0:23:15 | 0:23:17
There's an awful lot of mess. | 0:23:25 | 0:23:27
'Two badly damaged cars and a motorcyclist being attended to in a field. | 0:23:27 | 0:23:31
'Could this be the result of speeding?' | 0:23:31 | 0:23:34
All right, fella. What have you done? | 0:23:34 | 0:23:36
It's a serious injury, so you might not want to look. | 0:23:40 | 0:23:43
The car that the motorcyclist has hit is in a bad way. | 0:23:43 | 0:23:46
The bike... Well, you can just see by the state of that bike | 0:23:46 | 0:23:49
that this is obviously not going to be a very nice scene | 0:23:49 | 0:23:51
to be a witness to. | 0:23:51 | 0:23:53
The motorcyclist looks badly injured. | 0:23:53 | 0:23:56
He is still lying in the field, where he's being looked after. | 0:23:56 | 0:23:59
Warren now needs to take charge of the scene to make sure there is no | 0:23:59 | 0:24:02
further incidents and to secure any evidence. | 0:24:02 | 0:24:06
This is my scene, so I don't want anybody in it. | 0:24:06 | 0:24:08
Yeah. It's an open lower-leg fracture. | 0:24:10 | 0:24:15
So you might want to tell the ambulance that's the case. | 0:24:15 | 0:24:19
Bike's been coming down the A4361 and it's been struck by the Nissan | 0:24:20 | 0:24:25
and then the bike's hit the VW. | 0:24:25 | 0:24:27
Received. | 0:24:27 | 0:24:28
'Roger.' | 0:24:28 | 0:24:29
But securing the crash site is not as easy as it might seem. | 0:24:29 | 0:24:33
What the...? Sir! | 0:24:33 | 0:24:35
Can you stay back from the junction, please? | 0:24:35 | 0:24:37
There's been a crash. I don't need you to go down this road. | 0:24:37 | 0:24:39
Can you turn around for me, please? | 0:24:39 | 0:24:41
Just reverse into that junction for me, all right? | 0:24:41 | 0:24:44
Just keep going and reverse. | 0:24:46 | 0:24:48
Don't cross over this bit here, OK? | 0:24:48 | 0:24:50
So keep going back. | 0:24:50 | 0:24:52
Heading that direction... | 0:24:55 | 0:24:57
Stop! Don't go any further. Just reverse back. | 0:24:57 | 0:25:00
I was trying to help the officers a minute ago, | 0:25:00 | 0:25:02
just looking for the number plate, | 0:25:02 | 0:25:04
so they can identify who the motorcyclist was. | 0:25:04 | 0:25:07
His bike's there and about ten metres away is his boot. | 0:25:07 | 0:25:10
Which sort of makes me feel a bit queasy about the whole situation. | 0:25:10 | 0:25:14
With the Wiltshire air ambulance arriving to treat the injured | 0:25:15 | 0:25:18
motorcyclist, Sergeant Knight needs to gather any evidence that might | 0:25:18 | 0:25:22
point to the cause of this terrible accident. | 0:25:22 | 0:25:25
There's a phone in her car. | 0:25:25 | 0:25:27
I think we'll have that, see if she'll allow you to look at the messages | 0:25:27 | 0:25:31
-and see if there's a Bluetooth on it. -Yeah. | 0:25:31 | 0:25:34
If there's anything recent, we'll have the phone. | 0:25:34 | 0:25:36
OK. But she'll have to let you... | 0:25:36 | 0:25:38
-All right? -What's your instinct at the moment? | 0:25:38 | 0:25:41
Is speed involved? | 0:25:41 | 0:25:42
It's hard to say. Looking at the crash site, | 0:25:42 | 0:25:45
there's no indication that the motorcyclist has braked, | 0:25:45 | 0:25:48
so there's no reaction to him. | 0:25:48 | 0:25:50
It is an open road. | 0:25:50 | 0:25:52
It's a 60 limit. | 0:25:52 | 0:25:53
So we'll never be able to determine whether speed was a factor. | 0:25:53 | 0:25:57
I suppose there is an element now, regardless of speed at the moment, | 0:25:57 | 0:26:00
whether somebody might have been texting or talking on the phone. | 0:26:00 | 0:26:03
That is always something that we'll look at. | 0:26:03 | 0:26:05
So I'm in the process of seizing phones. | 0:26:05 | 0:26:08
-Right. -Establishing timelines. | 0:26:08 | 0:26:10
-Yes. -So when the calls come in to when the accident happened. | 0:26:10 | 0:26:13
There is always going to be a slight discrepancy but I need to rule out | 0:26:13 | 0:26:16
whether that was a distracter. | 0:26:16 | 0:26:18
It's a modern car. It may well have Bluetooth. | 0:26:18 | 0:26:20
But even with Bluetooth, if you have an incoming call with Bluetooth, | 0:26:20 | 0:26:23
-it can distract you. -Yes. | 0:26:23 | 0:26:24
Because your mind is not on it. | 0:26:24 | 0:26:26
But it will be determined to me to find out whether that's a call at | 0:26:26 | 0:26:29
the junction or whether it's a call 400 or 500 metres back. | 0:26:29 | 0:26:33
The motorcyclist has a broken leg | 0:26:35 | 0:26:36
but is stable enough to be transferred | 0:26:36 | 0:26:39
by helicopter to hospital in Bristol. | 0:26:39 | 0:26:41
Warren doesn't know yet what caused this crash | 0:26:41 | 0:26:44
but a sight like this brings home the importance | 0:26:44 | 0:26:46
of the work done to prevent speeding. | 0:26:46 | 0:26:48
Got to say, Warren, that was a bit traumatic for me but, for you, | 0:26:48 | 0:26:51
it's something you see on a regular basis, isn't it? | 0:26:51 | 0:26:53
As we were discussing, probably minutes before, about why we're doing | 0:26:53 | 0:26:56
what we're doing, why it's important to look at the education | 0:26:56 | 0:26:59
and look at how we enforce people - | 0:26:59 | 0:27:01
had he been coming past me in the unmarked car, | 0:27:01 | 0:27:03
not knowing he's been speeding, it's an opportunity for me to stop him, | 0:27:03 | 0:27:07
deal with him for a fixed penalty notice, | 0:27:07 | 0:27:09
slow him down and just discuss the dangers of being a motorcyclist. | 0:27:09 | 0:27:13
And it may be that if that had happened 300 yards, | 0:27:13 | 0:27:15
400 yards up the road, he'd have come down this junction, | 0:27:15 | 0:27:18
seen the junction and thought, you know, "I'm going too fast, | 0:27:18 | 0:27:21
"I need to ease off and probably make myself a bit more visible," and | 0:27:21 | 0:27:24
probably would have avoided collision and would probably be | 0:27:24 | 0:27:27
at home now eating his tea probably. | 0:27:27 | 0:27:29
As it is, he's in a serious condition on his way to hospital. | 0:27:29 | 0:27:32
Of course, we don't know if anyone involved in this terrible accident | 0:27:32 | 0:27:37
was speeding. Some of these on-the-spot penalties can actually be life-savers. | 0:27:37 | 0:27:41
Yeah, they can. It's about getting the message across to people that, | 0:27:41 | 0:27:44
if you drive responsibly and carefully and make good decisions, | 0:27:44 | 0:27:47
you will avoid collisions. You know, sometimes there is just bad luck. | 0:27:47 | 0:27:50
You can't get away from that. | 0:27:50 | 0:27:52
Sometimes, poor decision-making, coupled with speed or whatever, | 0:27:52 | 0:27:55
distraction, drink or alcohol or drugs, | 0:27:55 | 0:27:58
those things will impact how we drive. | 0:27:58 | 0:28:00
-It's important people get that message. -Yeah, definitely. | 0:28:00 | 0:28:03
That's all for today. Join me next time, when I'll be out with the men | 0:28:04 | 0:28:07
and women who issue Britain's on-the-spot fines. | 0:28:07 | 0:28:10 |
