The largest humanitarian crisis since the Second World War -

:00:00.:00:07.

a warning from the UN about millions facing famine.

:00:08.:00:11.

Four countries in Africa and the Middle East need urgent help

:00:12.:00:14.

and the United Nations says time is running out.

:00:15.:00:18.

Now, more than 20 million people across four countries face

:00:19.:00:21.

Without collective and coordinated global

:00:22.:00:26.

efforts, people will simply starve to death.

:00:27.:00:29.

Turkey's president calls the Dutch "Nazi remnants" and "fascists"

:00:30.:00:40.

after Turkey's foreign minister is banned from attending

:00:41.:00:42.

There's been sharp criticism of a judge who warned that women

:00:43.:00:49.

who get drunk could be targeted by rapists.

:00:50.:00:54.

It is Joseph ghosting through and here goes Watson.

:00:55.:00:56.

And England cruise to a second successive Six Nations

:00:57.:01:00.

title after crushing Scotland at Twickenham.

:01:01.:01:22.

The world is facing its largest humanitarian crisis since 1945.

:01:23.:01:29.

That's the assessment of the United Nations,

:01:30.:01:31.

which says more than 20 million people face the threat of starvation

:01:32.:01:34.

and famine in four countries in Africa and the Middle East.

:01:35.:01:40.

?3.5 billion are said to be needed by July to avert disaster.

:01:41.:01:43.

This report from our world affairs correspondent,

:01:44.:01:45.

Richard Galpin, contains images you may find distressing.

:01:46.:01:50.

For months now, it has been known that millions of people,

:01:51.:01:58.

including young babies like this one in Yemen have been starving.

:01:59.:02:01.

She was just four months old when a BBC team

:02:02.:02:03.

Across Yemen, hundreds of thousands more children have so little to eat

:02:04.:02:10.

And the threat of mass starvation is affecting three other countries.

:02:11.:02:21.

This is a refugee camp in South Sudan, which, like Yemen,

:02:22.:02:24.

Families forced to flee their homes and left with little to eat.

:02:25.:02:33.

Already, a famine has been officially declared here,

:02:34.:02:36.

with almost half the population in urgent need of help.

:02:37.:02:41.

We stand at a critical point in our history.

:02:42.:02:44.

Already at the beginning of the year, we are facing

:02:45.:02:49.

the largest humanitarian crisis since the creation

:02:50.:02:50.

Now, more than 20 million people across four countries face

:02:51.:02:55.

Without collective and coordinated global efforts, people

:02:56.:03:01.

Of the huge number of people the UN says are now in danger,

:03:02.:03:07.

Nearly 5 million in South Sudan, nearly 3 million in Somalia and more

:03:08.:03:15.

The UN is predicting that without serious help,

:03:16.:03:21.

1.4 million people could die before the end of the year unless more

:03:22.:03:24.

They are calling for ?3.6 billion to tackle this crisis.

:03:25.:03:34.

Aid agencies on the ground say at the moment they don't have enough

:03:35.:03:39.

money to deal with the rising demand for help.

:03:40.:03:43.

A child who suffers from severe acute malnutrition,

:03:44.:03:45.

unless they are treated, there is a high likelihood

:03:46.:03:47.

If they are treated, then they can recover completely

:03:48.:03:53.

and the cost of that treatment can be as little as $80.

:03:54.:03:58.

Apart from conflict, another major cause of the crisis is drought.

:03:59.:04:03.

This is Somalia, which has been particularly hard hit.

:04:04.:04:10.

In this hospital in the capital, Mogadishu, doctors have been

:04:11.:04:13.

treating people who have travelled almost 200 miles

:04:14.:04:15.

In most of the cases the cause is dehydration,

:04:16.:04:25.

We're doing rehydration of the child.

:04:26.:04:26.

And we have given also some antibiotics.

:04:27.:04:29.

With the lives of so many children like these now at risk,

:04:30.:04:35.

the UN believes the global response must be quick.

:04:36.:04:38.

Turkey and the Netherlands are locked in a furious

:04:39.:04:46.

diplomatic row tonight after Turkey's President Erdogan

:04:47.:04:50.

described the Dutch as "Nazi remnants" and "fascists"

:04:51.:04:53.

after his foreign minister was banned from travelling

:04:54.:04:55.

to Rotterdam to attend a rally on his behalf.

:04:56.:04:58.

The Dutch Prime Minister said Mr Erdogan's remarks were "crazy".

:04:59.:05:01.

From Istanbul, our correspondent Mark Lowen sent this report.

:05:02.:05:07.

They love his nationalism, his bluntness,

:05:08.:05:09.

and today Recep Tayyip Erdogan doled it out.

:05:10.:05:15.

After his Foreign Minister was blocked from landing

:05:16.:05:17.

in the Netherlands, President Erdogan hit back

:05:18.:05:19.

at the Dutch, his diplomacy typically undiplomatic.

:05:20.:05:26.

TRANSLATION: They don't know anything about politics

:05:27.:05:28.

They are Nazi remnants, they are fascists.

:05:29.:05:38.

The Foreign Minister had wanted to rally Turkish voters

:05:39.:05:40.

before a referendum on boosting Mr Erdogan's powers.

:05:41.:05:46.

But with the Dutch election next week,

:05:47.:05:48.

the government there feared it could provoke tension

:05:49.:05:51.

and feed the anti-immigrant Geert Wilders.

:05:52.:05:55.

On the campaign trail, the Dutch Prime Minister

:05:56.:05:57.

said he wouldn't give in Turkish blackmail.

:05:58.:06:00.

he made clear that he threatened the Netherlands with sanctions,

:06:01.:06:08.

and of course we cannot negotiate under such threats.

:06:09.:06:11.

So then we decided, the Foreign Minister,

:06:12.:06:13.

the French Prime Minister and myself in a conference call,

:06:14.:06:15.

that it was better for him not to come to the Netherlands.

:06:16.:06:19.

His country having been occupied by the Nazis,

:06:20.:06:22.

Mr Rutte reacted bluntly to the fascist comparison.

:06:23.:06:25.

I understand they're angry, but this is of course way out.

:06:26.:06:32.

Germany too was branded Nazis by Mr Erdogan

:06:33.:06:34.

unprecedented language among Nato allies.

:06:35.:06:42.

President Erdogan has an advantage with Europe,

:06:43.:06:45.

Turkey the most active route for migrants,

:06:46.:06:47.

and its role crucial to stemming the flow.

:06:48.:06:50.

He's used it as a bargaining chip, but the EU is getting

:06:51.:06:53.

increasingly frustrated with the Turkish strongman.

:06:54.:06:56.

This is a classic Erdogan political tactic -

:06:57.:06:59.

painting Turkey as the victim of Western oppression

:07:00.:07:01.

and himself as the protector of national pride.

:07:02.:07:05.

He thrives when he and his country are seen as the underdogs,

:07:06.:07:09.

and this growing stand-off with Europe will rally

:07:10.:07:10.

which he needs for a referendum victory.

:07:11.:07:17.

So vintage Erdogan, pleasing his supporters,

:07:18.:07:20.

horrifying his opponents, and reiterating the sense

:07:21.:07:24.

that polarised Turkey is drifting ever further from Europe.

:07:25.:07:27.

At least 40 people have been killed and over 100 injured following two

:07:28.:07:36.

explosions in the capital, Damascus.

:07:37.:07:39.

It's thought two suicide bombers targeted buses

:07:40.:07:41.

transporting Shiite pilgrims - most of them from Iraq - near

:07:42.:07:44.

It's not clear who was behind the attack.

:07:45.:07:49.

The Brexit Secretary David Davis is urging MPs to ignore proposed

:07:50.:07:53.

changes to the government's Brexit Bill when it's debated

:07:54.:07:55.

The amendments include measures for a meaningful vote on the final

:07:56.:08:01.

Brexit plan and guarantees on protections for EU

:08:02.:08:03.

Article 50 - the formal process for quitting the EU -

:08:04.:08:07.

Our political correspondent, Alex Forsyth, is in Westminster

:08:08.:08:11.

The Brexit Bill, that piece of legislation to allow the government

:08:12.:08:25.

to start negotiations about leaving the EU, is entering its final stages

:08:26.:08:29.

in Parliament next week, the House of Lords had their say, they want

:08:30.:08:34.

changes to the bill to protect the rights of EU citizens in the UK but

:08:35.:08:39.

also a written guarantee that Parliament will get a say on the

:08:40.:08:43.

final terms of the Brexit deal. Tonight there is a clear message

:08:44.:08:46.

from the government- they will not accept those changes. The Brexit

:08:47.:08:49.

Secretary says he wants the deal to go through but with no strings

:08:50.:08:54.

attached. We know Labour will not agree, Jeremy Corbyn's said today is

:08:55.:09:01.

what is crucial is how many Tory MPs are ready to go against the

:09:02.:09:05.

government, there is a verbal reassurance that Parliament will

:09:06.:09:09.

have the final say but the key question is whether that is enough

:09:10.:09:13.

to stave off a rebellion. This is a significant moment, not just a test

:09:14.:09:17.

of the Prime Minister's authority in the House of Commons but once this

:09:18.:09:21.

bill is passed, Theresa May will be able to push the button and start

:09:22.:09:25.

the process which will end with the UK's departure from the European

:09:26.:09:27.

Union. The Labour leader, Jeremy Corbyn,

:09:28.:09:29.

has prompted anger from within his party after saying it would be

:09:30.:09:32.

"absolutely fine" if a second referendum was held

:09:33.:09:34.

on Scottish independence. The party later issued a statement

:09:35.:09:36.

clarifying its position, saying it But it added that it was not the job

:09:37.:09:39.

of Westminster to block referendums. A female judge has been criticised

:09:40.:09:48.

after warning women who get drunk that they are putting themselves

:09:49.:09:51.

in danger of being Lindsay Kushner QC said

:09:52.:09:53.

what she called 'disinhibited Her comments have been

:09:54.:09:57.

described by campaigners Jailed for six years

:09:58.:10:02.

for what police described Ricardo Rodriguez was found guilty

:10:03.:10:10.

of two counts of rape, but, sentencing,

:10:11.:10:21.

judge Lindsey Kushner She said girls are perfectly

:10:22.:10:23.

entitled to drink themselves into the ground but should be aware

:10:24.:10:34.

of potential defendants to rape gravitate towards girls

:10:35.:10:38.

who have been drinking. If push comes to shove,

:10:39.:10:40.

a girl who has been drunk is less likely to be believed than

:10:41.:10:43.

one who is sober at the time. While many might see her comments

:10:44.:10:46.

as useful advice, others believe

:10:47.:10:50.

this is a backwards step. I'm very anxious that whatever

:10:51.:10:54.

message she meant to send, it's very clear that what it

:10:55.:10:58.

has sent is the message that there is not much

:10:59.:11:03.

point in reporting. Whatever amount of drink you've had,

:11:04.:11:05.

do report, you will be treated this woman now helps

:11:06.:11:10.

others through the ordeal. It makes all of us really

:11:11.:11:17.

quite angry, and it's one thing to go around

:11:18.:11:25.

making these comments when you sit in a court room all day,

:11:26.:11:31.

and you are engaging in one aspect Our society. But I suggest you do

:11:32.:11:42.

research first or engage with people who have experienced this. Many will

:11:43.:11:54.

question who is to be put in the spotlight, the victims or the

:11:55.:11:55.

perpetrators. Now, with all the sport,

:11:56.:11:57.

here's Karthi Gnanasegaram England have retained

:11:58.:12:00.

the Six Nations title after an emphatic 61 points to 21

:12:01.:12:04.

win over Scotland. The victory for Eddie Jones' side

:12:05.:12:07.

also means they have equaleed New Zealand's world record

:12:08.:12:10.

for consecutive Test wins. England arrived at this match

:12:11.:12:13.

unbeaten as all these But they have won their games

:12:14.:12:23.

in the Six Nations The team which has really excelled

:12:24.:12:30.

and found a new level in the tournament,

:12:31.:12:39.

that was Scotland. So much can change once

:12:40.:12:40.

the anthems have been sung. A minute into the game,

:12:41.:12:43.

bottom of the screen, a dangerous tackle on Elliot Daly

:12:44.:12:46.

by Fraser Brown. The sin bin for him and Daly's

:12:47.:12:50.

game was soon over. If there was a glimmer of space

:12:51.:12:53.

in the Scotland defence, England had a man to exploit it,

:12:54.:12:56.

Jonathan Joseph, gone. Scotland were stretched, worse

:12:57.:12:59.

when they lost players to injury, even worse when Jonathan Joseph got

:13:00.:13:02.

the ball again. Now, finally, says the coach,

:13:03.:13:10.

this is what I told you we could do. Scotland battled, but the game

:13:11.:13:13.

was gone before half-time. In the second half, Joseph through,

:13:14.:13:20.

almost at a stroll. 61 points was the final measure

:13:21.:13:24.

of England's control. The Six Nations secured,

:13:25.:13:27.

England want more. This is a once-in-a-lifetime

:13:28.:13:40.

opportunity and we are pleased with the Six Nations champions but the

:13:41.:13:42.

Grand Slam is something we are looking forward to.

:13:43.:13:45.

It takes one win to lift the Calcutta Cup, it takes 19

:13:46.:13:48.

consecutive Test victories to set a new world record.

:13:49.:13:50.

In the women's Six Nations, England maintained their 100% record

:13:51.:13:58.

in the competition as they thrashed Scotland 64-0.

:13:59.:14:02.

England's Kay Wilson scored a record seven tries as they set up

:14:03.:14:05.

a Grand Slam decider against Ireland, who also won today.

:14:06.:14:08.

It's time to pop out of the room if you don't want to know today's FA

:14:09.:14:15.

Match of the Day and highlights of the FA Cup follow soon on BBC One.

:14:16.:14:21.

Non-league side Lincoln City's remarkable run

:14:22.:14:22.

They were beaten 5-0 by Arsenal, who progress to the semi-finals.

:14:23.:14:28.

Lincoln were the first non-league side to reach the last

:14:29.:14:32.

eight of the competition for over a century.

:14:33.:14:34.

Manchester City are also through to the semi-finals

:14:35.:14:36.

In the Premier League, Hull City have boosted their hopes

:14:37.:14:41.

of avoiding relegation by beating Swansea City 2-1.

:14:42.:14:44.

Joshua King's hat-trick gave Bournemouth a dramatic 90th minute

:14:45.:14:48.

Romelu Lukaku scored Everton's third goal and his 19th of the season.

:14:49.:14:53.

He's level with Harry Kane as the league's top scorer.

:14:54.:14:55.

Rangers have appointed Pedro Caixinha as their new manager.

:14:56.:15:02.

He will attend tomorrow's Old Firm game against Scottish Premiership

:15:03.:15:04.

leaders Celtic but won't be in charge until Monday.

:15:05.:15:08.

Second place Aberdeen beat Motherwell 1-0.

:15:09.:15:11.

There were also wins for Hearts, Kilmarnock and Saint Johnstone.
