Tonight on Reporting Scotland: The number of people killed in the

:00:15.:00:19.

Glasgow helicopter crash rises to ten. Joe Cusker from Cambuslang was

:00:20.:00:23.

in the Clutha when the police aircraft crashed through the roof of

:00:24.:00:26.

the bar. Meanwhile, the helicopter's operator has grounded a number of

:00:27.:00:29.

air ambulance and police aircraft across the UK after a fault is

:00:30.:00:35.

discovered. Every health board in Scotland fails

:00:36.:00:38.

to meet government targets for patients to receive their first

:00:39.:00:41.

hospital appointment within 12 weeks of being referred. My treatment has

:00:42.:00:54.

been very shabby. The practitioners you meet are fine but the management

:00:55.:00:57.

is a shocker. Also tonight: a new law to protect

:00:58.:01:02.

victims of crime. It includes proposals to make offenders pay

:01:03.:01:05.

towards the cost of supporting victims.

:01:06.:01:12.

A song for Christmas how the primary schoolchildren who made it into the

:01:13.:01:16.

charts are hoping for music industry recognition.

:01:17.:01:18.

And Celtic leave the European stage as they're thrashed 6-1 by

:01:19.:01:23.

Barcelona. A tenth person has died in hospital

:01:24.:01:26.

after the helicopter crash at the Clutha bar in Glasgow nearly two

:01:27.:01:30.

weeks ago. He's been named as 59-year-old Joe Cusker who was from

:01:31.:01:33.

Cambuslang in South Lanarkshire. The news came as Bond Air Services

:01:34.:01:36.

temporarily grounded its fleet of the same model of aircraft involved

:01:37.:01:40.

in the crash. The company said the decision to suspend flights of its

:01:41.:01:43.

EC-135 helicopters was taken after a fault was discovered on an air

:01:44.:01:46.

ambulance operating in the north west of England. Tonight, some

:01:47.:01:52.

aircraft have been allowed to fly again. Our reporter Julie Peacock is

:01:53.:02:02.

at the Glasgow heliport. That decision by Bond Air Services

:02:03.:02:09.

to ground all of its EC-135 helicopters has meant three craft in

:02:10.:02:13.

Scotland have been affected. Two of those were air ambulances and the

:02:14.:02:19.

third was a police helicopter. That was cleared to fly this afternoon

:02:20.:02:25.

and at five o'clock it took off from the helipad here in Glasgow. In the

:02:26.:02:31.

last hour, the air ambulance based in Inverness has also been given the

:02:32.:02:42.

all clear. Bond Air Services have always stressed this was a

:02:43.:02:46.

precautionary measure and they say they are hopeful they can get most

:02:47.:02:50.

if not all of their craft back up and running by the end of tonight.

:02:51.:02:56.

But it is easy to understand their caution given that terrible crash

:02:57.:03:00.

two weeks ago which has now claimed the life of 10th victim.

:03:01.:03:06.

These helicopters are usually helping to save lives. Today there

:03:07.:03:11.

are only trip was to the hangar. Grounded after a fourth was

:03:12.:03:15.

discovered on an identical model used by the North West ambulance

:03:16.:03:20.

service. Bond Air Services says an indicator fault in one of their

:03:21.:03:25.

fleet caused the suspension of all the company's EC-135 across the UK.

:03:26.:03:30.

The same model as the one which crashed into the Clutha pop claiming

:03:31.:03:35.

the lives of ten people and injuring many more. But Bond Air Services

:03:36.:03:41.

save this decision is not linked to the devastating crash in Glasgow.

:03:42.:03:46.

They say they have grounded the feet because the Fort requires greater

:03:47.:03:47.

investigation. The company said: Aviation experts say the move could

:03:48.:04:06.

put people's minds at rest. There with a confidence with helicopter

:04:07.:04:10.

safety in this country and perhaps an investigation would help clear up

:04:11.:04:15.

some of the concerns that people who work on helicopters would have. The

:04:16.:04:24.

ambulance service put contingencies in place today. This is seeking

:04:25.:04:31.

picked up some of the work. Tonight the replacement police helicopter

:04:32.:04:39.

was cleared to fly. But the public's confidence in these

:04:40.:04:41.

aircraft has been left dented by today's events. Those concerns have

:04:42.:04:48.

also been mirrored by unions who have come out to express their

:04:49.:04:54.

concern about today's developments. The pilots union says it wants to

:04:55.:04:58.

see the civil aviation authority take charge and get to the root as

:04:59.:05:04.

to what was behind the decision to ground these planes. We have also

:05:05.:05:09.

heard from the offshore workers union and they are calling for a

:05:10.:05:15.

full enquiry. They say there is widespread concern over the safety

:05:16.:05:21.

of helicopters that can only be answered by a public enquiry. We

:05:22.:05:25.

have been hearing tributes for Joe Cusker who has been named as the

:05:26.:05:31.

10th victim. He died earlier today in hospital. His family have paid

:05:32.:05:35.

their respects and given thanks to the staff who looked after him in

:05:36.:05:42.

the two weeks after the craft crash. Funeral services have been held for

:05:43.:05:45.

two more of the nine people who died in the Glasgow helicopter crash

:05:46.:05:48.

almost a fortnight ago. A ceremony for 33-year-old Colin Gibson was

:05:49.:05:52.

held at Neilston Parish Church in East Renfrewshire, followed by a

:05:53.:05:54.

service at Woodside Crematorium in Paisley. And a ceremony for

:05:55.:05:57.

61-year-old Robert Jenkins was held at Linn Crematorium in Glasgow. Both

:05:58.:06:00.

men were customers in the Clutha bar.

:06:01.:06:03.

No Scottish health board has met new government targets for patients to

:06:04.:06:06.

receive their first hospital appointment within 12 weeks of being

:06:07.:06:09.

referred. The details come from Audit Scotland, which carried out a

:06:10.:06:13.

survey of waiting time performance. Our Social Affairs correspondent,

:06:14.:06:22.

Reevel Alderson is here. Waiting time targets give patients a

:06:23.:06:25.

legal right to receive treatment within a certain time limit. The

:06:26.:06:29.

major target is 12 weeks between GP referral and their initial

:06:30.:06:31.

consultation. According to Audit Scotland, all of the country's

:06:32.:06:34.

health boards failed to meet that target for all patients, although

:06:35.:06:37.

two came within a percentage point of doing so. The second target is 18

:06:38.:06:42.

weeks from referral to treatment actually starting. Two of the

:06:43.:06:47.

country's health boards, Forth Valley and Lothian, couldn't meet

:06:48.:06:51.

the aim of treating 90% of their patients within that period. I am

:06:52.:07:02.

appalled at the duplicity of the management. They will do all sorts

:07:03.:07:09.

of things to fiddle out of their targets. Eric has a back condition

:07:10.:07:14.

that needs surgery. He was referred for treatment in June but still not

:07:15.:07:26.

-- hasn't had it. My treatment has been very shabby. The practitioners

:07:27.:07:31.

you meet are fine but the management is dreadful. Ministers say the

:07:32.:07:37.

targets are tough but point out they are treating record numbers of

:07:38.:07:41.

patients. A quarter of a million patients were waiting for treatment

:07:42.:07:48.

last September. More than 350,000 outpatients had been seen in the

:07:49.:07:54.

previous three months, up by 8%. If you look at the treatment time

:07:55.:08:00.

guarantee, over 98% are getting the treatment time guarantee, that is a

:08:01.:08:04.

record of success second to none, one that we can be proud of but we

:08:05.:08:12.

want to get that to 100%. Waiting targets can be offset by problems

:08:13.:08:17.

such as ward closures or IT failures. Nursing unions say staff

:08:18.:08:28.

shortages also cause difficulties. It is a tightrope to get right,

:08:29.:08:33.

scales if you like, you constantly have to think about where you have

:08:34.:08:39.

the beds available. We have had money given to increase nursing

:08:40.:08:43.

staffing but they had not been able to recruit fast enough in response

:08:44.:08:49.

to those increase in beds. The government says it is investing ?67

:08:50.:08:54.

million in addressing capacity issues to bring further improvement

:08:55.:08:58.

on waiting time targets. This report was ordered after NHS

:08:59.:09:01.

Lothian were found to have manipulated waiting time targets.

:09:02.:09:04.

Audit Scotland says it found no evidence of any other board doing

:09:05.:09:08.

the same. But it says it can't say whether new measures to ensure

:09:09.:09:17.

greater openness are working yet. You're watching Reporting Scotland

:09:18.:09:20.

from the BBC. Still to come on the programme. Claims of a crisis in the

:09:21.:09:23.

supply of homes for rent in Scotland.

:09:24.:09:26.

In sport - after an epic fail in Barcelona, we ask why the best team

:09:27.:09:30.

in Scotland faired so poorly in the Champions league. And preparing for

:09:31.:09:33.

battle - Glasgow Warriors on their fight for European survival. That

:09:34.:09:40.

and a bit more later. A new law to help victims of crime

:09:41.:09:44.

has been unanimously backed by MSPs tonight. It includes new moves to

:09:45.:09:48.

update victims about court cases - and to provide cash support funded

:09:49.:09:51.

by offenders. Here's our political editor Brian Taylor. Working as a

:09:52.:10:02.

chef, Conor Fraser is getting his life together but in 2008, his

:10:03.:10:06.

mother was jailed for five months after he lodged complaints about

:10:07.:10:11.

prolonged as a cult abuse while he was a child. He says the court

:10:12.:10:17.

system failed him. It makes me not trust people. I have difficulty

:10:18.:10:26.

getting on, I have my God or a lot. At times I was scared of my own

:10:27.:10:32.

shadow. -- guard up a lot. I could not get on in life, struggle day to

:10:33.:10:38.

date with how things work and what did I do to deserve what happened to

:10:39.:10:44.

me? The criminal justice system will be obliged to help victims and

:10:45.:10:49.

witnesses. Offenders will be surcharged to find victim support.

:10:50.:10:54.

And the justice secretary says there will be a new right to be kept

:10:55.:11:01.

updated about cases. I first into the law 30 years ago. The teams were

:11:02.:11:06.

not treated with the dignity and respect they were entitled to. We

:11:07.:11:13.

are changing that. We are making sure victims have right. Labour says

:11:14.:11:18.

the victims should be allowed to address the court. They merely want

:11:19.:11:26.

to hear the case of the victim in court in their words and they do not

:11:27.:11:29.

get that opportunity and their lives their lives regretting their lives

:11:30.:11:37.

the they have not spoken up. Ministers said the idea needed

:11:38.:11:42.

closer scrutiny. He urged support for the bill as it stood and he got

:11:43.:11:58.

it. With reservations, MSPs all backed the idea that this is a step

:11:59.:12:04.

forward for victims writes. Connor is simply happy that someone finally

:12:05.:12:10.

is listening. Five people have been arrested in

:12:11.:12:13.

connection with crowd trouble at last week's Motherwell versus Celtic

:12:14.:12:16.

game. Seats were damaged, a flare was set off and two smoke bombs were

:12:17.:12:20.

thrown onto the pitch at Fir Park last Friday.

:12:21.:12:28.

It's been claimed that there's a crisis in the supply of homes for

:12:29.:12:31.

rent in Scotland. An online letting company says it's carried out a

:12:32.:12:35.

survey that shows a big gap between supply and demand. Lisa Summers

:12:36.:12:41.

reports. John has been looking for a flat four months. Deciding to be a

:12:42.:12:48.

bit choose E4 a property has been a bit of a headache. You would already

:12:49.:12:55.

know there is no chance of getting this, someone has already taken it.

:12:56.:13:06.

According to figures, John's situation typifies a growing gulf

:13:07.:13:10.

between potential tenants and houses available for rent. The private

:13:11.:13:16.

rented sector in Scotland has doubled. More people are living in

:13:17.:13:20.

rented accommodation which is putting pressure on supply. There

:13:21.:13:25.

was not enough stock in the market to service that demand. The hardest

:13:26.:13:30.

place to rent is Aberdeen but across Scotland there are not enough rented

:13:31.:13:35.

properties and not enough houses to accommodate demand. The industry

:13:36.:13:39.

says it should be constructing 25,000 homes a year but instead is

:13:40.:13:46.

only building 14,000. We need to bring existing buildings back into

:13:47.:13:52.

use so we need to find methods of bringing those homes back into use.

:13:53.:13:57.

The issue of housing was debated by parliament last week with the

:13:58.:14:02.

government accused of creating the worst housing crisis since the end

:14:03.:14:07.

of World War II. It says a housing bill was introduced that says it

:14:08.:14:12.

aims to improve the quality of housing and protect the rights of

:14:13.:14:16.

tenants. But that does not help you find a flat in a hurry. Other

:14:17.:14:27.

stories from across Scotland this Thursday.

:14:28.:14:32.

Owners of failed opencast coal mines in Scotland are not able to walk

:14:33.:14:36.

away from their obligations to clean them up according to a court ruling.

:14:37.:14:40.

The Appeals Court of the Court of Session has overturned a previous

:14:41.:14:42.

ruling by saying liquidators for the company Scottish Coal cannot abandon

:14:43.:14:45.

land as a way of avoiding obligations attached to it.

:14:46.:14:48.

A New Year boost for commuters from the south west trying to get to

:14:49.:14:52.

Edinburgh for the start of a working day. At the moment, the earliest

:14:53.:14:56.

they can get there is 9.30am, but Transpennine have announced plans to

:14:57.:14:59.

include an earlier train to the capital from Lockerbie in a new

:15:00.:15:01.

timetable starting next May. Dozens of students have staged a

:15:02.:15:05.

sit-in at the University of Aberdeen as part of a national day of action

:15:06.:15:08.

about claims of bullying tactics. The university said it would not

:15:09.:15:11.

want to limit peaceful and legal protest.

:15:12.:15:22.

Students were being disciplined for refusing to cross picket lines on

:15:23.:15:27.

strike days. That is a legitimate reason not to go to class.

:15:28.:15:31.

The first memorials to victims of the Tay Bridge disaster have been

:15:32.:15:34.

put in place. At least 59 people died when the central span of the

:15:35.:15:38.

rail bridge collapsed during a severe storm in 1879. The memorials

:15:39.:15:41.

will be unveiled on the anniversary of the disaster later this month.

:15:42.:15:47.

And there are more stories from your area and all the latest news, 24

:15:48.:15:50.

hours a day on BBC Scotland's website.

:15:51.:16:00.

It's not every day primary school children make it into the charts,

:16:01.:16:05.

never mind get considered for a major music award, but that's what's

:16:06.:16:09.

happened to pupils at a school in North Lanarkshire. The choir at

:16:10.:16:11.

Ladywell School are apparently being considered for a Brit award after

:16:12.:16:15.

recording a song in memory of six-year-old Caden Beggan, who died

:16:16.:16:17.

of meningitis. Laura Maxwell has more.

:16:18.:16:25.

Pupils at Ladywell School and Motherwell recording their version

:16:26.:16:33.

of a well-known Christmas favourite. Released last year, the children

:16:34.:16:36.

dedicated this single to their friend Caden Beggan. The

:16:37.:16:43.

six-year-old died last member after a month long fight against

:16:44.:16:47.

meningitis. One of the ways we have coped with his loss is to talk about

:16:48.:16:56.

it, talk about his story, talk about him, as well as the condition that

:16:57.:16:59.

took his life. Today at school was disbelief that

:17:00.:17:04.

there single might be in the running for an award. I was shocked. I did

:17:05.:17:09.

not think that was going to happen. I was gobsmacked. I am happy that we

:17:10.:17:19.

did it for such a cause. It spread all around the world what happened

:17:20.:17:23.

to him. It was a lovely thing to do for him.

:17:24.:17:30.

No one here expected this single to be such a success. After it was

:17:31.:17:34.

released last November, it made it to number five in the Scottish

:17:35.:17:38.

download charts and number 19 in the UK charts.

:17:39.:17:43.

The Brit award is just unbelievable. I was speechless when I read it in

:17:44.:17:46.

the paper this morning. You could never have expected that, that a

:17:47.:17:49.

choir would achieve such recognition.

:17:50.:17:57.

So far, the single has raised ?7,000 per Caden Beggan's charities. For

:17:58.:18:03.

now, the choir will have to wait because the short list for the

:18:04.:18:09.

awards are not most -- are not announced until next month.

:18:10.:18:16.

David Currie's here with the day's sports news.

:18:17.:18:17.

David. The gap between Scotland's best and

:18:18.:18:20.

European football's best teams has seldom been more evident than after

:18:21.:18:23.

Celtic's 6-1 thrashing by Barcelona. It's led to Neil Lennon publicly

:18:24.:18:29.

criticising his players. But one former Barca star says it would be a

:18:30.:18:33.

mistake for Celtic to start spending big chasing a Champions League

:18:34.:18:40.

dream. Jonathan Sutherland reports. It was a hugely disappointing to the

:18:41.:18:51.

champions league game. First of all, Barcelona were fantastic, as we

:18:52.:18:55.

expect them to do the, but we were very poor. Some of the players

:18:56.:19:09.

performances were not acceptable. The Catalans were ahead by three

:19:10.:19:13.

goals at half. The early part of the second half was the Neymar show. He

:19:14.:19:26.

scored a hat-trick. A late header from Georgios Samaras

:19:27.:19:36.

was not consolation. We started off nervously, there was

:19:37.:19:41.

no bravery on the ball. After the highs of last season, a

:19:42.:19:46.

sense of anti-climax this time around.

:19:47.:19:51.

Celtic is a team that should not expect to go to the Nou Camp and do

:19:52.:19:59.

anything. It is quite clear that there is a gap. I do not think

:20:00.:20:06.

anybody would argue about that. It is not worth spending a lot of money

:20:07.:20:13.

on players. I do not think you can make the semifinals.

:20:14.:20:19.

Celtic are ahead of the pack on home soil. But for now, the Scottish

:20:20.:20:24.

champions are of the champions league place. -- pace.

:20:25.:20:37.

Another Glasgow team's fighting for survival in Europe. The Warriors are

:20:38.:20:40.

bottom of their group in Rugby's Heineken Cup. They must win their

:20:41.:20:43.

remaining three matches to have any chance of reaching the last eight.

:20:44.:20:47.

Tomorrow they're at home to Cardiff Blues. Rhona McLeod reports.

:20:48.:20:49.

In sport, we often talk about the must win game. But in this

:20:50.:20:52.

situation, how does the coach approach it? Sometimes I do use the

:20:53.:21:06.

very odd swear word. Before the game, it is about building them up.

:21:07.:21:12.

Just a reminder of what we need to do. Expressing how much I want to

:21:13.:21:21.

see the best from them. Just having a few quiet words here and there. A

:21:22.:21:30.

big part of my job is to help them do their best.

:21:31.:21:37.

The Warriors suffered a defeat against Cardiff Blues a week ago.

:21:38.:21:48.

Leone Nakarawa Has been given his first start.

:21:49.:21:54.

Now, a look at what else is happening across Scottish sport.

:21:55.:21:58.

Formula One driver Paul Di Resta has been dropped by Force India. That

:21:59.:22:01.

leaves the Bathgate driver without a team for next season.

:22:02.:22:04.

Dundee United's Stuart Armstrong has agreed a new contract with the club.

:22:05.:22:07.

The 21-year-old midfielder signing up till the summer of 2016.

:22:08.:22:14.

An injury to Ryan Stevenson means Hearts have just 12 fit senior

:22:15.:22:17.

players. They'll fill the subs bench with youths from the ground staff

:22:18.:22:20.

for their home game against Inverness on Saturday.

:22:21.:22:28.

There have been some heavy defeats, but they are different when you play

:22:29.:22:33.

them at Tynecastle. We know it will be a very difficult match.

:22:34.:22:37.

Rain has forced the suspension of play at the Nelson Mandela golf

:22:38.:22:40.

championship in South Africa. Glasgow's Scott Jamieson, the

:22:41.:22:43.

defending champion, was two over par 13 holes into his first round.

:22:44.:22:48.

And there are more sports stories plus all the latest news, 24 hours a

:22:49.:22:58.

day on BBC Sport Scotland's website. That is all for me tonight.

:22:59.:23:02.

From the first rules of golf to Grand Theft Auto five, Scotland has

:23:03.:23:09.

contributed much to the world. Now dozens of treasures from the

:23:10.:23:11.

National Library of Scotland's archives have been brought together

:23:12.:23:14.

for a Wha's Like Us? Exhibition, featuring our most iconic

:23:15.:23:21.

inventions. Rob Flett reports. This is an a to Z of Scottish

:23:22.:23:26.

achievement, ranging from John Logie Baird's television to the more

:23:27.:23:30.

obscure. Most people know that Alexander Graham Bell invented the

:23:31.:23:38.

telephone. Did you know that James Dewar embedded the vacuum flask. --

:23:39.:23:53.

invented the vacuum flask? This exhibition covers 500 years of

:23:54.:24:00.

dreams and ideas. This is the work of Doctor John McIntyre. He did not

:24:01.:24:05.

invent the x-ray, but he was the first to establish an x-ray unit at

:24:06.:24:11.

Glasgow Royal infirmary. Professor Higgs received his Nobel prize this

:24:12.:24:18.

week. Continuing Scotland's long reputation for scientific

:24:19.:24:23.

innovation. And then, of course, there is tartan. We cannot help out

:24:24.:24:31.

others see us. But it helps us stand out from the crowd. This is how we

:24:32.:24:37.

are illustrating W in the exhibition. There is a kitsch

:24:38.:24:43.

element, but it is also illustrating how a whiskey firm -- whisky firm is

:24:44.:24:57.

so important. Think it is a good image for Scotland.

:24:58.:25:03.

You can judge this snapshot of Scotland achievement for yourself

:25:04.:25:06.

from tomorrow. And now the weather.

:25:07.:25:11.

Another very mild day. There wasn't much brightness around today. That

:25:12.:25:20.

will continue tonight with lots of cloud around. There will be some

:25:21.:25:25.

spells of rain as well, but it will stay on the mild side. Some heavy

:25:26.:25:29.

outbreaks of rain still to come for West of Scotland. Southerly winds

:25:30.:25:35.

freshening as well, strongest on the West Coast, touching gale force over

:25:36.:25:46.

Shetland Peter in the night. Once again, for most of us, we are

:25:47.:25:49.

holding into double figures tomorrow. A cloudy, wet and windy

:25:50.:25:59.

day tomorrow. Rain moving across from the West and then clears. A

:26:00.:26:05.

marked improvement for the afternoon. It will become largely

:26:06.:26:08.

dry and we will see some decent spells of sunshine, certainly a

:26:09.:26:14.

brighter day than today. For the South West, much of the central

:26:15.:26:28.

belt, quite mild. But temperatures falling away slightly in the

:26:29.:26:31.

afternoon. For Shetland, quite misty, rain returning here in the

:26:32.:26:36.

afternoon. For the Western Isles and the West Coast, showers coming in

:26:37.:26:41.

for the afternoon. The wind. To strengthen too, touching gale force

:26:42.:26:44.

later in the day of the Western Isles. That will drive in showers

:26:45.:26:51.

tomorrow, including some heavy ones. It stays very unsettled for the

:26:52.:26:54.

weekend. We are watching this area of low-pressure, strong winds

:26:55.:27:09.

heading in from the West. Stealing and into Sunday as well. Heavy rain

:27:10.:27:15.

and gale are severe gale force winds. Now, a reminder of tonight's

:27:16.:27:25.

main news. A tense person has died in hospital

:27:26.:27:29.

after their helicopter crash at the Clutha Bar. He was named as Joe

:27:30.:27:42.

Cusker. A judge has criticised the Prime Minister for commenting about

:27:43.:27:45.

the fraud trial at which Nigella Lawson has denied that she is a

:27:46.:27:47.

regular drug user. David Cameron said in an interview

:27:48.:27:51.

that he was on team Nigella, prompting the judge to tell jurors

:27:52.:27:54.

that they should disregard his remarks. The head of the body which

:27:55.:27:58.

sets MPs' pay has insisted he will press ahead with a proposed 11 per

:27:59.:28:02.

cent pay rise, despite criticism from party leaders.

:28:03.:28:04.

And that's Reporting Scotland. I'll be back with the headlines at eight

:28:05.:28:08.

and the late bulletin just after the ten o'clock news. Until then, from

:28:09.:28:11.

everyone on the team here in Glasgow and around the country, have a very

:28:12.:28:13.

good evening.
