Tonight on Reporting Scotland: bills and budgets - more tax | :00:14. | :00:16.
raising and borrowing powers for Holyrood after the UK and Scottish | :00:16. | :00:22.
governments reach agreement. Meanwhile Dundee's computer games | :00:22. | :00:24.
industry gets a boost from the Chancellor - we'll have full | :00:24. | :00:31.
An investigation's launched at NHS Lothian after management are | :00:31. | :00:39.
accused of manipulating waiting times to meet targets. | :00:40. | :00:45.
My reaction to this report is disappointment and anger. | :00:45. | :00:49.
Also tonight: taking to the roads - but the daily commute by bicycle | :00:49. | :00:53.
can be a terrifying experience for some cyclists. Campaigners want | :00:53. | :00:58.
speed limits lowered to 20 miles an hour in built-up areas. And is this | :00:59. | :01:02.
how you pick up a penguin? We've been to Edinburgh Zoo as they move | :01:02. | :01:12.
:01:12. | :01:13. | ||
A deal has been struck between Holyrood and Westminster | :01:13. | :01:17.
governments that was the Holyrood handed more powers over taxation of. | :01:17. | :01:20.
The Scotland Bill will give the Scottish Government additional | :01:20. | :01:24.
control over income tax and the power to borrow money. Brian Taylor | :01:24. | :01:31.
is in Holyrood. This is a deal politically and in | :01:31. | :01:36.
terms of substance. The substance is well worth having. It will bring | :01:36. | :01:43.
powers to Holyrood. Politically, they reckon the voters will be | :01:43. | :01:48.
puzzled and confused if they had seen the SNP turning down more | :01:48. | :01:56.
powers for Scotland. What would Robert the Bruce may covet all? | :01:56. | :02:02.
Living History on display. Today's package falls short of nationalist | :02:02. | :02:06.
demands but ministers say it is historic. The biggest transfer of | :02:06. | :02:11.
power. We have a packet of measures that will enhance the | :02:11. | :02:15.
accountability of the Scottish Parliament and the two governments | :02:15. | :02:20.
working together have to get on and implement this. Holyrood has tax | :02:20. | :02:25.
powers but they have proved to be too limited. Under the new deal, 10 | :02:25. | :02:30.
pence worth of income tax standard and upper rates will be devolved. | :02:30. | :02:35.
They can increase tax and have more to spend. They can cut tax and have | :02:35. | :02:39.
less to spend all leave well alone. For the first time, Holyrood will | :02:39. | :02:46.
be able to borrow money within limits. UK ministers will consort | :02:46. | :02:53.
over whether Holyrood can issue its own bonds. Concessions, the Lib Dem | :02:53. | :02:59.
leader at Holyrood says a wasted time and effort pressing for more. | :02:59. | :03:03.
They are either of the worst no good CAA tis all they dashed their | :03:03. | :03:08.
plans crumbled under pressure. tax powers main blocks in the grant | :03:08. | :03:11.
and a sympathetic formula will be used and nothing will change | :03:11. | :03:16.
without agreement on both sides. The bill means new powers for | :03:16. | :03:22.
Holyrood over air weapons. Also drink-drive and national speed | :03:22. | :03:28.
limits and the aggregate levy. believe we should have more powers | :03:28. | :03:34.
on the economy, to help us grow jobs in Scotland. There are some | :03:34. | :03:38.
gains in terms of the day evolution of powers like drink-driving and | :03:38. | :03:43.
air guns. In terms of the substantial issues around the | :03:43. | :03:49.
financial matters, that can only be taken forward by agreement. This is | :03:49. | :03:54.
the Holy Rood Mace, the symbol of parliamentary power. Those powers | :03:54. | :04:01.
will be announced in future. The SNP wish it to be transformed by | :04:01. | :04:05.
independence. Where do we go next with this? | :04:05. | :04:09.
I expect this will go through Westminster with Holyrood giving up | :04:09. | :04:14.
the green light. After that, these powers will be implemented step-by- | :04:14. | :04:24.
:04:24. | :04:27. | ||
step and borrowing pyre was as long -- as early as next year. As one | :04:27. | :04:33.
nationalist said to me, 2016, we will be independent and by then. | :04:33. | :04:39.
Now to London and David Porter. How did it go down with you? The House | :04:39. | :04:43.
of Lords behind me is discussing the Scotland Bill tonight and they | :04:43. | :04:48.
have been discussing it for some time. This Bill began its passage | :04:48. | :04:55.
in 20th November 10. They are now keen to get it on the statute. It | :04:55. | :05:00.
will be significant to Holyrood and people down here want to see it on | :05:00. | :05:04.
the statute book as soon as possible. Their reasoning is if we | :05:04. | :05:09.
are going to give Holyrood more powers, it is up to them to act on | :05:09. | :05:13.
that. Those who have been behind the process to seek Holy Rood have | :05:13. | :05:18.
more powers believe today is significant. They say they are | :05:18. | :05:25.
pleased that the SNP has come on board. A climbdown for them. We | :05:25. | :05:31.
voted for it, they voted against it. We have seen sense and done | :05:31. | :05:38.
something constructive for Scotland. This will be a big transfer. | :05:38. | :05:42.
Originally suggested by Labour, this is a big step in the power of | :05:42. | :05:46.
Scotland, making sure the parliament is strong and making -- | :05:46. | :05:52.
this is the best way forward. Scotland Bill will become an act | :05:52. | :05:55.
very shortly but already, some people are saying they think it is | :05:55. | :06:00.
out of date. The elephant in the room a politically, air is still | :06:00. | :06:05.
that political referendum. There is also something else happening in | :06:05. | :06:10.
Westminster. As a result, there is a tax cut coming for more than 2 | :06:10. | :06:15.
million Scots as the level at which tax starts to be paid is raised by | :06:15. | :06:19.
more than 1,000. It was one of the changes in the Budget. Several | :06:19. | :06:23.
others will be less welcome than tax cuts but there are measures to | :06:23. | :06:28.
help the economy in certain parts and sectors of Scotland. Douglas | :06:28. | :06:34.
Fraser is here. If you pay tax, the chances are | :06:34. | :06:39.
your bill is coming down next year. Instead of starting to pay tax at | :06:39. | :06:45.
your first 8,100, that tax-free element is going up to 9200. The UK | :06:45. | :06:53.
Government that says -- says that should affect 2.1 million Scots. | :06:53. | :06:59.
Not so good if you are a pensioner. You are paying a lot of the price | :06:59. | :07:04.
by a freeze on allowances. Not so good if you are a motorists. Fuel | :07:04. | :07:10.
duty is still rising. If you are a smoker, 37p more on a packet of | :07:10. | :07:18.
cigarettes. There's more money added on to alcohol and for | :07:18. | :07:25.
gamblers and those with a weakness for takeaway food. Well there is -- | :07:25. | :07:29.
well they still a big chill in the economy, at this indoor ski centre, | :07:29. | :07:35.
they are not impressed. Very disappointed. At times of economic | :07:35. | :07:40.
challenge, you need leadership and leaders set clear objectives and | :07:40. | :07:49.
that has not happened. The Offshore Industry get help and tax on | :07:49. | :07:53.
decommissioning on that North Sea equipment. It goes a long way to | :07:53. | :07:58.
repair the damage. When I travel overseas, they talk to me about the | :07:58. | :08:04.
fact that UK North Sea has seen three tax increases. The signal | :08:04. | :08:08.
that this sense is that where industry get together with one | :08:08. | :08:13.
voice and engage with Government, it can have a sensible conversation | :08:13. | :08:19.
and sensible outcome. Dundee is one of the hot spots for computer games | :08:19. | :08:26.
to get tax breaks. It is a successful industry and we are on a | :08:26. | :08:31.
level footing with other countries and are able to grow as the games | :08:31. | :08:36.
industry is on the cusp of massive growth based around mobile and | :08:36. | :08:42.
social gaming. At this fabrication yard, they are getting extra | :08:42. | :08:48.
support. We will offer enhanced capital allowances for new | :08:48. | :08:55.
businesses setting up in Dundee. Holyrood gets 20 million more to | :08:55. | :08:59.
spend over three years and there are measures to boost growth. | :08:59. | :09:02.
Budget measures aren't going to affect how the economy performs | :09:02. | :09:09.
over the next couple of years. What the Chancellor has said, is that he | :09:09. | :09:14.
has to stick to this course and if he doesn't, interest rates go up | :09:14. | :09:19.
and there would be damaging to the economy. It is a difficult few | :09:19. | :09:26.
years ahead. Businesses are still overburdened with complex tax | :09:26. | :09:31.
systems. Every year it gets more complicated. What we heard in the | :09:31. | :09:37.
speech is the tip of the iceberg. Further complications. If you are a | :09:37. | :09:43.
high earner, your top rate tax is on the way down but watch out for | :09:43. | :09:49.
big stamp duty bills when you buy your next mansion. | :09:49. | :09:56.
Still to come: Is this how you pick up a penguin? We have been to | :09:56. | :10:02.
Edinburgh Zoo for the big move. In sport, is the SPL heading for | :10:02. | :10:09.
civil war over voting rights and can Dunfermline's new books -- boss | :10:09. | :10:16.
has a chance for his team. The Scot has come it is be accused | :10:16. | :10:20.
of a U-turn in implementation of its flagship education policy. | :10:20. | :10:25.
Individual schools will be allowed to delay exam courses based on the | :10:25. | :10:30.
controversial curriculum for excellence for a year. | :10:30. | :10:35.
The focus is on the future of 54,000 pupils in second gear. | :10:35. | :10:41.
Pioneers of a new curriculum and exams. Teachers say students may | :10:41. | :10:44.
not do as well as they should because changes have been poorly | :10:44. | :10:49.
planned. The education minister has agreed to let some schools delay | :10:50. | :10:54.
but insisted it isn't necessary. don't think there will be need for | :10:54. | :10:59.
delay. I want to provide enough for support and help to make sure the | :10:59. | :11:07.
question of delay does not occur. The size of the help package is | :11:07. | :11:12.
3.5 million. The aim is to tackle problems. Under the new curriculum, | :11:12. | :11:16.
staff have to make up their own lessons and that has led to claims | :11:16. | :11:19.
that each teacher will be reinventing the wheel. A key | :11:19. | :11:23.
concession in this deal is that staff will have course materials to | :11:23. | :11:28.
help them. But, they won't come until next year. Too late for the | :11:28. | :11:33.
many schools that want to teach exam courses from the summer. In | :11:33. | :11:37.
the long term, course materials may make the difference and let's not | :11:37. | :11:43.
forget a critical extra concession by union leaders. Bays the | :11:43. | :11:48.
opportunity to use intermediates for another year. -- there is the | :11:48. | :11:52.
opportunity. Putting the new national exams on ice for a year, | :11:52. | :11:58.
doing intermediate exams instead. Some say, no way. They have waited | :11:58. | :12:03.
a long time for this. We are taking on board the work in primary | :12:03. | :12:09.
schools. Peoples should not move back a year. If the course | :12:09. | :12:13.
materials wanted -- would be available for one of the year, a | :12:13. | :12:23.
:12:23. | :12:24. | ||
delay has an appeal. Some schools Patients being treated by NHS | :12:24. | :12:26.
Lothian have waited longer than they should have for treatment | :12:26. | :12:29.
because the health board has been fiddling the system. An independent | :12:29. | :12:31.
investigation has found people waiting for operations were taken | :12:32. | :12:34.
off the waiting list when they refused to be treated in England, | :12:35. | :12:38.
often at short notice. The health minister, Nicola Sturgeon, says | :12:38. | :12:42.
she's shocked and extremely angry. Our Health Correspondent Eleanor | :12:42. | :12:45.
Bradford joins us now from Edinburgh. | :12:45. | :12:55.
Pretty damning comment -- criticisms. What has been going on? | :12:55. | :12:59.
Something so embarrassing that NHS Lothian would not even let us | :13:00. | :13:02.
broadcast from their land tonight, so we are just outside their | :13:02. | :13:07.
grounds. At the end of last year, reports surfaced that patients were | :13:07. | :13:11.
being offered appointments in England, but sometimes at short | :13:11. | :13:14.
notice. When those patients so they could not make those appointments, | :13:14. | :13:18.
there were marked down as unavailable and taken off waiting | :13:18. | :13:22.
lists. It was basically a fiddle, meaning that NHS Lothian could | :13:22. | :13:26.
appear to meet waiting time targets, when in fact patients were waiting | :13:26. | :13:31.
as long as ever. Today, an official investigation found that the | :13:31. | :13:36.
problem went right to the top of senior management. The auditors, | :13:36. | :13:41.
Price Waterhouse Coopers, said there was an atmosphere here of | :13:41. | :13:44.
finding tactical solutions to waiting time issues, rather than | :13:44. | :13:49.
real solutions. It is a situation that the health minister has called | :13:49. | :13:53.
completely acceptable. Earlier, we asked the chief executive of NHS | :13:53. | :13:57.
Lothian whether he took responsibility. The management | :13:57. | :14:02.
culture you refer to is in relation to waiting times. If you read the | :14:02. | :14:06.
report, you will see that part of that culture was the difficulty | :14:07. | :14:11.
that people showed in highlighting information and bringing it all | :14:11. | :14:14.
away up to the top of the management tree to be dealt with. | :14:14. | :14:18.
At the end of the day, I am accountable for NHS Lothian, and so | :14:18. | :14:22.
I am accountable for that ultimately. I am appalled by it and | :14:22. | :14:27.
I pledge to address it. Do we know how many people have been affected? | :14:27. | :14:31.
No, and this report says that we will probably never know unless | :14:31. | :14:34.
someone does through the waiting time and the records of every | :14:34. | :14:40.
single patient. There is one way you can chat. -- check. Waiting | :14:40. | :14:43.
times were simplified at the beginning of the year and now no | :14:43. | :14:47.
one should wait longer than 18 weeks for treatment from the time | :14:47. | :14:57.

you were referred by your GP. Tesco has failed in a bid to stop | :15:02. | :15:06.
the building of an Asda store on the side of an old factory in | :15:06. | :15:11.
Dundee. It is the latest in a series of court battles involving | :15:11. | :15:16.
the two Cant -- companies. Record attendances at the Aberdeen | :15:16. | :15:19.
Art Gallery has led to an announcement of two evening | :15:19. | :15:24.

The coastguard tug serve in the Northern Isles has been saved at | :15:27. | :15:31.
the 11th hour. It is to remain on station until the end of March | :15:32. | :15:36.
until a new agreement can be reached with the oil industry. | :15:36. | :15:40.
Justice secretary was in Glasgow to launch the power skills programme. | :15:40. | :15:44.
The scheme will be direct money stripped from criminals to help | :15:44. | :15:49.
young people access apprenticeships. The Black Watch Museum Trust has | :15:49. | :15:53.
been given the green light to go ahead with a 3.5 million revamp of | :15:53. | :16:01.
the centre. The final money raised is from the Heritage Lottery Fund. | :16:01. | :16:06.
We have a lot of art to that's up in the loft. From an environmental | :16:06. | :16:10.
point of view, that is not the right place. These things need to | :16:10. | :16:16.
be protected for the next 300 years. Pioneering research to develop new | :16:16. | :16:19.
medicines for diseases such as cancer from deep-sea marine | :16:19. | :16:23.
organisms were showcased by scientists at Aberdeen University's | :16:23. | :16:26.
Marine Centre. The committee Trust which bought | :16:26. | :16:29.

the project will boost eco-tourism. There is more on those and other | :16:39. | :16:47.
stories on the BBC Scotland website. The Chief Constable of Scotland's | :16:47. | :16:50.
biggest police force says he has no doubt that some people in the | :16:50. | :16:54.
forced leaked information for money. Strathclyde has investigated for | :16:54. | :16:58.
for -- 45 possible leaks in the last five years, most involving | :16:58. | :17:01.
celebrities. The Leveson Inquiry was told that bribery was rare, but | :17:01. | :17:06.
admitted it would be naive to say it did not happen. I have no doubt | :17:06. | :17:09.
that there are specific individuals in my organisation who are in | :17:09. | :17:16.
receipt of money from various people. I am not suggesting it is | :17:16. | :17:20.
individual newspapers. Various people who are looking for exactly | :17:20. | :17:24.
the sort of information we have just been discussing - celebrities | :17:24. | :17:33.
coming into police custody. Campaigners are calling for lower | :17:33. | :17:37.
speed limits in Scotland's towns and cities, in a bid to reduce the | :17:37. | :17:39.
number of cyclists being killed and seriously injured. It follows the | :17:39. | :17:42.
deaths of four cyclists in Edinburgh in the last year. Our | :17:42. | :17:45.
transport correspondent, David Miller, reports. | :17:45. | :17:55.
Life can be tough if you are a cyclist on Scotland's roads. As the | :17:55. | :18:00.
video from this helmet mounted camera shows. So, could lower speed | :18:00. | :18:06.
limits make our streets safer for everyone? Edinburgh is already | :18:06. | :18:10.
trialling a 20 mph limits. The city council says more than 70% of local | :18:10. | :18:15.
people are in favour of the move. Lower speed limits were on the | :18:15. | :18:19.
agenda at a cycle safety summit held in Edinburgh. Among those | :18:19. | :18:23.
attending, a campaigner who backs lower limits because he has seen | :18:23. | :18:28.
the impact of crashers at first hand. I have seen some very sad | :18:28. | :18:31.
accidents with people who have been crushed or trapped under buses, and | :18:31. | :18:37.
had to have extensive reconstructive surgery to survive. | :18:37. | :18:41.
New lanes like this one in Glasgow are also seen as the way ahead. The | :18:41. | :18:44.
Scottish government accepts the need for change, but says our roads | :18:44. | :18:48.
are already getting safer for cyclists. Cycling safety in | :18:48. | :18:53.
Scotland is very good. In Edinburgh, it was 1930 since we last had | :18:53. | :18:58.
figures as good as theirs. In Glasgow, it was the 1920s. But what | :18:58. | :19:03.
about cyclists themselves? Calls a day for reckless cyclists to face | :19:03. | :19:08.
new penalties. Drivers can be sent on courses if they drive badly. I | :19:08. | :19:12.
think cyclist should be sent on retraining courses if they cycle | :19:12. | :19:16.
aggressively. There were speed limits, better infrastructure - we | :19:16. | :19:21.
are set to hear a lot more about cycle safety as we can down to a | :19:21. | :19:31.
:19:31. | :19:34. | ||
protest last -- next month at Holyrood. | :19:35. | :19:39.
The SPL clubs have called a meeting to change the voting structure in | :19:39. | :19:45.
the SPL which could have wide- ranging repercussions for the lead. | :19:45. | :19:51.
Firstly, what is going on, and why could this be so important? Well, | :19:51. | :19:55.
as you say, this is a breaking story and a story with huge | :19:55. | :20:01.
implications. The Scottish Premier League made up of 12 teams, the | :20:01. | :20:05.
current voting structure is 11-1. The teams outside Celtic and | :20:06. | :20:10.
Rangers believe it is in favour of the old firm and they are | :20:10. | :20:14.
determined to change that. They have decided to hold a special | :20:14. | :20:17.
meeting on 12th April to see if they can force a change to that | :20:17. | :20:20.
voting structure. My understanding is that Celtic and Rangers are not | :20:20. | :20:25.
happy about this, Celtic in particular who believe that they | :20:25. | :20:32.
generate around 85% of the SPL's revenue, so they should have the | :20:32. | :20:40.
majority of the say. Other clubs disagree with that. It is also | :20:40. | :20:44.
suggested that the proposed bidders, proposed new owners for Rangers, | :20:44. | :20:49.
would also be unhappy with any new potential voting structure, and | :20:49. | :20:54.
that may well have an impact on the sale of the club. Better still to | :20:54. | :21:00.
be confirmed. Celtic and Rangers are not happy. There will be a | :21:00. | :21:05.
special meeting on 12th April to discuss this and tried to break the | :21:05. | :21:11.
11-1 voting ratio. This is a story that has huge implications. It will | :21:11. | :21:14.
run and run. The new Dunfermline manager Jim | :21:14. | :21:18.
Jefferies says he can keep the club in the Premier League this season. | :21:18. | :21:20.
The former Hearts and Kilmarnock boss has agreed a 15-month contract | :21:20. | :21:25.
at East End Park. But Jim has just eight matches to fix it and save | :21:25. | :21:31.
the Pars from relegation this season. | :21:31. | :21:40.
Is this the man to save done Vernon from relegation? He has been given | :21:40. | :21:50.
:21:50. | :21:50. | ||
the gig, but can Jim'll Fix It? is a tough situation to come into, | :21:50. | :21:54.
but the challenge is there. If I didn't think that there was an | :21:54. | :21:57.
opportunity to give it a go and stay in the league, then I would | :21:57. | :22:01.
not have taken the job. Now then, now then, they have been giving | :22:01. | :22:09.
goals away all season. Disastrous defending! Can Jim fix that little | :22:09. | :22:19.
problem? When you look at some of the eclipse and the decision-making, | :22:19. | :22:24.
you think somebody is being too clever. You have got to deal with | :22:24. | :22:34.
:22:34. | :22:35. | ||
it. The powers have the worst home record in that league. Not an easy | :22:35. | :22:42.
fix, but can Jim do it? We need to go and get that result. We need a | :22:42. | :22:45.
massive lift and the his supporters and players will take great heart | :22:45. | :22:50.
from it. They will start believing again. Jim's first game in charge | :22:50. | :22:54.
is at home to St Mirren on Saturday. Maybe after that we will have a | :22:54. | :23:04.
:23:04. | :23:22. | ||
clearer idea if Jim it really can St Mirren have got a game tonight. | :23:22. | :23:27.
The pesticide is at home tonight. The previous diet was a thrilling | :23:27. | :23:33.
2-2 draw. The players have been fantastic throughout the course of | :23:33. | :23:38.
the season. We had a poor result on Saturday, a poor performance, and | :23:38. | :23:44.
it is something we have to improve on 100% if we are to reach his | :23:44. | :23:49.
semi-final. The match will be live on BBC Radio Scotland and on mine. | :23:49. | :23:58.
Kick-off is at 7:45pm. Thank you, David. Animal | :23:58. | :24:02.
transportation can be a tricky business. You may remember the | :24:02. | :24:06.
specially modified cargo plane that brought pandas from China. Today, | :24:06. | :24:12.
Ed and Brazil had to move some other animals. -- Edinburgh Zoo. | :24:12. | :24:15.
Penguins, it seems, are much like humans when it comes to moving | :24:15. | :24:23.
house. Today there was a bit of shouting, a bit of flapping, but in | :24:23. | :24:28.
the end, could they have been more ready? Apparently not. This is the | :24:29. | :24:32.
culmination of several weeks of frantic activity and busy keepers. | :24:32. | :24:37.
We are moving 29 of our penguins up to a new Enclosure so we can work | :24:37. | :24:43.
on the pool in the main enclosure. When I came to transport to the new | :24:43. | :24:47.
home, the penguins did not have a cargo plane, but they were well | :24:47. | :24:52.
provided for, each with its own personal human transport solution. | :24:52. | :24:57.
Complete with uninterrupted views to the rear. The easiest way is to | :24:57. | :25:02.
physically pick the birds up and carry them. The staff are well | :25:02. | :25:05.
versed in manual handling of the birds for veterinary purposes and | :25:05. | :25:10.
so on. And here they are in their new temporary home, while their own | :25:10. | :25:14.
pool is renovated. This seemed an automatic -- altogether more | :25:14. | :25:19.
colourful place, and they settled in with a cooling shower. It is | :25:19. | :25:22.
thought they will take 24 hours to become acclimatised to what is to | :25:23. | :25:27.
be their new home for the next two months. | :25:27. | :25:30.
Let's hope they will be further inconvenienced by some warmer | :25:30. | :25:38.
It was more like summer than spring today. 18 degrees in Aberdeen. If | :25:38. | :25:42.
you have got the Budget blues, I may just have the tonic for you. | :25:42. | :25:47.
Plenty of sunshine in the forecast for a change. It will stay dry at | :25:47. | :25:51.
night, but it will be chilly, especially under clearing skies. | :25:51. | :25:56.
Even in towns and cities, Deborah just down to two or three degrees. | :25:56. | :26:03.
-- temperatures. They could be a touch of frost. The west coast | :26:03. | :26:07.
always milder with wins falling light. Tomorrow, dry, settled and | :26:07. | :26:12.
bright with plenty of sunshine on offer. Some cloud to start off with, | :26:12. | :26:18.
but that burning back as we had towards the afternoon. Elsewhere, a | :26:18. | :26:23.
different story entirely. Across the south and South West, up to 16 | :26:23. | :26:29.
Celsius with a light breeze. Nine Celsius on the east coast. | :26:29. | :26:35.
Elsewhere, not too bad atoll, and the cloud eventually leaving the | :26:35. | :26:39.
northern isles. So, the East Coast - towards the end of the afternoon | :26:39. | :26:43.
and into the evening, low cloud or mist rolling in off the North Sea. | :26:44. | :26:49.
Away from the east coast, tomorrow looks pretty good indeed. We hold | :26:49. | :26:53.
on to those settled conditions as we head into the evening. We give | :26:53. | :26:58.
with 1 we take with the other. Friday - a bit of a haircut. We | :26:58. | :27:01.
have a feature working northwards, which means that cloud will be | :27:01. | :27:05.
thicker compared with tomorrow, and there will be some showers, | :27:05. | :27:13.
primarily for the South West. The best of the sunshine into Caithness | :27:13. | :27:18.
and Sutherland. Into the weekend, and we are back on board with the | :27:18. | :27:22.
dry, settled conditions. The best of the sunshine will be in the West, | :27:22. | :27:26.
with the east coast having another cloudy day with low cloud or mist | :27:26. | :27:31.
rolling in. That high pressure is staying with us for Saturday and in | :27:31. | :27:35.
two Sunday as well. Looking good for both days this weekend, and of | :27:35. | :27:40.
course, everything is just that bit better in the sunshine. | :27:40. | :27:44.
The main news: Holyrood will gain new tax and borrowing powers as | :27:44. | :27:48.
part of a deal struck between the Scottish and UK government. And, | :27:48. | :27:52.
George Osborne has delivered what he calls a Budget for working | :27:52. | :27:56. |
