Children in the Channel Islands could soon be protected from

:00:48.:00:52.

accessing pornographic and violent websites on mobile phones. The

:00:52.:00:55.

Telecoms Regulatory Authority is stepping in to ask mobile operators

:00:55.:00:58.

to bring in safeguards. I comes after the BBC revealed early this

:00:59.:01:05.

week that unlike in the UK, there is no voluntary code of practise to

:01:05.:01:09.

offer free internet filters to stop children accessing inappropriate

:01:09.:01:13.

websites. In a moment we will hear what is going to be done, but first

:01:14.:01:17.

a report on why phone operators are failing to protect our children.

:01:17.:01:25.

They are devices that have changed the way we use our mobile phones.

:01:25.:01:28.

From calling... To texting... To even watching programmes on the

:01:28.:01:34.

internet. And for many children, and teenagers in the Channel

:01:34.:01:39.

Islands, having a smartphone is now just a way of life. In the UK,

:01:39.:01:42.

violent and pornographic websites can be filtered from smartphones

:01:42.:01:46.

like this one. Here in the Channel Islands though, that is not the

:01:46.:01:50.

case. Safety bosses here who promote the safe use of the

:01:50.:01:57.

internet among youngsters say that is just not good enough. Child

:01:57.:02:01.

safeguarding is a crucial issue and they are ducking spare social

:02:01.:02:05.

responsibility they know about the UK policies, the E. Initiatives and

:02:05.:02:10.

they have decided not do in in Jersey. Mobile phone operators here

:02:10.:02:14.

say it is not that easy. The three main providers say it is not simple

:02:14.:02:18.

to manage and could cost hundreds of thousands of pounds. Christmas

:02:18.:02:22.

is round the corner, and these phones will be on the wish list of

:02:22.:02:25.

many teenagers round the islands. Now there is growing pressure on

:02:25.:02:32.

the industry to do more to protect our children. Well, it is the

:02:32.:02:37.

regulator that sets the rules and earlier I was joined by John Curran

:02:37.:02:41.

who heads up the Jersel Competition Regulatory Authority and the

:02:41.:02:43.

GUernsey Office of Utility Regulation. As a result of the BBC

:02:43.:02:47.

story this week, he is getting involved in the issue and agreed

:02:47.:02:52.

something should be done. I started by asking him why children in the

:02:52.:02:56.

Channel Islands aren't as protected in the UK. This is a industry

:02:56.:02:59.

initiative from the mobile operators to put in place the types

:02:59.:03:06.

of of controls they have there. What we have interested ining is

:03:06.:03:09.

have a conversation to ee what measures can be put in place.

:03:09.:03:13.

it shameful you have to do it, you can't do it voluntary like in the

:03:13.:03:21.

UK. From the regulars -- regular fors this isn't our area but we

:03:21.:03:25.

have the contct with the mobile operators which we operate across

:03:25.:03:28.

the island so we are happy to take the lead on having the discussion,

:03:28.:03:32.

with the mobile operators and the relevant agencys to look at

:03:32.:03:37.

addressing this issue. How likely are we to see movement in a short

:03:37.:03:41.

period of time We want to to the relevant agencies to understand

:03:41.:03:45.

what they would like to see in place, then we will have a

:03:45.:03:49.

conversation with the operators to see if we the meet their needs.

:03:49.:03:54.

agree there is a ned to protect the children in the Channel Islands?

:03:54.:03:57.

don't think anyone would disagree having in place controls that

:03:57.:04:02.

prevent children accessing sites that are unsuitable is an important

:04:02.:04:06.

issue. When will this happen? will look to have a conversation in

:04:06.:04:10.

the next couple of weeks, and hopefully as soon as possible,

:04:10.:04:17.

after that with the mobile operators. You would soon be able

:04:17.:04:22.

to choose which company provides your home phone line. The Telecom

:04:22.:04:29.

watchdog is for for views on whether fixed line competition

:04:29.:04:34.

should be opened up. You will be able to get a home telephone from

:04:34.:04:39.

any of the operators and not just JT or Cable and Wireless in

:04:39.:04:43.

Guernsey. They expect to Mick a decision by next spring. Public

:04:43.:04:49.

money is being used to pay for private security firm to patrol

:04:49.:04:53.

Jersey's new Town Park at night. Concerns have been raised by

:04:53.:04:57.

residents about soeb at the park. Transport and technical services

:04:57.:05:00.

say there has been some vandalism so security guards will patrol at

:05:00.:05:05.

night for two weeks from 5pm until midnight. The extra cost will come

:05:05.:05:08.

from existing budgets. Guernsey's Beau Sejour Leisure Centre

:05:08.:05:12.

continues to make a loss and the financial situation shows no sign

:05:12.:05:18.

of improving in the near future. A deficit of 800,000 is expected at

:05:18.:05:24.

the facility next year, up round 60,000 on 2011. Increasing staff

:05:24.:05:31.

and energy costs are one tack for by given the economic situation, it

:05:31.:05:34.

is been conservative when predicting next year's income. A

:05:34.:05:39.

system that brings criminals face to face with their victims is being

:05:39.:05:46.

further developed in Guernsey. The States voted to continue to fund

:05:46.:05:49.

restorative justice. Coming face to face with one of the most

:05:49.:05:53.

terrifying people in their lives. For some victims of crime the

:05:53.:05:57.

thought of meeting the person that subjected them to such a painful

:05:57.:06:03.

experience could seem too much. But the aim of restorative just cities

:06:03.:06:07.

to bring the victim and perpetrator together to help the victim explain

:06:07.:06:12.

how it affected their life and to bring them closure. Victims tend to

:06:12.:06:16.

be left out of any criminal justice process. This allows them to have a

:06:17.:06:21.

voice. It gives victims a voice. They are the most affected but the

:06:21.:06:25.

least involved. So that really, my experience of seeing people, seeing

:06:25.:06:29.

victims come alive and having their questions answered and being felt

:06:29.:06:33.

as though they, they were a person that, you know, someone believed in

:06:33.:06:38.

in them, gave nem a chance to have their say. Restorative justice is

:06:38.:06:46.

being used in schools and prisons and the home department is

:06:46.:06:50.

considering incorporating it into the justice system. Its main aim to

:06:50.:06:55.

give victims a voice, while also helping to lower the rate of

:06:55.:06:59.

reoffending. What we are doing is wanting anybody who has been the

:06:59.:07:03.

victim of any harm or crime, you know, hopefully pretty soon they

:07:03.:07:07.

will have a chance and opportunity to engage in some kind of

:07:07.:07:12.

restorative process to bring some heeling and enable them to move

:07:12.:07:16.

forward. It doesn't work or help every time, but it is something the

:07:16.:07:20.

States feels can go a long way to help victims repair their lives and

:07:20.:07:28.

move forward in a positive way. Now, next tonight, and this week,

:07:28.:07:30.

children in Alderney have been learning about the birds and the

:07:30.:07:36.

trees. They have been taking part in ambitious project organised by

:07:36.:07:40.

the Alderney Wildlife Trust to plant 3,000 trees in a week. Our

:07:40.:07:46.

reporter donned his boots and went to find out what they were up to.

:07:46.:07:49.

Throughout this week groups of school-children from St Anne's and

:07:49.:07:53.

Ormer House have been planting saplings as part of the largest

:07:54.:07:57.

tree planting session the Channel Islands has ever seen. It is all

:07:57.:08:01.

part of the Alderney Community Woodland project. The woodland is

:08:02.:08:05.

for them, really. I think long after I'm gone it will still be

:08:05.:08:09.

here for them. I we explained it will be here for their children as

:08:09.:08:13.

we it is important, because it means they are learning about

:08:13.:08:18.

something they wouldn't necessarily be learning about as something of

:08:18.:08:21.

the curriculum. There are important lessons to be learned.

:08:22.:08:27.

surprising how many people don't know the difference between the

:08:27.:08:32.

trees and certainly couldn't draw me an oak leaf. Now they all can,

:08:32.:08:38.

which is wonderful. Amazingly two groups of children planted over

:08:38.:08:44.

1,000 trees in one day. It is really fun and it is a bit hard.

:08:44.:08:49.

is fun to plant the tree, because it is quite hard work. It makes you

:08:49.:08:54.

sweat. I didn't really think I would join it but I am enjoying it.

:08:54.:08:59.

Work on the Alderney Community Woodland started last year, when 90

:08:59.:09:02.

volunteers planted 1500 trees in just three days. This year, the

:09:03.:09:09.

target is 3,000 trees in a week. is a mammoth amount of trees. The

:09:09.:09:14.

only way we can do is is with the help of the community. We hope the

:09:14.:09:17.

volunteers can get behind us and dedicate as much time as possible.

:09:17.:09:26.

With the kids are already doing. bet they retired when they get

:09:26.:09:30.

home! Saturday is the turn of the big boys and girls to show what

:09:30.:09:36.

they can do, if you fancy some fresh air turn up at Le Rochers.

:09:36.:09:41.

Well, what is the weather going to do? Will it be sunny? Here is David

:09:41.:09:44.

do? Will it be sunny? Here is David to tell us. Hello. Good evening. I

:09:44.:09:49.

think we are going see some patchy rain arrive in the islands later on

:09:49.:09:52.

tonight. Perhaps not enough rain for those islands that need it. But

:09:52.:09:57.

some rain nonetheless and becoming breezy for a while and the front

:09:57.:10:00.

lingers first thing before clearing out of way. It is this cold front.

:10:00.:10:04.

It does just that. It introduces colder air as it moves through,

:10:04.:10:08.

there it is at midday, finally moving into northern France and for

:10:08.:10:11.

the start of the weekend we have high pressure back, south-west

:10:11.:10:16.

winds and a lot of dry weather as well. And relatively mild too.

:10:16.:10:19.

Milder than last night w the cloud and the breeze, we won't see

:10:19.:10:23.

temperatures fall much below ten or 11. Here comes that patchy rain.

:10:23.:10:27.

Not a great deal of wet weather but rain will arrive in the middle of

:10:27.:10:30.

the night and extend through to the morning. Wind are south-westerly

:10:31.:10:34.

and they will bah back southerly as the rain bands comes in. As the

:10:34.:10:41.

rain bands clears, the winds become north-west and north-westerly. A

:10:41.:10:44.

pleasant day tomorrow. Temperatures up to 12, possibly 13, the winds

:10:44.:10:48.

slowly dropping through the afternoon. So for the coastal

:10:48.:10:52.

waters forecast the winds initially from the south-west soon veering

:10:52.:10:56.

north-westerly, force four or five. Patchy rain in the morning and

:10:56.:10:59.

becoming mainly fair from mid- morning on wards. Times of high

:10:59.:11:09.
:11:09.:11:19.

Messy surf. The forecast for Saturday is bright and dry, Sunday

:11:19.:11:24.

though, we have the remnants of another band of overnight rain. So

:11:24.:11:27.

the risk of showery rain in the morning before it brightens up,

:11:27.:11:33.

westerly winds, and Monday at the moment is dry, but rather cloudy.

:11:33.:11:38.

And increasingly breezy with southerly winds setting in. Typical

:11:38.:11:48.

Now, finally the top prize in the Channel Islands Christmas lottery

:11:48.:11:54.

has risen to well over 500,000. This year there are three top

:11:54.:12:00.

prizes. The first prize is 650,000. The proceeds of course go to

:12:00.:12:04.
