Welcome to Monday's Reporting Scotland. Tonight: | :00:13. | :00:15.
English students, Scots universities and plans to charge | :00:15. | :00:19.
tuition fees. Human rights lawyers say they'll take the SNP Government | :00:19. | :00:24.
all the way to the Supreme Court. Also this evening: | :00:24. | :00:27.
As the flying doctors rescue their 1,000th patient, we hear from one | :00:27. | :00:37.

boy who owes them his life. thought I had died. I woke up and I | :00:41. | :00:44.
was sick. One in nine shops now lies empty. | :00:44. | :00:47.
What's happened to our high streets and can anything be done to reverse | :00:47. | :00:49.
the trend? And in sport: | :00:49. | :00:52.

Scotland squad for next month's An English law firm says it is | :01:03. | :01:06.
prepared to take a challenge to the Scottish Government's plans to | :01:06. | :01:11.
charge tuition fees to students south of the border all the way to | :01:11. | :01:15.
the Supreme Court. It believes the SNP proposal to charge students | :01:15. | :01:20.
from England up to 9,000 a year amount to discrimination but the | :01:20. | :01:24.
Education Secretary says it is not about where you were born, it is | :01:24. | :01:33.
where you live. In the run-up to the new term, | :01:33. | :01:40.
funding and fees on the minds of most. But some are conscious of the | :01:40. | :01:44.
price-tag on of tuition. For English students, a bill of up to | :01:45. | :01:50.
36,000. It is definitely not fair. We are very privileged as Scottish | :01:50. | :01:54.
students not to have to pay. English students will have to pay | :01:54. | :02:00.
whether they stay in England or go to Scotland. So it did not sway me | :02:00. | :02:04.
to England or Scotland. It is unfair that people who are not from | :02:04. | :02:07.
Scotland have to pay where as Scottish people do not have to pay | :02:07. | :02:12.
anything. Mixed feelings at Edinburgh University but for an | :02:12. | :02:15.
English legal firm, the differential fees are unfair and | :02:15. | :02:21.
unlawful. It is a great thing that Scotland does not charge education | :02:21. | :02:25.
to its students but it is also unfair that it does charge to | :02:25. | :02:29.
English students full price for its higher education when it does not | :02:29. | :02:34.
charge for Greek or French students. It seems that there is clear | :02:34. | :02:37.
discrimination there. discrimination, says the Scottish | :02:38. | :02:42.
Government. What matters is where you live in the three years before | :02:42. | :02:46.
you become a student, not where you were born. This has been tested. | :02:46. | :02:50.
This issue has been tested by the European Parliament. There have | :02:50. | :02:55.
been petitions on the matter. They have all failed. So in this | :02:55. | :03:00.
instance, there is no possibility of succeeding. EU rules say it all | :03:00. | :03:04.
the students have to be treated the same by all member states. The | :03:04. | :03:11.
Scottish Government argues Scotland is not currently a states. | :03:11. | :03:17.
English legal team insists this is discrimination, as the policy | :03:17. | :03:20.
affects students who are English. It says that if necessary it is | :03:20. | :03:29.
ready to take this case all the way to the Supreme Court. | :03:29. | :03:33.
The Flying doctors service which was rolled out to the whole of | :03:33. | :03:38.
Scotland last year has rescued its 1,000 ath patient. One of its | :03:38. | :03:45.
recent rescues was to Skye to pick up a boy with a severe head injury. | :03:45. | :03:49.
Still sporting an impressive scar, Ross MacRae is a very lucky young | :03:49. | :03:56.
man. He was cycling when he hit a bump and knocked himself out. | :03:56. | :04:01.
thought I had died, actually. And then I woke up and I was really | :04:01. | :04:08.
sick. My neck was really sore and I had to hold my head up. I was | :04:08. | :04:15.
scared. He was taken by ambulance to the nearest hospital, on Skye. | :04:15. | :04:19.
Staff there immediately realised it was more than just concussion. | :04:19. | :04:22.
could sort of sense from the medical staff that they were really | :04:23. | :04:26.
concerned about him. They started cutting his clothes off and were | :04:27. | :04:30.
talking about ventilating him and I heard somebody say they were going | :04:30. | :04:36.
to call the crash team. They work saying his pupils had blown and | :04:37. | :04:40.
that sort of thing. In Glasgow, the Flying Doctor service had already | :04:40. | :04:44.
been alerted. Ross needed specialist treatment but the | :04:44. | :04:50.
helicopter flight back to Glasgow would be dangerous. Ross was very | :04:50. | :04:56.
unwell when we got to see him. He had a serious head injury that the | :04:56. | :05:01.
doctors on Skye had started treatment for. But on the flight he | :05:01. | :05:06.
became quite unstable. His heart when did to an abnormal rhythm | :05:06. | :05:10.
which required urgent treatment. Within hours, Ross was having | :05:10. | :05:15.
emergency surgery to remove a potentially fatal blood clot but he | :05:15. | :05:19.
has made a remarkable recovery and he and his mother have just one | :05:19. | :05:25.
thing to say to the Flying Doctor Service. Thank you so much. Yes. | :05:25. | :05:30.
And as we filmed at the helipad, the emergency phone rang. And that | :05:30. | :05:36.
is it. They have gone. The emergency call came in, the 1001th | :05:36. | :05:40.
patient. Two St Andrews University students | :05:40. | :05:44.
have gone on trial accused of racially aggravated behaviour | :05:44. | :05:48.
towards a Jewish student. You rest the National, Hanan Reetblat, here | :05:48. | :05:54.
in the middle, told Cooper at cherish 1/4 -- Cupar Sheriff Court | :05:54. | :05:58.
that Samuel Colchester and Paul Donnachie called him a terrorist | :05:58. | :06:05.
and violated his Israeli flag. You are watching Reporting Scotland. | :06:05. | :06:11.
Still to come before 7pm: Changing tales. 1001 nights opens in | :06:11. | :06:15.
Edinburgh but it is nothing like Ali Baba. | :06:15. | :06:18.
And we are opening a Scottish recipe book that is about to become | :06:18. | :06:22.
part of an edible archive. In sport, with less than three | :06:22. | :06:25.
weeks until the start of the will be World Cup, Andy Robinson | :06:25. | :06:31.
announces his squad of 30, saying the process was not too difficult. | :06:31. | :06:34.
And Craig Gordon has a long fight to get back to fitness but still | :06:34. | :06:40.
will not give up the battle for Scotland's number one jersey. | :06:40. | :06:44.
One shop in nine in Scotland is lying empty according to research | :06:44. | :06:48.
published today. Where economic problems in recent years may have | :06:48. | :06:51.
made things worse, in many parts of the country, barren high streets | :06:51. | :06:56.
have long been a bright on entire communities. Our Government | :06:56. | :07:01.
correspondent has been finding out that there are innovative Skuce -- | :07:01. | :07:05.
schemes to bring new life to old shops. | :07:05. | :07:10.
In Motherwell, in parts of Glasgow and in Dumbarton, a site that | :07:10. | :07:15.
saddens many. This cross Scotland, one in nine shops are empty. -- | :07:15. | :07:19.
across Scotland. There was every sort of shop you could have thought | :07:19. | :07:27.
of. Now there is nothing. I do not think it is just here. In fact, in | :07:27. | :07:30.
Dumbarton, there is a new scheme to help, the first of its kind in | :07:30. | :07:35.
Scotland. Two derelict shop fronts have been dressed up to look more | :07:35. | :07:39.
appealing. It may seem superficial but already, a national retailer is | :07:39. | :07:45.
in talks to occupy one of the units. Meanwhile, in part of Aberdeen, | :07:45. | :07:49.
budding entrepreneurs have been given empty shops Renfree for a | :07:49. | :07:55.
year. Photographer Steven Bedford snapped up the opportunity. If this | :07:56. | :08:00.
project had not come about, there would be no chance we would even | :08:00. | :08:04.
contemplate being in a shop unit, so this has advanced our business | :08:04. | :08:09.
plan by at least three years, to think about what we do in Dorrans | :08:09. | :08:19.
:08:19. | :08:19. | ||
studio and how that can benefit our business. The future of the high | :08:19. | :08:24.
street does not lie in taking us back to the 19th century, frankly. | :08:24. | :08:28.
The way we live and shop has changed dramatically in the last | :08:28. | :08:36.
100 years, in the last ten years. We have to adapt and move forward. | :08:36. | :08:40.
In some places, the number of empty shops reflects the state of the | :08:40. | :08:44.
local or national economy. But individual businesses are always | :08:44. | :08:51.
going to fail and in some places, the problem is the way out-of-town | :08:51. | :08:54.
shopping centres and supermarkets took the trade away from the town | :08:54. | :08:59.
centre. But the economic situation is not helping. Habitat is the | :08:59. | :09:04.
latest famous name to go under. Another hole in the high street to | :09:04. | :09:08.
fill. Some of our the other stories this | :09:08. | :09:11.
evening: A man who carried out a sex attack on a retired nurse in | :09:11. | :09:16.
her seventies is being warned he could face a life sentence. Ryan | :09:16. | :09:19.
Liddell, who survived the Dunblane massacre, appeared at the High | :09:19. | :09:23.
Court in Edinburgh. A judge told the 20-year-old that befall -- | :09:23. | :09:27.
before he passed sentence a full risk assessment on him would be | :09:27. | :09:29.
done. House prices have fallen back in | :09:29. | :09:33.
the last quarter according to Lloyds TSB. The survey suggests | :09:34. | :09:37.
despite an upward trend generally in Scotland, between April and July, | :09:37. | :09:41.
prices fell back to the level they were at four and a half years ago. | :09:42. | :09:45.
It also shows a number of sales well below half the level they | :09:45. | :09:51.
reached before the recession began. The body representing local | :09:51. | :09:55.
authorities in Scotland, Cosla, is accusing the Scottish Government of | :09:55. | :10:01.
refusing to enter into the debate on the future of Scotland's police | :10:01. | :10:11.
:10:11. | :10:14. | ||
Old-fashioned policing has been credited with reducing antisocial | :10:14. | :10:20.
behaviour and youth crime on a housing estate near Helensburgh. | :10:20. | :10:24.
The Churchill estate has been blighted by vandalism, petty crime | :10:25. | :10:28.
and youth drinking on streets. So how did the authorities managed to | :10:28. | :10:36.
turn things around? This was the Churchill estate in | :10:36. | :10:42.
2007. Graffiti, broken windows. One of navy wife told the BBC she was | :10:42. | :10:49.
too scared to go out. What were you doing yesterday? Four years on and | :10:49. | :10:52.
things are very different. They call it old-fashioned policing, | :10:52. | :10:56.
Bobby's back on the beat have coughed crime on the estate by over | :10:56. | :11:04.
80%. -- have cut crime. They say your name, hello, P C White. We | :11:04. | :11:09.
know them by their first names. It helps build relationships and in | :11:09. | :11:15.
the future they will have a trust in us and hopefully vice versa. | :11:15. | :11:20.
Ministry of Defence Holt discos for young people. The money raised is | :11:20. | :11:26.
used for activities. They know 14 year-olds like Craig by name. | :11:26. | :11:33.
have got to know us and have kept us off the streets. They have made | :11:33. | :11:37.
the cage down there for football and basketball. It is a carrot and | :11:37. | :11:41.
stick approach. Reward good behaviour and were with the parents. | :11:41. | :11:46.
I think parents deserve a bit of credit for that and it is something | :11:46. | :11:49.
not often highlighted, when you have a success stories such as this | :11:49. | :11:53.
one. But for the people here on the Churchill estate is not all good | :11:53. | :11:58.
news. The Ministry of Defence have announced they are facing a | :11:58. | :12:02.
significant cut in their numbers. There is no suggestion the | :12:02. | :12:05.
Helensburgh scheme will be one of those clubs but it does mean its | :12:05. | :12:11.
long-term future is uncertain. The Ministry of Defence says it will | :12:11. | :12:15.
maintain effective security at all sites, even as spending is scaled | :12:15. | :12:22.
back. But at least, naval families heading to this estate for know now | :12:22. | :12:25.
officers have found something that works. | :12:26. | :12:30.
Trade unions representing workers at Scottish Water -- the Scottish | :12:30. | :12:33.
Water have put forward proposals as part of pay negotiations. Talks | :12:33. | :12:38.
took place between Scottish Water and unions after GMB and Unite | :12:38. | :12:42.
members rejected a pay increase earlier this month. Scottish Water | :12:42. | :12:46.
has now agreed to consider a package of measures on pay and | :12:46. | :12:56.
:12:56. | :13:07. | ||
With events in the Arab world In a statement, one of the | :13:07. | :13:12.
candidates possibly for the Republican nomination has said that | :13:12. | :13:22.
:13:22. | :13:25. | ||
if With events in the Arab world dominating the international news, | :13:25. | :13:28.
it is perhaps appropriate that this week should see the opening in | :13:28. | :13:31.
Edinburgh of the classic tale A Thousand And One Nights. The cast | :13:31. | :13:33.
is drawn from Syria, Egypt, Morocco and Algeria. But don't expect | :13:33. | :13:36.
stories of Aladdin or Ali Baba. Here's our arts correspondent, | :13:36. | :13:38.
Pauline McLean. The cast is drawn from Syria, Egypt, Morocco and | :13:38. | :13:40.
Algeria. They are amongst some of the most | :13:40. | :13:49.
famous - - famous stories ever told. But if you're thinking Ali Babak | :13:49. | :13:55.
under London, think again. Most of us know the Western version of the | :13:55. | :14:02.
stories, but the original stories are much darker and more adults. | :14:02. | :14:08.
think people think of them having genies and fantastical characters. | :14:08. | :14:14.
But even if the genies have very human qualities and the don't offer | :14:14. | :14:18.
you three wishes, they offer you three ways of dying, you know? It | :14:18. | :14:24.
is very dark and fascinating. Getting to show stage has been a | :14:24. | :14:30.
five-year project for the director, using a caste from across the Arab | :14:30. | :14:40.
world. The work is heavily centred in many countries. The Arab spring | :14:40. | :14:44.
has affected her practical plans. We were due to rehearse in Egypt at | :14:45. | :14:50.
the time when the revolution took place. We had to change to Morocco. | :14:50. | :14:56.
We have been dealing with much greater difficulties getting Mark | :14:56. | :15:02.
Hunt - - our company visas for the USA, and I'm sure that is a result | :15:02. | :15:07.
of the turbulence. The company is determined that the show will go on | :15:07. | :15:09.
an Edinburgh and says with continuing turbulence in the Arab | :15:09. | :15:15.
world, these are stories that need to be told. | :15:15. | :15:18.
Sport now, and it was a case of come on down and join the Scottish | :15:18. | :15:28.
rugby squad, Dougie? It was a very flamboyant ceremony! | :15:28. | :15:30.
Scotland's head coach, Andy Robinson, has named his 30-man | :15:30. | :15:34.
squad to take part in 2011 Rugby World Cup. The Sunderland and | :15:34. | :15:44.
:15:44. | :16:05. | ||
Scotland goalkeeper Craig Gordon Johnnie Beattie is the most | :16:05. | :16:15.
:16:15. | :16:17. | ||
For the rugby fans, the whip was finally over. The players were | :16:17. | :16:20.
unveiled at the National Museum in Edinburgh, and for once the | :16:20. | :16:25.
incidents had to take second place. Was there a sense of relief that | :16:25. | :16:31.
the decision-making was over? not relieved at all. I knew today | :16:31. | :16:34.
was going to beat the day. The players played very well at the | :16:34. | :16:43.
weekend. There were some pleasing performances. So these are the 30 | :16:43. | :16:48.
men who will go to the World Cup in New Zealand, but just how | :16:48. | :16:51.
successful that team be? Scotland will play their first match against | :16:51. | :16:56.
Romania, followed by Georgia, Argentina and then the big one | :16:56. | :17:01.
against England in Auckland. have got to look at women are group. | :17:01. | :17:08.
I don't think it is wrong for me to say that I believe we can do that. | :17:09. | :17:14.
After that, anything can happen. One man will be making his 4th | :17:14. | :17:18.
appearance at the World Cup and he believes that the Scots can mount a | :17:18. | :17:27.
serious challenge. We want to play a quick, open, fast game. We enjoy | :17:27. | :17:30.
each other's company and it is a close squad because we have been | :17:30. | :17:37.
through such a hard pre-season fears. Hopefully we can make people | :17:37. | :17:43.
proud. So, their choices for Andy Robinson have been made its, and | :17:43. | :17:51.
the players have to live up to their billing. | :17:51. | :17:53.
The Sunderland and Scotland goalkeeper Craig Gordon admits he | :17:53. | :17:57.
has no idea how much longer he will be out of action. He has not played | :17:57. | :18:00.
since February because of a knee injury. But Gordon is confident | :18:00. | :18:03.
that when he does return he can regain his place both at club and | :18:03. | :18:08.
international level. Alasdair Lamont reports. | :18:08. | :18:12.
Back at Hampden Park, at the scene of some of his finest moments. | :18:12. | :18:15.
Craig Gordon was helping to encourage potential stars of | :18:15. | :18:23.
tomorrow. Gordon believes Scotland are producing good players. Perhaps | :18:23. | :18:28.
our league is losing some of the players to the championship, mainly | :18:28. | :18:36.
due to financial reasons. It is a bigger draw for players to go down | :18:36. | :18:42.
to the second year of English football than playing day at SPL. I | :18:42. | :18:46.
think the national team has done pretty well in recent times and it | :18:46. | :18:49.
think we can be fairly confident the we're heading in the right | :18:49. | :18:55.
direction. On a personal level, the direction is less clear. Out for | :18:55. | :18:59.
six months with a knee injury, Gordon is positive that he can get | :18:59. | :19:05.
back to his best. The first thing is that got to try to returned | :19:05. | :19:10.
action! I have got to put myself under position to play some games. | :19:10. | :19:14.
Once I'd do that and a field that my body is in the right position to | :19:14. | :19:19.
get back, I am still confident in my abilities to play at club and | :19:19. | :19:24.
international level. He is in the final year of his contract with | :19:24. | :19:30.
Sunderland, and despite being linked to a move to Celtic, he says | :19:30. | :19:34.
any decision will have to wait until he is back to full fitness. | :19:35. | :19:37.
Uefa have dismissed Rangers appeal against Steven Whittaker's ban for | :19:37. | :19:39.
his sending off against Malmo. He has already missed the first-leg | :19:39. | :19:42.
against Maribor and will now be suspended for another two European | :19:42. | :19:44.
matches. Andy Murray says victory in the | :19:44. | :19:47.
Cincinatti Masters tennis gives him real heart going into next week's | :19:47. | :19:50.
US Open. Murray secured this rather fetching trophy for the second time, | :19:50. | :19:52.
beating the world number one Novak Djokovic in the final. Djokovic | :19:52. | :19:55.
retired through injury as he trailed the Scot by a set to love | :19:55. | :20:05.
:20:05. | :20:07. | ||
and three games to love. In tennis it is and 11 months year, | :20:07. | :20:10.
and that will probably the only match that he pulls out of the hold | :20:10. | :20:20.
year. You play most of the you're not feeling perfect. I am hoping | :20:20. | :20:25.
that I feel perfect going into the Grand Slams, that is my goal for | :20:25. | :20:30.
this year. You need a big mantelpiece for that trophy! This | :20:30. | :20:35.
could be his year, couldn't it? With the Novak Djokovic being | :20:35. | :20:41.
injured, that is a good thing for him. Andy Murray likes a fast | :20:41. | :20:46.
courts. He plays well at the US Open, likes it. Of course it could | :20:46. | :20:55.
be his ear. Now we have jinxed him! You may well have had dinner, but | :20:55. | :21:00.
how about some sheep's head broth or cormorant soup? You might not | :21:00. | :21:03.
find them on today's supermarket shelves, but they were part of | :21:03. | :21:06.
menus past and they are about to be revived as part of Scotland's first | :21:06. | :21:16.
edible archive. Lisa Summers explains. In the kitchens of some | :21:16. | :21:20.
of her trendy restaurants it is becoming quite fashionable. We have | :21:20. | :21:30.
:21:30. | :21:31. | ||
got pork faggots on the menu today, which is said traditional dish. | :21:31. | :21:35.
the more adventurous diner. But it wasn't long ago that things like | :21:35. | :21:44.
sheep's head were regular fare. have got a recipe book that uses a | :21:44. | :21:52.
whole sheep! You can imagine the size of the kitchens. How about | :21:52. | :22:02.
:22:02. | :22:08. | ||
Take out the brains and allow them to lie all night. We don't think | :22:08. | :22:15.
that is for me. Turtle. Cut off the Finn's first, then cut off their | :22:15. | :22:20.
head. Not too close to body to prevent the sauce from running out. | :22:20. | :22:26.
Seasoned with butter and wine. That sounds disgusting. These are just | :22:26. | :22:33.
some of the recipes collated by their Scottish Council on Archives. | :22:33. | :22:36.
They are documenting the culinary history of the country. It is the | :22:36. | :22:46.
:22:46. | :22:51. | ||
stories behind the recipes that brings them to live. We have | :22:51. | :22:56.
recipes about how to use the eggs from female locusts. Some of the | :22:56. | :23:00.
rarest recipes are held at the National Library of Scotland. This | :23:00. | :23:08.
is a recipe for curry powder in 7090, and kisses or marmalade from | :23:08. | :23:18.
:23:18. | :23:18. | ||
a recipe book owned by the Countess of Sutherland. If you have got an | :23:18. | :23:22.
old family recipe that you think should be part of this collection, | :23:22. | :23:28.
the researchers would like to you from you, too. | :23:28. | :23:33.
- - here from you to. And just before we get the weather | :23:33. | :23:36.
a quick reminder that our money man, Fergus Muirhead, is with us on | :23:36. | :23:38.
Wednesday lunchtime, when he will be talking about inheritance tax. | :23:38. | :23:44.
Email him your questions at: To the weather now and it's over to | :23:44. | :23:53.
Cat. There was some sunshine, but also a few showers around today. | :23:53. | :23:57.
Let's take a look at the details. Those places will be dry to | :23:57. | :24:00.
deceiving an overnight. There will be a few showers lingering around | :24:00. | :24:07.
the north-east, certainly until the early hours of the morning. Will be | :24:07. | :24:11.
largely dried with clear spells. It is under the clear skies that it | :24:11. | :24:20.
could turn quite chilly. So, tomorrow another largely bright day | :24:20. | :24:27.
but some sunny spells. There will be some showers around. Our top | :24:27. | :24:31.
temperatures will be towards the West will see highs of 19 degrees. | :24:31. | :24:35.
It will be a little bit cooler in the east with the south-easterly | :24:35. | :24:44.
breeze, so highs here probably 18 degrees in Edinburgh. In the | :24:44. | :24:48.
northern isles it will be a bit cooler, with highs of only 15 or 16 | :24:48. | :24:57.
degrees. The Far West should fare pretty well in the sunshine. Into | :24:57. | :25:00.
tomorrow evening and overnight, their showers will die out and we | :25:00. | :25:05.
will see a largely dry nights, apart from in the West or we will | :25:05. | :25:11.
start to see a change in the weather. The low-pressure system | :25:11. | :25:16.
here will be what effect our weather over the next few days. | :25:16. | :25:26.
:25:26. | :25:27. | ||
This will bring rain into the West on Wednesday. Into Wednesday and | :25:27. | :25:33.
we're still keeping hold of the rain, but will become drier from | :25:33. | :25:36.
the West with some sunnier spells. This week we're going to see a | :25:36. | :25:41.
fairly unsettled picture with the sunshine and showers. Bell probably | :25:41. | :25:46.
continue into the weekend. Thanks Cat. Now, just before 7.00pm, | :25:46. | :25:49.
a summary of tonight's top stories: The battle for the Libyan capital | :25:49. | :25:52.
Tripoli is still underway. Rebels say they control most of the city. | :25:52. | :25:56.
The whereabouts of Colonel Gaddafi remains unclear. There are scenes | :25:56. | :25:58.
of celebration across Libya as people mark the beginning of the | :25:58. | :26:01.
end of decades of dictatorship, but the battle is not over yet. | :26:01. | :26:03.
International reaction has been swift. The Prime Minister, David | :26:03. | :26:13.
Cameron, says Gaddafi's men must stop the fighting now. | :26:13. | :26:16.
An English law firm says it prepared to take a challenge to the | :26:16. | :26:18.
Scottish Government's plans to charge tuition fees to students | :26:18. | :26:21.
from south of the Border all the way to the Supreme Court. It | :26:21. | :26:24.
believes the SNP's proposal to charge students from England up to | :26:24. | :26:30. |
