Kenya says just a handful of gunmen could have been responsible for the

:00:00.:00:08.

Westgate Shopping centre siege. Four of them are identified on CCTV from

:00:09.:00:17.

the mall where 67 people died. The Health Secretary, Jeremy Hunt,

:00:17.:00:20.

warns NHS staff they may not get a planned 1% pay increase.

:00:20.:00:26.

And, Prince Harry goes walkabout down under.

:00:26.:00:46.

Good Evening. The authorities in Kenya say as few as four gunmen were

:00:46.:00:51.

responsible for the Nairobi shopping centre siege, which claimed the

:00:51.:00:58.

lives of 67 people. CCTV footage has emerged of the gunmen in the

:00:58.:01:01.

Westgate Mall during last month's attack. But Kenya's military now say

:01:01.:01:07.

the wanted British terror suspect, Samantha Lewthwaite, was not

:01:07.:01:09.

involved. Live now to our correspondent Gabriel Gatehouse in

:01:09.:01:15.

Nairobi. It's two weeks today since Westgate

:01:15.:01:19.

began and until today we had no official information about what took

:01:19.:01:22.

place during that four-day siege. The military has come under quite

:01:22.:01:26.

heavy criticism for its handling of the response and today's release of

:01:26.:01:31.

names and pictures may, in part, be designed to dampen some of that

:01:31.:01:36.

criticism. CCTV footage shows one of the men in

:01:36.:01:42.

what appears to be a storeroom. He beckons to his associate and three

:01:42.:01:45.

others follow him. They look relaxed as they search the area. One man has

:01:45.:01:52.

been identified as Omar Nabhan, said to be a Kenyan national. Little is

:01:52.:01:57.

known about a second man, named only as Umayr. Two others are named as

:01:57.:02:14.

Abu Braara Al Sudani and Khattab Al Kene. Two names come out

:02:14.:02:17.

prominently, names that have been known to the security forces for

:02:17.:02:24.

cite time. -- for quite sometime. They've been on wanted lists for a

:02:24.:02:28.

while now. The release of of the names is the first significant bit

:02:28.:02:32.

of information to come out of the ongoing investigation into what

:02:32.:02:37.

happened at Westgate. Even as Nairobi returns to some sort of

:02:37.:02:41.

normality Kenyans still have many more questions than they have

:02:41.:02:45.

answers. Investigators are still working their way through hours more

:02:45.:02:49.

CCTV footage and forensic work is being carried out on some of the

:02:49.:02:53.

bodies taken from Westgate. Information that will help provide a

:02:53.:02:57.

more complete picture on how a small number of attackers managed to cause

:02:57.:03:02.

so much carnage. One other thing to mention, the New

:03:02.:03:06.

York Times is reporting tonight that in response to the attack a team of

:03:06.:03:09.

US Navy Seals carried out a predawn in response to the attack a team of

:03:09.:03:15.

raid on an Al-Shabab stronghold inside Somalia to capture one of

:03:15.:03:18.

their senior leaders. Al-Shabab have confirmed to the BBC that a raid did

:03:18.:03:23.

take place although they say they repulsed the attack. It's not clear

:03:23.:03:26.

who the target of the raid was but an interesting detail is that the

:03:27.:03:29.

last time the Americans conducted an operation of this kind inside

:03:29.:03:35.

Somalia they killed a man who was implicated in the Embassy bombings

:03:35.:03:41.

here in 1998. Now we understand he is the cousin of one of the four men

:03:41.:03:45.

mentioned today by the Kenyan military in connection with

:03:45.:03:54.

Westgate. The Health Secretary, Jeremy Hunt,

:03:54.:03:58.

says the NHS can't afford to give staff a 1% pay rise which was due

:03:58.:04:02.

next year. He's recommended to two independent pay review bodies that

:04:02.:04:04.

health service staff don't receive their annual pay increase - although

:04:04.:04:08.

many may still get a rise linked to their length of service. Our health

:04:08.:04:10.

correspondent Dominic Hughes reports.

:04:10.:04:15.

Staff pay is the biggest single cost for the National Health Service. It

:04:16.:04:20.

accounts for about two-thirds of what trusts spend. Every year the

:04:20.:04:25.

NHS pay review bodies considers what salary increase the 1.3 million

:04:25.:04:31.

staff should receive. Long-serving nurses like Mike are counting on a

:04:31.:04:37.

pay rise. I have been a pediatric nurse for 33 years now T will mean

:04:37.:04:41.

that I won't get a pay rise again this year. What MrHunt is doing, he

:04:41.:04:48.

is taking a club to our pay scales and doesn't really understand the

:04:48.:04:53.

damage that he will inflict on ordinary working nurses like me.

:04:53.:04:58.

Like other public sector workers NHS staff had been expecting a 1%

:04:58.:05:02.

increase next April which would cost the health service in England around

:05:02.:05:06.

500 million. But the Government says this is on top of annual increments,

:05:06.:05:11.

rises linked to length of service which Ministers say will cost an

:05:11.:05:16.

additional 900 million and the NHS can't afford it. This is about

:05:16.:05:21.

making sure that we pay our NHS staff well and we reward people when

:05:21.:05:24.

they improve their performance, when they improve their skills. That's

:05:24.:05:27.

what it should be about. That's how it works in the private sector. And

:05:27.:05:31.

indeed in other parts of of the public sector. It's really about

:05:31.:05:36.

making sure that is what we get. The NHS budget is under extreme

:05:36.:05:39.

pressure. The health service is being expected to do more for less.

:05:39.:05:43.

And ministers are now clearly targeting the wage bill. Halting the

:05:44.:05:49.

pay rise for staff has already sparked outrage protests from both

:05:49.:05:53.

unions and the opposition who accuse ministers of using bullying tactics.

:05:53.:05:58.

It was a promise made to them and I don't think it's acceptable for the

:05:58.:06:02.

Secretary of State as a result of his own incompetence to come along

:06:02.:06:04.

Secretary of State as a result of and say you are not getting that

:06:04.:06:07.

after all. It really is a kick in the teeth for staff who are giving

:06:07.:06:12.

their all to keep the NHS going in difficult times. This is the

:06:12.:06:16.

Department of Health's opening negotiating position on pay. The Pay

:06:16.:06:20.

Review Body won't report until early next year.

:06:20.:06:28.

The Health Secretary, Jeremy Hunt, says the NHS can't afford to give

:06:28.:06:32.

staff a 1% pay rise which was due next year.

:06:32.:06:41.

A review in America into an attack on Camp Bastion in Afghanistan last

:06:42.:06:46.

year has criticised British security at the base. The Taliban killed two

:06:46.:06:50.

US marines and injured eight British soldiers. More than a £100 million

:06:50.:06:53.

worth of aircraft were also destroyed. The review found only

:06:53.:06:56.

half of the camp's guard towers were manned. Earlier this week, two

:06:56.:06:59.

American Generals were forced to retire following an investigation.

:06:59.:07:02.

400,000 workers sent home because of the US government budget crisis have

:07:02.:07:05.

been told to return to work on Monday. Lawyers say civilian staff

:07:05.:07:08.

at the Defence Department can resume their duties because what they do

:07:08.:07:11.

contributes to the morale of the armed services, who have continued

:07:11.:07:13.

working. Protests have been taking place in

:07:13.:07:16.

cities around the world over the detention of 30 Greenpeace activists

:07:16.:07:19.

in Russia. They've been charged with piracy after a demonstration at a

:07:19.:07:22.

Russian oil platform in the Arctic. Six are British. Sarah Campbell has

:07:23.:07:26.

been speaking to relatives and supporters who've been holding a

:07:26.:07:29.

protest in London today. A worrying time for the friends,

:07:29.:07:33.

families and supporters of the six British nationals imprisoned in

:07:33.:07:37.

northern Russia. The authorities have allowed little contact. Georgie

:07:37.:07:42.

Harris has received one e-mail from her older sister. She's very upset.

:07:43.:07:51.

She can't see her friends. It's an emotional time and she's still

:07:51.:07:54.

trying to work out why this is happening to them all. The

:07:54.:07:57.

campaigners were protesting against drilling in the Arctic at a Russian

:07:57.:08:02.

oil rig. They were preventing from boarding by armed officials and

:08:02.:08:08.

charged with piracy which carries a maximum jail term of 15 years. This

:08:08.:08:13.

is being billed as a day of solidarity. The idea is to keep

:08:13.:08:17.

piling pressure on the Russian authorities as publicly as possible.

:08:17.:08:22.

That included here in Russia where there was strong criticism today of

:08:22.:08:23.

the way the activists, four of whom there was strong criticism today of

:08:23.:08:28.

are Russian, are being treated. TRANSLATION: We believe this

:08:28.:08:33.

decision is illegal. We all came here. There are a lot of family and

:08:33.:08:36.

friends to support this movement. Helping to drum up support back in

London Daman Alburn from Blur and Jude Law. They often expecting

:08:47.:08:50.

arrest and the arrest often draws more attention which is a positive

:08:50.:08:53.

but the idea there is a possibility of a 15-year prison stretch is just

:08:53.:09:00.

beyond reason. The Foreign Office says it will continue to raise the

:09:00.:09:03.

issue with the Russian authorities. The families can do little but wait

:09:03.:09:13.

and hope. Police in Norfolk have arrested a

:09:13.:09:16.

hospital worker on suspicion of murdering an elderly patient. James

:09:16.:09:19.

May, who was 76, died from a suspected overdose at the James

:09:19.:09:22.

Paget Hotel in Gorleston near Great Yarmouth last month. The member of

:09:22.:09:27.

staff is being held in custody. Voters in the Republic of Ireland

:09:27.:09:30.

have narrowly rejected a plan to scrap their Upper House of

:09:31.:09:33.

Parliament - the Senate It represents a defeat for the Irish

:09:33.:09:36.

government, which wanted to scrap the Senate, arguing it was too

:09:36.:09:39.

expensive and not essential to democracy. Just under 40% of the

:09:39.:09:46.

electorate cast their vote. Parents where one of the couple

:09:46.:09:50.

earns over £50,000 a year have until midnight to register online with the

:09:50.:09:52.

tax authorities to comply with changes to the child benefits

:09:53.:09:56.

system. The changes will see high earners lose some or all of their

:09:56.:09:59.

benefits. Officials say around 200,000 people have yet to register

:09:59.:10:01.

and are facing a possible fine. 200,000 people have yet to register

:10:01.:10:10.

They run the risk they'll pay a charge as big as the benefit they're

:10:10.:10:14.

paying back. We just want to get the system running so it's very

:10:14.:10:18.

important they ister, even if they do it late.

Prince Harry has been greeting crowds in Australia in his first

:10:59.:11:03.

and a change of outfit Prince Harry was in amongst them as he got back

:11:03.:11:08.

on dry land for a walkabout. Judging from the reception, not too many

:11:08.:11:13.

republicans on show, but plenty keen to get to know the fourth in line to

:11:13.:11:18.

the throne. Hopefully he minds me waiting for him! I am a lovely

:11:18.:11:24.

Australian girl, be a great wife. Ready for the Prince. He is popular

:11:24.:11:29.

in Australia, he is a very down to earth, like a lot of Australians and

:11:29.:11:33.

gets on with everybody. He is well-liked here. And at nightfall, a

:11:33.:11:39.

spectacular finale. Australians know how to do fireworks. The harbour

:11:51.:11:55.

witnessed what was billed as one of the biggest firework displays the

:11:55.:12:03.

world has ever seen. Now news of today's sporting action.

:12:03.:12:19.

Thank you very much. Good evening. We're starting with the Premier

:12:19.:12:23.

League so please pop out of the room if you don't want to know today's

:12:23.:12:27.

results as Match of the Day follows us here on BBC1. Two goals from

:12:27.:12:30.

Belgian teenager Adnan Januzaj turned Manchester United's fortunes

:12:30.:12:33.

around after going a goal down to bottom of the table Sunderland. The

:12:33.:12:39.

2-1 win eases the pressure on David Moyes after their poor start to the

:12:39.:12:42.

season. Substitute Darren Bent scored a vital goal to give Fulham a

:12:42.:12:46.

1-0 win. Their manager, Martin Jol, had also been feeling the strain.

:12:46.:12:49.

Liverpool go top of the table after a 3-1 win over Crystal Palace. Luis

:12:50.:12:53.

Suarez scored in his first game at Anfield since his return from

:12:53.:12:56.

suspension. Manchester City are up to third place after ending

:12:56.:12:58.

Everton's unbeaten run. Celtic returned to the top of the

:12:58.:13:02.

Scottish Premiership after a 2-0 win over Motherwell. They took advantage

:13:02.:13:05.

of St Johnstone's 4-0 thrashing of Inverness who drop to second place.

:13:05.:13:08.

There were also wins for Dundee United, St Mirren and Ross County.

:13:08.:13:11.

Wigan Warriors have been crowned Super League champions this evening

:13:11.:13:15.

to complete the Rugby League double. But it took a remarkable second half

:13:15.:13:18.

turnaround before they beat Warrington Wolves 30-16. Patrick

:13:18.:13:24.

Gearey reports. Later this year the World Cup trophy

:13:24.:13:27.

Gearey reports. will be on the line at Old Trafford,

:13:27.:13:33.

but for now a local rivalry. Warrington and Wigan are less than

:13:33.:13:36.

ten miles apart and didn't appear particularly close, if this was

:13:36.:13:41.

anything to go by. The Wolves packed their try-scoring into seven

:13:41.:13:44.

minutes. Wigan withered in the face of continued attacks that saw

:13:44.:13:51.

Monaghan and Grix and Westwood wrestle over the line. Wigan

:13:51.:13:57.

realised their Challenge Cup double was in jeopardy. They came to life.

:13:57.:14:04.

16-6 at half-time. They were on the defensive and struggling to do that.

:14:04.:14:08.

Wigan scored twice in the 15 minutes that followed the break. Charnley

:14:08.:14:12.

brought them level. Soon they were ahead. An incredible comeback was

:14:12.:14:17.

completed with a saunter. Richards' try was their last. At Old Trafford,

:14:17.:14:21.

it's another night of celebrations in red and white.

:14:21.:14:27.

There was a silver medal for Britain at the World Gymnastics

:14:27.:14:30.

Championships in Antwerp, as Max Whitlock went one better than his

:14:30.:14:33.

Olympic bronze from London 2012 on the pommel horse. Whitlock would

:14:33.:14:36.

have become the first British male gymnastics world champion had he

:14:36.:14:39.

won, but the 20-year-old was beaten to gold by Japan's Kohay Kameyama.

:14:39.:14:43.

Britain's Daniel Purvis just missed out on a medal in the floor

:14:43.:14:46.

competiion,finishing in fourth place.

:14:46.:14:52.

Sebastian Vettel continues to dominate the Formula One season. The

:14:52.:14:55.

German is on pole position for tomorrow's Korean Grand Prix. It's

:14:55.:14:58.

his fourth pole in a row and his sixth of the season. That's all for

:14:58.:15:00.

now. Thank you.

:15:00.:15:02.
