Scottish government has published a medical report on his application

It is very hard to get any information on him. He is certainly

safe in a Gadaffi controlled Libya. His situation is clearly one that

assume therefore if Colonel Gadaffi fell from power and if his

government was no longer in control that there could be a greater risk
