Tonight on Reporting Scotland... Our unemployment rate is now higher | :00:16. | :00:21.
than the rest of the UK. The youngest and those with few | :00:21. | :00:25.
qualifications are the most likely to be signing on. What should they | :00:25. | :00:31.
be doing to try and find a job? The SNP's anti-sectarian bill | :00:31. | :00:35.
becomes law at the Scottish Parliament. But 20 football fans | :00:35. | :00:42.
are kept out of Hollywood's chamber. A million people have watched | :00:42. | :00:47.
online. The Falkirk student forcibly removed by a fellow | :00:47. | :00:51.
railway passenger claims he is not being treated fairly. I was | :00:51. | :00:56.
attacked from behind by a grown man, assaulted on the train, thrown to | :00:56. | :01:01.
the ground off the train. I tried to get back on for my back and I | :01:01. | :01:08.
was thrown to the ground again. bag. We will also hear from the man | :01:08. | :01:11.
who shot that video. And it rattles, squeaks and goes | :01:11. | :01:14.
round in circles. The third oldest subway in the world, and Scotland's | :01:14. | :01:22.
only underground line, celebrates its birthday. | :01:22. | :01:25.
The First Minister has called for an urgent UK-wide jobs summit after | :01:25. | :01:28.
the latest figures showed a big rise in unemployment in Scotland. | :01:29. | :01:32.
The jobless rate here is also now higher than the UK rate. Our | :01:32. | :01:34.
business and economy editor, Douglas Fraser, is here with the | :01:34. | :01:43.
Thank you. We knew unemployment was likely to rise. With government | :01:43. | :01:46.
cuts and private firms nervous about hiring while the euro zone is | :01:46. | :01:52.
in crisis. But this is a big surge. It shows the number of Scots | :01:52. | :01:56.
seeking work between August and October went up 25,000 to 229,000. | :01:56. | :01:59.
That is far faster and now in a slightly worse position than the | :01:59. | :02:03.
rest of the UK. The number of Scots on Jobseeker's Allowance was down | :02:03. | :02:08.
last month by 500, going against the UK trend. It is now at 143,000. | :02:08. | :02:11.
The rise in unemployment is hitting the young hardest. Those with few | :02:11. | :02:14.
qualifications, but also those who have invested time and money in | :02:14. | :02:17.
getting qualified. And, particularly for those seeking work | :02:17. | :02:27.
in the public sector, it is very Strapping up a Rugby player's | :02:27. | :02:31.
injuries are part of the training for a student physiotherapist. By | :02:31. | :02:36.
next summer, this woman seems to be working full-time. But the squeeze | :02:36. | :02:40.
on NHS recruitment means 50% of the students on her course in Edinburgh | :02:41. | :02:45.
may struggle to find a job. I think everyone shares the same concerns | :02:45. | :02:51.
about how long it will be before getting a job. Will it be eat in an | :02:51. | :02:55.
area you like? But we have to hope for the best and apply and do as | :02:55. | :03:02.
much as we can. -- will it be in an area that we like? There will | :03:02. | :03:06.
always be a demand to skilled staff in health care, but public sector | :03:06. | :03:11.
bodies like the NHS cannot be relied on as used to be. That | :03:11. | :03:15.
spells trouble for young graduates. Many are not being successful | :03:15. | :03:20.
getting jobs. Indeed some are travelling abroad, going to Canada, | :03:20. | :03:26.
America, Australia, New Zealand, places like that, to find | :03:27. | :03:31.
employment as a physiotherapist. Scotland, almost one in every four | :03:31. | :03:36.
jobs is in the public sector, higher than in the rest of the UK. | :03:36. | :03:40.
That has been useful, acting as a buffer during the economic downturn. | :03:40. | :03:45.
But times are changing. Over the last year, public sector employment | :03:45. | :03:50.
fell in Scotland, presenting a long-term challenge for the economy. | :03:50. | :03:54.
That has prompted calls for colleges and universities to | :03:54. | :03:57.
respond even quicker to the changing chuck -- to the changing | :03:57. | :04:03.
job market. What we have found his employers are looking for bite-size, | :04:03. | :04:08.
short courses meeting specific business requirements, not long | :04:08. | :04:12.
term courses. So, with unemployment rising and the economy changing | :04:12. | :04:17.
shape, preparing the future workforce may become even more of a | :04:17. | :04:27.
:04:27. | :04:28. | ||
Lots of figures out today. Very few of them are positive. Pay is | :04:28. | :04:32.
falling to keep pace with inflation. And that helps explain why Scottish | :04:32. | :04:35.
retailers are reporting spending down 1.3% on last year. That is the | :04:35. | :04:39.
worst fall since they started their monthly survey 12 years ago. If you | :04:39. | :04:41.
remove food from that, it is down 3.3%, despite strong inflation. | :04:42. | :04:45.
That does not account for a lot of online spending, which could make | :04:45. | :04:48.
the figures better. And retailers hope people are leaving it late to | :04:48. | :04:50.
do their Christmas shopping. Customers are looking for discounts | :04:50. | :04:53.
and, unusually for this time of year, that is what they are getting. | :04:54. | :05:01.
The Scottish Government has used its majority to push through new | :05:01. | :05:03.
anti-bigotry laws despite opposition appeals for the | :05:03. | :05:05.
legislation to be scrapped. Two offences have been created, | :05:05. | :05:07.
targeting sectarian behaviour in and around football matches and on | :05:07. | :05:15.
the Internet. From Holyrood, here is political editor Brian Taylor. | :05:15. | :05:21.
A serious crime of wearing a T- shirt. So offensive. For not | :05:21. | :05:26.
welcome, the Celtic supporters travelling to Holyrood, but denied | :05:26. | :05:30.
access to the public gallery by security, because they were | :05:30. | :05:34.
planning a silent protest displaying this message, fans are | :05:34. | :05:42.
not criminals. And this one, SNP, shame on you. These fans were | :05:42. | :05:50.
furious. The we could not have expressed them being anti- Liberal | :05:50. | :05:55.
better than what they were doing. BR wanted to crush Celtic fans, | :05:55. | :06:02.
football fans, denying citizens rights. The anti-sectarian bill has | :06:02. | :06:06.
upset both halves of the Old firm's support, I have these views proved. | :06:06. | :06:13.
There are so many laws, you do not know what you can do it. We need | :06:13. | :06:18.
things in writing what you cannot sing. Make it clear. It is all very | :06:18. | :06:25.
well dishing out rules. But you have to make things clear. Should | :06:25. | :06:30.
MSPs draw up a song she, featuring anthems that all right and those | :06:30. | :06:36.
banned. -- draw up a short sheet. Politicians say those determined | :06:36. | :06:43.
enough ball just create new songs. The Bill is designed to out law | :06:43. | :06:46.
offence of behaviour, including sectarian chanting linked to | :06:46. | :06:50.
football. At the match outside the ground or watching the game in a | :06:50. | :06:55.
public house. It also covers schemes abroad. Ministers insist it | :06:55. | :07:00.
is time to act. Much of what we see at the poll celebrates nothing more | :07:00. | :07:07.
than heat, division and done to antagonise and provoke old winds. - | :07:07. | :07:14.
- hate. That must stop. This is a bad law and bad practice for the | :07:14. | :07:21.
SNP to break-up the consensus on such an important issue. It also | :07:21. | :07:26.
covers threatening communications. The test is threats of serious harm, | :07:26. | :07:30.
perhaps inciting religious hatred. The maximum Pelynt to -- the | :07:30. | :07:37.
maximum penalty is five years in jail. Tonight, the Bill was carried | :07:37. | :07:42.
into law. Ryan Taylor joins me from | :07:42. | :07:47.
Parliament. Why wear those T-shirts such a problem? A statement was | :07:47. | :07:54.
issued saying demonstration to are welcome, but outside Parliament. -- | :07:54. | :08:00.
demonstrations are welcome. Those T-shirts were not welcome in the | :08:00. | :08:05.
public gallery. It was described as not appropriate. The bill is | :08:05. | :08:08.
expected in force early in the New Year. I expect ministers to | :08:08. | :08:12.
announce initiatives over the next few months about other measures to | :08:12. | :08:17.
tackle sectarianism, etc. It's about education and community | :08:17. | :08:21.
involvement. And this reception behind me is about the future of | :08:21. | :08:28.
football. Thank you. Police investigating the murder of | :08:28. | :08:31.
three people in a deliberate house fire in Helensburgh have released | :08:31. | :08:37.
new CCTV images of a man they want to trace. The person can be seen in | :08:37. | :08:42.
the background of the footage being shown. Eight-year-old Bridget | :08:42. | :08:45.
Sharkey and her 21-year-old brother Thomas Jnr died after their home | :08:45. | :08:48.
was set alight in July. Their father, Thomas Sharkey Snr, died | :08:48. | :08:54.
six days later. The only survivor was the wife and mother of the | :08:54. | :08:57.
victims, Angela Sharkey. You are watching Reporting Scotland | :08:57. | :09:02.
from the BBC. Still to come on the programme... An inquiry into the | :09:02. | :09:09.
Shirley McKie fingerprint case says she was a victim of human error. | :09:09. | :09:12.
In sport, Celtic are in Italy for their must-win Europa League match. | :09:12. | :09:15.
But they have injury concerns. More on that later. | :09:15. | :09:19.
And the former Open champion, Paul Lawrie, tells us about His big | :09:19. | :09:24.
comeback. A student from Falkirk, who was | :09:24. | :09:27.
thrown off a train by another passenger after a dispute with the | :09:27. | :09:30.
conductor, claims it amounted to assault. Video of 19-year-old Sam | :09:30. | :09:33.
Main being ejected was posted on YouTube and has been watched by | :09:33. | :09:38.
more than a million people. Why should these people p and you | :09:38. | :09:43.
do not? This is the video that has gone by role, starting with the | :09:43. | :09:48.
conductor insisting Sam Main, in a hat, has no ticket. Up steps a | :09:48. | :09:57.
passenger who has become known as the big man. Get off. He is an | :09:58. | :10:04.
investment banker. He moves the 19- year-old student to the door and | :10:05. | :10:11.
finally onto the platform. Today, Sam Main told me he did have a | :10:11. | :10:17.
ticket and he felt he was dealt with harshly. He made no | :10:17. | :10:21.
conversation with me, grabbed from behind by a grown man, assaulted on | :10:21. | :10:27.
the train, thrown to the ground off the train. Sam tried to get back on | :10:27. | :10:33.
the train. He says he needed his back. I do not believe I handled | :10:33. | :10:38.
things well, I was wearing, but I was distressed. But the man who | :10:38. | :10:43.
took this footage said the right thing was done. I felt for the | :10:43. | :10:47.
conductor, being that each and not being able to put off by 19-year- | :10:47. | :10:57.

happened here last Friday night has been watched by more than half-a- | :11:25. | :11:27.
million people from across the world, raising interesting | :11:27. | :11:33.
questions. When is it right to intervene? How much force can be | :11:33. | :11:38.
used? And, most crucially, and one of the men in this international | :11:38. | :11:43.

the past year. There were 95 homicides in the year to the end of | :11:49. | :11:52.
March, up from 78 in the previous 12 months. The majority were killed | :11:52. | :11:56.
by blades or sharp instruments. The figure is still the third lowest in | :11:56. | :12:01.
the past 11 years. The public inquiry into the Shirley | :12:01. | :12:04.
McKie fingerprint scandal has found she was a victim of human error and | :12:04. | :12:09.
there was nothing sinister at work in her case. The former police | :12:09. | :12:12.
officer was accused of perjury after a fingerprint found at an | :12:12. | :12:15.
Ayrshire murder scene in 1997 was wrongly identified as hers. | :12:15. | :12:19.
But at the heart of this saga of was the refusal of a fingerprint | :12:19. | :12:24.
expert to admit they may have been wrong. The head of the service | :12:24. | :12:28.
apologised to Shirley McKie and her father to date. It is the most | :12:28. | :12:35.
welcome thing, that this report has caused them to make their apologies. | :12:35. | :12:40.
Shelley was apologise to and the family for mistakes made. That | :12:40. | :12:46.

of a former bank clerk. The body of the 51-year-old was found in her | :13:00. | :13:05.

Northern Ireland judge, made its final report. In its 900 pages, | :13:53. | :13:57.
this is its key recommendation. Fingerprint evidence should be | :13:57. | :14:02.
recognised as opinion at not fact. Those involved in the criminal | :14:02. | :14:07.
justice system need to assess it as such on its merits. The fingerprint | :14:07. | :14:10.

team. He won the Andalucian Open and finished second in the Dubai | :20:45. | :20:51.
Championship. We were speaking to the Renaissance man of Scottish | :20:51. | :20:57.
golf. In 1999, Paul Lawrie was private -- | :20:57. | :21:04.
propelled to golf superstardom. He won the British Open at Carnoustie. | :21:04. | :21:08.
2011 has been a come back here. had not won for 11 years before | :21:08. | :21:15.
Malaga. It was important to get back into the winning ways. It was | :21:15. | :21:19.
nice to finish off the year on Sunday by finishing second in | :21:19. | :21:24.
divide and getting myself up the world rankings under Order of Merit. | :21:24. | :21:28.
He also pocketed half a million pounds for finishing runner up. | :21:28. | :21:34.
After breaking his tournament drought, he finds himself on the | :21:34. | :21:41.
fringes of Ryder Cup selection. His old for from the 1999 Championship | :21:41. | :21:46.
things he has a chance. You need to be more selective about the | :21:46. | :21:50.
tournaments you want to play in, but despite that, I am convinced | :21:50. | :21:55.
that Paul could play in the next round. Why couldn't he? If I can | :21:55. | :21:59.
play well in the first dozen events next year, I think I could have a | :21:59. | :22:05.
chance. But for me, that is a long way away. He celebrated his recent | :22:05. | :22:09.
success by watching his beloved Aberdeen beating St Johnstone and | :22:10. | :22:15.
the SPL yesterday. Paul Lawrie is certainly back at the top table of | :22:15. | :22:19.
golf. He certainly is. Let us hope you | :22:19. | :22:24.
get into that Ryder Cup team. What is six-and-a-half miles long, | :22:24. | :22:30.
carries thousands every day and is 115 years old? A celebration is in | :22:30. | :22:35.
place to mark the Glasgow subway's birthday. We have been looking at | :22:35. | :22:43.
history of the third oldest underground in the world. | :22:43. | :22:50.
It was immortalised in song by Francie and Josie. It was nicknamed | :22:50. | :22:57.
the Clockwork Orange. But, for a lot of passengers, there is a vital | :22:57. | :23:03.
question. Do you call this the Underground or the subway? | :23:03. | :23:10.
Underground. The subway. Underground. He is the definitive | :23:10. | :23:19.
answer. It was originally the subway. We are back at the subway. | :23:19. | :23:25.
Glaswegians collared the subway. -- Glaswegians say there some way. | :23:25. | :23:33.
was originally called by a steam- powered cable. It was shut for | :23:33. | :23:39.
three years in the 70s, when it was last modernised. What do you use it | :23:39. | :23:45.
for? For university or for work. I get it here four times a week. I | :23:45. | :23:55.
rely on it. The subway's most hectic week was during the Empire | :23:55. | :24:02.
Exhibition of 1938. Bella Vista Park was also where they were | :24:02. | :24:07.
heading on the biggest ever day, in 1982, when Pope John Paul the | :24:07. | :24:17.
second visited Glasgow. The modernisation is something the | :24:17. | :24:21.
Victorian pioneers could hardly have imagined. | :24:21. | :24:31.
:24:31. | :24:34. | ||
Let us go overground and get the I think I call it the truth! | :24:34. | :24:44.

Tonight, we can see a very dry night ahead. -- that sued. --the | :24:47. | :24:56.
tube! We will see some freezing fog developing. Some showers continuing | :24:56. | :25:02.
in the north-west corner. Overnight, those will debt to below freezing. | :25:02. | :25:08.
Tomorrow morning, it will be a chilly start. Eventually, it will | :25:08. | :25:12.
be dry and bright with some sunny spells developing, the best of that | :25:12. | :25:16.
in the east. There will continue to be showers in the West and into the | :25:16. | :25:22.
south. Some of the showers will be quite heavy and turning to snow. It | :25:22. | :25:31.
will be cloudier towards the West. Further north, and the far north | :25:31. | :25:36.
and around Caithness, and Sutherland, and near Aberdeenshire, | :25:36. | :25:39.
we will see the best of the brightness all boys will be a | :25:39. | :25:44.
little bit cooler here. Further inland, it will be even cooler. | :25:44. | :25:50.
That ground will not heat up much at all. Later tonight, it will turn | :25:50. | :25:57.
chilly very quickly. We will also see showers pushing into the south. | :25:57. | :26:07.
:26:07. | :26:13. | ||
That will be rain, sleet and snow. It will be a largely dry day | :26:13. | :26:22.
tomorrow, with some sunny spells. It will be chilly, however. Cool, | :26:22. | :26:25.
with some bright spells this weekend. There will be wintry | :26:25. | :26:29.
showers, especially in the north. Be aware of the ice on the roads | :26:29. | :26:35.
tonight. The First Minister is calling for | :26:35. | :26:42.
an Argentine, UK-wide jobs summit as the UK -- as figures showed a | :26:42. | :26:46.
big rise in unemployment in Scotland. | :26:47. | :26:54.
The Stephen Lawrence murder trial has been told that one of the men | :26:54. | :27:02.
accused of the murder was at home. The mother of the defendant said he | :27:02. | :27:05.
was at home all evening. The Scottish government has used | :27:05. | :27:11.
his majority to push through new laws against bigotry, despite | :27:11. | :27:17.
opposition MPs wanting the legislation scrapped. The co- | :27:17. | :27:21.
