Under the rules even first offenders will be tried in front of | :01:16. | :01:19. | |
a sheriff and jury, which means the maximum sentence increases from one | :01:19. | :01:22. | |

are being described as a zero tolerance approach. And there are | :01:28. | :01:31. | |
two big changes. From now on, anyone caught with a knife in a | :01:31. | :01:34. | |
town or city centre will always be prosecuted in front of a sheriff | :01:34. | :01:38. | |
and a jury. This didn't always happen before. And because of this | :01:38. | :01:41. | |
change, they could be jailed for far longer if they're convicted, | :01:41. | :01:47. | |
potentially up to four years. Now knife crime comes in many forms. | :01:47. | :01:50. | |
The victims aren't always harmed physically - some are just | :01:50. | :01:52. | |
threatened. Often, only the most terrible examples make the | :01:52. | :02:02. | |
:02:02. | :02:10. | ||
Raymond cordlike, murdered. Jack Frew, murdered. Damian newer, | :02:10. | :02:16. | |
murdered. Unconnected tragedies with one thing in common - knife | :02:17. | :02:21. | |
crime. Damian's father has been campaigning for tougher sentences | :02:21. | :02:26. | |
for anyone found carrying a knife. This is being done because the | :02:26. | :02:30. | |
criminal fraternity have been spoken to now in a language that | :02:30. | :02:36. | |
they will understand. The ones who have spoken softly on behalf of the | :02:36. | :02:42. | |
perpetrators, this will be a shock to the system. The zero-tolerance | :02:42. | :02:46. | |
approach what I doubt for six weeks around Christmas and New Year and | :02:46. | :02:50. | |
appeared to lead to a significant drop in net crime. 212 incidents | :02:50. | :02:56. | |
were reported to the prosecution service, down nearly a fifth. | :02:56. | :03:00. | |
numbers are still far too high and as far as we're concerned, if we | :03:00. | :03:04. | |
can reduce those numbers father, if we can stop one member of the | :03:04. | :03:10. | |
public becoming injured or becoming a victim, that will be a success. | :03:10. | :03:12. | |
Hopefully we will Secure more success than that in terms of | :03:12. | :03:21. | |
numbers. Tackling a crime has long been a priority. Strathclyde Police | :03:21. | :03:26. | |
ran this amnesty on naive is nearly 20 years ago. The problem has not | :03:26. | :03:32. | |
gone away. I know a lot of people they carry knives. A lot of them | :03:32. | :03:39. | |
may be nearly four show but it will be dealt with much more seriously. | :03:39. | :03:43. | |
I work until 9pm just along the street and I am always scared when | :03:43. | :03:45. | |
they leave work at night that somebody will be lacking about. | :03:45. | :03:49. | |
So just how bad is the knife crime problem? Well the good news is | :03:49. | :03:52. | |
knife crime's been falling. It's down 11% in a year and nearly 40% | :03:52. | :03:56. | |
in five years. But that only takes it back to the level it was at in | :03:56. | :03:59. | |
the late '90s. The hope is the new zero tolerance approach will make | :03:59. | :04:03. | |
sure the downward trend continues. But prosecutors say it'll be a | :04:03. | :04:10. | |
success if even one person doesn't become a victim. | :04:10. | :04:12. | |
Total, the owners of the abandoned Elgin oil platform say they're | :04:13. | :04:15. | |
hoping to put experts on the installation within the next few | :04:15. | :04:19. | |
days. The North Sea platform, which lies 150 miles east of Aberdeen, | :04:19. | :04:23. | |
has been leaking gas for more than a week. The company says it's | :04:23. | :04:26. | |
costing $2.5 million a day to deal with the incident. Steven Duff | :04:26. | :04:35. | |
reports. The gases escaping the well head of | :04:35. | :04:40. | |
the Elgin platform at a ferocious rate. Total, are now ready to fly | :04:40. | :04:44. | |
in by helicopter. At team of experts to try to stem the lake | :04:44. | :04:52. | |
from on board. Once the conditions of safety are established, we will | :04:52. | :04:55. | |
take the helicopter out to the platform. We'll have some people | :04:55. | :05:03. | |

surface and the smell here - there is something in the air like | :05:24. | :05:30. | |
chemicals. Although we are five kilometres away, we can feel here | :05:30. | :05:35. | |
that this is contaminating and polluting the environment. Total | :05:35. | :05:38. | |
and the Scottish Environment insists there is no evidence of any | :05:38. | :05:48. | |

serious pollution. Total are believed to be losing around $2.5 | :05:49. | :05:53. | |
million per day. The French-owned company say there are ample | :05:53. | :05:57. | |
resources to deal with it. Much of Scotland is on amber alert for snow | :05:57. | :06:01. | |
this evening with temperatures set to drop to minus six tonight. It's | :06:01. | :06:04. | |
just a week since records were broken for the hottest temperatures | :06:04. | :06:10. | |
