Good evening. The top stories tonight: The Guernsey fishing

decision that has left Jersey reeling.

There has been turmoil over Guernsey's fishing limits for over

a decade, but now the final signature has been added to a new

deal to safeguard fishing licences around the bailiwick. It means

Guernsey fishermen will be licensed to operate between for they are 12

miles off the island's coast. -- the three and 12 miles.

There has been turmoil over fishing limits for years. But this week an

agreement has been signed, designed to give a fairer deal for bailiwick

and UK fishermen operating off Guernsey's coast. For bailiwick

fishermen, this is important. It enables us to enforce control on

who fishes within big three-12 mile limit. But Jersey fishermen are

worried that the new agreement could affect their right to fish in

Channel Islands waters. They are waiting for talks with Guernsey,

who say they have nothing to worry about.

The Daily lake fisheries management commission negotiated the agreement

to include all Jersey vessels, so they will be treated the same.

is believed the agreement will encourage a new generation of

bailiwick fishermen into local waters. Authorities hope

legislation will be passed within 18 months to seal the fishing deal.

Jersey's Education Department is considering introducing a new way

of measuring performance of secondary schools. It is after

calls to introduce a system used elsewhere called the contextual --

contextual added value report, which measures how good teaching is,

rather than a GCSE results comparison. Individual results

published this week showed that two of the island's non-selective

secondary schools performed worse than all other schools in England

and Wales. The Education Department says it is not fair to make direct

comparisons because of the island's unique selection system. If we are

able to develop something in the near future that is Resource --

robust, a form of see BAe could be useful. But no country has done

this quickly yet. Meanwhile, Jersey's Education Minister has

spoken out about us all for the first time. I do not believe any

schools are failing. If you look at there is also all of the schools,

albeit that some of the students may not have achieved five the

Micra-see results, 89% of children have passed five GCSEs, including

England and maths. -- may not have achieved five A-C results.

It has been a success story for one Jersey school. Les Quennevais was

the only secondary school to see an improvement in results this year.

I am more apprehensive about the GCSE exams, because there is

pressure to do well in maths. When you are going to six formed or

universities, they looked at the core subjects rather than the the

ones. It is not just universities have focus on certain subjects.

Pass rates in English and maths determine how a school's success is

measured nationally. Here, at Les Quennevais, results were up last

year. It was a 10% improvement, and there is no us -- no doubt that the

relationship between teachers and students does make things better

force students. But as some -- there is some

concern that focusing on key subjects mean less conventional

subjects like drama are being compromised. It is ridiculous to

only based things on two subjects when there are so many subjects on

offer, which increase a child's confidence, ability, and are just

as valid as maths and English. They are not the be-all and end-all.

They are very important but there are more things are on offer.

Some students feel under pressure to perform well in the core

subjects, but others say they would rather take the less academic ones.

Not always helpful in league tables, but more beneficial for those who

want an all-round education. Guernsey's economy grew last year,

but the contribution of the finance sector was down. The gross domestic

product for 2010, which is the sum of wages, profits and other local

income from capital, came in at �1,860 million, up by 0.2% after a

steep contraction in 2009. Dog owners in the Channel Islands

are being advised to make sure pit vaccinations up-to-date, following

the deaths of two dogs that had severe cases of vomiting and

diarrhoea. There have been two cases in Jersey, and to be in

Guernsey, with dogs requiring intensive care. Vets say there is

no cause for alarm but say any events involving large numbers of

dogs should be cancelled or postponed.

A former Guernsey brewery is to be transformed into apartments. The

owners of the Vauxlaurens site in St Peter Port have received

planning permission to demolish the site except for the main brewery

building. It will provide 32 residential unit, and underground

karmic -- parking. The jailed former Jersey health

minister, Stuart Syvret, is appealing against his a two-week

prison sentence. He was sent to prison for not doing his community

service. His appeal will be heard on Monday.

There are lots of ways to sell a car, but Guernsey police say that a

public car park is not one of them. It has been a problem for years,

but the police are fine least trying to put a stop to the

practice. This may not look like your average car sales lot, but on

closer inspection, it is not your average public car park either. It

is not unheard of for dozens of used cars to be parked here, in St

Sampson's. The owners hope that passers-by might be in the market

for a motor. But it is causing a nightmare for residents.

If you want to sell them, do it in the newspaper, and leave the cad at

home. We should not be there. public property, it should not be

used as a business side. It is for public parking. If there is a

funeral at the church, you have a hell of a job to park anywhere.

This is a problem for. It is a problem that the police are well

aware of. It is one that can be difficult to tackle. Having looked

at the options, it seems that taking a zero-tolerance approach

when it comes to issuing fines is the only way. At least it is at the

moment. We want to try to change the

the island, but innate business for the island would be people who do

I have learned is that there are lots of reasons why we cannot do it.

But you know what? Unless we start putting some energy and focus

behind some of these projects and seeing what is in the bounds of

possibility, we do not know. Bringing two organisations under

the same umbrella, will there be job losses here? We must find

efficiencies and synergies in the way we are working with businesses.

But we're doing what of a possible to minimise any job losses we might

have. It is not on the agenda right now. The phase we're going to
