Welcome to BBC Channel Islands. Your health in their hands - States

:00:12.:00:18.

members vote to cut health spending. Goodwill or a good warning? Should

:00:19.:00:25.

produce -- should police be sending criminals Christmas cards?

:00:26.:00:30.

Sleeping Beauty - historic interest and amazing views on offer of

:00:30.:00:40.
:00:40.:00:41.

overnight guests. -- for overnight guests.

:00:41.:00:43.

It was a day of bitter disappointment for disability

:00:43.:00:46.

campaigners in Guernsey, as last ditch attempts to protect the

:00:46.:00:49.

budget of the island's Health and Social Services were defeated. An

:00:49.:00:52.

amendment to the budget debate was lost and it could mean some

:00:52.:00:57.

services like adult respite care being shelved. Mike Wilkins was at

:00:57.:01:01.

the States today and joins us from the Guernsey newsroom. So not a

:01:01.:01:09.

happy ending to the year for the Health Department then.

:01:09.:01:14.

Not really. We are supposed to be in the season of giving but

:01:14.:01:17.

Guernsey's States did not feel the Health and Social Services

:01:17.:01:20.

Department deserved a special present this year. The department

:01:20.:01:24.

will need to find more than 2 million worth of savings for its

:01:24.:01:30.

budget for a 2012. The deputy has rejected a request for its budget

:01:30.:01:34.

cut to be reduced to 1 million. The Treasury minister told me that

:01:34.:01:39.

the barman is known about these cuts for some time. -- the

:01:39.:01:49.
:01:49.:01:52.

Since 2009 all departments have been aware of this target and I

:01:52.:01:56.

have had so Schedules showing what the savings attributable to their

:01:56.:01:59.

departments are supposed to be and over the years the savings are

:01:59.:02:09.

supposed to be achieved. The money we are saying to be achieved in

:02:09.:02:14.

2012 is explained by that programme. What will this mean for services?

:02:15.:02:18.

It is a difficult topic for some to discuss. As we told you last night,

:02:18.:02:22.

it could mean that people who care for adults with learning

:02:22.:02:27.

disabilities may face a significant delay in receiving respite services.

:02:27.:02:31.

I think there were some who knew that the States would not really

:02:31.:02:34.

barge and that could least adult respite care is now on the

:02:34.:02:39.

politicians' minds but it has led to questions where health and

:02:39.:02:43.

social services fits in its own department.

:02:43.:02:48.

What needs to happen is for that process to be reserve -- reversed,

:02:48.:02:54.

have a partition of social services from social care. When you

:02:54.:02:58.

constantly compare the needs of the hospital with the needs of the

:02:59.:03:07.

social services, social services will always be the poor relative.

:03:07.:03:12.

After a day's debate the Budget has not been approved or rejected and

:03:12.:03:17.

the Treasury resources minister will sum up his case tomorrow.

:03:17.:03:21.

The Prince of Wales will visit the Channel Islands next year. He will

:03:21.:03:24.

be representing the Queen as part of her diamond jubilee celebration,

:03:24.:03:27.

marking 60 years since she came to the throne. Members of the royal

:03:27.:03:29.

family are visiting all of the Queen's realms, dependencies and

:03:30.:03:33.

territories. 14 million will be spent on a new

:03:33.:03:37.

oil-fired generator for Guernsey's North Side power station. It will

:03:37.:03:40.

replace some of the older generators which were built in the

:03:40.:03:45.

1970s and will produce 17 megawatts. It is designed to bridge the energy

:03:45.:03:48.

gap while a new cable link with France is installed. Work will

:03:48.:03:54.

begin next spring. Should Guernsey and Jersey have a

:03:54.:04:00.

greater voice in the Commonwealth? Well, the UK Foreign Affairs Select

:04:00.:04:02.

Committee is going to investigate whether the Crown dependencies

:04:03.:04:07.

should have more representation. It could mean Channel Island flags

:04:07.:04:10.

flying at senior Commonwealth meetings and our leaders being

:04:10.:04:12.

allowed to lay a wreath at the Cenotaph in London on Remembrance

:04:13.:04:19.

Sunday. Here is Edward Sault. This was the Commonwealth Heads of

:04:19.:04:22.

Government meeting in Australia earlier this year. Over 50

:04:22.:04:26.

countries linked to the British Crown coming-together to discuss

:04:26.:04:31.

world issues. Now a UK parliamentary committee will look

:04:31.:04:34.

at whether Guernsey and Jersey should have their seat at future

:04:35.:04:37.

conferences. It follows this question in the House of Commons

:04:37.:04:41.

yesterday. The Chancellor will know that one

:04:41.:04:45.

of his responsibilities is to take care of the British Crown

:04:45.:04:51.

dependency is. He will perhaps explain to the House mack why it is

:04:51.:04:56.

that still today they are not represented in the Commonwealth.

:04:56.:05:00.

will take on board my honourable friend's comments and consult the

:05:00.:05:06.

Prime Minister and the front -- the Foreign Secretary as to whether the

:05:06.:05:09.

Commonwealth might be reassessed in this way.

:05:09.:05:14.

We have 32 territories under the Crown all linked to a nation such

:05:14.:05:18.

as the UK in the case of Guernsey and Jersey and yet have no status

:05:18.:05:23.

or recognition within the Commonwealth. For at the response

:05:23.:05:27.

from the Justice Secretary was very positive, that he is prepared to

:05:27.:05:30.

look at the status of the Channel Islands in respect to the

:05:30.:05:36.

Commonwealth is clearly a good thing.

:05:36.:05:40.

The Channel Islands already proudly take part in the Commonwealth Games

:05:40.:05:47.

and that pride could be taken higher, on to a political stage.

:05:47.:05:50.

Christmas cards will put criminals off committing more crimes - that

:05:50.:05:55.

is what Jersey Police is hoping. The force has sent 30 cards to its

:05:55.:05:59.

most prolific offenders. It is part of a wider campaign to clamp down

:05:59.:06:06.

on persistent criminals. Amy Harris reports.

:06:06.:06:09.

This seasonal message from Jersey Police. These cards will be

:06:09.:06:14.

arriving on the mats of 30 of the island's repeat offenders as part

:06:14.:06:19.

of a wider scheme to cut crime. The people we are talking about in

:06:19.:06:22.

the main have a significant number of previous convictions, they have

:06:22.:06:26.

been through the system numerous times, some having been arrested up

:06:26.:06:31.

to 14 times last year, so these are people we have to concentrate on if

:06:31.:06:38.

we are serious about tackling crime. Figures show that 1800 people

:06:38.:06:43.

arrested in 2011 more than 200 were arrested for her second time. 48 of

:06:43.:06:47.

them five times or more, and two defenders were arrested 14 times

:06:48.:06:55.

each. Police are confident that the plan will work.

:06:55.:06:59.

This is part of ice-cream or tackling prolific offenders. We

:06:59.:07:03.

have seen crime come down by 10 % in the last year and street crime

:07:03.:07:09.

come down by 28 %. We are focusing on the people who cause the most

:07:09.:07:11.

problems and getting significant successes.

:07:12.:07:15.

The Christmas cards are now being delivered. While it may seem a

:07:15.:07:19.

novelty idea, the message from police is serious - commit crime

:07:19.:07:27.

and face a bleak Christmas behind bars.

:07:28.:07:32.

You are watching the BBC in the Channel Islands. We will have the

:07:32.:07:36.

weather later and storm warnings and coming up later in Spotlight

:07:36.:07:43.

with Justin and Victoria... Wherever you are, our hearts will

:07:43.:07:48.

still be to his one. The military wives quiet -- welcome

:07:48.:07:58.
:07:58.:07:59.

:07:59.:08:02.

There are 1500 people registered as unemployed in Jersey but the latest

:08:02.:08:05.

census shows that there are 1000 more islanders who are looking for

:08:05.:08:08.

work but who have not been registered full stop so who are

:08:08.:08:12.

those missing 1000 and why aren't they registered? I put that

:08:12.:08:17.

question to Sarah Milling from ASL Recruitment a little earlier.

:08:17.:08:21.

I believe the missing people are people who have been made redundant

:08:21.:08:26.

from a higher level, don't want to go down the route of income support

:08:26.:08:30.

at this stage but rather get back into the workplace, find a new role

:08:30.:08:36.

and take it from there. Are we talking about a particular sector?

:08:36.:08:44.

High level suggests a finance. people who have been made redundant

:08:44.:08:47.

in finance, it is difficult for them, but they want to get back

:08:47.:08:55.

into the workplace as soon as possible,. So why are they not

:08:55.:09:00.

getting jobs? We find that some of the jobs they are replying for are

:09:00.:09:05.

-- actually at a lower level. They could do the role with there could

:09:05.:09:08.

-- their rise shot but the clients are looking for a particular person

:09:08.:09:18.
:09:18.:09:19.

to do that job. -- their eyes shut. What can you say to people who want

:09:19.:09:24.

to find a job? Get out there, be proactive, look good all Allott --

:09:24.:09:32.

avenues. Doing charity work will help them get net working for the

:09:32.:09:36.

future. I am guessing that cried -- pride might be an issue for some of

:09:36.:09:39.

these people. What would be your message for somebody who does not

:09:39.:09:46.

necessarily want to go into charity work? Can that pride be overcome?

:09:47.:09:52.

Absolutely. Coming into an agency like ours and just having a chat,

:09:52.:09:56.

we can help them may be diversified their skills. They all have a great

:09:56.:10:01.

skill set but it is about getting back out there and we can help them

:10:01.:10:05.

look for contract work or permanent work that would help them have to

:10:05.:10:12.

match their skills said. After sitting derelict for years,

:10:12.:10:16.

an old folly in Guernsey could soon be given a new lease of life as a

:10:16.:10:19.

self-catering holiday home. It is the first time the National Trust

:10:19.:10:27.

has renovated a property to rent out as visitor accommodation.

:10:27.:10:31.

The only one of its kind in Guernsey, the Ozanne Tower is a

:10:31.:10:36.

rare find, dating back to the mid- 19th century, but over the years it

:10:36.:10:41.

has fallen into disrepair. But it looks like that is set to change.

:10:41.:10:46.

We are delighted that the environment department has given us

:10:46.:10:50.

permission to change this very historical building into a self-

:10:50.:10:57.

catering unit, rather along the lines of the landmark Trust

:10:58.:11:02.

buildings around the UK. It is hoped the plans will preserve the

:11:02.:11:07.

history of the site. It will be very much in keeping with the

:11:07.:11:14.

original tower used to so many years ago. Unfortunately we can't

:11:14.:11:17.

actually go inside the tower because of safety reasons, which is

:11:17.:11:23.

a real shame, but apparently there is enough space for a one-bedroom

:11:23.:11:28.

self-catering unit and apparently the views are amazing. You can see

:11:28.:11:33.

them in this footage back in 2002, when the National Trust purchased

:11:33.:11:39.

the tower, but it is also clear how much work there is to do. It is

:11:39.:11:43.

important to carry out the work now before it becomes further

:11:43.:11:47.

dilapidated. It is a historical building, it is of a lot of

:11:47.:11:52.

interest and has beautiful views over the West Coast, and now is the

:11:52.:11:57.

time to renovate it. It is likely that the work will start next

:11:57.:12:05.

spring, with the next visitors staying here later.

:12:05.:12:09.

As you may have seen on the national weather forecast, a storm

:12:09.:12:19.
:12:19.:12:22.

We are run for some quite what -- rough weather across the Channel

:12:22.:12:26.

Islands for the next 24 hours. This evening and overnight low pressure

:12:26.:12:32.

brings gale-force winds and plenty of showers, and then another area

:12:32.:12:36.

of low pressure brings heavy rain and the potential to strong winds.

:12:36.:12:39.

The first area of low pressure moves across southern Britain

:12:39.:12:45.

fairly quickly but it is the next one which has our name on it. It

:12:45.:12:49.

appears on the early hours of Friday morning, lots of isobars

:12:49.:12:57.

packed in there. We are looking at gusts up to 60 mph or 70 mph. They

:12:57.:13:03.

could be travel disruption first thing on Friday morning. -- there

:13:03.:13:13.

could be. We had some fairly rough weather around tonight, with some

:13:13.:13:17.

heavy rain sweeping through as that band of low pressure moves away

:13:17.:13:21.

from us. The winds will be gale force, westerly and overnight

:13:21.:13:26.

temperatures probably no lower than five degrees. Some sunshine in

:13:26.:13:29.

between the showers before more generally it becomes wet into the

:13:29.:13:33.

afternoon and the early evening. The real strength of wind comes

:13:33.:13:43.
:13:43.:13:56.

after dark. During daylight hours the coastal waters forecast,. Path

:13:56.:14:02.

-- the forecast for Friday, winds from the north-west, some heavy

:14:02.:14:11.

showers. On to Saturday and Sunday, slightly colder air on Saturday and

:14:11.:14:21.
:14:21.:14:23.
