Good evening, welcome to the BBC in Turning Jersey into a centre of | :00:09. | :00:12.
excellence and avoiding the cuts - the new Education Minister's plan | :00:12. | :00:16.
for the island's schools. I won't be supporting anything which | :00:16. | :00:23.
compromises the education of our children. Also, the costly games - | :00:23. | :00:26.
could the next Island Games in Bermuda be out of reach for our | :00:26. | :00:31.
sporting stars? And kicking the habits - how | :00:31. | :00:41.
:00:41. | :00:50. | ||
improving your driving can save Jersey's new Education Minister | :00:50. | :00:53.
believes the island should aim to be a centre of skills excellence. | :00:53. | :00:57.
In his first interview with the BBC after taking on the role, Deputy | :00:57. | :01:02.
Patrick Ryan says investment in training and apprenticeships is key. | :01:02. | :01:05.
But it comes at a time the department has to make over 7 | :01:05. | :01:09.
million worth of savings, which the Minister hasn't ruled out avoiding. | :01:09. | :01:17.
These are the faces that'll be running Jersey for the next three | :01:17. | :01:20.
years. Today the Council of Ministers were settling into their | :01:20. | :01:24.
roles. And it'll be easier for some than others, because there are just | :01:24. | :01:27.
three new members. In particular, Deputy Patrick Ryan has a tough | :01:27. | :01:33.
task. As one of the least experienced, he has one of the | :01:33. | :01:43.
biggest jobs, running the education department. It is a huge job. I am | :01:43. | :01:48.
a very proud and honoured to be given this job. It has been a | :01:48. | :01:52.
difficult period of time the recently. One of the main problems | :01:52. | :01:55.
has been how school performance has been measured, particularly GCSE | :01:55. | :01:59.
results. Add to that the need to cut more than 7 million which has | :01:59. | :02:04.
stalled, and this man certainly hasn't got it easy. While he | :02:04. | :02:07.
indicated that he will keep Jersey's selective system as it is, | :02:07. | :02:16.
he's talking about spending money not saving it. We may need to think | :02:17. | :02:22.
about investing more money if we are to become the centre of skills | :02:22. | :02:28.
excellence I would like the island to become. That is the future for | :02:28. | :02:32.
us in Western society. Up first would be investment in vocational | :02:32. | :02:35.
training and apprenticeship schemes like these at Highlands College. | :02:35. | :02:38.
Deputy Ryan admits getting extra cash won't be easy in tough times, | :02:38. | :02:40.
when all departments have been asked to make savings. But he | :02:40. | :02:43.
believes the future is our education system and investment in | :02:43. | :02:53.
:02:53. | :02:55. | ||
Children could again get free milk in school in Jersey if a new | :02:55. | :03:01.
campaign is successful. Last year the States withdrew funding for | :03:01. | :03:04.
school milk, but it could now be paid for privately. The Milk | :03:04. | :03:06.
Matters campaign, which is backed by Jersey Dairy, wants businesses | :03:06. | :03:12.
to sponsor a school, as part of their support for the community. | :03:12. | :03:15.
Six people were arrested and charged with drink driving in | :03:15. | :03:19.
Jersey over the weekend. Police say they were stopped as part of | :03:19. | :03:21.
routine police patrols or after collisions, and that it's worrying | :03:21. | :03:28.
so many drivers were caught on one weekend. The vast majority of | :03:28. | :03:30.
islanders drive lawfully and legally and don't get involved in | :03:30. | :03:40.
:03:40. | :03:43. | ||
drink driving. However, the concern remains that a small minority are | :03:43. | :03:47.
not getting the message that if you do drink and drive you will be | :03:47. | :03:51.
caught and held to account. It's one of the jewels in the Channel | :03:51. | :03:56.
Islands sporting calendar. The next Island Games is being held in | :03:56. | :03:59.
Bermuda, but fears are emerging that some teams may not be able to | :03:59. | :04:02.
afford to travel there to compete. Mike Wilkins reports. It's the | :04:02. | :04:05.
place many athletes have been dreaming of competing at. The sun- | :04:05. | :04:09.
drenched island of Bermuda is hosting the Island Games in 2013. | :04:09. | :04:18.
But it's going to be the most expensive games ever. Bermuda has | :04:19. | :04:27.
instigated a document asking what our intentions are. Whilst this is | :04:27. | :04:33.
a lot earlier than the normal games, this is important for us to relive | :04:33. | :04:40.
conference to our sports that there competition will take place. At the | :04:40. | :04:45.
moment... There is a risk a particular sport may not take place. | :04:45. | :04:47.
Jersey and Guernsey enjoyed great success at the last Island Games. | :04:48. | :04:50.
But this time round both are taking smaller teams, with Guernsey's | :04:50. | :04:56.
football team a notable absentee. have had feedback from other rivals. | :04:56. | :05:04.
They are likely to send small teams. We are likely to send smaller teams. | :05:04. | :05:11.
If we can cut back, that will help. We will pay for the medical team. A | :05:11. | :05:15.
smaller team may mean a smaller medical staff. It's estimated that | :05:15. | :05:18.
each athlete needs to raise between 2,000-3,000 to help pay for | :05:18. | :05:21.
transport and hotels, something which will test the bigger teams. | :05:21. | :05:28.
Guernsey's volleyball team has already started raising funds. | :05:28. | :05:34.
majority of the costs will have to be borne by the players. To do that, | :05:34. | :05:39.
we are putting in place at deposit system so the players have to pay a | :05:39. | :05:43.
certain amount each month to afford it. The athletes want to compete | :05:43. | :05:46.
with the best, but unless more teams start raising the funds, | :05:46. | :05:50.
there won't be many for the crowds to cheer on in Bermuda. | :05:50. | :05:53.
You're watching the BBC in the Channel Islands. Later in Spotlight | :05:53. | :05:56.
with Justin and Victoria, confused by the weather - the flowers | :05:56. | :06:06.
:06:06. | :06:06. | ||
tricked into blooming because of Stay tuned for that, and the | :06:06. | :06:12.
weather forecast later. Now, how good a driver are you? Do you | :06:12. | :06:15.
always follow the old mirror- signal-manoeuvre adage? Well | :06:15. | :06:19.
apparently not all of us do. Road safety officers in Jersey say most | :06:19. | :06:22.
of us have picked up bad, or even dangerous habits since passing our | :06:22. | :06:26.
tests. So they're inviting people to have their driving assessed by | :06:26. | :06:30.
professional instructors this weekend. Presenter Clare Burton had | :06:30. | :06:35.
her skills put to the test this morning - here's how she got on. | :06:35. | :06:39.
I've been driving for 13 years now on UK and Jersey roads, and I'm | :06:39. | :06:44.
pretty sure I'm a competent driver. But we all probably think that - | :06:44. | :06:54.
:06:54. | :06:55. | ||
and we're probably all a bit biased. John is going to put me through my | :06:55. | :07:05.
:07:05. | :07:09. | ||
paces. Wish me luck. Indicate left on the junction before the one you | :07:09. | :07:19.
:07:19. | :07:19. | ||
want. -- one junction. I lady wants to cross the road. She has got a | :07:19. | :07:27.
pushchair. The signalled that you actually put on to turn left was | :07:27. | :07:37.
pointless. It was far too late. I have got to say, coming along the | :07:37. | :07:43.
road, its slopes down towards the roundabout. You held it nice the | :07:43. | :07:51.
back at 30 mph. -- nicely. Look at your speed a matter. Beefing up a | :07:51. | :08:01.
:08:01. | :08:07. | ||
little bit. Sorry! Slower. Nice and gently. That was a bit nerve- | :08:07. | :08:17.
:08:17. | :08:17. | ||
racking. I think I did OK. Only one way to find out. How did I do? | :08:17. | :08:21.
the wider scheme of things you actually did quite well. There were | :08:21. | :08:26.
a couple of things we pointed out as we went around. Things to think | :08:26. | :08:36.
:08:36. | :08:36. | ||
about. Overall it was pretty good. What is my score? If this had being | :08:36. | :08:40.
a public assessment, I would have giving you about 90%. That is | :08:40. | :08:48.
pretty good. Do you think a lot of people would be like me, that they | :08:48. | :08:54.
have picked up some bad habits? That is the problem. People pass | :08:54. | :08:59.
their driving test usually went they're round about the age of 17. | :08:59. | :09:05.
Nobody then looks at their driving. You are encouraging people to | :09:05. | :09:10.
submit themselves to this Test on Saturday. If they are bad, can you | :09:10. | :09:17.
take their licence away? No. We have not got that kind of power. We | :09:17. | :09:24.
will let them nowhere they stand. John, thank you. If you are up for | :09:24. | :09:28.
submitting yourself to the harsh critique, you can go to Jackson's | :09:28. | :09:38.
:09:38. | :09:40. | ||
in St Peter on Saturday. Rather Clare than me. Now the weather with | :09:40. | :09:43.
Clare than me. Now the weather with Helen. Hello, good evening. A lot | :09:43. | :09:47.
of cloudy and damp weather heading our way in the next 24 hours. At | :09:47. | :09:53.
the moment we have a weather front to the West. That heads closer in | :09:53. | :09:58.
towards us by lunchtime tomorrow. It does start to fragment. Afridi | :09:58. | :10:07.

looks like a quieter end to the week. Overnight tonight there will | :10:10. | :10:15.
be a good deal of cloud, some outbreaks of rain. Generally | :10:15. | :10:19.

Here is the outlook. A lot of cloud on Tuesday with patchy rain. Still | :11:13. | :11:19.
we have that relatively mild air. Temperatures around 14. It starts | :11:19. | :11:24.
to turn cooler when the rain clears. Wednesday looking like the coolest | :11:24. | :11:31. |
