Tonight, on Reporting Scotland. The owners of a tug which sank in the

:00:15.:00:19.

River Clyde killing three crew members is fined ?1.7 million for

:00:20.:00:30.

breaking health and safety laws. The families still do not know what

:00:31.:00:35.

happened that night and unfortunately for them, we do not

:00:36.:00:38.

know what lessons are to be learned for the future to prevent further

:00:39.:00:42.

tragedy occurring. Also in the programme, the number of

:00:43.:00:45.

jobless in Scotland rises slightly but the number of people in work

:00:46.:00:49.

also goes up. Calls for tens of thousands of deer to be culled to

:00:50.:00:53.

reduce the damage they cause to the environment.

:00:54.:01:00.

How rapping is helping inspire teenagers who are turned off by

:01:01.:01:03.

poetry. And the Ibrox old boys back here

:01:04.:01:07.

with the US team as they prepare for Friday's friendly with Scotland.

:01:08.:01:12.

The owner of a tug boat which sank in the River Clyde killing three

:01:13.:01:18.

crew has been fined ?1.7 million for breaking health and safety laws. The

:01:19.:01:23.

vessel, which was based at Greenock, sank in thick fog in December 2007

:01:24.:01:28.

while towing a cargo boat. Morag Kinniburgh reports.

:01:29.:01:38.

An emergency on the Clyde, the week before Christmas. Three local men

:01:39.:01:44.

were missing. One crewman was rescued but the skipper and two

:01:45.:01:58.

others ground. The fog was told that the tug boat could not see and when

:01:59.:02:02.

it grounded it was pulled over and under. The owners pled guilty to a

:02:03.:02:07.

series of safety feel years as they had refused to act following a

:02:08.:02:12.

similar problem seven years earlier despite expert recommendations. The

:02:13.:02:17.

families angry, still waiting for answers. We have got to this stage

:02:18.:02:23.

but no fatal accident enquiry has been held Saudi families do not know

:02:24.:02:28.

what happened that night and for them and the wider community, they

:02:29.:02:33.

do not know what lessons are to be learned for the future to prevent

:02:34.:02:38.

further tragedy coming. The number of deaths at work is rising and

:02:39.:02:44.

unions want better and quicker laws. We would like health and said the

:02:45.:02:49.

laws to be strengthened particularly the fatal accident enquiry process

:02:50.:02:52.

so that no family will have to wait six years for an out, as they did

:02:53.:02:59.

today. The judge imposed the fine of ?1.7 million saying it may seem

:03:00.:03:06.

entirely inadequate to the bereaved families but should bring home to

:03:07.:03:11.

any company the abiding duty of care they have two they have to their

:03:12.:03:14.

workers. It highlights the terrible price paid.

:03:15.:03:18.

Unemployment has risen slightly in Scotland, according to the latest

:03:19.:03:21.

official statistics, while it fell across the UK as a whole. But at the

:03:22.:03:26.

same time, the number of people in work in Scotland has also gone up.

:03:27.:03:28.

Our business correspondent David Henderson is here to tell us more.

:03:29.:03:34.

Jackie, a thousand more people have joined Scotland's dole queues. But

:03:35.:03:38.

here's the long-term trend. Just before the banking crisis, that's

:03:39.:03:42.

the pink line, the jobless total was low, then it rose sharply. Since

:03:43.:03:47.

then, it's had its ups and downs, but in the last year or so,

:03:48.:03:54.

unemployment has barely changed. But here's where our job market is

:03:55.:03:59.

improving fast. The number of people who're working is on the rise, up by

:04:00.:04:05.

16,000 in this latest survey. Again, there was a dramatic fall in jobs

:04:06.:04:13.

after the credit crunch. Since then, the recovery has gathered pace. But

:04:14.:04:19.

as we've been finding out, things are getting better for some more

:04:20.:04:27.

than for others. Looking for work can be frustrating

:04:28.:04:33.

and for Andrew Gordon, doubly so. He has easy lowers contract with his

:04:34.:04:39.

employer but for more than a year he has been offered nothing. -- zero

:04:40.:04:45.

hours contract. It has been very frustrating. It is like staring down

:04:46.:04:53.

a long dark tunnel. With no work coming in, he officially counts as

:04:54.:05:02.

unemployed. With five successful quarters of economic growth, this is

:05:03.:05:08.

not having an affect on people who are unemployed and too many people

:05:09.:05:14.

are spending long periods of time unemployed and we know the dangers

:05:15.:05:19.

associated with that. Many firms have reported a rise in business in

:05:20.:05:24.

recent months and the need to hire new workers and the figures today

:05:25.:05:29.

reflect that. It is encouraging that will allow an extra 16,000 Scots and

:05:30.:05:35.

work, and coming on the back of indications that business confidence

:05:36.:05:41.

is increasing, it forms a fairly positive picture and suggests that

:05:42.:05:45.

hopefully a sustained recovery could be underway. That has been echoed by

:05:46.:05:50.

the Bank of England who now predicts stronger growth this year and next.

:05:51.:05:56.

Its governor says the UK economy seems to be turning a corner.

:05:57.:05:59.

Now it may seem strange that the number of people in work is rising

:06:00.:06:03.

while the number of people out of work is rising too. There's a good

:06:04.:06:07.

reason for that. People whose work dried up during the downturn and who

:06:08.:06:10.

were not claiming benefits or looking for a job seem now to be

:06:11.:06:14.

returning to employment. Typically this is parents who've stayed at

:06:15.:06:17.

home to look after children. Older workers who've been in

:06:18.:06:20.

semi-retirement. Students who've been training because jobs were thin

:06:21.:06:25.

on the ground. The economic recovery's giving them a fresh

:06:26.:06:30.

chance. You're watching Reporting Scotland

:06:31.:06:34.

from the BBC. Still to come on the programme. Size does matter, why

:06:35.:06:45.

Scotland has lost one of its highest mountains. In sport: Why Scotland

:06:46.:06:47.

against the USA is no ordinary friendly.

:06:48.:06:49.

And two shades of grey? Maybe not, but rugby's grey brothers are ready

:06:50.:06:56.

to face the Springboks. A woman has lost her unborn baby

:06:57.:06:59.

following an Aberdeenshire road accident. The crash, involving two

:07:00.:07:04.

BMWs, happened on the A937 at Marykirk yesterday morning. Police

:07:05.:07:09.

Scotland said a pregnant 27-year-old woman was taken to Aberdeen Royal

:07:10.:07:12.

Infirmary, but her baby could not be saved. The road was closed this

:07:13.:07:15.

morning to allow investigations to take place. Officers are appealing

:07:16.:07:18.

for witnesses to the accident, or who may have seen either car before

:07:19.:07:21.

that time, to come forward. The energy company SSE says its

:07:22.:07:25.

operating profits for the first half of the year fell by 12 per cent to

:07:26.:07:29.

?354 million. The company, which trades as Scottish Hydro, says its

:07:30.:07:32.

retail arm made a loss of nearly ?90 million. Customers of the

:07:33.:07:38.

Perth-based firm will see prices rise by around 8% later this week.

:07:39.:07:43.

The Scottish government will publish its long-awaited blueprint for

:07:44.:07:45.

independence in two weeks' time, and in his first major speech since

:07:46.:07:48.

becoming the new Scottish secretary, Alistair Carmichael said it must

:07:49.:07:51.

answer three fundamental questions for voters. He challenged the SNP to

:07:52.:08:03.

stop dodging the issues. Here's our political Editor Brian Taylor.

:08:04.:08:13.

Nothing says Scotland like whiskey. Tooling a new distillery

:08:14.:08:15.

development, Alistair Carmichael says he is a proud Scot. He

:08:16.:08:22.

challenged the SNP to spell out details, their plan B if the rest of

:08:23.:08:30.

the UK rejects a sterling currency zone, how they would fund

:08:31.:08:33.

independence and what it would cost to set up. It has an important

:08:34.:08:38.

decision for us all and we cannot be offered the suspension of Exelby all

:08:39.:08:46.

right on night. Nothing says success like new ideas. Meeting

:08:47.:08:53.

entrepreneurs in Edinburgh John Swinney said a currency zone would

:08:54.:08:58.

suit Scotland as well as England. He said Scotland with live with

:08:59.:09:03.

independence. I do not think we will ever satisfy the appetite for

:09:04.:09:10.

questions from the UK government. What the Scottish government will do

:09:11.:09:16.

is set out a positive and constructive agenda about how

:09:17.:09:20.

Scotland can establish yourself as an independent country. Holyrood and

:09:21.:09:26.

Scotland will learn the details of the White Paper in just under a

:09:27.:09:28.

fortnight. Environmentalists have told MSPs new

:09:29.:09:31.

measures may be needed to force landowners to cull tens of thousands

:09:32.:09:37.

of deer. They say cutting deer numbers would promote biodiversity

:09:38.:09:42.

and reduce damage to woodland. But sporting estates and gamekeepers

:09:43.:09:44.

insist the current voluntary system of deer management is working.

:09:45.:09:48.

Here's our environment correspondent, David Miller.

:09:49.:09:59.

The red Deer, a symbol of Scotland. We have other species to although

:10:00.:10:07.

not all native. With as many as 400,000 red deer alone roaming the

:10:08.:10:13.

hills and Glens, it is clear that managing the deer population is a

:10:14.:10:18.

huge challenge. Landowners and says they are doing a good job. He left

:10:19.:10:25.

his Highland sporting estates behind to come to Hollywood and warn MSPs

:10:26.:10:31.

not to introduce compulsory calls. They will probably end up doing more

:10:32.:10:35.

or less what we are doing at the moment and this is the tragedy. We

:10:36.:10:42.

are placing a voluntary system with private and public sector going into

:10:43.:10:48.

it, meaning more bureaucracy. It will cost us more. The country's

:10:49.:10:55.

biggest environmental organisations argue change is long overdue and

:10:56.:10:59.

want to see a system that could force private landowners to meet

:11:00.:11:10.

dear cull targets. It is in the public interest including jobs and

:11:11.:11:15.

the economy. We have to meet all these aspirations. The damage caused

:11:16.:11:21.

by the large deer population has been described by environmental

:11:22.:11:26.

groups as the country's most pressing conservationists you.

:11:27.:11:31.

Landowners believe the claims are overstated but it will be up to the

:11:32.:11:36.

committee to decide whether claims are overstated.

:11:37.:11:37.

Other stories from across Scotland this Wednesday.

:11:38.:11:39.

Scots fishing industry leaders have been angered by a conservation group

:11:40.:11:42.

whcih urged shoppers not to buy North sea cod, despite what they

:11:43.:11:45.

claim is evidence of increasing stocks. But the Marine Conservation

:11:46.:11:49.

Society says stocks are still not sustainable.

:11:50.:11:54.

Cockle fishing on the Solway Firth could resume if a new survey finds

:11:55.:11:58.

stocks have recovered. A partnership led by Marine Scotland is looking at

:11:59.:12:03.

sustainable management methods. The Solway cockle beds have been closed

:12:04.:12:05.

for two years. It's hailed as a fresh start for the

:12:06.:12:09.

arts in Dumfries and Galloway. The sector has been in limbo since the

:12:10.:12:12.

region's Arts Association suffered financial collapse. Now a series of

:12:13.:12:17.

artist-led hubs have been set up to co-ordinate activity, led by a

:12:18.:12:27.

professional convener. Ultimately the parallel is in the

:12:28.:12:29.

hands of the artists to create the work they think the community needs.

:12:30.:12:38.

This is a model that is particularly appropriate for this first community

:12:39.:12:40.

is added to something the rest of Scotland can definitely learn from.

:12:41.:12:47.

Stonemasons think it could take several months to recover the damage

:12:48.:12:51.

done to this war memorial through vandalism. It is thought the repair

:12:52.:12:56.

bill could run into thousands of pounds. The monument carries the

:12:57.:13:03.

names of nearly 300 local men who fought and died during the two world

:13:04.:13:07.

wars. The team behind Dundee's UK City of

:13:08.:13:10.

Culture bid is off to face the judges. They'll make their pitch

:13:11.:13:13.

tomorrow in Derry, which currently holds the title. Dundee faces

:13:14.:13:16.

competition from Hull, Leicester and Swansea Bay for the 2017 prize. The

:13:17.:13:19.

winner will be unveiled next Wednesday.

:13:20.:13:28.

For Dundee, we have plans for a long time and worked towards tomorrow or

:13:29.:13:32.

a very long time. After that, it is down to the judges.

:13:33.:13:35.

And there are more stories from your area - and all the latest news and

:13:36.:13:46.

analysis on BBC Scotland's website. How do you get school pupils to

:13:47.:13:53.

enjoy poetry? A teacher in Hamilton has come up with an unusual way to

:13:54.:13:57.

get his pupils to enjoy poetry - by giving them rap lessons. Rap can

:13:58.:14:00.

help inspire students who might find English classes a turn off, and can

:14:01.:14:03.

develop their communication skills too. Our education correspondent

:14:04.:14:13.

Jamie McIvor reports. Welcome to the internet, the place

:14:14.:14:23.

to be. This is about using rap to make English lessons more engaging.

:14:24.:14:35.

It is better than sitting in an English class. This teacher is sure

:14:36.:14:44.

it will help with the education of the youngsters. This is another way

:14:45.:14:54.

you can go about it. I am not replacing forgery. -- replacing

:14:55.:15:05.

poetry. Professional performer 's might not be typical textbook

:15:06.:15:14.

material that rappers use similar technique 's. People who thought

:15:15.:15:25.

about their own existence and put it to rhyme. Today the students saw

:15:26.:15:35.

some of Scotland's top rappers in action. The scheme has already

:15:36.:15:46.

spread to other schools. The people behind it hoped more schools across

:15:47.:15:51.

Scotland will join them. Scotland has lost one of its highest

:15:52.:15:54.

mountains after experts surveyed a Munro top in Skye and found that it

:15:55.:16:01.

didn't measure up. The Knight's Peak in the Cuillins has been downgraded

:16:02.:16:04.

because it's short of the Munro qualifying height of 3,000 feet - by

:16:05.:16:09.

just six and a half inches. Craig Anderson reports.

:16:10.:16:21.

The Knight's Peak on the Cuillins. It is not one of the Munro is in its

:16:22.:16:25.

own right that it had been designated as one of 227 subsidiary

:16:26.:16:33.

takes over 3000 feet high. But not any more. Surveyors armed with

:16:34.:16:37.

latest satellite dish I have been revisiting some of the mountains

:16:38.:16:42.

originally measured more than a century ago. In those days using a

:16:43.:16:50.

barometer, the measurements were not terribly accurate. Some of the

:16:51.:16:55.

mountains have subsequently turned out to be too low. Some have been

:16:56.:17:05.

upgraded. After an expedition a few weeks ago surveyors now say that The

:17:06.:17:10.

Knight's Peak is 6.5 inches too short to be classed as a Munro. It

:17:11.:17:18.

works on the same principle as sat nav. It gives you accurate results.

:17:19.:17:29.

There will be disappointment that The Knight's Peak has been demoted,

:17:30.:17:35.

but for those who maintain the Munro tables, accuracy is key. He was a

:17:36.:17:44.

stickler for accuracy so we are carrying on his tradition. As for

:17:45.:17:50.

The Knight's Peak itself, it remains a formidable challenge.

:17:51.:18:08.

Scotland's match against the USA on Friday is more than just a friendly

:18:09.:18:14.

according to the striker Steven Naismith. He says it's a chance for

:18:15.:18:17.

players to prove themselves worthy of places in the squad for the Euro

:18:18.:18:21.

2016 qualifiers. A couple of his former Rangers team-mates are in the

:18:22.:18:25.

US team - and back at one of their old haunts. Kherdine Idessane

:18:26.:18:31.

reports. Back at the Rangers training ground

:18:32.:18:43.

to Ibrox old boys. Every other week there is a new story. There is a lot

:18:44.:18:59.

of uncertainty still. One of the biggest clubs in the

:19:00.:19:03.

world. They will be back on their feet. The main focus for the

:19:04.:19:14.

Americans is fighting their way past Scotland at Hampden later this

:19:15.:19:16.

weekend. Scotland can expect a tough test

:19:17.:19:28.

from these American beers on Friday. Scotland have hit decent form

:19:29.:19:37.

recently. To be in the thoughts of the manager. He has made it clear he

:19:38.:19:47.

wants everybody to work hard. Hard work will be needed.

:19:48.:19:54.

Scotland have made six changes to the team that beat Japan for this

:19:55.:19:59.

weekend's clash with South Africa. Centre Duncan Taylor makes his first

:20:00.:20:02.

start with brothers Richie and Jonny Gray potentially in action together

:20:03.:20:09.

as Jonny starts on the bench. Their head coach says rather than focus on

:20:10.:20:13.

the sheer size of Sunday's opponents, Scotland must stand tall.

:20:14.:20:20.

We are at against Bacup editor side. Every side is competitive they

:20:21.:20:29.

argued. We accept that. But we are out there to compete.

:20:30.:20:34.

Now, a look at what else is happening across Scottish sport.

:20:35.:20:44.

Scotland's Rugby League captain says reaching the last four of the World

:20:45.:20:48.

Cup would be a highlight of his career. Scotland play New Zealand in

:20:49.:20:55.

the quarterfinals on Friday. We just keep going. Glasgow city needs to

:20:56.:21:09.

overhaul Arsenal's first leg lead. It is something we had to believe

:21:10.:21:13.

in. If we can get an early goal the crowd will be behind us and stop St

:21:14.:21:19.

Johnstone's Tommy Wright is the manager of the month.

:21:20.:21:28.

World-class ice hockey is coming to Humphreys. Dean GB host part of the

The Scotland manager Gordon Strachan is backing a project helping

:22:12.:22:15.

thousands of young Scots play football and he wants more like it.

:22:16.:22:20.

It's not providing new coaches, new pitches or even strips, but it's

:22:21.:22:22.

fulfilling another footballing need and it's going down well with the

:22:23.:22:26.

players, as our senior football reporter Alasdair Lamont's been

:22:27.:22:37.

finding out. A Saturday morning like many others

:22:38.:22:43.

for leaving Vale sports club. But it is make the difference where it's

:22:44.:22:50.

not for this project. Before there were no changing facilities or at

:22:51.:22:56.

best they were in disrepair. The result is that these children and

:22:57.:23:02.

thousands like them can be part of a club.

:23:03.:23:11.

This initiative is a fantastic idea.

:23:12.:23:19.

50 clubs already benefit from this scheme. Word of mouth beans it

:23:20.:23:26.

continues to grow. We are the envy of many. We have had a lot more

:23:27.:23:37.

support from the parents since these were brought to the club. What is

:23:38.:23:46.

the best thing about having them? There is a toilet. The basics

:23:47.:23:57.

matter. Thousands of people used to work in

:23:58.:24:05.

the linen and jute mills. Now I use project is introducing the almost

:24:06.:24:10.

forgotten skill of weaving to youngsters.

:24:11.:24:22.

Weaving the generations together. This terse and learns all about

:24:23.:24:32.

weaving and much more. Today weaving has almost completely disappeared.

:24:33.:24:44.

When I started 34 years ago I worked in the finishing department, I

:24:45.:24:54.

worked in the weaving department. This project is about much more than

:24:55.:25:02.

just remembering how it used to be. It opens peoples eyes and minds a

:25:03.:25:11.

bit more. To have that shared interest is amazing. I look at the

:25:12.:25:21.

older generation and wonder where they are beaver. It is then that has

:25:22.:25:25.

made history. # Wonder whether they are our

:25:26.:25:37.

weaver. I think of the older generation differently now. It is

:25:38.:25:46.

about helping to build a closer community.

:25:47.:25:59.

Here is the weather. We have seen some deal force winds. Tonight it

:26:00.:26:12.

stays windy and wet for some. Across Eastern parts generally try. Severe

:26:13.:26:25.

winds. Breezy elsewhere. Not as strong as the Northwest. I windy

:26:26.:26:37.

start to the day tomorrow. All told a better day. It is lighter and

:26:38.:26:47.

sunnier. Plenty of sunshine by mid afternoon. But it will feel called

:26:48.:27:02.

at times. Still a number of showers. It will be windy across Orkney and

:27:03.:27:10.

Shetland. Into the evening and overnight still a few showers but

:27:11.:27:18.

then they tend to die away. Friday sees the arrival of this area of

:27:19.:27:26.

high pressure. For Friday it is largely dry. Cloudy in the West.

:27:27.:27:34.

Light rain and drizzle in Argyll and the Highlands. On Saturday this rain

:27:35.:27:41.

is working its way from North to South. Still holding onto higher

:27:42.:27:48.

temperatures. We lose the rain and the warmth on Sundays. It will be

:27:49.:28:02.
