Monday. That is all from the BBC's News at | :00:00. | :00:16.
The battle to save 800 jobs at Grangemouth. All-day talks at the | :00:17. | :00:22.
plant, as Unite says it's optimistic after agreeing to the company's | :00:23. | :00:31.
survival plan "warts and all". This plant is too important to allow it | :00:32. | :00:35.
to be closed and we will be working as hard as we can to make sure it | :00:36. | :00:38.
stays open. The UK and Scottish governments have | :00:39. | :00:42.
been meeting both sides to try to find a solution. But people in local | :00:43. | :00:48.
communities remain concerned. Absolutely everybody in the town was | :00:49. | :00:53.
down yesterday. It was as though it was the deathknell and the fear of | :00:54. | :00:55.
Grangemouth becoming a ghost town. We also look at the tactics used in | :00:56. | :01:00.
the dispute and where it leaves the unions. | :01:01. | :01:01.
Also tonight, a man accused of murdering a delegate at a conference | :01:02. | :01:05.
in Glasgow denies he tried to cover up the crime. | :01:06. | :01:07.
And Scotland's cricketers hope they can outdo the footballers and | :01:08. | :01:13.
qualify for a world cup. After a day of intense negotiations | :01:14. | :01:17.
there is still no indication from owners Ineos about whether they'll | :01:18. | :01:20.
reverse their decision to close the petrochemical plant at Grangemouth. | :01:21. | :01:24.
Earlier today the Unite union agreed to accept the company's survival | :01:25. | :01:28.
plan warts and all. We'll gauge political reaction in a moment with | :01:29. | :01:31.
our correspondent, but first to Grangemouth and our business | :01:32. | :01:44.
correspondent. It has been another dramatic day at Grangemouth. This | :01:45. | :01:47.
time yesterday the petrochemical plant looked dead and buried with | :01:48. | :01:51.
800 members of staff facing the dole queue. Today, the leader of the | :01:52. | :01:57.
Unite union came here and offered management exactly what they have | :01:58. | :02:00.
been demanding throughout this long dispute. It may be just enough to | :02:01. | :02:08.
keep the place open. A last-ditch effort to save 800 | :02:09. | :02:12.
jobs. Arriving for talks, the UK leader of the Unite union. Waiting | :02:13. | :02:18.
for him and said, the managers of Grangemouth. It was clear to both | :02:19. | :02:21.
only major concessions could break the deadlock. Within an hour he was | :02:22. | :02:25.
back outside to make clear that is exactly what he had offered. We will | :02:26. | :02:33.
accept the survival plan and except the process of consultation and | :02:34. | :02:38.
discussion. There is nothing unusual about survival plans and we are | :02:39. | :02:41.
quite experienced at sitting down and debating and discussing the | :02:42. | :02:46.
practicalities of certain elements of the survival plan and plans | :02:47. | :02:52.
change during those discussions, but we have indicated to the company | :02:53. | :02:56.
that we are prepared to do that. What is the union prepared to | :02:57. | :03:02.
concede? The survival plan meetings big cost-cutting measures, an | :03:03. | :03:05.
entered a final salary pensions, cuts to bonuses and a no strike | :03:06. | :03:11.
deal. Will this new offer persuade the owners to reopen Grangemouth? | :03:12. | :03:17.
There is a chance. The reality is the managers on site, if they | :03:18. | :03:20.
believe there is a substantive change, they will take that back to | :03:21. | :03:25.
the shareholders. There is growing pressure on both sides to reach a | :03:26. | :03:30.
deal. Cabinet ministers came from Holyrood and Westminster to arch | :03:31. | :03:33.
dialogue and the deal to save the plant. It is clear that we are | :03:34. | :03:41.
dealing with a very different situation following the statement | :03:42. | :03:43.
from Unite that they were prepared to accept the Ineos survival plan | :03:44. | :03:54.
without any preconditions. We are in a very different set of | :03:55. | :03:56.
circumstances given the announcement that has been made by Unite this | :03:57. | :04:01.
morning of their acceptance of the company's survival plan. That | :04:02. | :04:05.
creates a much better basis for further progress to be undertaken | :04:06. | :04:10.
and to be taken forward in resolving these issues. Is this enough to | :04:11. | :04:15.
deliver a breakthrough? The decision rests with this man, a billionaire | :04:16. | :04:21.
with a controlling stake in Ineos. Others have done what they can, now | :04:22. | :04:32.
it is up to him. There is no possibility of a | :04:33. | :04:36.
last-minute deal to resolve this dispute. Management insisted on the | :04:37. | :04:39.
union putting their offer in writing so there can be no confusion about | :04:40. | :04:46.
it in the future. No scope for disagreements. Ineos looks set to | :04:47. | :04:50.
announce tomorrow if they are prepared to return to talks or if | :04:51. | :04:53.
all of this is just too little, too late. | :04:54. | :04:55.
Meanwhile both the Prime Minister and the Leader of the Opposition | :04:56. | :04:59.
have urged both sides to reach a compromise that allows the plant to | :05:00. | :05:03.
stay open. Our Westminster correspondent joins me now. There | :05:04. | :05:06.
appears to be a clear political consensus on this issue? Yes, and | :05:07. | :05:13.
very interesting, fascinating to see two men who had at the forefront of | :05:14. | :05:18.
the battle to keep Scotland in order take it out of the United Kingdom | :05:19. | :05:22.
standing side-by-side and putting aside their political differences to | :05:23. | :05:26.
try to resolve the future of this plant in Grangemouth. Clearly it is | :05:27. | :05:30.
a hugely important site. Ministers believe it is too big to fail and | :05:31. | :05:34.
they have been doing their best to try to persuade the company, and the | :05:35. | :05:40.
feeling, certainly from both sides of the government, is that the | :05:41. | :05:46.
company can be persuaded. It is up to Jim Ratcliffe, but the hope for a | :05:47. | :05:49.
resolution has come from the very top. I welcome the fact that the | :05:50. | :05:54.
trade unions and the business are working together. To seek a | :05:55. | :06:00.
solution. This is an important business for Scotland and an | :06:01. | :06:03.
important industry for the United Kingdom. We want to see those jobs | :06:04. | :06:08.
saved, the business thrive, and I am hopeful an agreement can be reached. | :06:09. | :06:14.
Both sides bear responsibility but what is encouraging is that both the | :06:15. | :06:18.
unions and I hope the employers want to find a way forward. What is the | :06:19. | :06:23.
most important thing? To protect those jobs and a vital national | :06:24. | :06:31.
asset at Grangemouth. I take it thinking is still going on as to | :06:32. | :06:35.
what will happen if their place as to clause? Yes, and there has been | :06:36. | :06:42.
some talk about a buyer for the site being found. In terms of that | :06:43. | :06:46.
happening from the UK Government position, it means there's not going | :06:47. | :06:52.
on behind-the-scenes, despite the fact the Scottish Secretary said he | :06:53. | :06:55.
was looking to Vince Cable's Department to seek to try to find | :06:56. | :07:00.
that buyer. We were told by a UK Government official that would be | :07:01. | :07:03.
quite a challenge, in other words very difficult indeed. We have been | :07:04. | :07:07.
told by the Scottish Government over the last few days that it has been | :07:08. | :07:13.
speaking to potential buyers, but I think certainly all the effort from | :07:14. | :07:16.
both governments today has been to try to get any of -- Ineos to | :07:17. | :07:23.
reverse their decision. That might go to Jim Ratcliffe tonight. What | :07:24. | :07:30.
the UK Government has been keen to stress is that whether there is a | :07:31. | :07:35.
short or long-term prolonged difficulty at the refinery, whether | :07:36. | :07:39.
it does not open again, fuel supplies, motorists, airlines, | :07:40. | :07:44.
should not worry, there are contingency plans in place. | :07:45. | :07:53.
We will come back to Grangemouth later. | :07:54. | :07:57.
This morning the Unite union said that they would embrace the | :07:58. | :08:00.
company's proposals warts and all. They had previously accused Ineos of | :08:01. | :08:03.
economic vandalism and blackmail. So where now for Unite, in the light of | :08:04. | :08:06.
accusations that they have completely mishandled this dispute? | :08:07. | :08:09.
And what now for the union movement in general? | :08:10. | :08:20.
Trade unions have long been woven into Scottish industrial life. They | :08:21. | :08:24.
tend to get noticed when things go wrong and when workers take a stand. | :08:25. | :08:31.
There will be no hooliganism, no vandalism, now drinking. Disputes | :08:32. | :08:44.
have littered past decades. Unite took a stand and threatened a | :08:45. | :08:48.
strike. Now, having given into all the bosses' demands, this does not | :08:49. | :08:56.
look like their finest hour. The mac there's nothing humiliating about | :08:57. | :09:04.
representing workers. I know that privately they think they are going | :09:05. | :09:08.
to have to take a beating on this, and I think that is where they are. | :09:09. | :09:12.
They have not won the battle. They are struggling to keep the place | :09:13. | :09:18.
open. Union membership has plummeted in recent decades. It is much | :09:19. | :09:22.
stronger in the public sector with 56%, but most people work for | :09:23. | :09:28.
private employers would union membership is only 14%. Unions have | :09:29. | :09:31.
had to find new ways of working with bosses. Unions involved that owners | :09:32. | :09:40.
working together, it is not a one-sided benefit, everybody | :09:41. | :09:42.
benefits if the business thrives and survives. That is how it happens | :09:43. | :09:50.
elsewhere. In continental Europe horses have expectations of | :09:51. | :10:00.
cooperation. -- bosses. Higher productivity is as a result of the | :10:01. | :10:03.
partnership between unions and employers. Unite says it has been | :10:04. | :10:10.
fighting for its members' interest. It has learned some hard lessons. | :10:11. | :10:16.
You're watching Reporting Scotland from the BBC. Still to come: 800 | :10:17. | :10:20.
jobs are at stake at the Grangemouth plant. We look at the impact of the | :10:21. | :10:26.
uncertainty on the local community. In sport: Why the next few months | :10:27. | :10:30.
will be crucial for the future of Scottish cricket. And news of a plan | :10:31. | :10:35.
that could mean only one of our rugby teams qualify for the European | :10:36. | :10:42.
Cup. More later. A man accused of murdering a | :10:43. | :10:44.
conference delegate with a fire extinguisher at the SECC last year | :10:45. | :10:48.
has denied covering up the attack. Clive Carter admits killing | :10:49. | :10:50.
Khanokporn Satjawat but denies murder. | :10:51. | :11:02.
It was in November last year that Khanokporn Satjawat was found dead | :11:03. | :11:06.
in the ladies toilets at the SECC and Glasgow. She had been bludgeoned | :11:07. | :11:11.
to death with a fire extinguisher. Five Carter is the man who admits | :11:12. | :11:16.
killing the conference delegate but says he cannot remember anything | :11:17. | :11:20.
after having an argument with her over whether she had a delegate | :11:21. | :11:24.
pass. The prosecution focused on what Clive Carter could and could | :11:25. | :11:29.
not remember. They looked at the forensic evidence surrounding the | :11:30. | :11:33.
fire extinguisher which was used to kill Khanokporn Satjawat. It had | :11:34. | :11:40.
been wiped or cleaned just after the attack. They advocate deputy then | :11:41. | :11:44.
asked Clive Carter, is that explanation that the perpetrator was | :11:45. | :11:50.
trying to destroy evidence? Yes, replied Clive Carter. If they were | :11:51. | :11:55.
destroying evidence, they knew what had happened? Yes, probably. Do you | :11:56. | :12:02.
not remember or are you choosing not to reveal the extent of what you | :12:03. | :12:09.
remember? No, I am just confused. Clive Carter also admitted that he | :12:10. | :12:13.
had assaulted his wife a few times in the past. Police had been called | :12:14. | :12:16.
to the family home because of the violent outburst but he had never | :12:17. | :12:21.
been charged. Clive Carter denies murder on the grounds of diminished | :12:22. | :12:24.
responsibility. The trial at the High Court in Glasgow continues | :12:25. | :12:28.
tomorrow. ScottishPower is putting up its | :12:29. | :12:31.
prices from the 6th of December. It has announced today that average | :12:32. | :12:35.
dual fuel prices will go up by 8.6%. Electricity prices are going up by | :12:36. | :12:41.
9% and gas by 8.5%. The company says it has made a loss this year in | :12:42. | :12:45.
retail supply, and has to pass on the rising costs of wholesale gas, | :12:46. | :12:48.
distribution and green and social schemes required by the government. | :12:49. | :12:54.
A challenge to Edinburgh's tolerance of the sex industry has failed. More | :12:55. | :12:58.
than half the city's saunas have had their licences renewed. The City | :12:59. | :13:01.
Council rejected tough conditions that Police Scotland wanted to | :13:02. | :13:04.
impose, which would have made it difficult for the saunas to offer | :13:05. | :13:15.
sexual services. Edinburgh's long tolerance of the sex industry has | :13:16. | :13:18.
been in doubt since Police Scotland began high-profile raids in June. | :13:19. | :13:22.
Then people have been charged with offences including brothel keeping | :13:23. | :13:28.
-- seven. The City Council maintained it was not going to | :13:29. | :13:30.
change its unique position on licence in prison -- licensing | :13:31. | :13:38.
premises. Councillors rejected tough new proposals which would have | :13:39. | :13:42.
banned items of a sexual nature from these premises. Seven saunas have | :13:43. | :13:47.
had their licences renewed but a further six were rejected and they | :13:48. | :13:53.
face closure. The capital's saunas receive 130,000 free condom is from | :13:54. | :13:58.
the NHS each year. This health charity says the system offers | :13:59. | :14:03.
protection for women. What you see in Glasgow which has not | :14:04. | :14:06.
historically had this kind of pragmatic system in place is that | :14:07. | :14:10.
the police actively hunt down working flat and drive women onto | :14:11. | :14:14.
the streets and as a result there are vastly more women working on the | :14:15. | :14:18.
streets, and that is not how sex workers preferred. Woolly Scotland | :14:19. | :14:26.
insists that they wanted to challenge criminality -- Police | :14:27. | :14:30.
Scotland. There have always been inspections. There have always been | :14:31. | :14:35.
raids. We will continue to identify criminality and when we do we will | :14:36. | :14:41.
ensure it is dealt with. The action has highlighted lapses in the | :14:42. | :14:43.
inspection regime which have now been tightened up. I am a great | :14:44. | :14:49.
believer in the inspection system if it works. I think that would make | :14:50. | :14:55.
the whole business tolerable again. That does not mean that everyone has | :14:56. | :15:00.
to approve. It means we have to understand that we have to learn to | :15:01. | :15:05.
live with it. The sun is facing closure may appeal the decision but | :15:06. | :15:11.
the capital's more relaxed attitude has withstood its most significant | :15:12. | :15:18.
challenge in the past 30 years. Voting is taking place today in the | :15:19. | :15:24.
Dunfermline by-election. The seat has been vacant since Bill Walker | :15:25. | :15:28.
stepped down as an MSP. The polls opened at seven o'clock this morning | :15:29. | :15:33.
and will continue until ten o'clock tonight. There are seven candidates, | :15:34. | :15:39.
details are on our website. We will bring you the result live from the | :15:40. | :15:43.
count in an extended Newsnight squash -- Scotland election special. | :15:44. | :15:51.

Let us get the sport now. Positive news on the World Cup? | :17:47. | :17:53.
There is a long way to go yet. Our footballers have missed out on the | :17:54. | :17:56.
World Cup, but the nation's cricketers could qualify for two in | :17:57. | :18:00.
the next few months. The head coach describes it as a crucial period for | :18:01. | :18:07.
the sport in this country. Between now and January, he will take his | :18:08. | :18:11.
charges to the United Arab Emirates and New Zealand as they seek to play | :18:12. | :18:17.
on cricket's biggest stages. Practice makes perfect, now would be | :18:18. | :18:20.
a good time to get things right. In the next three months Scottish | :18:21. | :18:25.
cricketers could qualify for two major tournament, next year's world | :18:26. | :18:34.
Twenty20 and the 2014 World Cup. If we qualify for these big events, it | :18:35. | :18:38.
will enable us to go up that next step and challenge yourself further. | :18:39. | :18:43.
It will be an enjoyable and challenging couple of months ahead | :18:44. | :18:47.
of us. First up a trip to the United Arab Emirates where they play Burn | :18:48. | :18:53.
you do first in a group which also includes Afghanistan, Netherlands | :18:54. | :19:00.
and Kenya. Portugal have played in world cups already. Playing in any | :19:01. | :19:09.
World Cup is a massive honour. You play against the best players on TV. | :19:10. | :19:15.
Who knows where it will lead you? It could lead to the World Cup in two | :19:16. | :19:19.
years. Scotland will lead to New Zealand in January, determined to | :19:20. | :19:23.
book one of the two remaining places. | :19:24. | :19:28.
Scottish rugby will not lose out financially if a proposal from one | :19:29. | :19:31.
of the country's two professional teams to automatically qualify for | :19:32. | :19:35.
the European cup is adopted. At the moment Glasgow and Edinburgh both | :19:36. | :19:37.
qualify. The new proposals have been made by the body running the | :19:38. | :19:41.
competition in an attempt to stop English, French and Welsh clubs from | :19:42. | :19:48.
creating a rival tournament. I think everybody is aware that we have got | :19:49. | :19:53.
something very special in a European club competition and everyone wants | :19:54. | :19:57.
to keep that, so fingers crossed there are few months to go before we | :19:58. | :20:04.
devise the best solution. Now look at what else is happening | :20:05. | :20:08.
across Scottish bored. Allan McGregor will miss Scotland's | :20:09. | :20:11.
challenge matches against the US and Norway next month. The goalkeeper | :20:12. | :20:17.
will be out of action for six weeks because of a thigh injury. | :20:18. | :20:20.
St Johnstone striker Stevie May has signed a contract extension. The | :20:21. | :20:22.
Scotland Under 21 internationalist's new deal runs till the summer of | :20:23. | :20:26.
2015. Edinburgh Rugby coach Alan Solomons | :20:27. | :20:29.
says gaining respect is his team's priority this season. They're bottom | :20:30. | :20:39.
of the Pro12 league going into tomorrow's match against Treviso. I | :20:40. | :20:43.
do not worry too much less point about the tables. If we continue to | :20:44. | :20:49.
improve and perform well, the results will come. | :20:50. | :20:52.
Chris Cusiter's been recalled by Glasgow Warriors for their top of | :20:53. | :20:55.
the table Pro12 match against Munster. He's missed their last two | :20:56. | :21:00.
games. It has been frustrating not to play in the last couple of weeks | :21:01. | :21:05.
in their Heineken cup will stop at the given every opportunity to lead | :21:06. | :21:07.
the given every opportunity to be beside out tomorrow night. Let's | :21:08. | :21:13.
hope began other home when. -- home victory. And Sir Chris Hoy's in | :21:14. | :21:16.
Edinburgh promoting sports role sport in maintaining good mental | :21:17. | :21:18.
health. And there are more sports stories - plus all the latest news, | :21:19. | :21:22.
24 hours a day on BBC Sport Scotland's website. I think to | :21:23. | :21:24.
underestimate the impact of physical activity on mental well-being, it is | :21:25. | :21:27.
a huge part of that sense of wellness. More sports stories and | :21:28. | :21:38.
all the latest news on our website. That's all I have for you now. | :21:39. | :21:45.
Let us return to our main story and the continuing crisis at | :21:46. | :21:49.
Grangemouth. We will return to David Henderson. A tense night of waiting | :21:50. | :21:54.
and uncertainty ahead for people there? You are absolutely right. The | :21:55. | :22:03.
sun has just set on Grangemouth, but everyone living around here will be | :22:04. | :22:07.
fervently hoping that tomorrow Grangemouth will rise again and | :22:08. | :22:11.
there is a bright future to secure for those plants. This place has | :22:12. | :22:19.
been in operation since the 1920s. It is a mainstay of the local | :22:20. | :22:22.
economy, employing many people around here. It is hugely | :22:23. | :22:30.
productive, it turns out something like 9 million litres of fuel every | :22:31. | :22:35.
day. The petrochemical plant produces 2 million tonnes of | :22:36. | :22:39.
chemicals and plastics every year. As my colleague has been finding | :22:40. | :22:44.
out, people living around here are a few about its future. Falkirk's | :22:45. | :22:52.
streets bashing the headlines that I thought they would never see. | :22:53. | :22:56.
Thousands of jobs at risk here and in lending communities. In shops, | :22:57. | :23:02.
bars and cafes the chat has been of little else. Totally, I think they | :23:03. | :23:10.
were looking for a resolution. If there had been a resolution it would | :23:11. | :23:14.
not have got to this stage whether plants closed down. We are in shock. | :23:15. | :23:22.
-- were their plant. The council met to deal with potential massive job | :23:23. | :23:28.
losses. Some remember the good times. It was not just this side | :23:29. | :23:38.
Grangemouth, it actually is Grangemouth, it is inconceivable | :23:39. | :23:42.
that it has gone from that which is part of your wall family life, your | :23:43. | :23:46.
social life, to being an empty wastelands. There are jobs in the | :23:47. | :23:57.
area. But this recruitment firm says salaries on the outside will come as | :23:58. | :24:03.
a shock to Grangemouth workers. This company hires HGV drivers. It may | :24:04. | :24:11.
mean taking a pay cut off half in terms of what they have been used to | :24:12. | :24:17.
earnings. There will be a need for a retraining and there will be a | :24:18. | :24:22.
definite change in terms of what they will earn. These are unsettling | :24:23. | :24:27.
times for this town and the neighbouring region. Everyone here | :24:28. | :24:32.
hopes for some certainty in the days to come. | :24:33. | :24:39.
It has been a lovely day, but I think there is a but coming! | :24:40. | :24:44.
I am afraid so. Lovely sunshine today. Good evening. It was | :24:45. | :24:51.
beautiful across many parts of the country. This satellite pictures | :24:52. | :24:55.
shows a ridge of high pressure, but this is being pushed away by this | :24:56. | :24:59.
area of low pressure coming in from the south, bringing rain and winds. | :25:00. | :25:06.
A dry and chilly start to the late, especially in the far north. During | :25:07. | :25:12.
the night, the cloud and rain rules and from the west and south-west. | :25:13. | :25:19.
Milder than it will be in the next few hours overnight. That being | :25:20. | :25:23.
comes with a warning, that is yellow some be aware, there are likely to | :25:24. | :25:28.
be issues with local flooding, especially end of decent gallery. | :25:29. | :25:33.
The rain continues to spread its way across the country throughout the | :25:34. | :25:37.
morning, pushing through quite quickly, it will be measurable. By | :25:38. | :25:42.
the afternoon, some right is here in beer. Marine hangs on in the West | :25:43. | :25:51.
Coast -- the rain hangs on in the West Coast and on the north-west | :25:52. | :25:57.
coast. Orkney and Shetland see a lot of rain. The rain clears away in the | :25:58. | :26:01.
evening and more rain works its way in from the west, but that also | :26:02. | :26:08.
clears through quite quickly. A brief lull and then more rain from | :26:09. | :26:13.
this rain out in the Atlantique. A bright start on Saturday. Then this | :26:14. | :26:20.
rain sweeps its way across the country from the West. This clears | :26:21. | :26:28.
the way, but it continues to remain unsettled, thanks to low pressure | :26:29. | :26:33.
and a series of grunts working their way in to bring blustery and show | :26:34. | :26:38.
conditions. A number of showers for the weekend, especially in the West, | :26:39. | :26:43.
drier and brighter in the least. Tomorrow morning will be Jack -- | :26:44. | :26:47.
weight and blustery. A reminder of tonight's main news: | :26:48. | :26:51.
after a day of negotiations there is still no indication from owners | :26:52. | :26:54.
INEOS about whether they will reverse their decision to close the | :26:55. | :26:56.
petrochemical plant at Grangemouth. Earlier today the Unite union agreed | :26:57. | :27:00.
to accept the company's survival plan, warts and all. All 800 | :27:01. | :27:03.
employees were told they would lose their jobs on Wednesday. | :27:04. | :27:05.
Police in Portugal have reopened the investigation into the disappearance | :27:06. | :27:08.
of Madeleine McCann six years ago. Their decision comes nearly two | :27:09. | :27:11.
weeks after British police said they were following new lines of enquiry. | :27:12. | :27:23.
A Bulgarian couple have come forward claiming to be the appearance of | :27:24. | :27:27.
Maria, the blonde girl found living with the Roma family in Greece. | :27:28. | :27:35.
Police are carrying out DNA tests. That's Reporting Scotland. I will be | :27:36. | :27:39.
back with a headlines at 8pm and the late bulletin just after the ten | :27:40. | :27:40.
o'clock news. Goodbye. | :27:41. | :27:45. |
