Good evening. 18 jobs among a hundred ways to save 20 million - | :00:09. | :00:13.
the detail of Jersey's spending cuts. | :00:13. | :00:16.
Why living costs for pensioners in Guernsey are 40 % higher than the | :00:16. | :00:25.
And as the first tree takes root, the race is on to complete a | :00:25. | :00:35.
:00:35. | :00:41. | ||
What to spend and where to save - that's at the heart of the 2012 | :00:41. | :00:45.
business plan which started its passage through Jersey States today. | :00:45. | :00:48.
It outlines the government's spending intentions for the year | :00:48. | :00:51.
ahead. While it includes investing millions, ministers also want to | :00:51. | :01:01.
:01:01. | :01:07. | ||
make over 20 million in savings. Heady spend nearly 700 million of | :01:07. | :01:13.
public money? That is what the business plan set out to do. It may | :01:13. | :01:18.
sound like a huge sum. It is actually 20 million less than last | :01:18. | :01:24.
year, part of a long-term plan to balance the books. The aim is to | :01:25. | :01:28.
deliver 65 million savings, which it promised to deliver over three | :01:28. | :01:35.
years. We are doing it in a way which also improves the delivery of | :01:35. | :01:38.
services to the public. But that means cuts, including losing 18 | :01:38. | :01:40.
full-time States posts, joint health initiatives with Guernsey, | :01:40. | :01:42.
reducing sports grants, and the biggest - 10m worth of corporate | :01:42. | :01:45.
savings by rethinking pay and allowances and smarter buying to | :01:45. | :01:55.
:01:55. | :01:59. | ||
provide services. Any organisation needs to become | :01:59. | :02:04.
more efficient. The States is not different. We need to demonstrate | :02:04. | :02:08.
we are efficient, that we are providing services for the least | :02:08. | :02:12.
cost. Today in the States, members debated amendments to the plan, | :02:12. | :02:15.
trying to save some of the cuts. Nearly all of them failed, | :02:15. | :02:18.
including one by Senator Ben Shenton to support the drugs and | :02:18. | :02:23.
alcohol service. We have a major drug and alcohol problem on the | :02:23. | :02:27.
island, which we do not seem to be addressing. The idea is to get | :02:27. | :02:32.
extra money for extra counselling, to save some more lives and get | :02:32. | :02:36.
people on the straight and narrow. There is, though, some investment | :02:36. | :02:38.
planed. Health gets 4.5 million for things like retaining and | :02:38. | :02:41.
recruiting doctors and nurses. And social housing will be improved as | :02:41. | :02:45.
will St Martin's School. There's a lot to discuss as the States | :02:45. | :02:50.
decides how to spend millions of public money. But people will | :02:50. | :02:53.
perhaps find it strange that many of those taking part in the money | :02:53. | :03:03.
:03:03. | :03:05. | ||
debate, will be up for election in A new report has shown the cost of | :03:05. | :03:09.
living in Guernsey is considerably higher than in the UK. Pensioners | :03:09. | :03:12.
and young families are among those struggling to meet the basic cost | :03:12. | :03:22.
:03:22. | :03:23. | ||
of living. Emma Thomas reports. Pensioners in Guernsey enjoying a | :03:23. | :03:27.
game of bingo. It is a rare treat. Many are struggling to meet the | :03:27. | :03:36.
basics. Fruit, meat and clothing. Most of the stuff, the groceries, | :03:36. | :03:43.
have gone up. It is hard to manage. We do not get a lot of money. | :03:43. | :03:46.
report has revealed pensioners need 40% more to live on than their | :03:46. | :03:49.
counterparts in the UK, to meet the basic standard of living for things | :03:49. | :03:57.
like food and rent. It's come as no surprise to many. They do not get | :03:57. | :04:03.
luxuries. They stick to the basics. They do not treat themselves to | :04:03. | :04:10.
some fruit. They have not got the money. Basically, their basic | :04:10. | :04:18.
everyday food to live. The heating, -- with the heating, they have to | :04:18. | :04:24.
cut back on something. The cost of living study looked at what it is | :04:24. | :04:34.
:04:34. | :04:39. | ||
needed to live on, on the island. It means budgets needed by working | :04:39. | :04:45.
age households are typically between 20 and 30% higher. | :04:45. | :04:48.
wouldn't have expected such a big difference. But that's interesting | :04:48. | :04:51.
for us, and it helps us to do further work and come up with | :04:51. | :05:01.
:05:01. | :05:03. | ||
benefit levels. We have not made any decisions. It may come as no | :05:03. | :05:06.
surprise the island can be an expensive place to live, but now | :05:06. | :05:08.
it's official groups like pensioners are hoping politicians | :05:08. | :05:18.

the island's new system of government was introduced in 2008. | :05:29. | :05:32.
Four seats are being contested by six candidates - Paul Burgess, | :05:32. | :05:35.
Rosanne Byrne, John Donnelly, Hazel Fry, Simon Higgins and Stephen | :05:35. | :05:38.
Taylor. Voting takes place at the Island Hall and polls close at six. | :05:38. | :05:41.
Tourism bosses in Guernsey say the island experienced a boom in | :05:41. | :05:44.
visitors this spring. They say 20,000 more people visited the | :05:44. | :05:47.
Baliwick between this January and June, compared with the same period | :05:47. | :05:52.
in 2010. The majority came from the United Kingdom. | :05:52. | :05:54.
Blue Islands is re-instating its Channel Islands to Bournemouth air | :05:54. | :05:59.
link The airline pulled out of the route several years ago. But from | :05:59. | :06:02.
the beginning of November, it will start flying from Guernsey and | :06:02. | :06:05.
Jersey to the south coast airport once again. Flights will run on | :06:05. | :06:07.
Tuesdays, Thursdays and Saturdays, after another aircraft was bought | :06:07. | :06:13.
by the parent company. A new campaign is being launched | :06:13. | :06:15.
over fears that thousands of women in Jersey aren't getting screened | :06:15. | :06:19.
for cervical cancer. You might soon see this poster all over the island. | :06:19. | :06:22.
The Health Department is worried that 7,000 women aren't having a | :06:22. | :06:24.
smear test every three years. They're particularly appealing to | :06:24. | :06:34.
:06:34. | :06:35. | ||
those who've never been screened. Cervical screening tests, which | :06:35. | :06:42.
most women know as a smear test, detect abnormal changes in the | :06:42. | :06:47.
cervix. If they go undetected and untreated, they can become | :06:47. | :06:53.
cancerous. We want to encourage women to have this test because if | :06:53. | :06:58.
those changes are detected early and treated early, that can prevent | :06:58. | :07:03.
cervical cancer. You're watching the BBC in the Channel Islands. | :07:03. | :07:06.

After a decade of hitches, the Millennium Town Park in Jersey | :07:13. | :07:17.
seems to finally be coming to life. The first mature tree was planted | :07:17. | :07:21.
at the site in St Helier today, and the whole project is due to be | :07:21. | :07:24.
completed next month. Will it make its deadline? Anisha Shah has been | :07:24. | :07:33.
finding out. Amongst the rubble, the first sign | :07:33. | :07:41.
of life has been injected TV for a car packed side, in a decade. The | :07:41. | :07:45.
Millennium Town Park was supposed to celebrate the millennium. Now, | :07:45. | :07:48.
more than a decade behind schedule, this Acer Rubrum tree is the first | :07:48. | :07:51.
of many to be planted over the coming weeks. It's hoped this will | :07:51. | :07:55.
be the root to new foundations at this site as greenery towers above | :07:55. | :07:57.
St Helier. The Transport and Technical Services Minister, | :07:57. | :08:00.
Constable Mike Jackson, spade in hand, was relieved to see the site | :08:00. | :08:04.
finally taking shape. It's been tarred with concerns about budget, | :08:05. | :08:07.
planning and parking, but work on the building site began earlier | :08:07. | :08:17.
:08:17. | :08:19. | ||
this year. We have developed the park and I am very pleased it is | :08:19. | :08:24.
coming on line. There is furious activity. In the next few weeks it | :08:24. | :08:28.
will become green. We look forward to seeing that. The Minister hopes | :08:28. | :08:38.
:08:38. | :08:41. | ||
the park will be finished by the Now the weather. Good evening. It | :08:41. | :08:46.
looks like we have some reasonable weather and the next few days. We | :08:46. | :08:53.
may see some showers tonight. Some isolated showers tomorrow. On the | :08:53. | :08:59.
whole, a fine day. The reason for the change is the area of low | :08:59. | :09:05.
pressure has moved away. This area of high pressure of the north-west | :09:05. | :09:09.
coast of Portugal and Spain is moving closer. By lunchtime on | :09:09. | :09:16.
