The Chancellor promises to rewrite planning rules to boost the economy.

He warns the country cannot afford to wait years for new development.

We have to do more and we have to do it faster. The next couple of

weeks you will see us introduced into Parliament legislation to

speed up planning decisions and the processes.

Brittain adds four gold medals to its tally at the Paralympic Games.

Good evening. The Chancellor George Osborne is promising to reform the

planning system to speed up development and boost the economy.

He has told the BBC that the country cannot afford to wait years

for new building and infrastructure projects. Labour says the

Government has displayed only delay and indecision. Our political

correspondent reports. Britain can deliver, that is the

message from the successful staging of the Olympic and Paralympic Games.

So the Government is going to back more major projects, hoping to

drive the economy out of the doldrums to a golden future. The

Chancellor insisted today that the economy was healing but there was

no easy route to a magical recovery. We have to up the tempo of

development and activity in this country and I think this country

faces a big question about its future in the world and whether it

is about our school system, our welfare system and the

infrastructure we have, have we got the appetite as a country to make

the changes to make the -- to provide jobs? So the Government

will guarantee infrastructure investment using low interest rates

which will guarantee the construction of new homes, with

guarantees worth up to �10 billion. And there will be a new Bill on

planning to relax the rules even further. David Cameron has

expressed frustration with the planning system and says he is

determined to cut through the dither that holds the country back.

It is short to worry campaigners concerned that there will be given

the go-ahead to concrete over the green belt. The Government accuses

Labour of creating uncertainty over planning rules. They published a

national policy framework back in March which local authorities have

been working to ensure they are compliant with by April. And now we

are going to sue them throwing all the chips up in the air again and

that makes it impossible to plan when you want to make investment. -

- to see them. So what is the reaction from small businesses?

terms of infrastructure it is welcomed but we are concerned that

it will not have any impact in the short term. Shovel-ready projects

are in limited supply and this will come on stream in over a year.

David Cameron and Nick Clegg say they are determined to unite around

proposals to get the economy moving. Our correspondent joins us now.

They are talking about growth boosting measures at the same time

as talking about a reshuffle. Tony Blair reshuffles became an

annual event but they did not always go to plan and I think David

Cameron has learned from that, which is why he has waited two

years to carry out his first major reshuffle. He will be looking at

the political balance and may be promoting right-wingers to keep the

backbenchers happy. But when you look at the list at the moment, the

top jobs are probably going to stay as they are, with George Osborne as

Chancellor despite some Tories calling for him to be moved. I

think there will be a new chairman possibly of the Conservative Party,

someone who can come out and defend the Government's corner. It is in

the junior ranks that we will see new talent being brought in and it

is certainly a nervous time for those that have jobs and those that

want them. We can be rest assured that those MPs that come back here

tomorrow will have their telephones switched on.

It has been another successful day for Paralympics GB. They have added

four more gold medals to the tally, in a rare ring, this is, swimming

and in the Velodrome. -- at the rear wing.

It was the Paralympic final that looked more like a British training

session. Anthony Kappes and Craig Maclean against Neil Fachie and

Barney Storey, gold and silver but which way round? Once the cagey

start gave way to a full throttle finish, they were simply in a class

of their own as they charged to an emphatic victory. There was nearly

a second gold medal but the men's sprint team were agonisingly pipped

by China on a day when tears and medals float. It was another

glorious day for 21 year-old Aled Davies, who blended for power with

even brought a -- raw power with even more raw emotion. A dance of

delight and a big case for his mother. Another ovation from the

home fans. That crowd is addictive. That stadium, I am gutted I am not

in another event! I cannot wait to stand on the podium. It has not

really sunk in yet. It has been an emotional journey to get here. Am

glad I can perform on the world stadium and give something back to

that incredible crowd. There was also six s in the long jump. Stef

Reid competed for Canada at the last Paralympics. With British

parents she switched allegiances and leapt to a personal best and a

silver medal. The rowing team also saved their best till last. The

mixed four push themselves to exhaustion and the gold medal.

Delight for Pam Relph, Naomi Riches, James Roe, David Smith and Lily van

den Broecke. There were more medals for the prolific equestrian team.

Sophie Wells on her horse Pinocchio picked up silver in her individual

event. And there was another silver medal for Deborah. Greenwich Park

is fruitful for our riders once again. Tonight the focus will be on

the main stadium where the South African runner Oscar Pistorius will

be going for his first gold medal of these Games. David Weir will

also be racing so the fans could be in for a glittering evening.

The bodies of a man and two children have been found at a flat

in Tidworth in Wiltshire. Paramedics discovered the two boys

aged three and 11 in one room and the man's body in another. Police

are treating the deaths as suspicious but are not looking for

anyone else. The children's mother has been informed.

Throughout the day, small gestures of affection have been brought to

the block of flats in Tidworth where the awful discovery was made.

The body of the two boys aged three and 11 and the 36 year-old man

believed to be their father were found yesterday. Police have

confirmed that he had separated from his partner. He had been

renting a flat here for several months and he was due to move out

very soon. In fact it was the landlord to came round to inspect

the property he made the grim discovery. The police are treating

the deaths as suspicious but are not looking for anyone else. Their

mother is being comforted. Clearly it is a shocking thing to find out,

obviously. While she is clearly distressed and shocked by what has

happened, she is being given the best possible support that we can

provide her with during this horrendous time. Tidworth is a

garrison town. It has had to deal with the loss of service personnel

in Afghanistan. But nothing ever like this, so close to home. A very

big shock to the community, especially when they are young

victims. I walk past here every day. I don't know, I just can't believe

it. Those involved are not connected to the military. With the

investigation at an early stage, the police have yet to provide a

full picture of what exactly led to the death here.

A British man and his son had drowned off the coast of Majorca.

It happened at Cala Antena in the South East of the island. It is

understood that the boy was swept off rocks into the sea and his

father jumped in after him but they both drowned. They have been named

locally as George Selby and his son Louis.

A Manchester City footballer has been arrested on suspicion of

causing death by dangerous driving. Courtney Meppen-Walter was involved

in a collision offer Manchester last night in which a man and a

woman died. Police are searching for a missing

man and woman after 13 year-old girl was found alone on a boat,

Norfolk Broads yesterday evening. Divers have been searching the

river and the boat is being examined.

In Pakistan, a Muslim cleric has been accused of tampering with

evidence in a blasphemy case against a 14 year-old Christian

girl with learning difficulties. He is alleged to have planted pages

from the Koran inside a bag containing burned papers that were

taken from the girl. Representatives of Rimsha Masih

will seek to have her released on bail tomorrow. We report from

Islamabad. Blindfolded and thronged by police,

he was brought to court. An accuser now himself the accused. His deputy

claims that he planted pages of the Koran and unburned papers said to

have been carried by the girl. -- a monster burnt papers. Witnesses say

this is then tried to a -- this is an attempt to get Christians out of

the area. Supporters of Rimsha Masih are hoping that this arrest

will be crucial. They believe that the case against a could collapse

completely. At the very least they hope that she will be released on

bail and they insist she should never have been imprisoned in the

first place. Just two days ago, Rimsha Masih was brought to court,

hidden under a sheet. Doctors say that she is just 14 with a lower

mental age. Her family say that she has struggled with learning

difficulties all her life and is now completely traumatised. And the

trauma extends to other members of Pakistan's small Christian

community. They have been praying for Rimsha Masih and for themselves,

worrying who might be next. It is very, very sad, very depressing.

Suddenly people are accused. Sometimes I feel helpless.

their prayers might be answered. There is increasing hope that

Rimsha Masih will be freed. But there are real concerns for her

safety. At least 16 pilot whales have died

after becoming stranded off the coast of Fife. The rest have been

saved. They have been refloated and sent back out to sea. Our

correspondent is at Anstruther now. The good news is that 10 whales

have been rescued here this afternoon. There was a further

rescue effort and a real worry within the last hour because of a

female was stranded in a nearby harbour. But the pot worked

together and they are now heading out into the North Sea. There is a

real question as to whether they will stay there. This rescue effort

was a race against time. The emergency services and the real-

life experts had only 12 hours to get the whales back into the water

before their internal organs started to fail. Hundreds of people

gathered to try to help. Sadly it was too late for some, including

three young whales. For those left alive, rescuers knew they had a

window at high tide. They gathered the whales together in a shallow

waters. Unfortunately one thrashed 3. The others finally managed to

set off together. Because so many have died, it could be that some

have them have been on too long but the clinical signs are good. We

have not seen any that were not fit to be released. It is really up to

them. Marine experts are not sure why it the whales are here. They

can only guess that they followed a sick or dying member of their group.

The fear is that they will not stay out in the depths of the North Sea.

This stretch of coastline will now be carefully monitored over the

next 24 hours to try to keep them alive. The sad news is that we are

told that out of the 10 Wales that they managed to save, there is a

50-50 chance as to whether or not they will survive. -- whales. But

there is a group three miles up the coastline and if they manage to

join together and work together, it is hoped that they will stay safe.

Hello. Jenson Button had claimed his second win of the Formula One

season after victory in the Belgian Grand Prix. There was chaos at the

beginning of the race as Lewis Hamilton and championship leader

Fernando Alonso crashed out in a dramatic pile up in the first

corner. Romain Grosjean has been given a run -- one-race ban for

causing the crash. There is notorious history of accidents here.

But with sunshine, few would have predicted this. He has hit the

Lotus! Romain Grosjean over the top of Fernando Alonso and Hamilton!

After the break, Romain Grosjean's enthusiasm to get ahead saw him

push Lewis Hamilton wide with spectacular and almost dire

consequences. Fernando Alonso did not realise just how close he came

to disaster until he watched the replay. I felt like a train coming,

the big hit, and then looking at the image, you can see a problem

because the car was so close. I think we broke everything on top of

the car. So it was lucky in that aspect. Starting from pole position

for the first time in three years, Jenson Button steered clear of any

drama. Paul pit-stops have let him down this season but this one

equalled the record for the fastest. Sebastian Vettel fought his way up

from 10th to finish second. Jenson Button's first win since the

opening race of the season puts him in the hunt for a second world

title. In the Premier League it was a tale

of two transfer windows at Anfield. Liverpool failed to bring in

reinforcements on deadline day and were beaten 2-0 by Arsenal. The

goals were both scored by big-name summer signings, Lukas Podolski and

Santi Cazorla. Robin van Persie was the hero for

Manchester United with a hat-trick against Southampton. United were

trailing 2-1 with three minutes to go before he struck the winner in

injury time. It finished 3-2. At Newcastle came from behind to draw

one all at home to Aston Villa. Motherwell have moved to the top of

the Scottish Premier League after beating Caledonian Thistle. Ryan

Conroy gave Dundee victory against Hearts.
