Every year thousands of offenders are released from prison and put | :01:26. | :01:29. | |
under the supervision of the probation service but a number of | :01:30. | :01:33. | |
murders here in the south-west from a spotlight on how that service is | :01:34. | :01:38. | |
being run and the concerns of families who have had to fight for | :01:39. | :01:39. | |
answers. He had his whole life before him | :01:40. | :01:51. | |
and it was just snuffed No family should have to go | :01:52. | :01:55. | |
through what mine's gone through. For more than two years | :01:56. | :01:57. | |
Andrea Sharpe has been trying to get to the bottom | :01:58. | :02:00. | |
of a terrible family tragedy. Today she's heading for London, | :02:01. | :02:04. | |
where she hopes she'll It's just piled on the agony | :02:05. | :02:08. | |
of drawing everything out. We shouldn't have | :02:09. | :02:19. | |

of her son, Tanis Bandhari. He was a popular local builder | :02:22. | :02:28. | |
who grew up on the outskirts He loved his family, | :02:29. | :02:32. | |
his friends...and football. He was just 27 when he was | :02:33. | :02:42. | |
brutally murdered here Tanis was stabbed to | :02:43. | :02:46. | |
death outside this pub. He was on his way to | :02:47. | :03:08. | |
a party with friends. You're trying to understand | :03:09. | :03:14. | |
how this happened. How you left your brother 15 minutes | :03:15. | :03:18. | |
before and then for that I think that all the time, | :03:19. | :03:23. | |

is knowing her son might still be alive if his killer had not been | :03:32. | :03:36. | |
on the streets that night. Donald Pemberton had | :03:37. | :03:43. | |
a fascination for knives. At the time he attacked Tanis, | :03:44. | :03:47. | |
he was on police bail, because two weeks before he'd been | :03:48. | :03:50. | |
caught wielding a machete. The police have admitted that had | :03:51. | :03:56. | |
he been jailed instead of bailed, there's a chance he wouldn't have | :03:57. | :03:59. | |
been free to kill. But there was also another | :04:00. | :04:02. | |
organisation which was supervising An internal report revealed his | :04:03. | :04:05. | |
probation officer was new in post. And Pemberton's risk assessments | :04:06. | :04:14. | |
hadn't been properly recorded. The report found none of that was | :04:15. | :04:21. | |
linked directly to the killing. And that the probation officer had | :04:22. | :04:25. | |
taken steps to bring Pemberton But it has highlighted wider | :04:26. | :04:27. | |
concerns about the state She worked for probation for 27 | :04:28. | :04:31. | |
years until she quit last June, worried about changes | :04:32. | :04:40. | |
being brought in. I could see that things would come | :04:41. | :04:44. | |
to a very nasty end. For me it was becoming too dangerous | :04:45. | :04:50. | |
and too difficult and I didn't At the time Tanis was killed, | :04:51. | :04:53. | |
the state-run probation service was in the process of being broken | :04:54. | :04:58. | |
up ready for privatisation. A month later, a firm called | :04:59. | :05:04. | |
Working Links officially took over the contract in the south west, | :05:05. | :05:07. | |
promising to change lives It's since proposed cutting 600 | :05:08. | :05:09. | |
jobs, 40% of the workforce. The government said selling off | :05:10. | :05:19. | |
the service would improve it. But Helen believes it's | :05:20. | :05:21. | |
done the opposite. The problem is when you've got | :05:22. | :05:26. | |
a service that's reducing staff there are fewer left and you'll then | :05:27. | :05:35. | |
be in the situation, which has happened, where less experienced | :05:36. | :05:38. | |
staff are supervising more And do you think this | :05:39. | :05:40. | |
compromises public safety? To be honest with you, the probation | :05:41. | :05:45. | |

properly you'll burn out. Paul says pressure to meet targets | :06:33. | :06:39. | |

resorted to going and sitting in their car in the car park just | :07:59. | :08:00. | |
so they can weep, pick themselves up and get back in the office | :08:01. | :08:04. | |
and get on with their job. Sometimes it's very difficult | :08:05. | :08:11. | |

withholds summary reports and it is the job of Devon | :10:07. | :10:13. | |

and we try to ignore that and have I found the lump when I was watching | :14:07. | :14:10. | |
a film with my son and my hair I went to brush it away with my hand | :14:11. | :14:38. | |
and I felt something hard and it was that hard I thought | :14:39. | :14:43. | |
it was something down my top. And it was a lump and it was quite | :14:44. | :14:46. | |
big and I don't know how I missed it and I thoughy, | :14:47. | :14:50. | |
"That's not right." I had just turned 26 and they said, | :14:51. | :14:52. | |
"It's almost impossible to get And then five days later, | :14:53. | :14:57. | |
I had a call and it was And they literally jumped straight | :14:58. | :15:03. | |
to it and told me it was cancer. My husband just sat there in shock, | :15:04. | :15:14. | |
he was just speechless, It seemed like a lifetime that | :15:15. | :15:17. | |
I was sat there and I was just holding her hand and out of nowhere | :15:18. | :15:24. | |
I asked the question, When they said that, | :15:25. | :15:29. | |
he just burst into tears. That makes me cry, knowing | :15:30. | :15:40. | |
he was crying, bless him. I had to have my surgery first, | :15:41. | :15:50. | |
then I had to go straightaway like three weeks after surgery | :15:51. | :15:54. | |
to start chemotherapy, After that I went on to have | :15:55. | :15:56. | |
radiotherapy, which was every day, I then went on to have my | :15:57. | :16:06. | |
breast removed and my It was really hard, it was awful | :16:07. | :16:13. | |
but I'm getting used to it now. So at the moment I've just | :16:14. | :16:27. | |
had my second scan in a row that's come back clear of cancer, | :16:28. | :16:30. | |
so I'm buzzing from that still. My hair's never been | :16:31. | :16:40. | |
right since having it. and it's so thin so I would really | :16:41. | :16:51. | |
love to have full hair again. I just feel so unfeminine | :16:52. | :16:59. | |
and my husband's always trying to reassure me I look nice | :17:00. | :17:02. | |
but I can't move past it. I should cry over the cancer, | :17:03. | :17:07. | |
I'm crying over my hair. I decided that I really wanted | :17:08. | :17:25. | |
to get into fitting the hair extensions for people with alopecia, | :17:26. | :17:32. | |
cancer, and severe hair loss, and I wanted to help them | :17:33. | :17:36. | |
and I thought there's got to be something out there that can give | :17:37. | :17:44. | |
these ladies their hair back. I'm just going to measure | :17:45. | :17:47. | |
this on the top. Because of how my hair | :17:48. | :17:49. | |
is and how it's grown back, I'm not able to have your average | :17:50. | :17:52. | |
hair extensions because it's so fine Instead of a wig, we just | :17:53. | :17:56. | |
found a great alternative where we basically fit the hair | :17:57. | :18:04. | |
ourselves and it's like having a wig but permanently | :18:05. | :18:08. | |
attached to your hair. Well, Gemma was like offering it | :18:09. | :18:14. | |
to me slightly cheaper but it's So I said, "Why don't we do | :18:15. | :18:23. | |

It's just before 9am and with the cruise ships safely | :24:37. | :24:48. | |

But the increasing popularity of cruise holidays brings with it | :25:34. | :25:42. | |
questions about the impact on the environment, particularly | :25:43. | :25:43. | |
from the diesel emissions from the vast ships' engines. | :25:44. | :25:47. | |
But with as much as 80% of the local economy riding on tourism, | :25:48. | :25:50. | |
it's no surprise that cruise ships are so welcome in Scilly. | :25:51. | :25:58. | |
We're an area of outstanding natural beauty, so everyone from our harbour | :25:59. | :26:00. | |
master and everything else, they've all looked at this. | :26:01. | :26:05. | |
So we would not risk what we've got here, | :26:06. | :26:07. | |
