hollow. They are shelves of what they should be and the little girl | :48:55. | :49:01. | |
that is in there is gone. This is just the latest in a string of | :49:01. | :49:10. | |
high-profile exposes of gangs. The locations are different but the | :49:10. | :49:18. | |
pattern is often the same. Men targeting young girls who are | :49:18. | :49:27. | |
vulnerable. In Oxford, the agencies admitted they failed to stop the | :49:27. | :49:31. | |
pattern of abuse quickly enough and a serious case review is now under | :49:31. | :49:35. | |
way. Six or seven years ago, we had little understanding of organised | :49:35. | :49:41. | |
sexual abuse. Many of these girls were repeatedly running away from | :49:41. | :49:44. | |
home or from care and I think we knew that they were honourable but | :49:44. | :49:49. | |
we had no understanding of the extent of the exploitation that was | :49:49. | :49:56. | |
going on. Social workers were worried and parents were out of | :49:56. | :50:00. | |
their mind. Everybody was concerned, they could say something rescue that | :50:00. | :50:07. | |
was happening. I don't think anybody then, nearly ten years ago, | :50:07. | :50:15. | |
