Welcome to Reporting Scotland. Tonight on your national news. BBC | 0:00:13 | 0:00:15
Scotland can reveal how this Glasgow couple were shot dead in | 0:00:15 | 0:00:25
0:00:25 | 0:00:26 | ||
Pakistan three weeks ago. The 4th when people into it the wife and | 0:00:26 | 0:00:31
his sister out of the car and the short term without saying anything. | 0:00:31 | 0:00:34
Pakistani police are investigating the theory it was an honour killing. | 0:00:34 | 0:00:36
We have an exclusive report. Later in the programme. Schools | 0:00:36 | 0:00:39
closed, operations postponed and courts disrupted - the potential | 0:00:39 | 0:00:48
impact on Scotland of next week's public sector strike. | 0:00:48 | 0:00:54
But this was undoubtedly a stupid act and it is deeply regretted by | 0:00:54 | 0:00:58
the conservative Union Association. An apology from the St Andrews | 0:00:58 | 0:01:00
University students who burnt an effigy of Barack Obama. | 0:01:00 | 0:01:04
And the puppets that are giving a sinister twist to one of the | 0:01:04 | 0:01:10
favourite Christmas stories. Good evening. A young couple from | 0:01:10 | 0:01:13
Glasgow have been murdered in Pakistan. Police are investigating | 0:01:13 | 0:01:18
the theory that it was an honour killing. Saif Rehman and his wife | 0:01:18 | 0:01:22
Uzma were on a shopping trip in Gujrat when their car was ambushed | 0:01:22 | 0:01:32
0:01:32 | 0:01:32 | ||
and they were shot and killed. This was at the wedding reception in | 0:01:32 | 0:01:36
Glasgow in February. Friends say they were happy and are ready to | 0:01:36 | 0:01:41
start a new life together. Three weeks ago, during a visit to | 0:01:41 | 0:01:45
Pakistan, the car they were travelling in was stopped by a | 0:01:45 | 0:01:53
group of men. The sister of Saif Rehman was also in the car. They | 0:01:53 | 0:01:58
were out shopping, they were going back home and of a sudden the car | 0:01:58 | 0:02:07
was stopped. A car stopped in front of them. They told the sister and | 0:02:07 | 0:02:12
his wife to get out of the car. As soon as he was out of the car they | 0:02:12 | 0:02:16
shot him without saying anything. No words were exchanged between the | 0:02:16 | 0:02:24
Saif Rehman and these people. was then told that Saif Rehman's | 0:02:24 | 0:02:30
wife was picked out from the passengers and driven off. Five | 0:02:30 | 0:02:36
minutes up the road, they killed her as well. She was not found | 0:02:36 | 0:02:46
0:02:46 | 0:02:47 | ||
until sometime later. She was found at the side of the road. Police in | 0:02:47 | 0:02:51
Pakistan are now questioning the driver of the car. Family and | 0:02:51 | 0:02:56
friends in Scotland just want to see justice for the couple. All we | 0:02:56 | 0:03:02
have left it is the desire to have justice for them. That should not | 0:03:02 | 0:03:07
happen to people. Although he lived in Glasgow for years, Saif Rehman | 0:03:07 | 0:03:12
was a Pakistani national and his wife was a US citizen so the | 0:03:12 | 0:03:16
British Foreign Office are not involved in this case. Tonight I | 0:03:16 | 0:03:20
spoke to the sister of the victim in the US and she says the family | 0:03:20 | 0:03:26
have no idea why they have been killed. Their friends here say they | 0:03:26 | 0:03:34
will keep trying to get answers. are still grieving. We're still | 0:03:34 | 0:03:42
grieving for him. I do not think it will ever pass. He made that impact | 0:03:42 | 0:03:49
on our lives, I do not think he will ever go away. We will not | 0:03:49 | 0:03:55
forget him. We will not forget him. Clearly, a lot of unanswered | 0:03:55 | 0:04:00
questions, what state is the investigation at? It is difficult | 0:04:00 | 0:04:04
to contact the police in Pakistan and find out what is happening. We | 0:04:04 | 0:04:08
have contacted the embassy and they are looking into it for us. Friends | 0:04:08 | 0:04:13
and family have been given an incident reports and an in contact | 0:04:13 | 0:04:17
with the police in Pakistan. They tell me that the driver of the car | 0:04:17 | 0:04:23
is being questioned. It appears that the couple were targeted and | 0:04:23 | 0:04:28
this is something the investigation will focus on. We understand that | 0:04:28 | 0:04:33
other passengers asked to identify themselves and were left and heart | 0:04:33 | 0:04:37
- this included Saif Rehman's sister and her young child. They | 0:04:37 | 0:04:42
had been on a shopping Chet -- trip, but none of that was taking so it | 0:04:42 | 0:04:46
is unlikely a robbery was the motive for this killing. Thank you | 0:04:46 | 0:04:51
very much. Luke Mitchell who was convicted of | 0:04:51 | 0:04:53
murdering his 14-year-old girlfriend Jodi Jones in 2003 has | 0:04:53 | 0:04:57
lost his attempt to get his conviction overturned. The UK | 0:04:57 | 0:05:00
Supreme Court has refused Mitchell permission to appeal his murder | 0:05:00 | 0:05:10
0:05:10 | 0:05:10 | ||
conviction to the court. Police officers have become the latest | 0:05:10 | 0:05:13
group to reject reform of their public sector pension scheme. They | 0:05:13 | 0:05:16
will not go on strike, but around a quarter of a million Scots will | 0:05:17 | 0:05:22
take part in a day of action, this time next week. It could see | 0:05:22 | 0:05:24
hospital operations cancelled and schools closed. Our correspondent | 0:05:24 | 0:05:33
David Henderson reports. Schools, hospitals, courts and councils will | 0:05:34 | 0:05:38
all face a huge disruption when staff walk out. This strike will | 0:05:38 | 0:05:46
have an impact if you can avoid. This woman runs the graphic design | 0:05:46 | 0:05:50
firm in Edinburgh. Her colleagues may be off work on strike day, | 0:05:50 | 0:05:55
looking after their children. only a small team, some of us have | 0:05:55 | 0:05:59
children and the chances are they will not be his school because of | 0:05:59 | 0:06:05
the strike. Some of my team will probably have to take the day off. | 0:06:05 | 0:06:09
So trekkers are angry about the UK's government plans to reform | 0:06:09 | 0:06:14
public sector pensions. Ministers say the current way of funding | 0:06:14 | 0:06:18
retirement is unsustainable. Their critics say they will have to work | 0:06:18 | 0:06:24
longer and pay more towards their own pensions. Today, rank and file | 0:06:24 | 0:06:28
police officers were the latest people to voice their opposition to | 0:06:28 | 0:06:32
these changes. They cannot go on strike, so they will be working | 0:06:32 | 0:06:36
next week whatever happens, but they're far from happy about | 0:06:36 | 0:06:39
proposals which have come from Westminster and not the Scottish | 0:06:39 | 0:06:43
government. They are funding of Scottish police pensions is | 0:06:43 | 0:06:48
entirely a matter for the Scottish government yet despite that the | 0:06:48 | 0:06:52
Westminster government has made it clear that if they do not pass on | 0:06:52 | 0:06:59
the pension cuts, they will reduce Scotland's budget accordingly. That | 0:06:59 | 0:07:04
is an affront to the role of the Scottish Parliament. I quarter of a | 0:07:04 | 0:07:08
million Scots may be out on strike. Some Crossgar staff will not be | 0:07:08 | 0:07:17
working. -- some crows -- some postcards staff. At airports, | 0:07:17 | 0:07:19
travellers have been warned to expect delays because border | 0:07:19 | 0:07:26
control officials will not be there. Clearly industrial action will be | 0:07:26 | 0:07:29
disruptive to services in Scotland. There will be indications for many | 0:07:30 | 0:07:33
of the public services which the public depend upon. The government | 0:07:33 | 0:07:38
will be working as effectively as we can to minimise any disruption | 0:07:38 | 0:07:44
that takes place to members of the public. Tonight transport officials | 0:07:44 | 0:07:48
said Glasgow's Underground would close on strike date so even those | 0:07:48 | 0:07:52
who want to work might find it a challenge. | 0:07:52 | 0:07:57

making sure they do not come back. Charlie heads a group of coaches | 0:11:48 | 0:11:52

their help. The drink it is just something I do. You want to stop | 0:12:16 | 0:12:23
that? Yes, definitely. Prisons like Barlinnie are overcrowded and | 0:12:23 | 0:12:27
vastly expensive. Research has shown the scheme reduces | 0:12:27 | 0:12:34
reoffending by 20 %. We can spend 80,000 of tax money to put people | 0:12:34 | 0:12:39

the way once they have made that decision. This helps those who want | 0:13:11 | 0:13:14
to change and provides a helping hand to break the cycle of | 0:13:14 | 0:13:19
reoffending. It is hoped the cash will reduce reoffending and help | 0:13:19 | 0:13:23
reduce the prison population. Some of the other stories across | 0:13:23 | 0:13:27
Scotland: five Scottish Youth hostels are to shut. The closures | 0:13:27 | 0:13:30
at Melrose, Kirk Yetholm and Broadmeadows will leave the borders | 0:13:30 | 0:13:34
without any hostel. Arden on Loch Lomondside and Canisbay in | 0:13:34 | 0:13:36
Caithness will also close. The Scottish Youth hostels Association | 0:13:36 | 0:13:42
says it has to make best use of scarce resources. | 0:13:42 | 0:13:45
A consortium led by the engineering company Babcock has won the | 0:13:45 | 0:13:47
contract to complete the decommissioning of the Dounreay | 0:13:47 | 0:13:52
nuclear plant. The 20 year contract is thought be worth just over 2 | 0:13:52 | 0:13:55
billion and will take the Caithness plant into what is called an | 0:13:55 | 0:13:57
interim end state, when its landmark dome and other buildings | 0:13:57 | 0:14:02
will be removed. The second shortlisted design has | 0:14:02 | 0:14:05

winter garden. A jury made up of local politicians and business | 0:14:15 | 0:14:18
people will choose which design will win the contest for the 140 | 0:14:18 | 0:14:27
million project. They will announce Some councils are being accused of | 0:14:27 | 0:14:29
having a "shockingly lax attitude" towards protecting confidential | 0:14:29 | 0:14:34
information. Campaigners claim 132 local authorities across the UK | 0:14:34 | 0:14:36
have lost sensitive information, and they say Renfrewshire Council | 0:14:36 | 0:14:46
0:14:46 | 0:14:47 | ||
is one of the worst. Councils hold all kinds of | 0:14:47 | 0:14:51
sensitive and private information. Information about children, | 0:14:51 | 0:14:56
vulnerable adults. And about all sorts of people who've used some | 0:14:56 | 0:15:00
council services. But are they always being as careful as they | 0:15:00 | 0:15:03
should be? Well, a series of freedom of information requests by | 0:15:03 | 0:15:13
0:15:13 | 0:15:16 | ||
a campaigning group has revealed some worrying incidents. | 0:15:16 | 0:15:19
Asocial work file with information identifying seven people was left | 0:15:19 | 0:15:23
in a bag of waste and fell into the hands of a newspaper. In | 0:15:23 | 0:15:27
Aberdeenshire, a social worker feral form was blown away in the | 0:15:27 | 0:15:31
wind. In Glasgow, two computer memory sticks with information | 0:15:32 | 0:15:37
about people being helped by the social work department were lost. | 0:15:37 | 0:15:40
These cases all lead to disciplinary action. But the | 0:15:40 | 0:15:44
biggest number of reported incidents in Scotland was in | 0:15:44 | 0:15:49
Renfrewshire. Renfrewshire has maids at the top 10 offending a | 0:15:49 | 0:15:54
authorities and the country. Laptops and paper records are lost. | 0:15:54 | 0:16:00
They all potentially contained very personal and sensitive information. | 0:16:00 | 0:16:03
Now Renfrewshire Council says just 12 of the 41 cases it revealed | 0:16:03 | 0:16:05
involved personal data. Three of these involved children. The | 0:16:05 | 0:16:07
council also says sensitive information is now encrypted, so if | 0:16:07 | 0:16:10
a computer or a memory stick was lost it would be practically | 0:16:10 | 0:16:15
impossible for someone else to get hold of the information. Now all | 0:16:15 | 0:16:20
these incidents are both concerning and embarrassing for the councils. | 0:16:20 | 0:16:22
But it's worth remembering how the overall number of reported | 0:16:22 | 0:16:28
incidents is small. Still with so much concern about both privacy and | 0:16:28 | 0:16:31
the risk of identity theft - even one incident carries the risk of | 0:16:31 | 0:16:38
serious repercussions. 3 million is to be spent tackling | 0:16:38 | 0:16:42
the root causes of sectarianism in Scotland. The funding for a package | 0:16:42 | 0:16:45
of community and education projects has been announced by the Scottish | 0:16:45 | 0:16:48
Government. It comes after controversial plans to pass a new | 0:16:48 | 0:16:50
law banning offensive behaviour at football matches cleared another | 0:16:50 | 0:16:55
Parliamentary hurdle. The classical violinist Nicola | 0:16:55 | 0:16:58
Benedetti has received an honourary degree from the University of | 0:16:58 | 0:17:03
Edinburgh and has been made a Doctor of Music. She's already a | 0:17:03 | 0:17:05
patron of a scheme at the university which provides | 0:17:05 | 0:17:11
scholarships for postgraduate students in Italian Studies. | 0:17:11 | 0:17:15
And now the sport. It looks as though Scotland will | 0:17:15 | 0:17:20
soon be playing international matches on Friday nights at Hampden. | 0:17:20 | 0:17:23
Police have approved the staging of World Cup 2014 qualifying matches | 0:17:23 | 0:17:26
on Fridays. The fixtures for the qualifying campaign were agreed | 0:17:26 | 0:17:30
today in Brussels. Our senior football reporter is at the | 0:17:30 | 0:17:40

National stadium now. Strap yourself in for another | 0:17:43 | 0:17:46
Scottish World cub qualifying campaign. The campaign that will | 0:17:46 | 0:17:51
start here in the national stadium with a home double header. Games | 0:17:51 | 0:17:55
against Macedonia and Serbia in September. It will also Phoenicia | 0:17:55 | 0:18:01
against Croatia in October 2013. In the middle of all that come lobby | 0:18:01 | 0:18:04
have the prospect of Friday-night the ball, a prospect which will be | 0:18:04 | 0:18:10
good news for the SFA's. If they have always been very keen. The | 0:18:10 | 0:18:16
police are not so keen. They do not have the resources to fill that. | 0:18:16 | 0:18:19
But after a call from the Scottish Football Association, the green | 0:18:19 | 0:18:24
light has been given and we will have Friday-night the Pavia. That's | 0:18:24 | 0:18:27

The Saint Mirren manager Danny Lennon says he was flattered to be | 0:19:59 | 0:20:02
linked with the vacant post at Hibs but is delighted to have signed a | 0:20:02 | 0:20:05
new contract with his current employers. Lennon has agreed to | 0:20:05 | 0:20:08
stay with the Buddies till the summer of 2014. Under Lennon, the | 0:20:08 | 0:20:11
club have risen top fifth in the Premier League table but his | 0:20:11 | 0:20:20
ambition doesn't stop there. Mirren's rise has been one of the | 0:20:20 | 0:20:24
stories of the Scottish Premier League season. Let's try and get to | 0:20:24 | 0:20:29
know him better. Here is his football philosophies. I like to | 0:20:29 | 0:20:34
see the game played in a beautiful manor. I like to see players have | 0:20:34 | 0:20:37
belief in themselves in the same way I believe in them. That is | 0:20:37 | 0:20:42
coming across. With these key ingredients and the passion and | 0:20:42 | 0:20:49
hunger the boys are showing, there are no magic ingredients. What | 0:20:49 | 0:20:56
about your ambitions? How far can you take Sindh Miron? I am planning | 0:20:56 | 0:21:02
to take this club as far as it can go. Not just at first-team level. | 0:21:02 | 0:21:08
But also bringing three young talent. There is one thing about | 0:21:08 | 0:21:13
thyself - I am very hard working. That is one thing I like to see in | 0:21:13 | 0:21:18
my team. You're always referring to yourself in the third person. Who | 0:21:18 | 0:21:27
did you pick that up from? remember someone speaking to me | 0:21:27 | 0:21:34
last season about that. The punter actually said that he did his head | 0:21:34 | 0:21:44

in. I think I am just doing it to annoy him. | 0:21:44 | 0:21:47
The National Theatre of Scotland is staging its first ever Christmas | 0:21:47 | 0:21:51
Show later this month. Actors have had to learn the art of | 0:21:51 | 0:21:55
puppeteering, since most of the cast are life sized puppets. And | 0:21:55 | 0:21:59
they warn their sinister tale is not for small children or the faint | 0:21:59 | 0:22:09

hearted. Our arts correspondent reports. | 0:22:19 | 0:22:24
It is one of the best-known Christmas ghost stories. The | 0:22:24 | 0:22:27
redemption of Ebenezer Scrooge after a series of nightmarish | 0:22:27 | 0:22:31
vision. In this new production, it is poppets which bring those ghosts | 0:22:31 | 0:22:41
are life and scare the audience to death. Actors cannot float, try as | 0:22:41 | 0:22:46
they might. They cannot rip their head off and continue the | 0:22:46 | 0:22:50
conversation. Those are the kind of things Charles Dickens asks us to | 0:22:50 | 0:22:55
believe is going on. It seems to me that the obvious thing was to | 0:22:55 | 0:23:02
incorporate poppets into the story telling. For the actors, it has | 0:23:02 | 0:23:07
also been a challenge. They have had to learn Popat hearing from | 0:23:07 | 0:23:13
scratch and that sometimes means a line the pockets to steal the show. | 0:23:13 | 0:23:20
If it is engaging enough, the puppeteer literally just disappears. | 0:23:20 | 0:23:25
The puppets themselves are the creation of Gavin Glover. They're | 0:23:25 | 0:23:32
capable of melting even the hardest heart. They are not just for kids. | 0:23:32 | 0:23:39
There is a power there. Even for an adult audience, and there is some | 0:23:39 | 0:23:44
sort of invisible force and that people think, what is this thing? | 0:23:44 | 0:23:47
They can see the actor behind, but if they are buying into what is | 0:23:47 | 0:23:56
happening, they are transported. The test of they say will be the | 0:23:56 | 0:24:04

some Christmas weather. There is a lot going on over the | 0:24:11 | 0:24:16
next few days. We will start with tonight. There's a lot of rain | 0:24:16 | 0:24:20
around through the central belt. North of here, it will be dry and | 0:24:20 | 0:24:25
clear. You can see it on a map. On the those clear skies, quite a | 0:24:25 | 0:24:31

the early hours, a battering spreads North under temperatures | 0:24:34 | 0:24:41
recovered somewhat. On Thursday, we have been influenced by this area | 0:24:41 | 0:24:44
of low pressure and the Atlantic. You can see that weather front that | 0:24:44 | 0:24:50
is bringing the rain overnight. Tomorrow, but rain will move North. | 0:24:50 | 0:24:54
It will be an improving picture as we go through the morning towards | 0:24:54 | 0:24:57
lunchtime. The rain clears the way to the North and drier conditions | 0:24:57 | 0:25:07

followed., mid-afternoon, it will be a dry story and a cloudy story. | 0:25:10 | 0:25:16
Highs of 13 degrees. A windy afternoon. Some sunshine likely for | 0:25:16 | 0:25:21
at Aberdeen sure. There is that rain and the North. The main | 0:25:21 | 0:25:25
feature tomorrow will be the winds. Are associated with that rain, | 0:25:25 | 0:25:30
