Tonight, on Reporting Scotland: The energy firm SSE says sorry to | :00:15. | :00:21.
consumers as it puts up its prices by more than 8%. | :00:21. | :00:31.
I've figured is disgusting, I think they are high enough. I don't | :00:31. | :00:34.
believe anything when they see things will rise all the time, they | :00:34. | :00:36.
are greedy. Also in the programme. | :00:36. | :00:38.
The Commonwealth Games baton arrives back in Scotland as the search | :00:38. | :00:44.
begins for 4,000 batonbearers. The costs of setting up an oil fund | :00:44. | :00:47.
for Scotland clashes at Holyrood as the opposition claimed the | :00:47. | :00:50.
government downplayed its own advice. | :00:50. | :00:56.
A report describes the panic as passengers tried to escape from a | :00:56. | :01:01.
plane at Glasgow Airport last year. And as he trained for England's | :01:01. | :01:04.
crucial world cup qualifier, it has emerged that a young Wayne Rooney | :01:04. | :01:11.
was invited to play for Scotland. Good Evening. | :01:11. | :01:14.
Energy bills for ten of thousands of households across Scotland are set | :01:14. | :01:17.
to rise again, just as temperatures begin to fall. SSE, which owns | :01:17. | :01:20.
Scottish Hydro, says customers will see an average 8.2% rise in gas and | :01:20. | :01:27.
electricity prices from next month. Andrew Anderson reports. Feeling the | :01:27. | :01:38.
heat, Tom Armstrong is worried about the fuel bills he is facing. By | :01:38. | :01:45.
electricity is £55 per month, my gas bill is £164 per month and I must | :01:45. | :01:49.
pay monthly because I know what I am spending then. Otherwise, if you | :01:49. | :01:56.
save it up and it is a bad winter, the gas bill would be quite heavy. | :01:56. | :02:04.
The company which owns hydroelectric is raising their prices by just over | :02:04. | :02:10.
8%, that means an extra £106 per year for the dual fuel customers. | :02:10. | :02:15.
The average yearly cost will rise to £1380. At the company HQ they claim | :02:15. | :02:21.
the praise of buying and delivering wholesale energy and government | :02:21. | :02:27.
levies. I can honestly be absolutely clear, nobody in this country wanted | :02:27. | :02:31.
to make the announcement today, we recognise that times are difficult. | :02:31. | :02:35.
As a business, yes, we have announced the putting up prices in | :02:35. | :02:39.
November but we are mobilising the skills of our staff to help | :02:40. | :02:43.
customers on an individual basis make this -- make their way through | :02:43. | :02:48.
winter. Along the road there is little sympathy. It is disgusting, | :02:48. | :02:55.
really. I think they are high enough and the winters that we have, it is | :02:55. | :03:00.
pretty unfair. I have a pension for an aunt who lives with me and it is | :03:00. | :03:04.
a nightmare as it is to keep the house warm, so it will be worse. Is | :03:04. | :03:09.
everyone working for Brent's advantage or trying to line their | :03:09. | :03:13.
own pockets? Customers can switch their supplier, there are a number | :03:13. | :03:18.
of websites that will show deals on offer and with other energy economy | :03:18. | :03:23.
is expected to raise their prices in the weeks ahead, these websites | :03:23. | :03:27.
might well be busy. Consumer groups have condemned the praise increases, | :03:27. | :03:31.
one charity warns that single pensioners will suffer most. | :03:31. | :03:35.
Single pensioner households are disproportionately affected by fuel | :03:35. | :03:41.
poverty and pensioners are more than 50% of those in fuel poverty. It | :03:41. | :03:44.
will affect people on low incomes who are perhaps living in homes that | :03:44. | :03:49.
are not as energy-efficient as they could be. Energy companies say that | :03:50. | :03:55.
customers can come to them for help. Tom just wishes races would stop | :03:55. | :04:00.
going up. That is the view of customers, but | :04:00. | :04:04.
we have heard that SSE are blaming the price rises on wholesale energy | :04:04. | :04:08.
costs and government levies. Energy prices just keep burning more | :04:09. | :04:12.
and more of the household budget. While earnings have barely risen | :04:12. | :04:15.
over the downturn years, our average fuel bill is up 24% in four years. | :04:15. | :04:21.
Why? With today's announcement, SSE points to different parts of your | :04:21. | :04:26.
fuel bill. The cost of the actual energy makes up half of your bill, | :04:26. | :04:29.
and SSE says wholesale costs are going up 4%. The cost of getting it | :04:30. | :04:35.
to your home, by pipes and cables, and metering it, that's around | :04:35. | :04:39.
quarter of the bill. And with new investment to upgrade the grids, | :04:39. | :04:43.
that's up 10%. The government has imposed levies to subsidise green | :04:43. | :04:45.
generation, energy saving measures, and to help lower-income households. | :04:45. | :04:50.
That costs ten per cent of your bill, on average £110, and SSE says | :04:50. | :04:54.
that element is going up 13%. That's why the company is, unusually, | :04:54. | :04:57.
taking the fight over energy bills back to its political critics. The | :04:57. | :05:10.
UK government wants to force more effective competition into the | :05:10. | :05:12.
market, making it simple to switch providers. Labour leader Ed Miliband | :05:12. | :05:17.
recently pledged more radical action. If we win the election in | :05:17. | :05:23.
2015 the next Labour government will freeze gas and electricity prices | :05:23. | :05:30.
until the start of 2017. But SSE says it would be fairer to take the | :05:30. | :05:33.
green and social talents of your bill. The government 's charges are | :05:33. | :05:39.
going up 13% and our recommendation to get £110 off of everyone's bill | :05:39. | :05:43.
is to put that into general taxation and take it off energy accounts, | :05:43. | :05:47.
that effectively tax people who can afford it. | :05:47. | :05:49.
That is while it is widely expected the other big energy providers will | :05:49. | :05:53.
follow SSE's lead. Now, some say it is to make big profits. SSE says it | :05:53. | :05:57.
made a loss on supplying household energy in the first half of this | :05:57. | :06:00.
year. Yet it has told shareholders it will put up their dividends by | :06:00. | :06:04.
more than inflation. Over time, it is making around 5% in profits on | :06:04. | :06:07.
supplying homes. Along with the profits it makes on sourcing or | :06:07. | :06:10.
generating power, it says that's what's needed to build enough | :06:10. | :06:13.
capacity to keep us warm and the lights on in future. | :06:13. | :06:19.
After its ceremonial send off from Buckingham Palace, the Queens | :06:19. | :06:21.
Commonwealth Baton has returned briefly to Scotland. It will spend | :06:21. | :06:24.
40 days touring the country next summer and the search is now on for | :06:25. | :06:28.
4000 batonbearers to accompany it. Lisa Summers reports. | :06:28. | :06:51.
Chiefly this morning, the Commonwealth but travels to | :06:51. | :06:55.
sterling. The university campus you will become a training of 14 | :06:55. | :06:59.
Scotland. Today it was the place where the bat on's domestic Brit was | :06:59. | :07:05.
announced. Alongside a campaign to recruit thousands of community back | :07:05. | :07:10.
and that. We are talking to organisations and territories around | :07:10. | :07:13.
the world to participate in the games. When it comes to Scotland we | :07:13. | :07:17.
are determined it is a community centre. We want all communities and | :07:17. | :07:22.
local authority areas in Scotland to nominate baton bearers. 100 baton | :07:22. | :07:27.
bearers will accompany the baton as it takes a 40 day to Scotland. For | :07:27. | :07:34.
the young athletes wanting to take a place it is a good opportunity to | :07:34. | :07:37.
think of the value of home support. I would be representing Scotland but | :07:37. | :07:43.
it would be good to get this tone of -- to get partly on the map. | :07:43. | :07:48.
Watching the Olympics in 2012 and seeing the support that all of the | :07:48. | :07:53.
athletes were given will make it extra special to me. There was | :07:53. | :07:57.
another brief stop at the city Chambers in Glasgow, the Queen's | :07:57. | :08:03.
Private message to the Commonwealth laptop as the bat on's centrepiece. | :08:03. | :08:07.
And then a taster of what is to come. Each of the Commonwealth | :08:07. | :08:12.
nations. We want to have as many people at it and see it, partly | :08:12. | :08:18.
owned it, so we can change the colour of the baton itself from the | :08:18. | :08:25.
pristine that it is at the moment so it will get shinier and darker with | :08:25. | :08:28.
all of the thousands of hands to touch it. Curators, the baton is | :08:28. | :08:33.
about to be loaded onto a flight, bound for Delhi. It is bound for the | :08:33. | :08:39.
countries taking part in the next -- taking part in the con love games. | :08:39. | :08:44.
The hope is that it will bring communities together as it embarks | :08:44. | :08:48.
on a 40 day journey and in Scotland in 287 days time. | :08:48. | :08:51.

programme: Letting the train take the strain. | :08:54. | :08:57.
Moving whisky by rail to ease congestion on the A9. | :08:57. | :09:02.
And why this former badminton player and chairman of the British | :09:02. | :09:07.
-- and in sport, how close was when Rooney to playing for Scotland? The | :09:07. | :09:13.
former chairman of the British Olympic movement says it could stay | :09:13. | :09:17.
up to a decade until the legacy of Glasgow 2014 is felt. | :09:18. | :09:20.
There have been furious exchanges at Holyrood over claims that Ministers | :09:20. | :09:22.
downplayed advice from their officials about the costs of setting | :09:22. | :09:26.
up an oil fund. Labour's Johann Lamont landed in trouble with the | :09:26. | :09:29.
chair, as she accused the First Minister of "dishonesty". Alex | :09:29. | :09:32.
Salmond insisted Ministers had always been frank about the | :09:32. | :09:34.
challenges and the opportunities. Here's our Political Editor Brian | :09:34. | :09:43.
Taylor. Alex Salmond wants an oil fund, | :09:44. | :09:47.
money set aside from the North Sea for a long-term investment. But | :09:47. | :09:52.
Scotland's but it is in deficit and has been for some time. Civil | :09:52. | :09:54.
servants advised the First Minister has been for some time. Civil | :09:54. | :09:55.
last year that this this government says one thing in | :09:55. | :10:10.
private and another in public. Will the First Minister now come clean | :10:10. | :10:16.
with the people of Scotland? But what is in oil fund had been set up | :10:16. | :10:21.
in the 1980s, during the early boom? The civil servants Rickenbacker that | :10:21. | :10:26.
-- believe that by no instead of the death of £16 billion, Scotland could | :10:26. | :10:32.
have assets worth up to 117 billion. Alex Salmond said the very latest | :10:32. | :10:36.
advice from his fiscal commission was that such a fund was still | :10:36. | :10:40.
possible as long as Scotland's deficit was shrinking. He said oil | :10:40. | :10:45.
should not be squandered price. It is a huge advantage for the people | :10:45. | :10:50.
of Scotland, with that we had it over the past 40 years, we will | :10:50. | :10:53.
certainly have it over the next 40 years. But that simply angered | :10:53. | :10:58.
Johann Lamont more. Under years. But that simply angered | :10:58. | :11:02.
parliamentary rules, MS peas may not choose one another of lying. Johann | :11:02. | :11:08.
Lamont came very close. Honesty is not something this government deals | :11:08. | :11:17.
on. Johann Lamont, order! I think you should withdraw that. She duly | :11:17. | :11:22.
did. For the Tories, Ruth Davidson claims that all of the good news | :11:22. | :11:26.
from the civil servants had been published with the bad stuff dumped. | :11:26. | :11:31.
Mr Salmond said it was insulting the intelligence of Scotland to suggest | :11:31. | :11:34.
that oil was somehow a liability. A proposal to start flying the Union | :11:34. | :11:38.
Flag at a council headquarters ahead of the independence referendum has | :11:38. | :11:40.
been abandoned. Councillors in Stirling were due to debate the idea | :11:40. | :11:45.
this evening. The move would also have meant the traditional St | :11:45. | :11:48.
Andrews flag would not have been flown although this special council | :11:48. | :11:53.
Saltire would have remained. Several councils across Scotland fly union | :11:53. | :11:56.
flags but it is believed this was the first time in recent years when | :11:56. | :12:00.
a serious proposal was made to start flying one on political grounds. | :12:00. | :12:06.
An investigation's under way after an air ambulance left the runway at | :12:06. | :12:09.
Aberdeen International airport after landing. No-one was injured in the | :12:09. | :12:12.
incident, but other flights had to be suspended. The aircraft was | :12:12. | :12:16.
transferring a patient from Shetland. It apparently experienced | :12:16. | :12:19.
steering difficulties and ended up on the grass. | :12:19. | :12:26.
It took more than three and a half minutes to evacuate passengers from | :12:26. | :12:29.
the smoke-filled cabin of a plane at the centre of an emergency at | :12:30. | :12:32.
Glasgow Airport last year. The aircraft was on an early morning | :12:32. | :12:36.
flight to Spain. A report into the incident describes the panic, as the | :12:36. | :12:39.
passengers tried to get to safety. Sally McNair reports. 187 passengers | :12:39. | :12:55.
in a frantic struggle to get up a plane. Seconds 11 the jet had just | :12:55. | :13:01.
began moving for take-off when the flight crew noticed smoke was | :13:01. | :13:10.
filling the cabin. They said, vacate the plane. Hurry, hurry. Everybody | :13:10. | :13:18.
panicked. An elderly woman was seriously injured when she landed | :13:18. | :13:26.
badly on the tarmac. That was crazy. Look! To comply with federal | :13:26. | :13:34.
aviation requirements, the plane has to be keep all being evacuated in 90 | :13:34. | :13:42.
seconds. In this case it took almost four minutes. The Ericsson | :13:42. | :13:47.

he could have played for Scotland. This man tried to make it happen. | :19:47. | :19:57.
Berti Vogts. Between 2002 and 2040 was the Scotland manager. He said: | :19:57. | :20:07.
the reply was: Well in addition to Wayne Rooney not playing for | :20:07. | :20:14.
Scotland - another English born player, Jordan Rhodes, won't be | :20:14. | :20:17.
playing for the national team either at Hampden on Tuesday night. It | :20:17. | :20:20.
elicited a drawl response from the current Scotland staff. Ridiculous. | :20:20. | :20:28.
He would never get in our team! A Manchester United youngster has | :20:28. | :20:30.
brought the issue to the fore because he can play for a number of | :20:30. | :20:36.
countries. In England and quiet if you would represent them under | :20:36. | :20:40.
five-year residency rules. But to play for the Scottish national team | :20:40. | :20:42.
you have two: there are not many players that | :20:42. | :20:53.
suddenly become available just because we render the rules a little | :20:53. | :21:02.
bit more. -- bend. The Blackburn striker, who's scored three times | :21:02. | :21:05.
for Scotland, has withdrawn from the squad for the final World Cup | :21:05. | :21:08.
qualifier against Croatia at Hampden because of a groin injury. Glasgow | :21:08. | :21:20.
City still have a good chance of reaching the last sixteen of the | :21:20. | :21:29.
womens Champions League. They drew 2-2 with Standard Liege in Belgium | :21:29. | :21:32.
travelling home this morning before beginning their preparations for | :21:32. | :21:34.
next Thursdays second leg.Something everyone at the club is looking | :21:34. | :21:41.
forward to. The Tory will be finished on the night. That is a | :21:41. | :21:51.
definite. -- tie. Some would love to see it go to penalty kicks, but not | :21:51. | :21:55.
me, to be honest. It will certainly be entertaining. | :21:55. | :21:58.
The former chairman of the British Olympic Association says it could | :21:58. | :22:01.
take up to a decade for the Commonwealth Games in Glasgow to | :22:01. | :22:09.
deliver a legacy. Sir Craig Reedie was in Glasgow today inspecting the | :22:09. | :22:12.
refurbished home of Scottish badminton. He feels it's the type of | :22:12. | :22:23.
legacy that comes with hosting big events but that it takes a lot of | :22:23. | :22:27.
work from all involved. It is about infusing people about sport. That is | :22:27. | :22:30.
down to the city, the government, the sports bodies. They must all be | :22:30. | :22:36.
clear about what they're trying to achieve. It take years. It may take | :22:36. | :22:42.
ten years to fully deliver it. Thank you. It seems tartan is | :22:42. | :22:48.
enjoying a surge of popularity in the fashion world. And off the back | :22:48. | :22:52.
of the catwalks in Paris and Milan, Scottish businesses are benefiting | :22:52. | :22:54.
from substantial orders from high street retailers keen to get in on | :22:54. | :22:57.
the act, as Elizabeth Quigley reports. Woven locally, designed | :22:58. | :23:08.
locally, heading for the high Street. And in quantities that this | :23:08. | :23:14.
company has never seen before. All going to make bags and shoes. We | :23:14. | :23:21.
normally send out 20 or 30 little parcels of the day. The final tally | :23:21. | :23:28.
of 11,000 metres was far beyond our expectations. Possibly more than we | :23:28. | :23:42.
would sell in ten years. Chanel has already turned the catwalk tartan, | :23:43. | :23:50.
and Scottish fabrics turn up in the unlikeliest places. Make trainers. | :23:50. | :24:00.
-- Lakey. It is a much-needed boost to the industry. -- Nike. Tartan is | :24:00. | :24:07.
alive and well and everywhere you look it is they are. , football and | :24:07. | :24:18.
rugby matches. -- it is there. From the catwalk to the high street it | :24:18. | :24:21.
seems that tartan is putting Scotland very much on the map in the | :24:21. | :24:26.
fashion world. Elisabeth quickly, 44. | :24:26. | :24:30.
Here's Chris now with the weather forecast. Beautiful across the West. | :24:30. | :24:38.
Cool for the time of year. Maine is one last night in parts of the | :24:38. | :24:42.
usher. Clear skies and similar conditions in the countryside. | :24:42. | :24:47.
Beautiful sunshine across the West. Cloudy in the East. That is thanks | :24:47. | :24:53.
to high pressure. It is keeping us dry over the next few days. Tonight | :24:53. | :24:57.
it will be dry but Chile. One or two showers. Fading away. When is | :24:57. | :25:04.
finally easing down. A dry lake on the wall. Three to five Celsius in | :25:04. | :25:15.
the towns and cities. Close to freezing and related us with a | :25:15. | :25:22.
frost. A fairly chilly starting places tomorrow. Tension with | :25:22. | :25:27.
frosty. High-pressure steam with us. Settled, plenty of sunshine across | :25:27. | :25:31.
the West. The least, the skies are cloudier. A brief easterly flow of | :25:31. | :25:37.
the North Sea. Bringing moisture and cloud. Temperature rise, a living, | :25:37. | :25:49.
12, 13 Celsius. There are about. Thicker cloud towards Caithness, | :25:49. | :25:52.
Orkney and Shetland. Temperatures around about the 11 Celsius mark. | :25:52. | :25:57.
Afternoon and evening and overnight, staying dry. But it will be chilly. | :25:57. | :26:02.
Clear skies overnight. High-pressure continues to stay with us. | :26:02. | :26:09.
Continuing the dry conditions. To start the weekend, try and settled. | :26:09. | :26:14.
I repeat, really. Thick cloud to the East. Temperatures creeping up, 13 | :26:14. | :26:24.
Celsius. A slight easterly flow, as I said. Then being influenced a | :26:24. | :26:31.
little bit more by low pressure. Wind increasing across the East | :26:31. | :26:37.
Coast. The best of the bright and sunny weather will be in the | :26:37. | :26:39.
Northwest. Some light rain in the East. Temperatures climbing. Close | :26:39. | :26:44.
to average at the time of year. 14 Celsius. | :26:45. | :26:48.
Now, a reminder of tonight's main news: Energy bills for ten of | :26:48. | :26:52.
thousands of households across Scotland are set to rise again, just | :26:52. | :26:56.
as temperatures begin to fall. SSE - which owns Scottish Hydro - says | :26:56. | :26:59.
customers will see an average 8.2% rise in gas and electricity prices | :26:59. | :27:07.
from next month. After its ceremonial send off from Buckingham | :27:07. | :27:10.
Palace, the Queens Commonwealth Baton has returned briefly to | :27:10. | :27:13.
Scotland. It will spend 40 days touring the country next summer and | :27:13. | :27:16.
the search is now on for 4000 baton bearers to accompany it. The UK | :27:16. | :27:19.
government has released details of its Royal Mail share offer. Small | :27:19. | :27:22.
investors have been favoured, nearly 700,000 will receive £750 worth of | :27:22. | :27:25.
shares each, although some who applied for larger amounts will end | :27:25. | :27:30.
up empty-handed. Amid huge public demand, critics say the government's | :27:31. | :27:37.
offer was far too cheap. That is reporting Scotland. Good night. | :27:37. | :27:38. |
