Tonight, on Reporting Scotland. The future of Grangemouth. The Unite

:00:17.:00:23.

union claims a majority of its members have rejected the deal on

:00:24.:00:28.

offer from management. An age old girl is recovering in

:00:29.:00:32.

hospital after being attacked by two bulldogs, parents are still in

:00:33.:00:39.

shock. One minute she was out being, then she was screaming, help me.

:00:40.:00:46.

That is all I remember. Also tonight, getting ready for winter,

:00:47.:00:50.

remember these scenes? The Scottish Government wants us to make sure we

:00:51.:00:53.

are prepared for anything in the coming months.

:00:54.:00:57.

Dutch champions Ajax arriving Glasgow ahead of tomorrow night's

:00:58.:00:59.

Champions League match against Celtic. I have let my country down,

:01:00.:01:05.

I have let everyone I have trained with down. And from an Olympic low,

:01:06.:01:11.

to gold at the European Judo Open, Euan Burton sets his sights on the

:01:12.:01:17.

Commonwealth Games. In the last half-hour, that deadline

:01:18.:01:20.

has passed for workers at the Grangemouth refinery to accept or

:01:21.:01:23.

reject sweeping changes to their pay and conditions. The company that

:01:24.:01:27.

owns the plant insists radical cost-cutting measures are needed, or

:01:28.:01:32.

it will close. Within the last few minutes, the Unite union has claimed

:01:33.:01:34.

that most union members have rejected the company's offer. For

:01:35.:01:41.

the union members on-site, city 5% of them have rejected this offer. --

:01:42.:01:52.

65%. 665 opt out forms came to us direct, rejecting the offer. It is a

:01:53.:01:57.

clear message, to go back to the company and say the workforce has

:01:58.:02:01.

spoken, they have expressed their views. David Henderson is at

:02:02.:02:07.

Grangemouth. Is the situation any clearer? Well, what is clearer is

:02:08.:02:16.

that the management have not won the first round of this battle, by a

:02:17.:02:20.

knockout. In the last half are, at deadline expired, it was a deadline

:02:21.:02:25.

that was set by management for the 1350 staff here at Grangemouth, and

:02:26.:02:29.

it was along these lines. It said, you must accept major changes to

:02:30.:02:36.

your pay and pensions, otherwise this plant does not have a future.

:02:37.:02:43.

300 or so members of staff, it seems, have got back in touch with

:02:44.:02:48.

the company and accepted the need for major changes, however, the

:02:49.:02:52.

union have now said that 65 said of their membership, around half of all

:02:53.:02:58.

the staff -- six to 5%, have rejected a plan, they say the union

:02:59.:03:03.

and management should know sit down and have more talks. -- 65%. It is

:03:04.:03:09.

up to the owners of Grangemouth to make up their minds about what they

:03:10.:03:13.

now plan to do about this. In the meantime, the plant remains closed

:03:14.:03:16.

and it is losing tens of thousands of pounds every day.

:03:17.:03:23.

The stakes are high and with every hour, they are rising. Today, we

:03:24.:03:29.

took to the air, to see for ourselves the effects of this

:03:30.:03:34.

shutdown. The flame stacks may still burn, but do not be fooled,

:03:35.:03:39.

Grangemouth is not working. From up here, you can see the sheer scale of

:03:40.:03:43.

the complex and what is at stake. The refinery produces up to 9

:03:44.:03:48.

million litres of fuel every day, that is enough for the forecourts of

:03:49.:03:52.

the North of England, Scotland and Northern Ireland combined. The

:03:53.:03:58.

petrochemical plant produces up to 2 million tonnes of chemicals every

:03:59.:04:05.

year. For workers at Grangemouth like Scott Sibson, this is a

:04:06.:04:08.

difficult moment, choice, perhaps, the dream a loss of pay and the

:04:09.:04:14.

threat of redundancy. I have been quite downbeat. A lot of people are

:04:15.:04:19.

quite worried, understandably. The choice between signing a contract in

:04:20.:04:26.

45 days or losing your job. So what does the future hold for the plant

:04:27.:04:30.

at its workforce? The owners warn that I must pay and pensions change,

:04:31.:04:35.

there is no future and the plant will close in a few years time. What

:04:36.:04:39.

we are looking for is for the employees to give a real message

:04:40.:04:43.

both to the shareholders and also to the unions, they do not want to

:04:44.:04:48.

strike, we want the plan to be up and running and they want a sensible

:04:49.:04:52.

period of discussion between now and the end of the consultation.

:04:53.:04:57.

Tomorrow, the owners will decide their next step, but both sides want

:04:58.:05:02.

progress, on their own terms, and that has already created a crisis.

:05:03.:05:10.

Well, our business and economy editor Douglas Fraser joins me now.

:05:11.:05:16.

What is the process now? It goes over to the company to counter

:05:17.:05:20.

responses, they are not really looking for majority. They are

:05:21.:05:22.

looking for which part of the complex have voted either way, how

:05:23.:05:29.

many from the refinery and also across the road in the petrochemical

:05:30.:05:34.

plant. Then tomorrow, the shareholders will consider the

:05:35.:05:37.

results, whether they think opinion is shifting their way, it will take

:05:38.:05:41.

advice and hear from bondholders, who funded the expansion of INEOS,

:05:42.:05:48.

it is a Chinese company, they have half the refinery, they have half

:05:49.:05:52.

the say in that. I am told this group may not decide tomorrow, the

:05:53.:05:56.

could take several days to reach a decision. -- they could. They have

:05:57.:06:02.

widened their options, it is important to note that over the

:06:03.:06:05.

weekend, the threat level increased. Jim Ratcliffe, who controls INEOS,

:06:06.:06:09.

said if the petrochemical plant closes, and that has been under

:06:10.:06:13.

threat for a couple of weeks, the neighbouring refinery is likely to

:06:14.:06:17.

also do so. If the shutdown continues, the owners of the plant

:06:18.:06:20.

may not be willing to continue funding it. This is an entrenched

:06:21.:06:26.

and increasingly bitter dispute, who is driving it? The key figure is Jim

:06:27.:06:32.

Rash Cliff, who set up INEOS just 15 years ago, -- Jim Rash Cliff. He is

:06:33.:06:37.

already a billionaire with a lot of debt. He has grown at to ?27 billion

:06:38.:06:43.

per year. He is based in Switzerland, for tax reasons. He has

:06:44.:06:49.

shown himself to be pretty ruthless about cost-cutting. Clearly,

:06:50.:06:56.

Grangemouth is a big deal for Scotland and the Scottish economy,

:06:57.:06:59.

it is a big plant for him as well, with very high stakes. He wants to

:07:00.:07:02.

persuade unions he is not afraid to abandon them.

:07:03.:07:09.

An eight-year-old girl who was attacked by two bulldogs will have

:07:10.:07:13.

to spend eight weeks in hospital to recover from serious facial and leg

:07:14.:07:19.

wounds. Broagan McEwing was mauled when she was playing in government.

:07:20.:07:26.

-- McCuaig. When Broagan went to play with her

:07:27.:07:29.

friends in her own garden, she thought she was safe and secure. But

:07:30.:07:34.

she was subjected to a ferocious attack neighbour's to American

:07:35.:07:39.

bulldogs. Her got there in time to see the dog striking Broagan along

:07:40.:07:43.

the ground. The worst day of my life. It was terrible. It was

:07:44.:07:58.

horrible. Just think, one minute she was screaming, help me! That is all

:07:59.:08:06.

I remember. Broagan has had two operations over the weekend and

:08:07.:08:09.

doctors say she now faces an eight week stay in hospital to recover.

:08:10.:08:14.

Her facial injury is healing well, but she will need more muscle and

:08:15.:08:19.

skin grafts on her leg. Her mum says she has been traumatised. She keeps

:08:20.:08:26.

asking if the dogs are away. She thinks they are still in that house.

:08:27.:08:32.

We have to reassure her there is nothing there. That they had been

:08:33.:08:37.

taken away by the police. She just keeps... Obviously, she is getting

:08:38.:08:44.

flashbacks. Is terrified. We are just getting her through it. Her mum

:08:45.:08:49.

and dad are disgusted and angry that their daughter has had to go through

:08:50.:08:54.

all this. I am really angry. Nobody should have these dogs, they are for

:08:55.:09:00.

farms, but people -- for people with fields. These dogs are to bring down

:09:01.:09:08.

beers and cattle. Not for a block of flats. -- bears. The flat belonging

:09:09.:09:13.

to the owners of the dogs have been boarded up and neighbours say they

:09:14.:09:17.

have moved out. The lease have confirmed a man and a woman have

:09:18.:09:20.

been charged. But for Broagan's family, the just concentrating on

:09:21.:09:26.

helping her get better. She was being a bit cheeky to me, so I think

:09:27.:09:30.

she is coming back, slowly. She is getting there. I am really proud of

:09:31.:09:37.

her, she is so brave. You're watching Reporting Scotland

:09:38.:09:40.

from the BBC. Still to come on the programme...

:09:41.:09:43.

The loneliness of the long-distance swimmer, still three weeks to his

:09:44.:09:50.

destination. In sport, we will hear from the Celtic and Ajax camps ahead

:09:51.:09:52.

of the Champions League cash in Glasgow, and a year on from his

:09:53.:09:58.

emotional exit at the Olympics, Euan Burton is back on the podium and

:09:59.:10:02.

ready to represent the Scottish judo team at the Commonwealth Games.

:10:03.:10:09.

In the last week, we told you how councils need to make further

:10:10.:10:13.

savings and could cut hundreds of jobs. Instead of just curtailing

:10:14.:10:16.

services, many local authorities are looking at how they can change the

:10:17.:10:21.

way these services are provided. Jamie McIvor has been assessing some

:10:22.:10:26.

of the options. There is more to making savings than simply making

:10:27.:10:30.

cuts. We know the austerity for councils will continue for several

:10:31.:10:34.

more years, and most expect to have to make substantial savings. These

:10:35.:10:38.

are just some. The challenge is a big one and there are a couple of

:10:39.:10:42.

reasons for that, the squeeze on public spending is set to continue

:10:43.:10:46.

while the UK Government tackles the deficit, and demand for some

:10:47.:10:50.

services is set to keep on rising, for instance, because the population

:10:51.:10:54.

is growing older. As well as cuts, many councils are also looking at

:10:55.:10:58.

how to reform social -- local services. Afternoon tea for some

:10:59.:11:04.

pensioners, provided by a charity, helped and supported by the council.

:11:05.:11:10.

It is great, because it is something to look forward to. We do not fully

:11:11.:11:17.

get out much. -- really. I used to be able to do things and I -- and

:11:18.:11:26.

now I can't. The idea of schemes like this is the

:11:27.:11:31.

keep healthy and more active. Regardless of

:11:32.:11:36.

They see their friends and get involved

:11:37.:11:43.

keeps them mentally and physically well. Most people agree that

:11:44.:11:45.

so-called early intervention is a good thing, the problem is, councils

:11:46.:11:49.

cannot abandon the people who need urgent help now, so savings take

:11:50.:12:00.

time. A few miles away, there is another big plan for change. To

:12:01.:12:04.

councils in Ayrshire are set to merge the roads departments. -- two

:12:05.:12:10.

councils. This will take ten years, we will reduce management costs and

:12:11.:12:15.

admin costs, so we will be able to deliver the services be currently

:12:16.:12:20.

deliver, and these will be done at a lesser cost. It will not be the

:12:21.:12:26.

have shared just one roads agency, but across the country, there has

:12:27.:12:30.

been far less progress towards dazzles sharing services than some

:12:31.:12:34.

have predicted. -- towards councils. Where

:12:35.:12:37.

see several is that several councils in the West work closely

:12:38.:12:43.

simply fizzled out. While changing the way local services are delivered

:12:44.:12:45.

might prove to be better money over time, the problem is,

:12:46.:12:52.

councils need to save cash quickly. It can take years for reforms to

:12:53.:12:54.

bring about big savings, but now.

:12:55.:12:58.

Now a word about a special evening with Gary Robertson.

:12:59.:13:04.

The Dunfermline by-election Thursday. Tonight I will hear from

the candidates Dunfermline's next MSP. What to do

:13:15.:13:21.

opinions about the referendum. -- council

Proposed changes to teachers' working conditions have been

:13:59.:14:00.

rejected by members of Scotland's largest teachers' union, the EIS.

:14:01.:14:03.

Members voted against the proposals by 59% to 41%. The union says it'll

:14:04.:14:07.

seek talks with employers and the Government before it decides what

:14:08.:14:10.

happens next. One of the Royal Navy's Sea King

:14:11.:14:14.

search and rescue helicopters had to be rescued at the weekend. The crew

:14:15.:14:16.

made an emergency landing in just over a week ago. A Chinook

Some whisky distillers in Scotland are bringing in

area, and all the latest news, 24 hours a day on BBC Scotland's

:15:22.:15:32.

website. Pellet only be seven months since Arran and Argyllshire were cut

:15:33.:15:40.

off by skilful? The nights are drawing in and ahead of the clocks

:15:41.:15:43.

going back this weekend, the Scottish Government has launched its

:15:44.:15:46.

Ready for Winter campaign. Cameron Buttle reports.

:15:47.:15:51.

When Scotland looks this majestic, it is hard to think of deals,

:15:52.:15:56.

storms, snow and subzero tempters. But when the leaves start falling,

:15:57.:16:01.

winter is calling. It is easy to forget that only a few months ago,

:16:02.:16:05.

some parts of Scotland looked like this. One predictable thing is that

:16:06.:16:11.

it will be unpredictable. We have to prepare for the worse, whether that

:16:12.:16:16.

is high winds, the extreme low temperatures which stayed with us

:16:17.:16:18.

for a long period of time, things like the snow train which cleared

:16:19.:16:23.

snow from the lines of the icebreaker for the roads, making

:16:24.:16:26.

sure we have the salt stocks in place, all these things have been

:16:27.:16:30.

learned from previous years. It is hard to plan for whether this

:16:31.:16:34.

severe, but flooding buzzes misery and millions of pounds worth of

:16:35.:16:38.

damage. In the Borders, a new scheme offers cheaper protection. We have a

:16:39.:16:43.

disposable sandbag, when water reacts with it, it turns into gel.

:16:44.:16:47.

We use that inside a property. We have the event or is, different

:16:48.:16:53.

types of them. We can stop what are entering. Finally, we have the

:16:54.:16:59.

floodgate, which we can use to prevent what are entering through

:17:00.:17:03.

the front door. The message from the experts is that simple steps can

:17:04.:17:10.

save a lot of grief later. The biggest tip would make sure your

:17:11.:17:15.

tyres are legal. Make sure you can see where you're going, make sure

:17:16.:17:20.

your windscreen wipers are in good working order and the clear the

:17:21.:17:26.

windscreen Poly. If you must travel when the weather is broke, have the

:17:27.:17:33.

right equipment and plan ahead. You can have what in the house, you can

:17:34.:17:38.

have a radio, portable radio you can listen to with spare batteries, and

:17:39.:17:41.

you can have a torch and a mobile phone available, just to make sure

:17:42.:17:47.

you will not be at risk. Now is the time to take those simple steps,

:17:48.:17:52.

before winter takes hold. Now, it is a truly incredible

:17:53.:17:56.

journey, an adventurer from Gloucestershire is more than 100

:17:57.:18:01.

days into his bid to be the first person to swim from Land's End to

:18:02.:18:06.

John O'Groats. Today, Sean Conway is off the Sutherland coast. As soon as

:18:07.:18:20.

people to me I was going to die, I thought I would prove them wrong. A

:18:21.:18:27.

veteran of Iron Man events, Sean Conway clearly has adventurer in his

:18:28.:18:32.

blood. But a saltwater swim more than 1000 miles was a tall order,

:18:33.:18:37.

even for him. I am not naturally a strong swimmer, so doing swimming

:18:38.:18:42.

challenge was quite tough for me. I am not really good with the call.

:18:43.:18:47.

All those things came together. No one else has tried it. Because of

:18:48.:18:51.

the effect of sea water on his mouth, Sean cannot chew any more and

:18:52.:18:55.

has to liquidise most of his food. The rigours of days afloat are a

:18:56.:19:01.

challenge for his support team as well. Physically it has been OK,

:19:02.:19:06.

because I am not going at a really fast pace. But my back and arms from

:19:07.:19:13.

paddling everyday, I can feel it, but you cannot complain when there

:19:14.:19:15.

is summing -- someone swimming next year. Sean admits he has found

:19:16.:19:22.

Scotland bigger than he thought. Today he is close to the coast of

:19:23.:19:26.

Sutherland. But even the odd injury will not stop his charity swim. The

:19:27.:19:31.

doctors say I should not lose this to. I have to watch if the blue

:19:32.:19:38.

starts going up my leg! You will sell more books if your total falls

:19:39.:19:43.

off, write? -- if your total falls off. Time for the sports news.

:19:44.:19:49.

Celtic will be without Chris, and for tomorrow night's Champions

:19:50.:19:52.

League match against Ajax in Glasgow. Celtic are bottom of group

:19:53.:19:59.

H. There is a lack of creativity within the squad when it comes to

:20:00.:20:06.

Champions League level. Unlike training session ahead of tomorrow

:20:07.:20:10.

night's games. With no points so far, does manager Neil Lennon feel

:20:11.:20:21.

when it's crucial? No, we must not get beat. I am confident this team

:20:22.:20:29.

can perform away from home as well. Winning the game would put us in a

:20:30.:20:32.

good position in the group. Losing the game would lose our aspirations

:20:33.:20:47.

for trying to qualify. Bobby Petta feels there is something missing in

:20:48.:20:52.

creating opportunities at Champions League level. I think they lack

:20:53.:21:00.

creativity in my opinion. In midfield, and perhaps on the wing as

:21:01.:21:07.

well. Just that bit of magic. Players cost a lot of money. But we

:21:08.:21:14.

are doing our best with the personnel that we have two not only

:21:15.:21:21.

create chances, but not throw them away. We created plenty on Saturday,

:21:22.:21:28.

we should have won the game. The Dutch giants arrived in Glasgow this

:21:29.:21:32.

lunchtime in confident mood. Celtic fans will be hoping it is their

:21:33.:21:41.

players who rise to the occasion. Well, Ajax are, as we speak,

:21:42.:21:44.

training at Celtic Park. Before they got a taste of the stadium, their

:21:45.:21:48.

manager Frank De Boer spoke to the media. To be in the second place,

:21:49.:21:51.

you want to play for a second place, and the best is to win this game.

:21:52.:21:58.

Two maybe not secure, but to have a good position for the third-place,

:21:59.:22:04.

it is nice to win, but to lose is the worst option.

:22:05.:22:10.

Euan Burton says he would love to pull on the judo kit for Scotland if

:22:11.:22:14.

he's selected for next year's Commonwealth Games. And he believes

:22:15.:22:17.

he's put himself in contention for being picked with recent results,

:22:18.:22:20.

including winning Gold at this weekend's Judo European Open. Here's

:22:21.:22:24.

Heather Dewar. 15 months ago, his world was

:22:25.:22:28.

shattered with defeat at the London Olympics. I let my mum and dad and

:22:29.:22:39.

my brother down. I have been working for this for over quarter of a

:22:40.:22:45.

century. I am pretty sure you do not see me in Rio de Janeiro. But time

:22:46.:22:54.

is a healer, and they could see him at Glasgow Commonwealth Games. He

:22:55.:23:01.

has moved up a weight level. It is providing positive results. He is in

:23:02.:23:06.

contention for Commonwealth selection now. If they see fit to

:23:07.:23:13.

select me know, I would love to go and put on the judo kit for

:23:14.:23:17.

Scotland, for the first time in my career. It has been Great Britain

:23:18.:23:23.

for the rest of my senior career. If he did, he would have to compete on

:23:24.:23:27.

the same day as English wife Gemma Gibbons. My father has said she will

:23:28.:23:36.

bring both flights to the venue. -- flags.

:23:37.:23:41.

His Commonwealth quest has begun. Well done to him.

:23:42.:23:47.

Now it's time for a look at some of the other stories in Scottish sport.

exactly dry, but the showers will not be as frequent honours heavy.

:27:12.:27:17.

Breezy at times. Temperatures of 13 or 14 degrees. Dryer for Thursday,

but rain returning on Friday. Our top story this evening.
