There maybe more bad news to come in the horsemeat scandal, says the | :00:09. | :00:13.
Government. Retailers and food suppliers hold talks as it emerges | :00:13. | :00:16.
a criminal conspiracy may be behind the contamination. | :00:16. | :00:21.
A cap on what people will have to pay for social care in England, but | :00:21. | :00:28.
much higher than campaigners have wanted. Blizzards on America's east | :00:28. | :00:32.
coast leave hundreds of thousands of people without power and air | :00:32. | :00:39.
passengers stranded. COMMENTATOR: Hogg can go all the way. He has the | :00:39. | :00:45.
pace. And an 80m charge by Stuart Hogg powers Scotland to victory | :00:45. | :00:55.
:00:55. | :01:02. | ||
over Italy in the Six Nations. Good evening. The Government is | :01:02. | :01:07.
warning there maybe more bad news to come in the investigation of the | :01:07. | :01:10.
contamination of beef products, once test results are revealed | :01:10. | :01:14.
later this week. The Environment Secretary was speaking after an | :01:14. | :01:18.
emergency meeting in London with food retailers and suppliers. Owen | :01:18. | :01:22.
Paterson said retailers hold the ultimate responsibility for | :01:22. | :01:25.
ensuring there is no horsemeat in their products. Emma Simpson has | :01:25. | :01:30.
the latest. From the field to the fork. The | :01:30. | :01:34.
story of contaminated beef products has unful gulfed a host of big | :01:34. | :01:38.
names and with further tests already under way, the fear is that | :01:38. | :01:42.
more horsemeat will probably be found. Today retailers were | :01:42. | :01:46.
summoned to discuss the scandal, where they agreed to do more | :01:46. | :01:53.
regular testing for horse DNA and report the results. We have this | :01:53. | :01:59.
extraordinary international network, distributing food ingredients | :01:59. | :02:02.
around not just Europe but the world and I am keen that more of | :02:02. | :02:07.
this is tested on its way through the process, and less is taken on | :02:07. | :02:11.
trust that the piece of paper attached to the palette is correct. | :02:11. | :02:16.
Consumers want good-quality food but when it comes to mass-produced | :02:16. | :02:20.
meat products, the supply chain can be incredibly complex. Too complex | :02:20. | :02:25.
says the boss of Morrison's, who was at today's meeting We are | :02:25. | :02:29.
firmly in the camp that you keep it simple. We own our abattoirs. We | :02:29. | :02:35.
own our meat processing plants. So, we have full traceability. The UK | :02:35. | :02:40.
has moved away, in the search for cheap food but cheap food, there | :02:40. | :02:46.
are risks involved. And it is now a Europe-wide problem. Findus meals | :02:46. | :02:49.
have been withdrawn in France. This is where the contamination was | :02:49. | :02:53.
found at its supplier. Products have been taken off the shelves in | :02:53. | :02:57.
Sweden too, but it may not end there. Its supplier had clients in | :02:58. | :03:03.
many countries. We now know the horsemeat nound this lasagne came | :03:03. | :03:07.
from Romania. -- found in this lasagne. How it got there is still | :03:07. | :03:10.
unclear. Findus believes this was no accident and is planning legal | :03:10. | :03:16.
action. It also took out newspaper adverts to try to restore its | :03:16. | :03:20.
reputation. Trust across the whole food industry, it seems, has taken | :03:20. | :03:25.
a knock. Well you kind of lose confidence in pre-bought things. | :03:25. | :03:31.
You don't know where it is coming from. I always read the food Labour | :03:31. | :03:35.
to see what it contains but you can't trust them. I buy off the | :03:35. | :03:41.
butchers. Tests are supposed to be completed by Friday. Regaining | :03:41. | :03:45.
public confidence may take far longer. No-one will be expected to | :03:45. | :03:50.
pay more than 75,000 for their elderly personal care in England | :03:50. | :03:54.
from 2017 according to Government sources. The details are part of | :03:54. | :03:58.
reforms of the social care system, which will be unveiled on Monday. | :03:58. | :04:01.
The figure, which doesn't include the cost of food or accommodation, | :04:01. | :04:05.
is much higher than that recommended by a Government- | :04:05. | :04:08.
submissioned report on the issue and has been criticised by campaign | :04:08. | :04:16.
groups. They say old age doesn't come alone | :04:16. | :04:20.
and increasingly it does come with a high bill attached. One of the | :04:20. | :04:24.
most divisive issues at the last election was how to prevent | :04:24. | :04:27.
pensioners from having to sell their homes to pay for personal | :04:27. | :04:31.
care. So, on Monday the Government will announce their intention to | :04:31. | :04:36.
place a life-time limit on the costs. They say this will be set at | :04:36. | :04:41.
75,000 although this would apply only to the cost of care, not the | :04:41. | :04:44.
cost of accommodation in a residential home. Currently, anyone | :04:44. | :04:50.
in England who has assets, including their home, worth more | :04:50. | :04:54.
than 23,250, gets no state help. So, an independent body, set up by | :04:54. | :04:57.
the Government, the Dilnot Commission, suggested this should | :04:57. | :05:01.
rise to 100,000. On Monday the Government will announce it will go | :05:01. | :05:08.
up even further, to 123,000. But, Dilnot also said ideally no-one | :05:08. | :05:13.
should pay more than 35,000 and at most 50,000 towards the cost of | :05:13. | :05:18.
their own care. That's lower than the Government's cap. | :05:18. | :05:22.
On Monday both Conservative and Lib Dem ministers will set out to prove | :05:22. | :05:25.
they can work together on the really big issues by trumpeting | :05:25. | :05:30.
that care costs in England will be capped for the first time. But, | :05:30. | :05:35.
don't hold your breath. This wouldn't happen until after the | :05:35. | :05:40.
next general election in 2017. Although this idea proved | :05:40. | :05:44.
politically controversial in the past, the coalition are now likely | :05:44. | :05:47.
to announce that some care costs can be deferred until after death. | :05:47. | :05:51.
But critics say the Government should take a different approach. | :05:51. | :05:54.
This is the wrong priority at the wrong time. The poorest pensioners | :05:54. | :05:58.
in the current care system are in crisis. They face sub-standard care, | :05:58. | :06:01.
neglect, abuse. We are not investing properly in that system. | :06:01. | :06:05.
Before we go to home owners who don't want to lose their savings it | :06:05. | :06:09.
pay for care, as important as they are, deal with the most vulnerable | :06:09. | :06:14.
people. In the long run we're all debt but increasing longevity has | :06:14. | :06:20.
given politicians the tricky challenge of how to fund a bigger | :06:20. | :06:23.
care bill. Iain is with me. What more details | :06:23. | :06:27.
are we aware of at this stage? certainly isdy. It is certainly | :06:27. | :06:31.
complicated. It has proved, as we saw, politically controversial in | :06:31. | :06:35.
the past. As we said the Government intends to cap care costs at | :06:35. | :06:39.
75,000 in England. In Scotland there is free personal care already. | :06:39. | :06:43.
That cap is set at 2017 prices when the Government intend to introduce | :06:43. | :06:49.
this, not at today's prices. They say at today's prices it is closer | :06:49. | :06:53.
to 60,000, so perhaps closer than what was recommended by the Dilnot | :06:53. | :06:55.
Commission but still higher than recommendations received. They are | :06:55. | :06:59.
saying around 100,000 people will get more help from the state for | :06:59. | :07:03.
the cost of care than they are doing now. It is a radical reform | :07:03. | :07:07.
saying that the cap, at any level will give people the ability it | :07:07. | :07:10.
plan for retirement. They say it is rad Kcampaigners would have liked | :07:10. | :07:16.
an awful lot more. -- they say it is radical. Yes, they are saying | :07:16. | :07:21.
the idea of a 57,000 cap could be misleading. It covers the costs of | :07:22. | :07:24.
personal care it. Doesn't cover the cost of accommodation in a care | :07:24. | :07:27.
home, for example, or the cost of food you might eat there. | :07:28. | :07:31.
Campaigners are saying on Monday, when we get the detail, pour over | :07:31. | :07:36.
it with a fine tooth comb, because there maybe other complications, so | :07:36. | :07:41.
people in the end could pay a lot more than the 7 5thued which the | :07:41. | :07:44.
Government say they are guaranteeing. -- 75,000. | :07:44. | :07:48.
More than three feet of snow has fallen in just a few hours on | :07:48. | :07:53.
America's east coast, cutting power supplies and leaving people | :07:53. | :07:56.
stranded. Five states have declared a state of emergency and many | :07:56. | :08:03.
residents have been urged to stay indoors. From New York, here's | :08:03. | :08:07.
Rajesh Mirchandani. It is quite a job shoveling out after around 18 | :08:07. | :08:11.
hours of heavy snowfall. This is the state of Connecticut, which was | :08:11. | :08:16.
worst-hit. This has been a record- breaking storm with snowfalls | :08:16. | :08:20.
reported as great as 38 inches. Right now our main priority is to | :08:20. | :08:24.
clear roads. There have been several fatalities, including an | :08:24. | :08:28.
11-year-old boy in Massachusetts. He was keeping warm in a car with | :08:28. | :08:32.
the engine on, but the exhaust pipe was clogged with snow and he died | :08:32. | :08:36.
from the fumes. The impact of this storm has been | :08:36. | :08:39.
dramatic. One of the busiest regions in the world has been | :08:39. | :08:46.
forced into partial shutdown. It's been tough. No doubt about it. | :08:46. | :08:52.
Thousands of flights were cancelled stranding many drivers. On Long | :08:52. | :08:55.
Island some drivers were forced to sleep in their cars as road | :08:55. | :08:58.
conditions worsened overnight and electricity was knocked out to more | :08:58. | :09:02.
than 600,000 homes. Morning in New York City brought better news than | :09:02. | :09:08.
expected. The storm here wasn't as bad as they feared. Still, the | :09:08. | :09:13.
Governor of New York State today said this area is getting too much | :09:13. | :09:16.
experience of disaster management. In streets like this, they know | :09:16. | :09:21.
that only too well. Many of these houses are still clearing up after | :09:21. | :09:24.
Hurricane sandy last October. have a lot of machines that were | :09:24. | :09:29.
taken out. This is all from sandy as well? Yes. Louis lived without | :09:30. | :09:34.
heat and electricity for several days after sandy. Now he is facing | :09:34. | :09:38.
another clean-up. Floss way I could have prevented this or sandy. -- | :09:38. | :09:43.
there's no way. So you just deal with it. You deal with what life | :09:43. | :09:47.
throws you. It doesn't help to have another one so soon, though? No, it | :09:47. | :09:52.
does not. Absolutely not. Nothing stops this city for long. Now they | :09:52. | :09:57.
are getting all-too familiar with punishing storms. | :09:57. | :10:00.
Here, the Health Secretary has said police should look at the evidence | :10:00. | :10:04.
from the public inquiry into the death of hundreds of people in the | :10:04. | :10:09.
Mid Staffordshire NHS scandal. In a newspaper interview, Jeremy Hunt | :10:09. | :10:13.
said it was absolutely outrageous that nobody had been brought to | :10:13. | :10:17.
book for the failings at Stafford Hospital. Five other hospitals in | :10:17. | :10:20.
England are now to be investigated following that inquiry. | :10:20. | :10:24.
Barclays is to close a part of its business which helped clients avoid | :10:24. | :10:28.
tax. The move is part of a strategic review which will be | :10:28. | :10:32.
published on Tuesday, alongside full-year results. The BBC | :10:32. | :10:36.
understands that Barclays will no longer engage in activities which | :10:36. | :10:41.
are carried out, primarily for tax benefits. | :10:41. | :10:43.
The police officer killed in Northern Ireland when the car she | :10:43. | :10:50.
was travelling in was struck by a stolen vehicle, has been named, as | :10:50. | :10:55.
Philipa Reynolds. The 27-year-old was on routine patrol in | :10:55. | :10:59.
Londonderry when the stolen vehicle jumped a red traffic light. Police | :10:59. | :11:01.
have arrested two men who fled the scene. | :11:01. | :11:05.
The funeral has been held of a teenage girl who was shot dead a | :11:05. | :11:10.
week after she performed as President Obama's inauguration. | :11:10. | :11:15.
Michelle Bam Bam was among the mourners in Chicago -- Michelle | :11:15. | :11:25.
:11:25. | :11:28. | ||
Obama. Hadiya Pendleton was shot dead. | :11:28. | :11:32.
America's First Lady, returning to a Chicago neighbourhood where she | :11:32. | :11:37.
and her husband still own a home and where, in front of a packed | :11:37. | :11:42.
congregation, she comforted the distraught mother of a murdered 14- | :11:42. | :11:46.
year-old girl. Hadiya Pendleton loved dance, volleyball and reading. | :11:46. | :11:50.
She was a high school majorette and had taken part in the President's | :11:50. | :11:55.
inauguration a week before being shot dead. You don't know how hard | :11:55. | :12:00.
this really. And those of you that do know how hard this is, I'm sorry. | :12:00. | :12:10.
:12:10. | :12:13. | ||
I'm sorry. No mother, no father should ever have to experience this. | :12:13. | :12:16.
Well, this is where Hadiya Pendleton was killed, in broad | :12:16. | :12:20.
daylight on a Tuesday afternoon. She was with friends. They had | :12:20. | :12:24.
taken shelter here during a rainstorm. The person who killed | :12:24. | :12:28.
her came from over in the corner there, jumping over the fence, | :12:28. | :12:33.
opening fire, apparently mistaking the group for rival gangs members. | :12:33. | :12:38.
Gun murders were at a ten-year high here in January. 42 of them in one | :12:38. | :12:45.
city in a nation still debating whether new gun laws are needed. | :12:45. | :12:48.
She's important because all those other people who died are important. | :12:48. | :12:53.
She is a representative, not just of the people of Chicago. She's a | :12:53. | :12:56.
representative of the people across this nation who have lost their | :12:56. | :13:02.
lives. An uplifting farewell, rooted in a conviction, that in | :13:02. | :13:12.
:13:12. | :13:13. | ||
death one teenager can be a force for change. | :13:13. | :13:18.
Now, let's take a look at all today's sporting action. Let's | :13:18. | :13:23.
cross over to Lizzie Greenwood- Hughes at the BBC's Sport Centre. | :13:23. | :13:27.
Good evening. Wales and Scotland bupbz back with victories on the | :13:27. | :13:31.
second weekend of rugby's Six Nations. -- bounce back. Wales end | :13:31. | :13:35.
a long run of defeats to beat France in Paris and Scotland | :13:35. | :13:40.
recorded their first win in the tournament for two years with a 34- | :13:40. | :13:42.
10 victory over Italy at Murrayfield. | :13:42. | :13:46.
When you are not winning the Six Nations can be an overwhelming | :13:46. | :13:52.
experience. Off the back of a defeat to England, Scotland faced a | :13:52. | :13:57.
resurgent Italy. Yet they didn't take fright, the Scots recreating | :13:57. | :14:06.
what they saw -- we saw as glimpses at Twickenham. | :14:06. | :14:13.
An Italy team that had beaten France less than a week ago were | :14:13. | :14:20.
powerless after adviser's try. Hogg then turned defence into | :14:20. | :14:27.
attack in one incredible run. COMMENTATOR: Another sensational | :14:27. | :14:33.
score from the Scottish fullback. Scotland hn rediscovered something | :14:33. | :14:37.
at Murrayfield. Lamont pinched the ball and another try from under | :14:37. | :14:42.
Italy's noses. A late, lonely Italian score could not reduce the | :14:42. | :14:46.
significance of this victory. Wales and France both began the | :14:46. | :14:52.
tournament with defeat. That meant for a turgid start to their meeting. | :14:52. | :14:56.
The turf gave way but neither defence budged. The match was | :14:56. | :15:01.
dominated by braun and boo. Both sides exchanged penalties with no | :15:01. | :15:04.
sign of anything more adventurous until the final ten minutes. | :15:04. | :15:09.
North's try a movement finesse. It proved to be Wales' winning move, | :15:09. | :15:15.
snatched in the face of stalemate. In the women's Six Nations, the | :15:15. | :15:19.
defending champions, England, were thrashed 25-0 by Ireland. It's | :15:19. | :15:22.
their first defeat in the competition for four years. There | :15:22. | :15:26.
were seven games in the Premier League today. Match of the Day | :15:26. | :15:29.
follow this programme, so if you don't want to know the scores, this | :15:29. | :15:36.
is your chance to leave the home. And there was an upset at St Mary's | :15:36. | :15:41.
as second-placed Manchester City were beaten 3-1 by Southampton, | :15:41. | :15:45.
Gareth Barry scoring an own goal. City remain nine points behind | :15:45. | :15:48.
league leaders, Manchester United, who play tomorrowment | :15:48. | :15:51.
In today's other results, Chelsea notch up their first win in five | :15:51. | :15:57.
games with a 4-1 victory over Wigan at home. Arsenal survived having a | :15:57. | :16:03.
at home. Arsenal survived having a player sent off to beat Sunderland. | :16:03. | :16:07.
QPR lost to Swansea. Gareth Bale scored both Tottenham's goals in | :16:07. | :16:10.
their win over Newcastle. In Scotland Celtic have moved 18 | :16:11. | :16:15.
points clear at the top of the SPL after beating Inverness Caledonian | :16:15. | :16:18.
Thistle, their nearest rivals. The Scottish champions came from a gel | :16:18. | :16:24.
down to score three times, including this goal from Miku. | :16:24. | :16:31.
England's cricketers are off to a good start on their tour to New | :16:31. | :16:38.
Zealand with a a recording-breaking score. They hit 14 sixes and made | :16:38. | :16:44.
their highest ever T20 total. The captain, steward Broad took four | :16:44. | :16:50.
wickets to beat the home side. And Great Britain's women's tennis | :16:50. | :16:56.
team are through to the next round of the federation Cup. They'll play | :16:56. | :17:00.
Bulgaria tomorrow for a place in the world group play-off. That's | :17:00. | :17:04.
the sport for now. Now, millions of people are | :17:04. | :17:08.
celebrating lunar New Year, also known as Chinese New Year, of | :17:08. | :17:14.
course. It is the most important annual holiday in much of Asia. | :17:14. | :17:20.
And the celebrations began in China, with firework displays marking the | :17:20. | :17:24.
start of the Year of the Snake, taking over from the dragon. | :17:24. | :17:28.
Just a reminder of the main headline here tonight: consumers | :17:28. | :17:34.
are being warned that tests for horsemeat in food could yield more | :17:34. | :17:37.
bad results, as the Environment Secretary put it. And time to tell | :17:37. | :17:40. |
