Welcome to Reporting Scotland. Tonight on your national news. | :00:14. | :00:17.
The son of the Lockerbie bomber tells the BBC is father is innocent | :00:17. | :00:27.
:00:27. | :00:30. | ||
and one day everyone will know the truth. I want everybody, especially | :00:30. | :00:35.
in the UK and in Scotland, to see my dad. To see how he is doing, he | :00:35. | :00:39.
is so sick. An inquiry into the four people | :00:39. | :00:41.
killed in the Colin McRae helicopter crash finds that the | :00:41. | :00:44.
champion rally driver was to blame. Smoking in the car with the | :00:44. | :00:54.
:00:54. | :00:55. | ||
children there - should it be made illegal? And with Scotland's Euro | :00:55. | :00:59.
2012 qualifying campaign hanging on by its fingertips, I'm at Camden | :00:59. | :01:06.
before that must-win match against Lithuania. -- harm done. | :01:06. | :01:09.
The son of the Lockerbie bomber has told the BBC that his family | :01:09. | :01:12.
believe he's innocent of the atrocity and that one day everyone | :01:12. | :01:16.
will know the truth. A BBC team was invited to the home of Abdelbaset | :01:16. | :01:19.
al-Megrahi because his family say they wanted to show the people of | :01:19. | :01:23.
Scotland how sick he is. Catriona Renton reports. Abdelbaset al- | :01:23. | :01:29.
Megrahi. These pictures show him at home. His mother keeping vigil over | :01:29. | :01:35.
her dying son. The family believes he has not long left to live. | :01:35. | :01:43.
very well. He is now in a deep sleep and he has stopped beating. | :01:43. | :01:53.
:01:53. | :01:55. | ||
We try to support him and we sit next to him and we pray. Abdelbaset | :01:55. | :01:58.
al-Megrahi's family are louder cameras into his home. They want | :01:58. | :02:04.
people to understand how ill they say he is. I want everybody, | :02:04. | :02:08.
especially in the UK and specifically in Scotland, to see my | :02:08. | :02:15.
dad. To see how he is doing, he is so sick. Some people have said he | :02:15. | :02:24.
is not sick and he is not at home. Some people say he has run away. I | :02:24. | :02:28.
want you to come and see my dad and see that he cannot move from his | :02:28. | :02:34.
room. It is two years since the only man convicted of the Lockerbie | :02:34. | :02:38.
bombing was can bet -- released from prison. He had been diagnosed | :02:38. | :02:43.
with terminal prostate cancer and it was believed he had around three | :02:43. | :02:47.
months left alone. The Scottish government sent him home to Libya | :02:47. | :02:53.
on compassionate grounds. Today, his family maintains he has always | :02:53. | :03:00.
been innocent of the Lockerbie atrocity. We have family and we | :03:00. | :03:04.
have brothers and sisters, and we feel sorry about all the people | :03:04. | :03:11.
that died, but we want people to know the truth as well. Abdelbaset | :03:11. | :03:15.
al-Megrahi dropped his second appeal before returning to Libya, | :03:16. | :03:20.
weaving questions unanswered. Tomorrow, the First Minister is | :03:20. | :03:24.
expected to confirm plans for a new lot to allow it be detailed reasons | :03:24. | :03:27.
for referring to his conviction to the Court of Appeal to be made | :03:27. | :03:33.
public. The man who carried out that | :03:33. | :03:37.
interview with Abdelbaset al- Megrahi's son is Jeremy Bowen, and | :03:37. | :03:43.
he is in Tripoli tonight. Two years on, the debate rages over here over | :03:43. | :03:45.
whether Abdelbaset al-Megrahi should have been released on | :03:46. | :03:50.
compassionate grounds. You get the feeling that from what his son have | :03:50. | :03:55.
said the family are very aware of this debate? They have all that | :03:55. | :04:00.
closely. This summer I talked through spent a lot of time in | :04:00. | :04:08.
Scotland and he speaks English well as a result of that. He certainly | :04:08. | :04:13.
believes both that he is sick and he is innocent. Clearly a very sick | :04:13. | :04:23.
:04:23. | :04:23. | ||
man. I think we have lost them. hope we still have a link. Clearly, | :04:23. | :04:31.
he is a very sick man. It went click and went dead. Sorry, we seem | :04:31. | :04:36.
to have lost that link. The rally driver Colin McRae was | :04:36. | :04:38.
engaged in unnecessary and unsafe low level flying when he crashed | :04:38. | :04:41.
his helicopter near his home in Lanarkshire four years ago. That's | :04:41. | :04:44.
the conclusion of a Fatal Accident Inquiry into the accident. The 39- | :04:44. | :04:47.
year-old was killed along with his five-year-old son John, his friend | :04:47. | :04:50.
Ben Porcelli who was six and a family friend, 36-year-old Graeme | :04:50. | :05:00.
:05:00. | :05:01. | ||
Duncan. Julie Peacock reports. These are the images taken seconds | :05:01. | :05:05.
before the fatal crash. They show that Colin McRae had fallen | :05:05. | :05:10.
dangerously alone and carried out unnecessary manoeuvres. They were | :05:10. | :05:15.
filmed by Graeme Duncan, who died in the crash alongside Colin McRae, | :05:15. | :05:21.
his five-year-old son John and his son's six-year-old friend Ben. | :05:21. | :05:24.
Ben's parents had not given him permission to be in a helicopter | :05:24. | :05:30.
that day. A fatal accident inquiry said their deaths could have been | :05:30. | :05:34.
avoided. The helicopter crashed into a wooded valley that is just | :05:34. | :05:38.
that the other side of this hill behind me. People said they saw the | :05:38. | :05:41.
helicopter travelling at speed with its nose down shortly before the | :05:41. | :05:46.
accident happened. Colin McRae was an experienced helicopter pilot and | :05:46. | :05:51.
the evidence from the inquiry shows that he had chosen to go down this | :05:51. | :06:01.
:06:01. | :06:17. | ||
narrow wooded valley. In its report, His skills and daring made Colin | :06:17. | :06:22.
McRae Rally world champion and sporting hero. Thousands turned | :06:22. | :06:27.
down to luck for his funeral. Today, people on the town gave their | :06:27. | :06:32.
reaction. Very well liked and very well known. It's just an accident, | :06:32. | :06:39.
was and it? Unbelievably tragic that it happened. I don't think we | :06:39. | :06:44.
will have to forget him. Colin McRae's father say the family still | :06:44. | :06:47.
believe they will never know what caused the crash. They said they | :06:47. | :06:52.
were never in any doubt or Colin's prowess as a fine pilot. And Julie | :06:52. | :06:59.
Peacock is close to Colin McRae's home where the crash happened. | :06:59. | :07:02.
Despite the fact the inquiry has blamed Colin McRae, it was an | :07:02. | :07:09.
immense family tragedy. What else have his family been saying? | :07:09. | :07:12.
Tonight the family have asked for privacy but the release the | :07:12. | :07:17.
statement through their lawyers. In it, Colin McRae's father seemed to | :07:17. | :07:21.
question some of the findings of the fatal accident inquiry. In a | :07:21. | :07:25.
statement, he says they still don't know exactly what happened in those | :07:25. | :07:29.
final few seconds before the helicopter crashed. He says that | :07:29. | :07:33.
anyone who new column from has a rallying career knew that safety | :07:33. | :07:37.
was of the utmost importance to him. One of the things the McRae family | :07:37. | :07:43.
hope these findings recommend it was a change in the law. Namely, | :07:43. | :07:47.
that in future, all private aircraft would have to have bad | :07:47. | :07:51.
data flight recorder in board. They say if that had been the case with | :07:51. | :07:55.
Colin McRae's helicopter, lessons could have been learned from this | :07:55. | :07:59.
accident. The fatal accident inquiry say that Colin McRae did | :07:59. | :08:02.
try to regain control of the helicopter but was simply flying | :08:02. | :08:07.
too low to do anything in time. A trial date has been set for two | :08:07. | :08:09.
men from Ayrshire accused of sending parcel bombs to Celtic | :08:09. | :08:12.
manager Neil Lennon, and two high profile Celtic fans earlier this | :08:12. | :08:14.
year. It's alleged that Trevor Muirhead and Neil McKenzie plotted | :08:15. | :08:20.
to murder Neil Lennon, Paul McBride QC and the former MSP Trisha Godman. | :08:20. | :08:28.
Aileen Clarke reports from the High court in Glasgow. | :08:28. | :08:34.
43-year-old Trevor Muirhead and Neil McKenzie appeared at a High | :08:34. | :08:40.
Court this morning. The accused of sending improvised parcel bombs to | :08:40. | :08:48.
Neil Lennon, QC, a bride and the MS P Trish Godman, and two offices in | :08:48. | :08:52.
Glasgow's Galgate. It is alleged that they plotted to murder those | :08:52. | :08:56.
that they sent their devices to intending the parcels to explode | :08:56. | :09:01.
when opened. They say it was aggravated by a religious prejudice. | :09:01. | :09:04.
The package is alleged to have contained a plastic bottle of | :09:04. | :09:10.
chemical or petrol with wires attached, nails and a lot component. | :09:10. | :09:16.
Some of these items were purchased in shops in Stevenson, including in | :09:16. | :09:21.
B&Q. At trial date has been set for November. The two men are remanded | :09:21. | :09:24.
in custody. You're watching Reporting Scotland | :09:24. | :09:27.
from the BBC. Still to come before seven. | :09:27. | :09:30.
The new device that could stop major oil spills is unveiled in | :09:30. | :09:36.
Aberdeen. In sport, it's another do or die | :09:36. | :09:39.
mission for Scotland's footballers. Nothing less than a win will | :09:39. | :09:43.
suffice if they are to have any chance of qualifying for Euro 2012. | :09:43. | :09:53.

Join me as we build up to Scotland What price justice? For the first | :09:57. | :09:59.
time, the cost of the Scottish criminal justice system has been | :10:00. | :10:02.
calculated. It's just under 860 million a year. Budgets are being | :10:02. | :10:04.
squeezed, but a report from Scotland's spending watchdog has | :10:05. | :10:08.
identified millions of pounds of waste. Our Home Affairs | :10:08. | :10:13.
Correspondent, Reevel Alderson has the details. | :10:13. | :10:16.
This huge sum of money is the cost of courts, prisons, social work | :10:16. | :10:19.
teams and legal aid. The report uncovered criminal waste. For | :10:19. | :10:21.
example, 10 million is lost because lawyers, both prosecutors | :10:21. | :10:24.
and defence teams aren't ready to proceed when the case is called to | :10:24. | :10:31.
court. A further 30 million is wasted when prosecutors call off a | :10:31. | :10:34.
case at a late stage, and the police reckon they lose 16 million | :10:34. | :10:37.
filling in for officers called as witnesses, who don't actually give | :10:37. | :10:46.
evidence. On 21st April last year, as a snapshot, 520 officers were | :10:46. | :10:49.
called to court across Scotland, yet just 55, just over 10%, | :10:49. | :10:59.
:10:59. | :11:00. | ||
yet just 55, just over 10%, yet just 55, just over 10%, | :11:00. | :11:04.
actually appeared. We didn't join to be sitting in a room waiting for | :11:04. | :11:07.
her at a court to run. We joined to help communities and give something | :11:07. | :11:11.
back. We can do that job and there are not enough resources for us to | :11:12. | :11:16.
get out there and do it, so we need to maximise the time out there and | :11:16. | :11:21.
serve the communities. It is a problem they are trying to | :11:21. | :11:27.
fix at Edinburgh Sheriff Court. have three witnesses in this case... | :11:27. | :11:31.
Each day, the district fiscal checks which witnesses are due to | :11:31. | :11:35.
attend. If they do not turn up, the police that are waiting for the | :11:35. | :11:39.
case bowl-out and bring them to court. It is all about giving | :11:39. | :11:41.
victims are confident that their case will be dealt with without | :11:41. | :11:45.
delay. It is about making the local criminal justice system more | :11:45. | :11:50.
efficient, and most importantly, it is about delivering justice to the | :11:50. | :11:56.
people in our communities more quickly. The order to general also | :11:56. | :11:59.
confirmed that IT systems and the criminal justice system are not | :11:59. | :12:05.
integrated. A piece of work in one part of Scotland discovered that | :12:06. | :12:09.
about one-third of people due to appear in court are already in | :12:09. | :12:15.
prison and that is known -- not known to the court system. That is | :12:15. | :12:21.
clearly an inefficiency it if it is not across Scotland. New cells here | :12:21. | :12:25.
in Kilmarnock serve both the police and the court, cutting transport | :12:25. | :12:30.
times and speeding up justice. Findings show that progress is | :12:30. | :12:34.
being made. Nobody can justify that amount of waste especially in a | :12:34. | :12:38.
time of financial austerity. Changes that occur there. It is | :12:38. | :12:44.
also not just the financial cost. If victims sea trials delayed and | :12:44. | :12:47.
witnesses are inconvenienced and police are sitting in courtrooms | :12:47. | :12:50.
when the writ -- should be out in their communities, that is a loss | :12:50. | :12:53.
to us. The government has also published Scotland's crime figures. | :12:53. | :12:55.
Overall crime is down 4%, continuing a trend which began in | :12:55. | :12:59.
1992, but violent crime is up 2%, the first rise for seven years, and | :12:59. | :13:02.
housebreakings have also risen after a succession of falls. The | :13:02. | :13:05.
government says recorded crime continues to fall as it moves | :13:05. | :13:08.
forward with plans to reform the police service which will be | :13:08. | :13:14.
confirmed tomorrow. Some of the other stories across Scotland this | :13:15. | :13:18.
Tuesday. An intensive search involving the police and army is | :13:18. | :13:21.
under way in the Philippines after the wife of a Scottish oil worker | :13:21. | :13:24.
was kidnapped. Luisita Morrison was snatched from a beauty salon on the | :13:24. | :13:27.
island on Mindanao on Sunday. Her husband, Raymond, is from Keith. | :13:27. | :13:30.
His family say they've been instructed not to comment on the | :13:30. | :13:40.

Campaigners insist that the Shipping Minister Mike Penning will | :13:40. | :13:44.
be to blame if there is an environmental disaster around | :13:44. | :13:49.
Scotland's coastline that no emergency tug to deal with it. Two | :13:49. | :13:53.
coastguard vessels based in an inch and Shetland are due to be scrapped | :13:53. | :13:59.
by the UK Government on cost grounds. A six-month extension | :13:59. | :14:02.
while new funding is sort it has been urged. | :14:02. | :14:06.
The owners of her Aberdeenshire garage where a young mechanic was | :14:06. | :14:11.
killed in an explosion have been fined 15,000. Martyn Massie died | :14:11. | :14:16.
after fumes from an oil drum he was cutting a been caught fire. Husband | :14:16. | :14:20.
and wife William and Janet Keith admitted failing to carry out | :14:20. | :14:26.
proper risk assessments and using the wrong equipment. | :14:26. | :14:30.
A capping device designed to be used in major oil spills like the | :14:30. | :14:34.
one which struck the Gulf of Mexico last year have been unveiled in | :14:34. | :14:38.
Aberdeen. The industry has been working on how it would stop an oil | :14:38. | :14:42.
leak, after serious doubts were raised by the UK Government about | :14:42. | :14:47.
its capabilities. This industry animation shows how | :14:47. | :14:52.
the oil cap would be used, lowered on to the leaking oil well and | :14:52. | :14:58.
providing a means by which the engineers could stop the flow. This | :14:58. | :15:02.
is it on show today for the first time. This industry leader told me | :15:02. | :15:06.
he hopes it will never have to be used. It is important that we have | :15:07. | :15:11.
this as an insurance, should things go wrong. But all of our emphasis | :15:11. | :15:15.
is trying to make sure we work with the industry and with the | :15:15. | :15:21.
regulators to make sure that this does not happen, in other words, we | :15:21. | :15:26.
conduct our operations not to ever lose control of a well. Last year's | :15:26. | :15:31.
Gulf of Mexico oil spill led to questions about safety in the North | :15:31. | :15:36.
Sea. It was concluded that a better plan was needed and so this foil | :15:36. | :15:43.
cap was needed. -- was born. It weighs 40 tonnes, which sounds a | :15:43. | :15:47.
lot, but it is small enough to allow it to be lifted on to a ship | :15:47. | :15:51.
and lowered into position on the bottom of the North Sea, all very | :15:51. | :15:57.
quickly. Tests using replicas have been carried out in a range of sea | :15:57. | :16:02.
conditions, such as the exposed waters west of Shetland. While | :16:02. | :16:08.
those have reassured the industry about the cap's worth, others are | :16:08. | :16:15.
less convinced. This is a bit of a stunt by the oil industry. We are | :16:15. | :16:18.
worried about what will happen when this equipment needs to be used, | :16:18. | :16:26.
and in the rough waters of Shetland, where they have tested it, but more | :16:26. | :16:33.
seriously, in the waters of the Arctic. The cap itself is not | :16:33. | :16:39.
designed for a spilt like last month's pipeline leak. While that | :16:39. | :16:44.
was treated, this is a plan for something much worse, a disaster | :16:44. | :16:48.
Scotland's oil industry was largely unprepared for. It is hoped this | :16:49. | :16:53.
device will plug that gap. Let's go straight to that piece of | :16:53. | :17:00.
equipment now. Our reporter is in Aberdeen for the global gathering | :17:00. | :17:06.
of the industry. I understand that their tax continues to dominate | :17:06. | :17:12.
things. The big story this year. The background to this is a 2 | :17:12. | :17:14.
billion tax increase from the Chancellor George Osborne in his | :17:14. | :17:18.
budget earlier this year. The industry was furious about that tax | :17:18. | :17:25.
rate. It says investment will suffer and up to 15,000 jobs could | :17:25. | :17:29.
be lost. Today we got Alex Salmond as saying there should be at least | :17:29. | :17:34.
a year's consultation be bought that sort of change comes in for | :17:34. | :17:44.
gas and oil taxation. The industry is sitting down... The Treasury | :17:44. | :17:47.
Minister is sitting down with industry leaders here in Aberdeen | :17:47. | :17:51.
this Thursday to work together towards future budget. Despite that, | :17:51. | :17:56.
there is still investment in the North Sea? Yes, despite all these | :17:56. | :18:05.
warnings, there is still a lot of spending, particularly BP. It has | :18:05. | :18:09.
already announced 700 -- more money for an oil field discovered | :18:09. | :18:19.
three years ago. To unlock that you need 700 million. That means not a | :18:19. | :18:26.
new platform but New Engineering equipment which will help about | :18:26. | :18:30.
1000 jobs to be supported throughout the UK. It shows that | :18:30. | :18:35.
the old North Sea is not dead yet. The British Lung Foundation is | :18:35. | :18:39.
urging Scotland to follow Wales' lead to stop people smoking in cars | :18:39. | :18:44.
with children present. Wales is considering bringing in a band with | :18:45. | :18:50.
smoking -- of smoking with children if education programmes do not have | :18:51. | :18:58.
an effect. So you have agreed to take part in | :18:58. | :19:01.
a little experiment this morning. Do you think we will be able to | :19:01. | :19:07.
change your mind about smoking in the car? If you think about it, you | :19:07. | :19:12.
really should not smoke in a car with other people, and kids. | :19:12. | :19:18.
help me with his experiment, I have enlisted the help of a dull, and | :19:18. | :19:23.
air monitor and an expert. Yes, we have got an air monitor attached to | :19:23. | :19:29.
the baby's nose. It picks up fine particles that come from second- | :19:29. | :19:32.
hand smoke. At the moment because there is no smoke in the car the | :19:32. | :19:38.
level is at ten. This will change when the snowboarding stars. We ask | :19:38. | :19:44.
John to go for a drive, exactly as he normally would, with the window | :19:44. | :19:50.
open. -- when the smoking starts. John drove around for ten minutes | :19:50. | :20:00.
:20:00. | :20:01. | ||
and we checked the monitored again. At the moment, it is resting at 250. | :20:01. | :20:08.
If you were being outdoor air, you would be told to stay indoors and | :20:08. | :20:13.
not do any activity. Smoking in cars with children is the one thing | :20:13. | :20:18.
that has not changed since the smoking ban. Could this be the | :20:18. | :20:21.
future? The British Lung Foundation wants tougher measures, like this | :20:22. | :20:27.
ban in Australia, and the plant being put forward in Wales. | :20:27. | :20:32.
news from Wales is very exciting. We were engaged in a three-year | :20:32. | :20:36.
education programme but if that does not work, they will look at a | :20:36. | :20:41.
ban. Is that what do you want for Scotland? We do not want children | :20:41. | :20:46.
in Scotland to be left behind. we persuaded you not to smoke in | :20:46. | :20:50.
the car with children today? Yes. I did not realise the dangers | :20:50. | :20:54.
involved. I thought it was fine with the windows open but on | :20:54. | :20:59.
reflection, it is not fine. So I will not smoke in the car with | :20:59. | :21:02.
anybody else in it, let alone children. | :21:02. | :21:10.
A crucial light for the Scotland team. Is there any other kind? | :21:10. | :21:14.
No, there certainly isn't. A warm welcome to Hampden where the task | :21:14. | :21:17.
is clear for the Scotland players, win of the three games and could | :21:17. | :21:21.
the other matches go your way and the 2012 qualifying campaign is | :21:21. | :21:26.
over. They are playing Lithuania tonight. Joining me is a man who | :21:26. | :21:29.
played for Scotland the last time they were in major championships, | :21:29. | :21:34.
Kevin Gallacher. Welcome. The campaign is hanging on by its | :21:34. | :21:37.
fingertips. Does that add pressure to the players tonight or does it | :21:37. | :21:42.
take it off in some strange way? bit of both. There is the pressure | :21:42. | :21:50.
in there because they could still win tonight's game. Inside, it is | :21:50. | :21:57.
the pressure at the players put on himself. The player out front is | :21:57. | :22:02.
her on his own tonight. A lot of pressure. Yes, his first | :22:02. | :22:06.
international start. If he gives half as much as he gave Dundee | :22:06. | :22:12.
United in the way he played there, he might even get a goal tonight. I | :22:12. | :22:22.
:22:22. | :22:23. | ||
fancy his chances. The players clearly like Craig Levein but it if | :22:23. | :22:29.
it does not go well tonight, do you fear for his future as a boss? | :22:29. | :22:37.
personally, know. It has been a nervous time. It has just been | :22:37. | :22:41.
disappointing. One or two little stumbles. But he's a good manager | :22:42. | :22:45.
and he should be here for the next few years anyway. Thank you very | :22:45. | :22:51.
much. Highlights of that match, Scotland A against Lithuania, on | :22:51. | :23:01.

A very short run up... For the game that Celtic would probably rather | :23:11. | :23:16.
forget. A 3-1 thumping at the hands of the sea on should have put them | :23:16. | :23:20.
out. But the Swiss side fielded ineligible players so Celtic find | :23:20. | :23:27.
themselves back in. Today the Swiss side confirm they are to appeal the | :23:27. | :23:30.
statement pulled no punches. Talking about the decision to throw | :23:30. | :23:36.
them out, they said, for us it is no -- pure revenge against at | :23:36. | :23:46.

Serve for Celtic, Atletico Madrid and another team. Today UEFA it | :23:56. | :24:00.
told me that any appeal would be heard before that match but that | :24:00. | :24:04.
they are also comfortable with the situation, so for the Swiss team at | :24:04. | :24:09.
least, the fight goes on. The golfing superstars of tomorrow | :24:09. | :24:12.
are in Aberdeen tomorrow for the Walker Cup. It is one of the | :24:12. | :24:17.
biggest rivalries in amateur golf as Britain and Ireland take on | :24:17. | :24:27.

the US Open has been cancelled until tomorrow because of the | :26:01. | :26:05.
weather. It is just like being in Hampden! | :26:05. | :26:15.

Many places saw gusts of wind of around 50mph. We can see this area | :26:24. | :26:28.
of low pressure curling around Scotland. That brought the strong | :26:28. | :26:33.
wind and in the centre of the low pressure, we saw the heaviest rain. | :26:33. | :26:36.
Into this evening, fairly cloudy with showers but as the low | :26:36. | :26:42.
pressure moves away, this will gradually die away. Showers in the | :26:42. | :26:46.
