facilitate the work of the international community. I suspect

you are trying to be diplomatic. You are saying this is a failing

state. I would not go that far. you have to if it is impossible for

:17:39.:17:42.

you and your workers to reach some of the people because it is too

dangerous, the insurgency is too strong and the roads are too unsafe.

Despite all those difficulties, we are able to reach most of the

people who are in need. The bigger challenge at present for us is the

resources. Yemen is going through a serious humanitarian crisis. The

world attention is almost... This crisis is being overlooked and

ignored. The question is, why? The answer is that the world attention

is going to the political issues and not to the humanitarian issues.

The fallout that the political crisis has created for this

humanitarian situation... We are concerned that we will see a new

Somalia in the making. A new Somalia? In humanitarian terms.

society that we have seen in Somalia could be visited upon

lies just across the Gulf of Aden. Yemen's strategic value is much

strategic sensitive waters in the world. Terrorists, pirates and

refugees, all of them pose a threat to Yemen's security. The coastguard

The West has offered Yemen's government military backing, from

look at the security institutions and they say they do not work, they

are not capable of ensuring security. You are in the coastguard,

:22:23.:22:28.

you are a lieutenant. How do you respond to the charge that you are

:22:28.:22:35.

a part of a failing security state? Failure, I think it does not exist

:22:35.:22:43.

in the real life of Yemen, failure is in their minds. We are confident

:22:43.:22:53.

we are doing our jobs. Yemen faces so many problems. But it is moving

:22:53.:22:56.

forward. We have the encouragement and the confidence that we are

:22:56.:23:06.

attacking in the correct part and we are doing the right things. We

:23:08.:23:15.

are doing our best with our limited resources. We need support from the

:23:15.:23:24.

international community. Yemen's internal fault lines run

deep. The sun has set on the President's rule, but powerful

internal forces are pulling the nation apart. In Aden, they have

:23:39.:23:43.

lived with insecurity for generations. The rise of Al-Qaeda

:23:43.:23:46.
