The Chancellor dismisses calls for big Budget handouts saying

:00:00.:00:15.

the UK needs to control spending ahead of Brexit.

:00:16.:00:17.

But Philip Hammond has a new warning.

:00:18.:00:19.

If talks with the EU end without a deal, Britain won't slink

:00:20.:00:21.

We will fight back, we will forge new trade deals around the world,

:00:22.:00:26.

we will build our business globally, we will go on from

:00:27.:00:29.

We'll be looking at one Budget spending measure -

:00:30.:00:33.

Bombshell, President Trump's shocking and evidence free claim.

:00:34.:00:48.

A new storm engulfs Washington - the White House wants

:00:49.:00:51.

an investigation into whether Donald Trump's phones were tapped,

:00:52.:00:53.

The "smart" meters that turned out to be anything but.

:00:54.:00:57.

Customers receive an apology after being billed thousands of pounds

:00:58.:00:59.

And Boxer Tony Bellew beats David Haye in a brutal

:01:00.:01:05.

The Chancellor Phillip Hammond has played down expectations of big

:01:06.:01:26.

spending announcements in the Budget on Wednesday, because Britain needs

:01:27.:01:29.

"fuel in the tank" as it prepares to leave the European Union.

:01:30.:01:32.

But he's also warned the EU that Britain will not "slink off

:01:33.:01:35.

like a wounded animal" if it doesn't secure a good deal.

:01:36.:01:38.

Labour is calling for increased spending on public services,

:01:39.:01:42.

Here's our political correspondent Eleanor Garnier.

:01:43.:01:49.

These days a long shadow casts itself over

:01:50.:01:51.

Brexit is dominating politics and as the Chancellor

:01:52.:01:56.

makes his spending plans, it dominates his

:01:57.:01:58.

I regard my job as Chancellor as making sure that our economy

:01:59.:02:03.

is resilient, that we have got reserves in the tank,

:02:04.:02:06.

so as we embark on the journey that we will be taking over the next

:02:07.:02:10.

couple of years we are confident that we have got enough gas

:02:11.:02:13.

in the tank to see us through that journey.

:02:14.:02:16.

But domestic pressures are building up as well.

:02:17.:02:24.

There are repeated calls for more money for the NHS,

:02:25.:02:27.

plus claims social care is in crisis and desperately needs extra funding.

:02:28.:02:33.

The Chancellor says this is no time for a spending spree,

:02:34.:02:36.

but Labour is warning more needs to be done.

:02:37.:02:39.

What we are saying is we will have a fair taxation system

:02:40.:02:42.

and we will tackle tax evasion and avoidance, we will make sure

:02:43.:02:45.

there are no longer giveaways to corporations and the rich.

:02:46.:02:47.

We will invest in our economy and grow the economy and on that

:02:48.:02:50.

basis we will be able to afford the public services that we need

:02:51.:02:54.

and we will also be able to have fair wages.

:02:55.:02:56.

The Chancellor might have abandoned the target and timetable

:02:57.:02:59.

of his predecessor George Osborne, but he has not abandoned

:03:00.:03:02.

the commitment to dealing with the deficit.

:03:03.:03:06.

Economic forecasts might be looking up but do not expect any fireworks

:03:07.:03:09.

And the government will not want any surprises when EU leaders formally

:03:10.:03:16.

start Brexit negotiations later this month.

:03:17.:03:20.

The Chancellor expects to get a trade agreement,

:03:21.:03:23.

Anybody in the European Union who thinks that if we do not do

:03:24.:03:30.

a deal with the European Union, if we do not continue

:03:31.:03:33.

to work closely together, Britain will simply slink off

:03:34.:03:37.

as a wounded animal, that is not going to happen.

:03:38.:03:40.

We will have a great fighting spirit and we will fight back.

:03:41.:03:44.

The Chancellor has called those who want higher borrowing

:03:45.:03:46.

He is sticking to his cautious approach until the view of life

:03:47.:03:52.

Eleanor Garnier, BBC News, Westminster.

:03:53.:03:59.

There was some new spending announced by the chancellor today.

:04:00.:04:02.

Phillip Hammond said there'd be ?500 million a year to improve

:04:03.:04:05.

skills and technical training in England.

:04:06.:04:07.

The money will be used to support changes in technical education

:04:08.:04:10.

which will see 16-19-year-olds choosing to study in one of 15

:04:11.:04:12.

routes to qualifications in specific industries.

:04:13.:04:17.

With me is our Education Editor Branwen Jeffreys.

:04:18.:04:22.

How significant the change will this be? Leading technical education at

:04:23.:04:30.

the centre of the budget is symbolic. Businesses are worried

:04:31.:04:34.

about the economic uncertainty ahead, but those skills gaps go back

:04:35.:04:39.

decades. Countries like Germany and the Netherlands have been much

:04:40.:04:43.

better at getting young people from mid to high grade technical

:04:44.:04:47.

qualifications. This money is going into backing some quite big changes

:04:48.:04:52.

in England. In a few years of' time a 16-year-old wanting to do

:04:53.:04:57.

vocational training will choose from one of 15 routes. They will include

:04:58.:05:02.

maps and traditional skills and more training on top of that specific to

:05:03.:05:06.

industries like catering, finance and engineering. But how far can

:05:07.:05:11.

despite hundred million pounds go towards plugging the skills gap.

:05:12.:05:16.

Overall in the grand scheme of public spending it is a pretty

:05:17.:05:20.

modest amount of money, but it has received a warm welcome from further

:05:21.:05:25.

education colleges. For the last 20 years and further education has

:05:26.:05:29.

lagged behind schools in terms of investment, they have not kept up.

:05:30.:05:35.

So independent economists at the Institute for Fiscal Studies says if

:05:36.:05:40.

you look at that up to 2020, that amounts to 13% less for every single

:05:41.:05:44.

The White House has asked the US Congress to investigate allegations

:05:45.:05:48.

that the Obama Administraion tapped Donald Trump's telephones in the run

:05:49.:05:51.

President Trump made the claims in a series of tweets but they've

:05:52.:05:55.

been dismissed as false by a spokesman for Barack Obama.

:05:56.:05:58.

Our North America Correspondent Nick Bryant reports.

:05:59.:06:01.

Bombshell, President Trump's shocking and evidence-free claim.

:06:02.:06:07.

On the Sunday talk shows this morning one main

:06:08.:06:09.

Trump claiming the Trump campaign was wiretapped by President Obama.

:06:10.:06:16.

In his extraordinary twitter tirade Donald Trump

:06:17.:06:18.

accused his predecessor, Barack Obama, of being a sick

:06:19.:06:22.

wiretaps at Trump Tower in a Watergate style conspiracy.

:06:23.:06:28.

This morning the White House issued a statement asking that as part

:06:29.:06:31.

of their investigation into Russian activity,

:06:32.:06:33.

the Congressional intelligence Committee exercise their

:06:34.:06:37.

to determine whether executive branch investigative powers

:06:38.:06:42.

But the White House has produced no evidence to back up the President's

:06:43.:06:49.

claims of criminality and seems to be hoping these congressional

:06:50.:06:52.

Let's get the truth here, let's find out.

:06:53.:06:57.

I think the bigger story is not who reported it, but is it true?

:06:58.:07:01.

I think the American people have a right to know if this

:07:02.:07:04.

happened because if it did, again this is the largest

:07:05.:07:07.

abuse of power that I think we have ever seen.

:07:08.:07:12.

Senior Democrats have labelled Donald Trump the deflector in chief,

:07:13.:07:15.

trying to distract attention from the Trump team's

:07:16.:07:18.

To understand this, this is the deflector in chief,

:07:19.:07:23.

no jobs, no infrastructure built, no nothing.

:07:24.:07:28.

But America's former Director of National Intelligence claims

:07:29.:07:31.

At this point you cannot confirm or deny whether that happened?

:07:32.:07:37.

This weekend has seen pro-Trump rallies around the country,

:07:38.:07:42.

celebrating his successful speech to Congress, but the week that began

:07:43.:07:45.

with the presidential reset has ended once again with Russia.

:07:46.:07:56.

It is a scandal that refuses to go away and Donald Trump is guaranteed

:07:57.:08:03.

to remain in the headlines by launching that twitter tirade

:08:04.:08:08.

against President Obama, and some people claim he is trying to throw

:08:09.:08:12.

up a dust storm to deflect from his team's relations with the Russians.

:08:13.:08:18.

But he has made these startling accusations without any evidence to

:08:19.:08:19.

back them up. Government forces in Iraq say

:08:20.:08:25.

they are closing in on government Intense fighting has been taking

:08:26.:08:28.

place with the Islamic State The International Organization

:08:29.:08:32.

for Migration says 200,000 people have now fled the city,

:08:33.:08:35.

some of them to a temporary shelter Our correspondent Rami Ruhayem has

:08:36.:08:38.

been there, and sent this report The people of Mosul endure yet

:08:39.:08:45.

another round of fighting between Iraqi Government forces

:08:46.:08:48.

and so-called Islamic State. They arrive in droves

:08:49.:08:51.

from western Mosul, one bus-load after another

:08:52.:09:04.

of battered civilians. In just over two hours we saw more

:09:05.:09:06.

than five buses arriving here. It is a camp for the internally

:09:07.:09:16.

displaced. Children are bewildered and scared, many far too young to

:09:17.:09:20.

We were all just running and running, the

:09:21.:09:28.

mortars raining on our heads, till we got to the Army.

:09:29.:09:32.

Some were grateful for the Army's help, but

:09:33.:09:35.

these men said their homes were hit by army shelling.

:09:36.:09:45.

On foot and under fire from all sides, the refugees from Western

:09:46.:09:52.

Mosul arrived here. They escaped with their lives, but their misery

:09:53.:09:58.

is not over. And they keep coming, thousands each day, too many for the

:09:59.:10:03.

authorities to cope with. Close by in another temporary camp more

:10:04.:10:07.

people are seeking refuge. With such an unrelenting flow the authorities

:10:08.:10:10.

can hardly keep up. The energy company SSE has

:10:11.:10:15.

apologised after some customers were quoted tens of thousands

:10:16.:10:17.

of pounds for a day's The error was caused

:10:18.:10:20.

by malfunctioning smart meters hugely overestimating the amount

:10:21.:10:23.

of energy usage. What was my time? Just under three

:10:24.:10:39.

hours. Or just over. Smart meters are meant to provide us with far

:10:40.:10:44.

more accurate bills, so imagine the surprise of some SSE customers whose

:10:45.:10:47.

smart meters calculated that they had run up bills of thousands of

:10:48.:10:52.

pounds in a single day, like Andre in Chingford. His bill is already

:10:53.:10:58.

?11,000 just for today. I came downstairs this morning to look at

:10:59.:11:02.

the smart meter and the reading is ?7,000 on it and I have only put on

:11:03.:11:07.

the dishwasher and washing machine. I contacted SSE on Twitter and I

:11:08.:11:11.

e-mailed them through my apt to account. I got no response back from

:11:12.:11:18.

them. My faith in my reader is dwindling by the second. SSE said

:11:19.:11:23.

that a small number of customers were seeing inaccurate information

:11:24.:11:27.

due to an issue with software. Customers should rest assured that

:11:28.:11:31.

their billing is completely unaffected. Andre has one of the 5

:11:32.:11:36.

million smart meters that have already been installed in British

:11:37.:11:41.

homes. By the end of the decade every single household should have

:11:42.:11:46.

one at a total cost of ?11 billion. Apart from giving you exact bills,

:11:47.:11:51.

smart meters are designed to encourage the Internet of things.

:11:52.:11:55.

When they work they are also supposed to enable quicker and

:11:56.:11:59.

easier switching between suppliers. The smart meter roll-out has already

:12:00.:12:04.

been beset with delays, but this weekend's wildly inaccurate readings

:12:05.:12:07.

will probably push the embarrassment gauge well into the red.

:12:08.:12:10.

A memorial is to be built in northern France to honour British

:12:11.:12:15.

soldiers and sailors who died during the D-day landings

:12:16.:12:17.

The government is to contribute ?21 million towards the monument

:12:18.:12:20.

that will be near the beaches on which the Normandy

:12:21.:12:23.

NEWSREEL: This is it. They are on the beach.

:12:24.:12:29.

In June 1944, an estimated 21,000 members of the British Armed Forces

:12:30.:12:32.

and Merchant Navy lost their lives as they fought alongside

:12:33.:12:34.

their allies to gain a foothold in occupied Europe.

:12:35.:12:42.

Among them was George, an 18-year-old engineer.

:12:43.:12:50.

On each beach, there was roughly 1200 on each beach that were killed,

:12:51.:12:53.

plus God knows how many wounded, and seriously.

:12:54.:12:55.

So you can imagine the sights on those beaches.

:12:56.:13:03.

In the 70 years since the landings, George and his fellow veterans have

:13:04.:13:09.

returned to remember the fallen, but there is no single memorial to the

:13:10.:13:16.

friends they lost. In June 2014 with just 500 members left, the

:13:17.:13:21.

association was disbanded, but George has continued his campaign

:13:22.:13:25.

for a memorial and now the government have backed that call. It

:13:26.:13:29.

is early days for the memorial, but one possible designer is the man

:13:30.:13:33.

behind this moving tribute to the crews of Bomber Command. The

:13:34.:13:37.

monument will be in one of the seaside towns that saw heavy

:13:38.:13:40.

fighting. George Batten is delighted. It means everything

:13:41.:13:47.

really. All of us who came that have lived our lives, but our friends and

:13:48.:13:49.

colleagues who were left behind had nothing. The hope is the memorial

:13:50.:13:55.

can be completed in time for the 75th anniversary of the landings in

:13:56.:13:58.

June 20 19. Boxer Tony Bellew has

:13:59.:14:02.

revealed he broke his hand during his surprise victory over

:14:03.:14:07.

David Haye last night. The much-hyped British heavyweight

:14:08.:14:09.

showdown in London ended with both fighters injured

:14:10.:14:12.

and considering their For the man who was once in a Rocky

:14:13.:14:28.

movie, it really was a Hollywood ending. Few had tipped Tony Bellew

:14:29.:14:32.

and soon it was the heavier David Hay packing a punch. But then a

:14:33.:14:39.

twist. In the sixth round David Hay stumble, injuring his ankle and he

:14:40.:14:42.

could barely move. Tony Bellew sensed his chance and David Haye was

:14:43.:14:49.

down. But not yet out. Somehow he hobbled on, but come the 11th his

:14:50.:14:57.

hopes went through the ropes. As the cameras snapped around him, David

:14:58.:15:00.

Haye tried desperately to scramble back to his feet. But his team

:15:01.:15:06.

decided enough was enough. Tony Bellew had done it and after a

:15:07.:15:11.

build-up dominated by threats and insults, the warmest of embraces.

:15:12.:15:16.

The fight had taken its toll, David Haye left for surgery on his

:15:17.:15:20.

Achilles whilst Tony Bellew later revealed he broke his hand. But the

:15:21.:15:26.

toxic trash talking had turned to respect. Thank you, you have so

:15:27.:15:35.

helped me secure my kids' future. He said, no, thank you, thank you. He

:15:36.:15:43.

is a brilliant athlete, he has been in a special fight. One with no

:15:44.:15:49.

title, but one with no shortage of pride.

:15:50.:15:50.

Tottenham have closed the gap on Chelsea at the top

:15:51.:15:55.

of the Premier League to 7 points after beating Everton.

:15:56.:15:57.

Harry Kane scored twice in their 3-2 victory at White hart Lane.

:15:58.:16:00.

The England striker is now the league's top goal scorer.

:16:01.:16:02.

Meanwhile Celtic had to come from behind to reach

:16:03.:16:05.

Aberdeen are also through to the semi finals.

:16:06.:16:13.

And there was another gold and another Championship record

:16:14.:16:15.

for Great Britain's Laura Muir at the European Indoor Athletics.

:16:16.:16:18.

Muir added the 3000 metre title to her 1500 gold from yesterday,

:16:19.:16:20.

to earn an historic double in Belgrade, winning

:16:21.:16:22.

And in the last hour team-mate Asha Phillip has

:16:23.:16:31.
