Welcome to Reporting Scotland. Tonight on your national news: | :00:18. | :00:22.
Reorganising the coppers to save the pounds - the Justice Secretary | :00:22. | :00:25.
insists a national police force will not mean a centralised police | :00:25. | :00:30.
force. Kenny MacAskill says he would like the new service to be | :00:30. | :00:37.
headquartered in Fife. Also this evening: If you do not | :00:37. | :00:42.
answer me I will come to your work and I will embarrass you. | :00:42. | :00:46.
Frank more threatened his girlfriend, broke into her flat and | :00:46. | :00:49.
murdered her new boyfriend. Tonight he is facing a life sentence for | :00:49. | :00:52.
the horrific killing of Stewart Taylor. | :00:52. | :00:57.
Later in the programme we hear from the Scots girl footballer who has | :00:57. | :01:02.
scored a big victory over the English FA. | :01:02. | :01:06.
And the rain finally relents at the US Open in New York. We will have | :01:06. | :01:10.
the latest one Andy Murray's progress at Flushing Meadows. -- | :01:10. | :01:16.
the latest on. Kenny MacAskill has said that | :01:16. | :01:20.
hundreds of millions of pounds can be saved by creating a single | :01:20. | :01:24.
police force and fire service for Scotland. Ministers have guaranteed | :01:24. | :01:28.
to maintain officer numbers but that means support staff will have | :01:28. | :01:31.
to lose their jobs. It has been suggested that the new national | :01:31. | :01:36.
force could be based in Fife. Raymond Buchanan reports. | :01:36. | :01:41.
On the beat with Central Scotland Police, but this is just one of the | :01:41. | :01:46.
forces soon to be killed off. The Scottish government plans to save | :01:46. | :01:51.
cash by creating one Scotland-white Constabulary. What will happen in | :01:51. | :01:57.
future when you dial 999? People will say no -- see no difference in | :01:57. | :02:02.
day-to-day policing. There will still be local officers at local | :02:02. | :02:04.
stations interfacing with the local community will stop we will see no | :02:04. | :02:08.
difference whatsoever in the vast majority of cases. There will also | :02:08. | :02:12.
be a new fire service for the whole of Scotland. Again, the hope is to | :02:12. | :02:21.
save money. The Government is hoping to secure support from | :02:21. | :02:30.
police officers and staff and the fire service by guaranteeing their | :02:30. | :02:36.
conditions. A single police force will save 1.7 billion. Most | :02:36. | :02:40.
savings will be by cutting back on support staff. The government would | :02:40. | :02:46.
not tell us how many. There is no doubt that jobs will be lost. I | :02:46. | :02:50.
believe that the intention will be that there will be no compulsory | :02:50. | :02:56.
redundancies - it will be through natural wastage. The Minister | :02:56. | :03:00.
insists that police and fire services will not suffer from the | :03:00. | :03:05.
changes. In fact, he is promising to make things better and ready for | :03:05. | :03:10.
new challenges. Not only will be maintained the visible police | :03:10. | :03:15.
presence, we will also ensure that every community in Scotland has the | :03:15. | :03:18.
necessary support to face every challenge. We never thought we | :03:18. | :03:23.
would face terrorism in Scotland and we did. Some people think it | :03:23. | :03:29.
will only happen along the M8, there. We cannot predict when it | :03:29. | :03:36.
will be. Kenny MacAskill has hinted that the | :03:36. | :03:41.
new force could be headquartered in fight. Wherever it is, it will not | :03:41. | :03:43.
be ready for action for at least another two years. | :03:43. | :03:46.
A man obsessed with his ex- girlfriend has been found guilty of | :03:46. | :03:50.
murdering her new boyfriend and attempting to murder her. The High | :03:50. | :03:54.
Court in Edinburgh heard that 43- year-old Frank Moore had carried | :03:54. | :03:57.
out a campaign of harassment against Lynsey Methven and Stewart | :03:58. | :04:01.
Taylor which had lasted for weeks. He then carried out an attack on | :04:01. | :04:11.
:04:11. | :04:17. | ||
the couple at Ms Meyer then's home in Edinburgh. -- and his Nevin Ms | :04:17. | :04:23.
Methven's home. Lynsey Methven has lost the hearing | :04:23. | :04:28.
in one ear and is unable to walk unaided. Frank Moore carried out a | :04:28. | :04:33.
frenzy jealous attack on her and her new boyfriend. He had left | :04:33. | :04:43.
:04:43. | :04:47. | ||
abusive phone messages in the weeks Chillingly, it was a sign of what | :04:47. | :04:57.
:04:57. | :05:00. | ||
was to come. This message was left It was Monday 7th February when | :05:00. | :05:07.
firefighters were called to a fire at this house in Chelmarsh Crescent. | :05:07. | :05:12.
They managed to rescue Lynsey Methven but Stewart Taylor back. | :05:12. | :05:15.
Lynsey Methven and Stewart Taylor had watch some football on | :05:15. | :05:21.
television, 80 peak sat and drinks and wine. Then they went to bed. | :05:21. | :05:24.
She has absolutely no recollection about what happened in the next few | :05:24. | :05:28.
hours. She walked up in hospital days later. But Frank Moore had | :05:28. | :05:32.
broken into her apartment here on the ground floor. He had attacked | :05:32. | :05:38.
the couple, punched them, take them, stab them and hit him on the head | :05:38. | :05:42.
with a blunt instrument. During the attack, a fire started, and Frank | :05:42. | :05:47.
Moore left the couple for bed. Frank Moore is a determined, evil | :05:47. | :05:52.
and murderous individual. He carried out this attack on two | :05:53. | :05:55.
innocent people who really only wanted to have a life together and | :05:56. | :06:00.
the future. Frank Moore was described by the judge as a violent | :06:00. | :06:05.
and dangerous man. He will be sentenced next month. | :06:05. | :06:09.
An inquiry has been launched after a phone fault led to a delay in | :06:09. | :06:13.
sending an ambulance to a man who collapsed with a heart attack at a | :06:13. | :06:18.
shop in Hawick. The man later died. Both BT and the ambulance service | :06:18. | :06:22.
have started internal investigations. This report from | :06:22. | :06:26.
Hawick. The incident happened here at the | :06:26. | :06:29.
Homebase store on the outskirts of Hawick on Tuesday morning. A man | :06:30. | :06:37.
who work here have collapsed around 10:30am. A nurse on the scene began | :06:37. | :06:40.
to administer CPR. Somebody else called for an ambulance. But there | :06:40. | :06:45.
was a delay about -- Adderley of around four minutes in connecting | :06:45. | :06:49.
the call. It took another 12 minutes for the ambulance to arrive. | :06:49. | :06:56.
The man did not survive. I understand that the two ambulances | :06:56. | :07:04.
that operate from this station responded when the call eventually | :07:04. | :07:11.
came through. Investigations have been launched into the delay, in | :07:11. | :07:14.
particular whether the patient would have survived if the crew got | :07:14. | :07:22.
here earlier. There were another four calls affected -- defected -- | :07:22. | :07:27.
affected during this incident. The ambulance service said there were | :07:27. | :07:35.
no adverse effects on those. There was another incident a few months | :07:35. | :07:41.
afterwards. Both BT and the ambulance service say that they | :07:41. | :07:45.
hope to reveal more details on this incident in Hawick in the next 24- | :07:45. | :07:48.
hours. For still to come: The site which | :07:49. | :07:51.
could be transformed into the biggest new town built in Scotland | :07:52. | :07:58.
in decades. And the concern for the future of | :07:58. | :08:00.
the donkeys and horses at this animal sanctuary. | :08:00. | :08:05.
In sport, he has stopped raining in New York for long enough on Andy | :08:05. | :08:10.
Murray to play. I will tell you it was worth the wait. | :08:10. | :08:15.
We will hear from the Scottish rugby team in New Zealand as the | :08:15. | :08:21.
Big World Cup kick-off approaches. Should Scottish MPs be barred from | :08:21. | :08:25.
voting on laws which affect only England? English MPs cannot vote on | :08:25. | :08:30.
a whole range of issues affecting Scotland, like health and education, | :08:30. | :08:33.
because devolution means they are now dealt with by Holyrood. A | :08:34. | :08:36.
commission has been set up to consider whether procedures at | :08:36. | :08:41.
Westminster should be changed. Here is Tim Reid. | :08:41. | :08:48.
The Scottish Parliament's creation highlighted are not normally - that | :08:48. | :08:53.
MPs in West Lothian can affect on issues affecting Blackburn in | :08:53. | :08:59.
Lancashire, but the MP there cannot do the converse. Done deal raised | :08:59. | :09:05.
the question. We will go down a motorway to a separate state, a | :09:05. | :09:09.
journey upon which many of us do not want to embark. A three decades | :09:09. | :09:18.
on, many MPs, especially English Tories, once the question answered. | :09:18. | :09:25.
I think we can resolve procedural a how English-only lead distillation | :09:25. | :09:28.
is handled. These protests in the 1980s over | :09:28. | :09:36.
Margaret Thatcher's hated poll tax perhaps illustrate the reverse of | :09:36. | :09:39.
the West Lothian Question in reverse - unwelcome tax foisted on | :09:39. | :09:44.
Scotland by the Tories. It was during Tony Blair's years as Prime | :09:44. | :09:49.
Minister that tempers flared again when Scottish MPs voted through | :09:49. | :09:54.
foundation hospitals, which did not affect their constituents. Some of | :09:54. | :09:58.
those MPs were backed yesterday trying to scupper the collision's | :09:58. | :10:08.
:10:08. | :10:09. | ||
health reforms in England. I have constituents to come to me who had | :10:09. | :10:12.
experiences of the health service in England, and I have young people | :10:12. | :10:17.
who are students in England. Why should I not speak out for them? | :10:17. | :10:20.
MPs confirm today that the commission will examine the problem. | :10:20. | :10:24.
We made a commitment to examine all the different issues about voting | :10:24. | :10:28.
at Westminster on issues that deal with England predominantly, but on | :10:28. | :10:32.
other issues as well. We want to look at the facts and consider the | :10:32. | :10:35.
consequences. The West Lothian Question is, | :10:35. | :10:39.
perhaps, a step closer to being answered. We will not find out the | :10:39. | :10:43.
remit of the commissioned, or who sits on it, until much later in the | :10:43. | :10:47.
year. There is no guarantee that the Government will follow its | :10:47. | :10:52.
river -- recommendations. Even if it does, it will not take effect | :10:52. | :10:57.
for years to come. The man accused of murdering the | :10:57. | :11:04.
Glasgow gangland figure Kevin Carroll, known as the Gerbil,... | :11:04. | :11:08.
Ross Monaghan denies shooting Mr Carroll outside the ASDA store in | :11:08. | :11:13.
the city's Robroyston area. He also denies attempting did -- to defeat | :11:13. | :11:18.
the ends of justice by disposing of guns. Lord Brodie set the trial | :11:18. | :11:21.
date for March next year. If it gets the go-ahead, it could | :11:21. | :11:25.
be the biggest new town built in Scotland for decades. Developers | :11:26. | :11:30.
want to build 9,000 new homes just south of Aberdeen, on land owned by | :11:30. | :11:34.
the Duke of Fife. Stephen Duff reports. | :11:34. | :11:38.
Farmland south of Aberdeen - within years it could become the biggest | :11:38. | :11:42.
new town in Scotland for a generation. 9,000 homes with new | :11:43. | :11:48.
primary and secondary schools, and a business and retail development | :11:48. | :11:54.
that could create thousands of jobs. This is one of the areas that the | :11:54. | :11:58.
council are keen to see develop. It is much easier to build on existing | :11:58. | :12:02.
infrastructure. Beyond that, what is good about this is that it is a | :12:02. | :12:07.
large block of land, or 2,000 acres, and even if we leave over 40% of | :12:07. | :12:11.
the green, we can still fit in a lot of houses on the toes of | :12:11. | :12:15.
neighbouring communities. An estimated 75,000 new houses will | :12:15. | :12:19.
be needed in Aberdeen and Aberdeenshire by 2025. Perhaps | :12:19. | :12:23.
surprisingly, this new development has been welcomed by people in | :12:23. | :12:33.
:12:33. | :12:34. | ||
villages nearby. In this village you can see a very different nearby | :12:34. | :12:39.
village. More and more housing has been built here. Locals hope that | :12:39. | :12:45.
the new development will stop the two villages becoming one. They | :12:45. | :12:52.
will be separated by toadlet 90. There will be very easy access to | :12:52. | :12:57.
the New Town, to the shops and so forth. We want to keep our own | :12:58. | :13:02.
identity, at which is very important to us. If very few people | :13:02. | :13:05.
actually live where the new town will be. | :13:05. | :13:08.
There is some opposition, mainly on the grounds that farmland will be | :13:08. | :13:17.
lost. The application will now be considered by the local authority. | :13:17. | :13:21.
Some of the other stories across Scotland this Thursday: One of the | :13:21. | :13:24.
contenders for the leadership of the Conservatives in Scotland says | :13:24. | :13:27.
it could take ten years to make the party electable. Watching her | :13:28. | :13:32.
campaign, the Glasgow MSP Ruth Davidson said she represents a | :13:32. | :13:36.
modern Scotland and attack the Murdo Fraser's idea of rebranding | :13:36. | :13:41.
the Tories. The third candidate, Jackson Carlaw Law, lost his bid | :13:41. | :13:44.
last week. A man has admitted posting | :13:44. | :13:50.
threatening and abusive messages against Neil Lennon on Facebook. | :13:50. | :13:53.
39-year-old Robert Rollie, from Cumnock in East Ayrshire, posted | :13:53. | :13:57.
the comments on 14th March. Sentence was deferred for reports | :13:57. | :14:02.
and he was released on bail when he appeared at Glasgow Sheriff Court. | :14:03. | :14:09.
The first sponsor of the 2014 Commonwealth Games the company | :14:09. | :14:14.
signed up for what is called at two -- at hear two sponsorship. They | :14:14. | :14:18.
will provide a number of services, including legal support on a | :14:18. | :14:28.
:14:28. | :14:29. | ||
Council house building appears to be experiencing a renaissance, | :14:29. | :14:33.
after years of none being built. But some housing associations fear | :14:33. | :14:36.
their part in finding a solution to Scotland's housing problems risks | :14:36. | :14:38.
being overlooked. Here's our local government correspondent Jamie | :14:38. | :14:48.
:14:48. | :14:53. | ||
McIvor. A new house that is now a new family home. Simon and his | :14:53. | :14:58.
family have moved into a brand-new council house. It is important to | :14:58. | :15:03.
make things affordable. Because at the moment we couldn't afford a | :15:03. | :15:08.
mortgage on a four bedroomed house. In fact the local council has built | :15:08. | :15:12.
more than 500 houses in recent years and more are on the way. But | :15:12. | :15:17.
not so long ago no new council houses were being built anywhere in | :15:17. | :15:22.
Scotland. We're in a situation now where frankly I don't know how some | :15:22. | :15:27.
young people can manage to afford to get on to any kind of housing | :15:27. | :15:31.
ladder. Council housing provides an affordable option for people who | :15:31. | :15:36.
otherwise wouldn't get a house. Ismay pleasure to hand that to you. | :15:36. | :15:41.
It is a far cry from the days when it looked like council housing was | :15:41. | :15:47.
in terminal decline as home were bought by their tenant and new | :15:47. | :15:51.
social housing was built by independent housing associations. | :15:51. | :15:56.
Across Scotland work started nearly 1,400 houses last year. The | :15:56. | :16:02.
Government expects to see 3,300 built over three years. But this is | :16:02. | :16:08.
only part of the story. Across Scotland fewer new homes are being | :16:08. | :16:14.
built by housing associations and so there are fewer new homes for | :16:14. | :16:20.
rent. We're seeing a 75% in new housing association homes. To us | :16:20. | :16:26.
that a real crisis. Today the Government announced a 10 million | :16:26. | :16:31.
scheme to help kick start all forms of house building, helping both | :16:31. | :16:35.
council and housing associations and more families like this. Burr | :16:35. | :16:39.
the debate on the best ways of providing more affordable housing | :16:39. | :16:44.
will continue. She's one of the best young footballers in Scotland, | :16:44. | :16:47.
but earlier this year an age rule imposed by the English FA meant | :16:47. | :16:50.
that 13-year-old Alyshia Walker couldn't play in a mixed team at a | :16:50. | :16:53.
tournament in Birmingham. Now after a campaign by her family and club, | :16:53. | :17:03.
:17:03. | :17:04. | ||
the rule looks set to be changed. Catriona Renton takes up the story. | :17:04. | :17:09.
Meet 13-year-old awhrishya, one of Scotland's top girl footballers. He | :17:09. | :17:13.
was a player of the match when her team won the Scottish cup. But when | :17:13. | :17:18.
the team played in the UK finals in England, it was without their | :17:18. | :17:22.
captain, Alyshia, because she is a girl. I was disappointed, because I | :17:22. | :17:29.
wanted to go and play with the boys. There was an outcry. It is | :17:29. | :17:35.
ridiculous. But it is o'en Sunday. It may be different at a | :17:35. | :17:39.
professional Lel, but now who knows where football will go? Today | :17:39. | :17:44.
Alyshia is at a training camp for the national squad and we're here | :17:44. | :17:49.
to tell her it seems the rules have changed. Shocked they didn't change | :17:49. | :17:54.
it in time for he. How did you feel when you weren't allowed to play. | :17:54. | :17:59.
Very disappointed. Specially as being captain and I couldn't go | :17:59. | :18:04.
down and stho boys. I'm glad it has changed for girls so they can get | :18:04. | :18:07.
to play without the disappointment I had. The rule change seemed to | :18:07. | :18:14.
have happened thanks to Alyshia's campaign and support from Rod | :18:14. | :18:19.
Stewart. It was amazing, having a celebrity supporting me was great | :18:19. | :18:25.
to get the rule changed. It was great. Very proud. Particularly she | :18:25. | :18:29.
has managed to get the law changed and obviously it is for the future | :18:30. | :18:33.
girls to play in finals. The rules may have changed too late for | :18:33. | :18:39.
awhrishya, but what she has done is ensure that other girls make it to | :18:39. | :18:45.
a UK Cup Final can play in the future. Alyshia has been signed for | :18:45. | :18:49.
Celtic's girls team and hopes to make it into the national squad. | :18:49. | :18:53.
There noise doubt she is one to watch. -- there is no doubt she is | :18:53. | :18:59.
one to watch. Let's go to a different sport now, with David. Is | :18:59. | :19:09.
:19:09. | :19:10. | ||
he through? It's taken awhile, but Andy Murray is through to the last | :19:10. | :19:13.
eight of the US Open after a two day delay. At last the torrential | :19:13. | :19:16.
rain in New York relented, but Murray didn't - seeing off the | :19:16. | :19:19.
challenge of the American Donald Young in straight sets 6-2, 6-3, 6- | :19:19. | :19:25.
3. Alasdair Lamont has the story of the match. After the deluge and | :19:25. | :19:31.
then the clean up... At last the New York rain clouds were gone. And | :19:31. | :19:38.
Donald Young's hopes of a US Open shock also threatened to evaporate | :19:38. | :19:44.
as Andy Murray took the first set. The second set didn't go so | :19:44. | :19:48.
smoothly and the Murray temper made an appearance. But things were back | :19:48. | :19:58.
on course for the world No 4 as the second set was also put to bed. | :19:58. | :20:03.
Murray's desire for a swift ends to proceedings hit a hitch in the | :20:03. | :20:10.
third set. But he was soon back in the swing of things again. And the | :20:10. | :20:20.
:20:20. | :20:24. | ||
victory was wrapped up in short order. That sets up a quarter final | :20:24. | :20:29.
with one of the top players. The club trying to be re-instated to | :20:29. | :20:32.
the Europa League at Celtic's expense are running out of time to | :20:32. | :20:38.
lodge their appeal. Sion - who beat Celtic one in the final qualifying | :20:38. | :20:40.
round - were thrown out of the competition for fielding ineligible | :20:40. | :20:43.
players. They have till 11 o'clock tonight to make an official protest. | :20:43. | :20:46.
But European football's governing body say so far they haven't done | :20:46. | :20:52.
so. The Rangers captain David Weir says it's a bit too early for | :20:52. | :20:55.
anyone to judge how well Ally McCoist has started his career as | :20:55. | :20:57.
team manager. The 41-year-old defender launched his autobiography | :20:57. | :21:00.
at Ibrox today, but ended up defending the performance of his | :21:00. | :21:10.
:21:10. | :21:10. | ||
new-ish team boss. I think you have got to give the manager the time to | :21:10. | :21:14.
implement his strategies and his philosophys and then after a period | :21:14. | :21:18.
of time, after a number of years if it is not happening, you have to | :21:19. | :21:25.
ask questions. But most successful managers have had time to put ideas | :21:25. | :21:28.
into practice. Chris Paterson will become a Scottish rugby record | :21:28. | :21:31.
holder on Saturday when he becomes the first Scot to play in four | :21:31. | :21:34.
World cups. The Edinburgh full back is in the starting 15 to play | :21:34. | :21:37.
against Romania at Invercargill on Saturday. It's a match the Scots | :21:37. | :21:40.
are expected to win, but their opponents predict an upset could | :21:40. | :21:43.
happen. Our Rugby Reporter Jim Mason is in New Zealand with the | :21:43. | :21:53.
:21:53. | :21:58. | ||
squad and sent this report. Hello! Last night the welcome was warm as | :21:58. | :22:03.
captain said hello to New Zealand. Today it was back to business. | :22:03. | :22:07.
know it will be a good atmosphere, the welcome at the airport showed | :22:07. | :22:12.
that. A lot of Scotland support and strips. That is great to see. So we | :22:13. | :22:17.
have had a good week's preparation and we're looking to get into the | :22:17. | :22:24.
games. This is the main theatre, the scene of the team announcement. | :22:24. | :22:30.
The curtain kpwos up on Scotland's campaign on Saturday when they play | :22:30. | :22:37.
Romania. The men from yeern Europe are keen to spoil the happy ending. | :22:37. | :22:42.
The last world cup we saw some teams not perform well. If they get | :22:42. | :22:52.
us on a good day and we get them on a bad day, we could have an upset. | :22:52. | :22:56.
Earlier the team survived another New Zealand welcome and received | :22:56. | :23:01.
their World Cup caps. For some the game with Romania is their chance | :23:01. | :23:09.
to show the World Cup that the Scots are here to work. So kick off | :23:09. | :23:15.
on Saturday for Scotland and any diRobinson hopes the Romanian | :23:15. | :23:21.
challenge will be less intimidating. I think you and I enjoyed that more | :23:22. | :23:25.
than the Scotland team. And that is tonight's sport. Back to you Sally. | :23:25. | :23:27.
Scotland's largest horse and donkey sanctuary will be forced to close | :23:28. | :23:31.
its doors within months, unless more money can be found to keep it | :23:31. | :23:33.
going. Mountains Animal Sanctuary near Forfar ran into trouble after | :23:33. | :23:36.
the death of its millionaire founder last year. Now an annual | :23:36. | :23:38.
shortfall of 300,000 means staff are facing redundancy. Steven | :23:38. | :23:48.
:23:48. | :23:50. | ||
Godden reports. For over a year rosy has called the sanctuary here | :23:50. | :23:54.
home. It is a place where the horse could recover from the terrible | :23:54. | :24:00.
treatment she received before being rescued from a meat wagon. | :24:00. | :24:03.
concrete block had been dropped by somebody and landed on her head and | :24:03. | :24:07.
caved in this part of her face. There was a horrific injury that | :24:07. | :24:12.
pushed her eye down into her socket. We then put her through the | :24:12. | :24:18.
operation to remove the eye. For 20 years all those costs were met by | :24:18. | :24:23.
the founder, Alan Fraser. He died last year, leaving the sanctuary | :24:23. | :24:26.
1.4 million in his will. But the charity left to run things say most | :24:26. | :24:32.
of that is tied up in the land, leaving the future far from secure. | :24:32. | :24:36.
Unfortunately we have not received any money from the will. We're | :24:36. | :24:41.
heads swog -- heading into the winter and we only have four | :24:41. | :24:46.
month's money left. We're having to look at redundancies. If that is to | :24:46. | :24:51.
be avoided, they say, it is vital some of the residents are rehomed. | :24:51. | :25:01.
The sanctuary is hope to 12 animals. The hope -- 122 animals. They hope | :25:01. | :25:05.
to get that number down to 80. So whether it is blankets or hard cash, | :25:05. | :25:11.
it is clear the generosity of others will be key if Scotland's | :25:11. | :25:19.
largest horse sanctuary is to survive the winter. Now the weather. | :25:19. | :25:25.
What tidings as the weekend What tidings as the weekend | :25:25. | :25:32.
approaches? Windy. Today was a lovely day. It was nice, with | :25:32. | :25:37.
temperature up to 18 Celsius. A nice evening as well. Some sun set | :25:37. | :25:43.
like this in St Andrews. But it will turn wet but mild as the night | :25:43. | :25:48.
wares on. A nice start through the course of this afternoon. Then this | :25:48. | :25:55.
rain will start to push into the south west and work its way north. | :25:55. | :26:03.
That will not reach Inverness. The temperatures are mild at 13 Celsius. | :26:03. | :26:07.
Tomorrow morn, not a nice start. There will be some rain around. But | :26:07. | :26:12.
that rain will continue its journey north and it has been confined to | :26:12. | :26:17.
the northern half of the country and the Northern Isles. Further | :26:17. | :26:22.
south it will be dry. In the north you can see the rain reaching into | :26:22. | :26:28.
Shetland, 13 Celsius, it is chilly under rain where it sticks. But | :26:29. | :26:35.
further south this is where the mild warm air is. We could see 21 | :26:35. | :26:40.
Celsius in the borders. The winds will be brisk. How is the weekend | :26:40. | :26:44.
looking? It is windy, and there will be showers, but also some | :26:44. | :26:50.
sunny spells. If we look at the clart for Saturday, you can see the | :26:50. | :26:55.
low pressure to the west. That is keeping things unsettled. For the | :26:55. | :26:59.
day it look like being windy from the south, the best of the shelter | :26:59. | :27:05.
will be in the north. Feeling warm again at 20 degrees. Strong winds | :27:05. | :27:11.
out to the west. This is Sunday and that low pressure is further north | :27:11. | :27:17.
and we're watching this low pressure that is the remains of a | :27:17. | :27:27.
:27:27. | :27:27. | ||
hurricane. For Sunday a bit cooler, still windy with rain at types. Top | :27:27. | :27:31.
temperatures 17 Celsius. Thank you. Now, just before 7 o'clock, a | :27:31. | :27:34.
summary of tonight's top stories. The Justice Secretary, Kenny | :27:34. | :27:37.
MacAskill, has told MSPs hundreds of millions of pounds can be saved | :27:37. | :27:39.
by creating a single police force and single fire service for | :27:39. | :27:42.
Scotland. Ministers have guaranteed to maintain officer numbers but | :27:42. | :27:47.
that means support staff will have to lose their jobs. A public | :27:47. | :27:49.
inquiry has condemned the treatment of Iraqi detainees by British | :27:49. | :27:52.
soldiers in 2003, blaming a lack of discipline on the ground and a | :27:52. | :27:55.
"corporate failure" at the Ministry of Defence. It concluded that Baha | :27:55. | :27:59.
Mousa - a hotel worker in Basra - died as a result of appalling and | :27:59. | :28:01. |
