The Home Secretary, Amber Rudd, has said that the government | :00:20. | :00:24.
will not shrink from taking action to remove material from the internet | :00:25. | :00:27.
Ms Rudd also said the security services needed access to encrypted | :00:28. | :00:34.
material on platforms such as the messaging service, Whatsapp, | :00:35. | :00:37.
which was used by the Westminster attacker just before he killed four | :00:38. | :00:40.
Scotland Yard believes all this was the work of one man acting alone. | :00:41. | :01:05.
But was Khalid Masood encouraged in some way? He was active on the | :01:06. | :01:08.
messaging app WhatsApp on his phone just seconds before he struck but | :01:09. | :01:13.
the police are unable to see the content of these cryptic messages | :01:14. | :01:18.
and in an interview this morning the Home Secretary said social media | :01:19. | :01:23.
companies must do more to help the authorities. It is completely | :01:24. | :01:26.
unacceptable, there should be no place for terrorists to hide. We | :01:27. | :01:31.
need to make sure that organisations like WhatsApp and there are plenty | :01:32. | :01:34.
of others like it do not provide a secret place for terrorists to | :01:35. | :01:38.
communicate. It used to be people would steam open envelopes or listen | :01:39. | :01:42.
in on phones when they wanted to find out what people were doing, | :01:43. | :01:46.
legally, through warrants, but in this situation we need to make sure | :01:47. | :01:50.
the intelligence services have the ability to get into in situations | :01:51. | :01:55.
like encrypted WhatsApp. And her message was supported by the man | :01:56. | :01:59.
running the EU crime-fighting agency. I agree with the call for | :02:00. | :02:03.
changes to be made. What the solution for that is for her and | :02:04. | :02:06.
other lawmakers to decide but from my point of view I would agree | :02:07. | :02:10.
something has to be done to make sure we can apply a more consistent | :02:11. | :02:13.
form of interception of communication in all parts of the | :02:14. | :02:17.
way in which terrorists invade our lives. All messages sent on WhatsApp | :02:18. | :02:23.
have end encryption which means they are scrambled and even if they are | :02:24. | :02:27.
intercepted data cannot be read. But WhatsApp, which is owned by | :02:28. | :02:32.
Facebook, said it had a duty to protect the private negations of its | :02:33. | :02:37.
billion users worldwide. Here at Westminster at the tributes to PC | :02:38. | :02:40.
Keith Palmer and the other victims continue to grow. The Metropolitan | :02:41. | :02:44.
Police have now released more details about what was a brief but | :02:45. | :02:51.
deadly assault. At 2:40pm on Wednesday afternoon Khalid Masood | :02:52. | :02:54.
mounts the pavement on Westminster Bridge. He drives on and 30 seconds | :02:55. | :02:59.
later crashes into the Palace of Westminster. The first 999 call is | :03:00. | :03:03.
then received and have a minute later Khalid Masood is shot dead. A | :03:04. | :03:08.
rampage lasting 82 seconds from start to finish. But for the police | :03:09. | :03:16.
it is an ongoing and complex investigation. They have no wonder | :03:17. | :03:19.
they may never understand why Khalid Masood carried out the attack, which | :03:20. | :03:26.
has carried criticism of the prevent strategy, the current government | :03:27. | :03:31.
policy for combating extremism. I think in its current form it has | :03:32. | :03:34.
huge problems, it is broken, the brand is toxic. There are questions | :03:35. | :03:38.
about the training and the trainers and a level of quality of training | :03:39. | :03:43.
within schools, how it is being implemented on the front line and | :03:44. | :03:48.
therefore what I have asked for is a pause, an independent review. Any | :03:49. | :03:52.
changes will be too late for the victims of the Westminster attack | :03:53. | :03:56.
including PC Keith Palmer. His family have thanked those who tried | :03:57. | :04:00.
to save him and say they have been overwhelmed by the love and support | :04:01. | :04:01.
they have received. Merseyside Fire and Rescue say | :04:02. | :04:06.
a suspected gas explosion in the Wirral last night caused | :04:07. | :04:10.
extensive damage and it could be several days before local people | :04:11. | :04:13.
are allowed back into their homes. Dozens of people were hurt | :04:14. | :04:15.
by the blast and several About 20 people living nearby have | :04:16. | :04:18.
been moved to safety. The scale of the devastation shows | :04:19. | :04:22.
just how powerful the explosion was. One building, housing three | :04:23. | :04:30.
businesses, totally destroyed. This is what it looked | :04:31. | :04:35.
like before last night. The blast was heard | :04:36. | :04:40.
up to six miles away. The sound of the building | :04:41. | :04:42.
blowing up was captured Two people were taken | :04:43. | :04:45.
to a trauma unit in Liverpool 32 others were treated at hospitals | :04:46. | :04:53.
in Wirral and Chester. There is a multitude of injuries | :04:54. | :04:59.
that have happened but the two patients that have gone | :05:00. | :05:02.
through to the major trauma unit at Aintree, | :05:03. | :05:05.
they have significant injuries. The emergency services | :05:06. | :05:09.
won't speculate on the cause of the blast but a number of local | :05:10. | :05:11.
people had said they smelt gas yesterday and on Friday National | :05:12. | :05:15.
Grid engineers were on the scene. This incident is likely to be | :05:16. | :05:19.
protracted, this is likely to last several days, | :05:20. | :05:23.
very significant damage So it will be some time before | :05:24. | :05:25.
people will be allowed Some people whose homes had | :05:26. | :05:30.
to be evacuated spent Nearby roads are likely to be | :05:31. | :05:35.
closed for some time. Let's go to the scene | :05:36. | :05:43.
of the explosion at New Ferry on the Wirral, our correspondent | :05:44. | :05:46.
Linsey Smith is there We know some of those people remain | :05:47. | :05:58.
in hospital this lunchtime and an investigation is taking place to | :05:59. | :06:01.
find out how this happened. The clean-up operation will take some | :06:02. | :06:06.
time, there is a car park about 150 metres away and that and all the | :06:07. | :06:11.
vehicles in it are completely peppered with bricks, it travelled | :06:12. | :06:15.
that far. Opposite was a Chinese restaurant which was very busy on a | :06:16. | :06:18.
Saturday evening, the blast blew the windows through and debris went | :06:19. | :06:27.
through the windows. Souris emerging, some people thought a bomb | :06:28. | :06:32.
had gone off unto Calver, others dragging their friends and family | :06:33. | :06:38.
out of debris. What remains is that we do not know which building the | :06:39. | :06:42.
explosion happened then, the sentiment is that people are | :06:43. | :06:44.
surprised and grateful there were not more people seriously injured. | :06:45. | :06:50.
In Ohio - police say one person was killed and 15 others injured | :06:51. | :06:53.
when at least two men opened fire in a nightclub in Cincinnati. | :06:54. | :06:56.
They say hundreds of people were in the club at the time, | :06:57. | :06:59.
and that it was a "horrific situation". | :07:00. | :07:01.
The authorities say it's not clear what prompted the shooting | :07:02. | :07:03.
Three people have been taken to hospital after a car mounted | :07:04. | :07:11.
a pavement and hit a group of drinkers outside | :07:12. | :07:13.
The police say the incident in Islington is not terror-related. | :07:14. | :07:24.
The Labour leader Jeremy Corbyn says Labour will oppose plans to give | :07:25. | :07:27.
ministers the powers to change some aspects of European | :07:28. | :07:29.
laws, without needing the approving of Parliament. | :07:30. | :07:32.
Speaking ahead of this Thursday's publication of a white paper | :07:33. | :07:34.
on the Great Repeal Bill, he insisted that Parliament | :07:35. | :07:36.
We need total accountability at every stage of this | :07:37. | :07:42.
I understand there is going to be about 12 ancillary related bills. | :07:43. | :07:48.
We're not going to sit there and hand over power to this | :07:49. | :07:51.
Government to override Parliament, override democracy and just set | :07:52. | :07:55.
down a series of diktats for what is going to happen | :07:56. | :07:58.
We'd be failing in our duty as democratically-elected | :07:59. | :08:01.
With me now is our political correspondent Mark Lobel - | :08:02. | :08:06.
Mark tell us more about this Great Repeal Bill and what | :08:07. | :08:09.
This is the process of repealing the 1972 act which gave EU law effect in | :08:10. | :08:19.
this country by translating it into domestic law so there are no legal | :08:20. | :08:24.
black holes. The government want to do that by giving ministers special | :08:25. | :08:28.
powers to avoid parliamentary scrutiny on certain elements they | :08:29. | :08:32.
think do not make sense in British law any more, for example if you | :08:33. | :08:36.
wanted to tender a public sector contract you would have to publish | :08:37. | :08:40.
it in an EU publication or mention an EU institution you do not need to | :08:41. | :08:45.
mention any more. But Jeremy Corbyn is opposed to this and wants | :08:46. | :08:47.
accountability at every stage of negotiations. In response to that of | :08:48. | :08:52.
the Commons leader said every element of the special powers will | :08:53. | :08:55.
be agreed in Parliament beforehand so we will get more details of what | :08:56. | :08:59.
he means on Thursday but the bill will not be voted on until the | :09:00. | :09:01.
spring. Thank you. The taxi firm Uber has | :09:02. | :09:05.
suspended its pilot programme for driverless cars after an early | :09:06. | :09:07.
model of its self-driving car The accident is the latest | :09:08. | :09:09.
in a series of crashes involving It's not yet known whether the car | :09:10. | :09:14.
was in self driving mode Uber said it caused | :09:15. | :09:18.
no serious injuries. The first race of the new | :09:19. | :09:28.
Formula One season, the Australian Grand Prix, | :09:29. | :09:30.
has been won by Ferrari's Sebastian Vettel, | :09:31. | :09:32.
his team's first victory since 2015. Lewis Hamilton finished ten seconds | :09:33. | :09:36.
behind, with his Mercedes team-mate You can see more on all of today's | :09:37. | :09:39.
stories on the BBC News Channel. The next news on BBC One | :09:40. | :09:56.

lawn it might need doing again by next weekend, good growing | :10:14. | :10:15. |
