Tonight, on Reporting Scotland. The government is accused of | :00:00. | :00:22.
breaking promises over class sizes after the latest figures show | :00:23. | :00:26.
they're on the increase. The historic city halls in Perth are | :00:27. | :00:29.
to be demolished after councillors rejected plans to turn it into a | :00:30. | :00:38.
food market. Why last winter's extreme weather on | :00:39. | :00:41.
Scotland's mountains caused an unusual number of deaths and | :00:42. | :00:42.
accidents. From Glasgow to the Punjab, we speak | :00:43. | :00:47.
to the former MP who now has a staff of 700 and governs 90 million | :00:48. | :00:50.
people. And Celtic fans under the spotlight | :00:51. | :00:53.
in Barcelona as the team prepares for its last European game of the | :00:54. | :01:01.
season. There was no trouble last year. I think after Amsterdam, | :01:02. | :01:09.
people will keep an eye on what is happening. | :01:10. | :01:17.
Class sizes are going up in primary schools again. New figures show | :01:18. | :01:22.
there has been a rise in the number of younger children in larger | :01:23. | :01:25.
classes. Opponents are accusing the government of breaking promises. | :01:26. | :01:28.
Here to tell us more is our education correspondent Jamie | :01:29. | :01:37.
McIvor. Cutting the size of primary school | :01:38. | :01:41.
classes is proving easier said than done. In fact, the average size of a | :01:42. | :01:44.
primary 1,2 or three class is creeping up again. This is how much | :01:45. | :01:52.
it's gone up in just three years. And according to the latest | :01:53. | :01:55.
statistics, just 13% of children in their first three years at school | :01:56. | :01:59.
are in a class with 18 pupils or fewer. And a quarter of them are in | :02:00. | :02:03.
a class with 26 or more. The first years at primary school can have a | :02:04. | :02:05.
lasting impact. Helping youngsters master the basics, helping teachers | :02:06. | :02:11.
spend more time with each pupil. It is really important there is a good | :02:12. | :02:15.
ratio. It is difficult as class sizes go up. A small classroom is | :02:16. | :02:24.
better. In a big classroom, there is too much noise. When the SNP came to | :02:25. | :02:30.
power, their aim was clear, no more than 18 children in any Premier -- | :02:31. | :02:49.
primary one, two or three class. Will this actually happen? Yes, we | :02:50. | :02:57.
are taking steps towards that. A primary one class rarely has more | :02:58. | :03:03.
than 21 children in it. We have achieved our primary one maxima in | :03:04. | :03:22.
law. In time of extreme financial pressure, we have not been able to | :03:23. | :03:27.
get as far as we would like. Opposition parties say the | :03:28. | :03:30.
government needs to do better. I want honesty from Mike Russell. | :03:31. | :03:44.
Let's get the government to own up. The figures on class sizes are in a | :03:45. | :03:47.
major annual report on Scottish education. Other findings are more | :03:48. | :03:50.
positive. More probationary teachers are getting jobs. Fewer pupils are | :03:51. | :03:53.
being taught in bad buildings. And the number of youngsters being | :03:54. | :03:57.
excluded from school is down. But primary class sizes are such a key | :03:58. | :04:00.
issue, this threatens to become a political row. | :04:01. | :04:04.
Thank you. A funeral service has been held for | :04:05. | :04:08.
the police constable who died when the helicopter she was in crashed on | :04:09. | :04:12.
to the Clutha Bar in Glasgow 12 days ago. Family, friends and police | :04:13. | :04:15.
colleagues of 36-year-old Kirsty Nelis gathered at St Andrews | :04:16. | :04:18.
Cathedral in Glasgow which is just 200 yards from the site of the | :04:19. | :04:23.
crash. The service for the married officer, who was part of the police | :04:24. | :04:26.
helicopter unit, was also attended by the First Minister and the | :04:27. | :04:31.
Justice Secretary. I picked the family have shown | :04:32. | :04:37.
remarkable unity and strength. -- I think. This is a tragedy for all the | :04:38. | :04:42.
families. But I think the dignity and grace they have shown has made | :04:43. | :04:56.
me very humble. Perth might have only officially | :04:57. | :05:00.
been a city since last year but councillors want to demolish its | :05:01. | :05:02.
city hall. This afternoon, they rejected a scheme that would see the | :05:03. | :05:06.
hall turned into a food market and are now seeking the government's | :05:07. | :05:09.
permission to pull down the B-listed Edwardian building. Andrew Anderson | :05:10. | :05:11.
reports. In the heart of Paris, the city | :05:12. | :05:15.
halls has cast its shadow for over 100 years. It has welcomed Prime | :05:16. | :05:19.
Minister 's and pop stars. It has lain empty since 2005, so should it | :05:20. | :05:27.
stay or should it go? One consortium believes this building should have a | :05:28. | :05:32.
new lease of life as an indoor food market. But property experts say it | :05:33. | :05:40.
would not be viable. Three years ago, this was the vision for this | :05:41. | :05:43.
piece currently occupied by the City Hall. Its demolition would clear the | :05:44. | :05:49.
way for a civic square. Historic Scotland blocked that. Today, | :05:50. | :05:54.
councillors threw out the marketplace proposal. They said the | :05:55. | :05:59.
plan was not credible. A decision has been taken to go for demolition. | :06:00. | :06:06.
That ends the debate on that subject. It is now time for | :06:07. | :06:10.
everybody to move on. Those fighting to save the City Hall admitted their | :06:11. | :06:15.
plan was incomplete but promised to oppose demolition. By failing to | :06:16. | :06:22.
produce the necessary information in response to the marketing process, | :06:23. | :06:29.
we made it easy for them to take that decision. But tonight, the | :06:30. | :06:35.
signs are pointing to the end of Perth's City Hall. At this building | :06:36. | :06:40.
has a knack of resisting and its story might not be over yet. | :06:41. | :06:46.
The finance Secretary John Swinney has announced a series of measures | :06:47. | :06:49.
designed to help Scottish business. He told MSPs that he'll match the | :06:50. | :06:53.
two per cent cap on business rates announced by the Chancellor. He's | :06:54. | :06:57.
also proposing an expansion of the small business bonus scheme which | :06:58. | :07:00.
will extend financial support to a further four thousand properties. | :07:01. | :07:05.
You're watching Reporting Scotland from the BBC. Still to come on the | :07:06. | :07:09.
programme. Why last winter's extreme weather on | :07:10. | :07:12.
Scotland's mountains caused an unusual number of deaths and | :07:13. | :07:14.
accidents. In sport. | :07:15. | :07:17.
Why the focus is on fans as much as football in Barcelona tonight. And | :07:18. | :07:22.
goals galore from the replays in the Scottish Cup fourth round. That and | :07:23. | :07:35.
more later. Could Scotland benefit from the | :07:36. | :07:46.
shale gas revolution? A British Geological survey will look at the | :07:47. | :07:50.
potential of fracking for shale gas in the Central Lowlands of Scotland | :07:51. | :07:53.
next year. INEOS are planning to import cheap shale gas from the | :07:54. | :07:55.
United States already. Environmental campaigners are concerned. Catriona | :07:56. | :08:07.
Renton reports. The company that runs Grangemouth | :08:08. | :08:10.
wants to bring shale gas from the United States to process into | :08:11. | :08:13.
plastic and that will mean a big change to the already distinctive | :08:14. | :08:18.
skyline. First of all, they will need a tank to store it in. This is | :08:19. | :08:22.
where the giant tank is going to be built. It will hold 33,000 tonnes of | :08:23. | :08:27.
liquefied shale gas. It will be the first place in the UK to do this and | :08:28. | :08:32.
even though the gas is being shipped over from the United States, it will | :08:33. | :08:35.
still be 50% cheaper than gas from the North Sea. INEOS already have | :08:36. | :08:39.
the infrastructure in place at their plant in Norway. Last week, we | :08:40. | :08:42.
showed you the plant there. The one in Grangemouth will have twice the | :08:43. | :08:51.
capacity. The petrochemical plant at Grangemouth nearly closed earlier | :08:52. | :08:53.
this year following a bitter dispute between the management and unions. | :08:54. | :08:56.
But now workers have accepted new terms and conditions and the company | :08:57. | :09:00.
say they will invest in the future. The workforce will be paid less in | :09:01. | :09:07.
the long term. The upside is that we have an order food has decided to | :09:08. | :09:15.
bring methane from America -- we have an owner who has decided. | :09:16. | :09:22.
But some say shipping gas almost 3500 miles across the Atlantic is | :09:23. | :09:25.
not worth it. I think this looks pretty crazy. You are going to | :09:26. | :09:32.
compress the gas in the States, ship it across the ocean to use it in a | :09:33. | :09:36.
plant in Scotland. The world's economics must be crazy if that | :09:37. | :09:39.
makes sense. The other big part of this is it's from shale gas and we | :09:40. | :09:43.
think it is a big financial bubble that will collapse. INEOS say their | :09:44. | :09:48.
plan is essential to keep the plant going. The investment we are making | :09:49. | :10:03.
here at Grangemouth just now can support methane gas from anywhere. | :10:04. | :10:10.
This will provide a longer future for Grangemouth. And therein lies | :10:11. | :10:15.
another debate about the ethics of fracking for shale gas. | :10:16. | :10:25.
The Bank of Scotland and Lloyds TSB, both part of the same group, have | :10:26. | :10:29.
been fined a record ?28 million by the financial regulator for serious | :10:30. | :10:32.
failings in staff incentive schemes. Bank of Scotland advisers sold more | :10:33. | :10:35.
than 84,000 investment and protection products to more than | :10:36. | :10:37.
50,000 customers between January 2010 and March last year. It is the | :10:38. | :10:41.
largest fine of its kind imposed ever by the financial regulator. | :10:42. | :10:50.
300 jobs are being created by Edinburgh based Tesco Bank. The | :10:51. | :10:57.
customer service and head office roles will be split between the | :10:58. | :11:00.
bank's offices at the Gyle in Edinburgh, and Glasgow City Centre. | :11:01. | :11:03.
Tesco Bank says it's recruiting additional staff to service the | :11:04. | :11:06.
current account it is launching next year. | :11:07. | :11:08.
The Scottish Secretary, Alistair Carmichael, has launched a stinging | :11:09. | :11:11.
attack on politicans who have been briefing against the head of the | :11:12. | :11:21.
Better Together campaign. Mr Carmichael says those who have been | :11:22. | :11:24.
criticising Alistair Darling are guilty of bitterness and bitchiness. | :11:25. | :11:28.
Recent reports have quoted un-named sources accusing Mr Darling of being | :11:29. | :11:31.
comatose and lacking drive and ambition in his leadership of the | :11:32. | :11:34.
campaign to keep Scotland part of the United Kingdom. | :11:35. | :11:38.
A documentary to be aired on BBC Scotland tonight will try to explain | :11:39. | :11:41.
why avalanches caused so many deaths and accidents in the Scottish | :11:42. | :11:46.
mountains last winter. Experts say that changes in weather patterns led | :11:47. | :11:49.
to the kind of conditions in the hills that hadn't been seen for | :11:50. | :11:53.
decades while the snow and ice attracted high numbers of skiers and | :11:54. | :11:56.
climbers into the great outdoors. Craig Anderson reports. | :11:57. | :11:58.
A major search operation is underway tonight... | :11:59. | :12:00.
January 19, 2013 and four young mountaineers lose their lives in an | :12:01. | :12:04.
avalanche in Glencoe. In all, 14 people died in winter climbing | :12:05. | :12:10.
accidents last season. One which saw heavy snowfalls, high winds and | :12:11. | :12:15.
bitter cold in Scotland's hills. There's been quite a period where | :12:16. | :12:18.
people have not experienced proper winters, real Scottish winters, so | :12:19. | :12:21.
maybe they do not realise how prepared you have to be. It can | :12:22. | :12:24.
change so quickly from being a lovely day to being really violent | :12:25. | :12:30.
and full on. As snow falls, it forms layers, and | :12:31. | :12:33.
sometimes a weak layer will not bond with those next to it. That means a | :12:34. | :12:39.
huge area of snow is in danger of breaking off and slipping away. That | :12:40. | :12:44.
is an avalanche. We have had real extreme events of | :12:45. | :12:50.
wind, often over 100 miles an hour. Massive amounts of snow is being | :12:51. | :12:53.
transported, it pushes the snow on top of these weak layers and it is | :12:54. | :12:59.
on a hairline trigger. The climactic conditions were due to | :13:00. | :13:02.
unusual movements high above the Earth's atmosphere, pulling in cold | :13:03. | :13:10.
air from Siberia to Scotland. Despite evidence of global warming, | :13:11. | :13:13.
this could be the pattern for the medium-term. | :13:14. | :13:17.
By the 2080s, we will have warmer winters as climate change overwhelms | :13:18. | :13:23.
natural climate variability. In the next couple of decades, there is | :13:24. | :13:27.
still a lot of scope for our climate to vary naturally. This could lead | :13:28. | :13:31.
us to have more intense and more frequent cold winters. | :13:32. | :13:35.
Climbers and walkers from Scotland alone spend more than seven million | :13:36. | :13:39.
individual days in the hills each year. That puts the number of | :13:40. | :13:44.
accidents into some kind of perspective. But research into | :13:45. | :13:47.
avalanches continues. Knowing more about the mountains can only make | :13:48. | :13:53.
them safer. And you can see One Wild Winter In | :13:54. | :13:57.
The Scottish Mountains here on BBC One Scotland tonight at 9pm. | :13:58. | :14:01.
He's the former Scots MP who swapped the Glasgow Central constituency to | :14:02. | :14:04.
govern 90 million people in Pakistan's Punjab. Four months on, | :14:05. | :14:07.
Mohammad Sawar has spoken about adjusting to his new life which | :14:08. | :14:11.
includes living in a palace, having 700 staff and travelling with an | :14:12. | :14:16.
armed guard. BBC Scotland's Almeena Ahmed has been given rare access to | :14:17. | :14:18.
his home in Lahore. Punjab's very own White House | :14:19. | :14:26.
complete with 700 staff is Mohammed Sarwar's new home. A far cry from | :14:27. | :14:33.
the streets of Glasgow. Built during the British Raj, the governor's | :14:34. | :14:36.
house has its own private lake and exotic bird sanctuary. Even for the | :14:37. | :14:40.
cash-and-carry millionaire, the trapping that come with the job | :14:41. | :14:48.
takes some getting used to. I had a good house in Glasgow. But there is | :14:49. | :14:53.
a big difference between a half acre house and an 80 acre house. It is a | :14:54. | :15:05.
life definitely different here. But the move has not been all good. The | :15:06. | :15:08.
governor's wife says she does not get to see her husband much and it | :15:09. | :15:15.
can get lonely. I miss Scotland. I grew up there and it is my home. | :15:16. | :15:22.
Even then, I would like to use this opportunity to help people and I try | :15:23. | :15:27.
my best every day to try to do something good instead of sitting | :15:28. | :15:34.
around. The former Glasgow Central MP gave up his British passport to | :15:35. | :15:37.
take up this largely ceremonial post, but one of his priorities is | :15:38. | :15:41.
to get more clean water in a province of over 19 million people. | :15:42. | :15:45.
Past controversies over his financial affairs seem a distant | :15:46. | :15:48.
memory when faced with the challenges here. Lahore is not a | :15:49. | :15:53.
particularly dangerous city, but personal security is a huge concern | :15:54. | :15:56.
as the previous governor was shot dead by his own bodyguard. Mr Sarwar | :15:57. | :16:05.
always travels with an armed escort. When I came to this country, I | :16:06. | :16:09.
always tried to make the point, why you need so many vehicles, so many | :16:10. | :16:15.
police around you? But when I have come here, I am shocked myself that | :16:16. | :16:18.
my staff and security advisers will not allow me to leave the house | :16:19. | :16:30.
alone. The governor's son is now the MP for his father's former | :16:31. | :16:32.
constituency and thinks his dad's new role should be good for Scotland | :16:33. | :16:39.
as well. We have a governor now who has an emotional attachment with | :16:40. | :16:42.
Scotland and with the UK. Someone who understands the challenges in | :16:43. | :16:48.
both countries. I think it would be wrong for us not to take advantage | :16:49. | :16:53.
of that opportunity. Despite being surrounded by pomp and protocol, the | :16:54. | :16:56.
governor is determined to be seen as the man tackling poverty in Punjab. | :16:57. | :17:04.
Other stories from across Scotland this Wednesday. | :17:05. | :17:10.
A Roman Catholic bishop has been appointed to one of Scotland's | :17:11. | :17:14.
oldest diocese. The Right Reverend Stephen Robson will be the new | :17:15. | :17:17.
Bishop of Dunkeld. Bishop Robson says after the abuse allegations | :17:18. | :17:20.
that have confronted the church, it will have to work hard to regain | :17:21. | :17:31.
trust. We have to throw our hands up and say we definitely have lost | :17:32. | :17:35.
credibility. It is in the first time it has happened in the church and it | :17:36. | :17:39.
won't be the last. These problems exist everywhere but that is not the | :17:40. | :17:42.
point, we have to regain credibility. | :17:43. | :17:44.
A police officer has been charged with dangerous driving after a man | :17:45. | :17:47.
was knocked down on an Aberdeenshire road. The case against Allan Masson | :17:48. | :17:50.
was continued without plea at Aberdeen Sheriff Court for a week. A | :17:51. | :17:54.
man believed to be in his 60s was taken to hospital after being | :17:55. | :17:58.
seriously injured at the time. A man who admitted spray-painting | :17:59. | :18:00.
Aberdeen City Council's historic Marischal College headquarters has | :18:01. | :18:03.
been given a community payback order and told to pay compensation. | :18:04. | :18:06.
Christian Weir, who's 23, committed the offence in June and the graffiti | :18:07. | :18:11.
was successfully removed in August. Concerns are being raised about the | :18:12. | :18:14.
number of people still on the waiting list for an NHS dentist on | :18:15. | :18:18.
the Isle of Skye. More than 1,500 people are on waiting lists for | :18:19. | :18:21.
dental practices in Portree, Dunvegan and Kyle of Lochalsh. NHS | :18:22. | :18:25.
Highland say their new dental clinic in Portree will eventually be able | :18:26. | :18:31.
to register everyone. Scotland's smallest secondary | :18:32. | :18:34.
school, Skerries in Shetland, is set to close next summer, after a narrow | :18:35. | :18:39.
vote by the island's council. The school, which has three pupils, | :18:40. | :18:42.
serves the Out Skerries, a small smattering of islands an hour and a | :18:43. | :18:45.
half's ferry journey east of the Shetland mainland. | :18:46. | :18:50.
And there are more stories from your area and all the latest news on BBC | :18:51. | :18:52.
Scotland's website. Let's turn our attentions to sport | :18:53. | :19:01.
now and David has the latest. 2,000 Celtic supporters are in | :19:02. | :19:04.
Barcelona for their final Champions League match of the season. With the | :19:05. | :19:09.
club unable to qualify for the last 16 and trying to address disorder | :19:10. | :19:13.
among fans, much of the focus is on off-field matters. Here's our senior | :19:14. | :19:15.
football reporter Alasdair Lamont. Celtic have come to Barcelona with | :19:16. | :19:27.
only pride at stake. But that applies as much to the club forwards | :19:28. | :19:35.
as does to the players. Our supporters of the best in the world, | :19:36. | :19:39.
bar none. We have had a few problems at the club are trying to deal with | :19:40. | :19:45.
it. That won't take away the fantastic support we have, not just | :19:46. | :19:48.
in Britain but around the world and the great relationship that our | :19:49. | :19:57.
supporters fought with other clubs. The vast majority of fans bring | :19:58. | :20:03.
colour and are noisy but good-natured and good-humoured. But | :20:04. | :20:10.
recent incidents at Amsterdam, and Celtic Park have the those fans | :20:11. | :20:16.
under the spotlight. Everywhere we go, I think we will be more | :20:17. | :20:24.
scrutinised. Even in Europe, there was no trouble at all last year but | :20:25. | :20:27.
now people will be saying, is anything going to happen? I think | :20:28. | :20:33.
after what happened in Amsterdam, people will keep an eye on us top we | :20:34. | :20:40.
are here to do the club proud, to support our team, and to give a good | :20:41. | :20:48.
impression of Glasgow and Scotland. As the Champions League campaign | :20:49. | :20:51.
draws to a close this evening, Neil Lennon and Celtic are looking to | :20:52. | :20:55.
refocus on good football. And there's live commentary of the | :20:56. | :20:59.
match on BBC Radio Scotland. One Premiership club and two League | :21:00. | :21:03.
One sides have made it through to the last 16 of the Scottish Cup | :21:04. | :21:06.
after fourth round replays. Heather Dewar reports on a night of goals | :21:07. | :21:08.
aplenty. A balmy night in Paisley sought and | :21:09. | :21:21.
seven gaining revenge. Gary Hart kins netted for the home side | :21:22. | :21:24.
following is even Thompson knocked down. The buddies doubled their lead | :21:25. | :21:31.
with this from Stephen Thompson. His 40th goal for the club. Sean Kelly | :21:32. | :21:38.
then compounded the misery with a winner just three minutes from time. | :21:39. | :21:43.
The first goal for the substitute and 3-0 to the home side who take on | :21:44. | :21:46.
Dundee United in next round. Chris Temple levelled for the home | :21:47. | :21:59.
side in extra time in this game, to make it 3-3. Raft Douglas saved this | :22:00. | :22:08.
goal. Craig Smith made it 4-3 on penalties. Then I take on St | :22:09. | :22:12.
Johnstone at Station Park. In this game, Clyde went to the lead | :22:13. | :22:25.
and Andy Stirling put them level. Seconds later, fragment you and | :22:26. | :22:31.
added a second from Chris Aitken is corner. Jamie Longworth notched up | :22:32. | :22:42.
the herd. -- the third. And Martin Greer made it 4-1 with this late | :22:43. | :22:46.
finish. He set up a fifth round tie against Inverness. | :22:47. | :22:49.
No goals in this but plenty of other snippets from around Scottish sport. | :22:50. | :22:57.
Rangers have banned a 16-year-old girl from all their matches after | :22:58. | :23:00.
she was charged with throwing a flare during a game at Falkirk. Emma | :23:01. | :23:03.
Leslie from Glasgow denies the charge. It is almost an education | :23:04. | :23:13.
programme that is have to -- that will have to be led by the SBA and | :23:14. | :23:18.
the SFL to get this over to be found that this is an acceptable. | :23:19. | :23:21.
Edinburgh Rugby must win this weekend to have any chance of | :23:22. | :23:24.
qualifying for the last eight of the Heineken European Cup. They travel | :23:25. | :23:28.
to Gloucester with just one win from three matches. Lie-macro if you lose | :23:29. | :23:36.
your home game, it is difficult to qualify. We have a slim chance but | :23:37. | :23:41.
that will only work if we get a result this week can. -- weekend. | :23:42. | :23:45.
Glasgow's Scott Jamieson is defending his title at the Nelson | :23:46. | :23:47.
Mandela championship in South Africa. But this is one of the early | :23:48. | :23:51.
pace setters Francois Calmels of France. He's on seven under par. | :23:52. | :23:54.
Hearts captain Danny Wilson will play against Inverness on Saturday | :23:55. | :23:57.
despite suffering from pains in his shins. He's been given a special | :23:58. | :24:00.
training progamme to counter shin splints. | :24:01. | :24:03.
And there are more sports stories plus all the latest news, 24 hours a | :24:04. | :24:05.
day on BBC Sport Scotland's website. Back to you, Weather now. | :24:06. | :24:26.
Jackie. It has been fairly mild top we are well above the seasonal | :24:27. | :24:33.
average. Last month was a bracket -- record-breaker in the north-west, | :24:34. | :24:36.
the mildest December night for 50 years. The night, our attention will | :24:37. | :24:40.
be taken elsewhere because we have this area of low pressure driving in | :24:41. | :24:46.
some heavy rain and strengthening wind. We have a yellow Met Office | :24:47. | :24:54.
warning. Then in winds. Quite a start, then we see the rain pushing | :24:55. | :24:57.
in from the west, heaviest over the Highlands. When strengthening to | :24:58. | :25:02.
gale force over the North and Western isles. For the mainland, | :25:03. | :25:09.
two, squally winds picking up. Potentially, some tricky positions | :25:10. | :25:14.
-- conditions on roads. But while this might -- quite as mild as last | :25:15. | :25:19.
night but we will be frost free. Tomorrow, cloudy and wet and windy. | :25:20. | :25:24.
Heavy rain at first in the morning and then it starts to ease, it | :25:25. | :25:28.
becomes lighter and put cheer but for most places, we will hold onto a | :25:29. | :25:35.
good deal of cloud. Rather cloudy, some bits and pieces of patchy | :25:36. | :25:39.
drizzle, maybe a few brighter spells in the Lothians, parts of the | :25:40. | :25:42.
central part, it will be mild after 12 Celsius or so. Some drizzly rain | :25:43. | :25:50.
hanging on. The brightest conditions, Orkney, Shetland, the | :25:51. | :25:53.
North Highlands and Lewis and Harris, too. But it will be a touch | :25:54. | :25:57.
fresher here. The strongest winds will ease down. As we head through | :25:58. | :26:02.
the rest of the afternoon towards evening, we will see another batch | :26:03. | :26:06.
of heavy rain pushing in from the west. That will rush across the | :26:07. | :26:10.
country tomorrow night and winds start to pick up again. For Friday, | :26:11. | :26:16.
that is how we will start. Cloudy, windy, without breaks of rain. | :26:17. | :26:20.
Still, every match on the mild side. Later in the day, things broken up a | :26:21. | :26:26.
touch from the West but on the whole, staying very unsettled as we | :26:27. | :26:31.
head into the weekend. For Saturday, the area of low pressure giving some | :26:32. | :26:34.
concerns. Gale force winds heading our way. | :26:35. | :26:37.
Now, a reminder of tonight's main news. | :26:38. | :26:43.
Class sizes are going up in primary schools again. New figures show | :26:44. | :26:50.
there's been a rise in the number of younger children in larger classes. | :26:51. | :26:52.
Opponents are accusing the government of breaking promises. | :26:53. | :26:55.
Lloyds Banking Group has been fined a record ?28 million after staff | :26:56. | :26:58.
were put under pressure to sell products to customers who didn't | :26:59. | :27:01.
need them. The City regulator said the Bank offered "grand in your | :27:02. | :27:04.
hand" bonuses to those meeting targets or demotion to those who | :27:05. | :27:06.
didn't. Perth might have only officially | :27:07. | :27:09.
been Scotland's seventh city since last year but councillors want to | :27:10. | :27:12.
demolish its city hall. This afternoon, they rejected a scheme | :27:13. | :27:16.
that would see the hall turned into a food market and are now seeking | :27:17. | :27:19.
the government's permission to pull down the B-listed Edwardian | :27:20. | :27:20.
building. The G8 countries have agreed to find | :27:21. | :27:24.
either a cure for dementia or improved treatment by 2025. Here, | :27:25. | :27:26.
the coalition plans to double spending on research. The World | :27:27. | :27:29.
Health Organisation has forecast that numbers of people with dementia | :27:30. | :27:32.
will almost double worldwide every two decades. | :27:33. | :27:34.
And that's Reporting Scotland. I'll be back with the headlines at 8pm | :27:35. | :27:38.
and the late bulletin just after the ten o'clock news. Until then, from | :27:39. | :27:41.
everyone on the team have a very good evening. | :27:42. | :27:45. |
