Hello. Welcome to the programme. Tonight's headlines. Pessimism

:00:13.:00:17.

amongst businesses as the economic slowdown hits jobs and confidence.

:00:17.:00:20.

Plus, weighing up a political future - the build up to Guernsey's

:00:20.:00:22.

election begins. And a brighter green future for Jersey's prisoners

:00:22.:00:32.
:00:32.:00:40.

as the island invests in La Moye's As you've heard in the national

:00:40.:00:44.

news, the rise in unemployment is still making the headlines. And the

:00:44.:00:52.

Channel Islands are no exception. Business leaders - from retail to

:00:52.:00:55.

finance - in Jersey say they aren't optimistic about employing more

:00:55.:00:58.

people in the future and they say economic activity has slumped. The

:00:58.:01:00.

results come from The business tendency survey which monitors how

:01:00.:01:03.

well local businesses are doing across the island. The Finance

:01:03.:01:12.

Industry reported economic activity at its lowest for two years.

:01:12.:01:15.

Meanwhile, builders said optimism in the coming months including job

:01:15.:01:17.

opportunities was at its lowest to date. But some smaller businesses

:01:17.:01:20.

are more confident. Emma Chambers reports now on one Jersey woman

:01:20.:01:26.

who's bucking the trend. Despite the odds, Ima Joseph opened her

:01:26.:01:32.

dream coffee shop while others were closing down. One year on it's now

:01:32.:01:41.

a thriving business but she says it's all down to hard work. I have

:01:41.:01:48.

to be here all the time, I Amir 24- 7. You get out what you put in, and

:01:48.:01:55.

it is so important to be a, beating the customers. You see the

:01:55.:01:59.

sentences are ready, and that is what is important. As the kitchen

:01:59.:02:02.

hots up with more food orders, confidence is growing for this

:02:02.:02:04.

business owner and others like her, according to the latest business

:02:04.:02:08.

tendency survey. It suggests they are not struggling as much as

:02:08.:02:16.

larger businesses. But the economic slump hasn't gone un-noticed.

:02:16.:02:21.

Everyone is spending less. It is so hard. There is so much unemployment.

:02:22.:02:27.

It is difficult all round. The Government has got to think of some

:02:27.:02:31.

plan to get us back up there. Bringing forward capital projects

:02:31.:02:35.

is one thing we can do in terms of getting money into the economy,

:02:35.:02:40.

circulating, helping people keep their jobs. That was the advice of

:02:40.:02:46.

the fiscal policy panel. Retraining and getting new skills is

:02:46.:02:50.

absolutely key. For Ima her first year has been a success. She says

:02:50.:02:54.

as long as the customers are happy, she's happy and looks forward to

:02:54.:03:03.

the future. But not all those in business are as optimistic.

:03:03.:03:05.

Representatives of Sark's emergency services are calling for the

:03:05.:03:08.

publishers of an island-wide newsletter to apologise for

:03:08.:03:09.

releasing what they claim is confidential medical information,

:03:09.:03:15.

causing harm to Sark's residents. The Sark Newsletter - distributed

:03:15.:03:18.

to every island household - is published by an employee of the

:03:18.:03:25.

Barclay brothers-owned Sark Estate Management. In a statement to the

:03:26.:03:28.

island's government, Chief Pleas, Sark's Emergency Services and

:03:28.:03:30.

Medical Committees said that confidential details had been

:03:30.:03:34.

released in the newsletter. They're calling for the newsletter to print

:03:34.:03:39.

a full apology to the families and casualties concerned. BBC News has

:03:39.:03:46.

approached the publishers for a comment, and is awaiting a response.

:03:46.:03:50.

And is Guernsey set to get a new cinema? These plans - from

:03:50.:03:53.

developer Comprop - show ideas for Admiral Park which could see new

:03:53.:03:56.

homes, offices, cafes and a cinema being built. It would cost around

:03:56.:03:59.

50 million and would be constructed on part of the site

:03:59.:04:05.

which is currently un-developed. In exactly three months time, it'll be

:04:05.:04:09.

all go in Guernsey as the Island elects a new government. There are

:04:09.:04:11.

certainly interesting times ahead. But what's it like at the moment

:04:11.:04:14.

for those politicians planning on leaving the States, or those hoping

:04:14.:04:24.
:04:24.:04:38.

to join? Penny Elderfield has this report. MUSIC: The Good, The Bad

:04:38.:04:41.

and the Ugly theme tune. For Guernsey's Home Minister, this

:04:41.:04:45.

isn't the start of the story, but the end of a chapter. As he looks

:04:45.:04:48.

to leave politics at the next election, after eight years in the

:04:48.:04:52.

States. I feel that it is time to have more time to myself. I am

:04:52.:04:57.

looking forward to a little bit more golf and a few more holidays,

:04:57.:05:03.

perhaps. It is a new beginning for me. It will be a change. I have

:05:03.:05:07.

thoroughly enjoyed being in the States. It is demanding and

:05:07.:05:16.

challenging. But I have thoroughly enjoyed it. But over the years,

:05:16.:05:19.

politicians come and go - and soon the focus will be shifting onto who

:05:19.:05:22.

could be entering the States come April. Lee's planning on standing

:05:22.:05:26.

in the election. Four years ago, he was the youngest candidate to ever

:05:26.:05:30.

run - and didn't get in, but that's not stopping him now. To me, it has

:05:30.:05:34.

a chance to make big difference in whatever you do. I said after the

:05:34.:05:40.

last elections that I would come back and give it another go. Last

:05:40.:05:47.

time I ran my election campaign in but the friendly. It was a crushing

:05:47.:05:57.
:05:57.:05:59.

kind of feeling when the boats were read out. This time I am putting in

:05:59.:06:06.

20-30 times the effort that I did last time. And then there are those

:06:07.:06:10.

who have done it all before. Peter Roffey left politics at the last

:06:10.:06:13.

election, and hasn't regretted it. There is a life after politics,

:06:13.:06:19.

honestly. You take a toxic legacy with you. As a former member of the

:06:19.:06:23.

stage you are not the most easily employable person, perhaps, but you

:06:23.:06:30.

get you're private life back and that is quite pleasant. So whether

:06:30.:06:33.

past, present or potentially a future deputy. There are many faces

:06:33.:06:43.
:06:43.:06:44.

that make up the States. Some will stay, some will go. But exactly who

:06:44.:06:47.

will fill these seats in future will be answered three months from

:06:47.:06:53.

now. You're watching the BBC in the Channel Islands. Later in Spotlight

:06:53.:06:57.

with Justin and Victoria. Inspiration amidst unemployment -

:06:57.:07:00.

the 14 year-old schoolboy who's set up his own software development

:07:00.:07:08.

business. Jersey's La Moye prison has been granted 350,000 by the

:07:08.:07:12.

States to upgrade its horticultural facilities. The new facility could

:07:12.:07:15.

help prisoners train for horticultural jobs when they leave

:07:15.:07:17.

and will allow female prisoners and young offenders access for the

:07:17.:07:20.

first time. Rachel Royce reports. Experiencing the great outdoors is

:07:20.:07:23.

something that most of us take for granted, but prisoponers at La Moye

:07:23.:07:30.

have limited opportunities to take fresh air. -- prisoners. That's one

:07:30.:07:32.

of the reasons why many of the inmates enjoythe horticultural

:07:33.:07:42.
:07:43.:07:50.

This morning there is a lock down and only staff are around, but on

:07:50.:07:58.

most days up to 22 male prisoners tend the plants and vegetables.

:07:58.:08:00.

Other prisoners, women, vulnerable inmates and young offenders can't

:08:00.:08:04.

mix with male prisoners, so have no access to the site. Philip Anderson,

:08:04.:08:06.

who heads up learning and skills, wants that to change. He's

:08:06.:08:10.

overseeeing the development of a new greenhouse and training centre.

:08:10.:08:15.

This area that you see here was dilapidated. It was an old poly

:08:15.:08:20.

tunnel. We have taken that down, and we're putting in beehives with

:08:20.:08:25.

a class from which people from all parts of the facility will be able

:08:25.:08:30.

to access. The new centre will offer training for vocational

:08:30.:08:33.

qualifications that could lead to jobs outside. It is a far cry from

:08:34.:08:38.

the days when the prison was criticised for lack of facilities

:08:38.:08:43.

and outdated practices. Ever since it opened, the agricultural area

:08:43.:08:47.

has been popular with prisoners, a chance to be in the fresh air and

:08:47.:08:51.

to make something productive Foster with the new facilities, all

:08:51.:08:56.

prisoners, including children and young people, will have some access

:08:56.:09:06.
:09:06.:09:09.

to this form of training. Six Channel Islanders are flying to

:09:09.:09:13.

London for the BBC Introducing Musicians Masterclass. The event -

:09:13.:09:16.

at the world famous Abbey Road Studios and at Maida Vale - gives

:09:16.:09:19.

musicians from across the British Isles the opportunity to network

:09:19.:09:22.

and learn from others. Sam Falle, Sam Mezek and Cameron Johnson from

:09:22.:09:24.

Jersey will join Guernsey's Andy Sauvage, Julles Hunisett and Tom

:09:24.:09:27.

Domaille at the event. I will be there all day with the BBC producer

:09:27.:09:32.

of the Guernsey Show, and we will broadcast highlights from the event

:09:32.:09:36.

on BBC Radio Guernsey and you will be able to listen to the thing live

:09:36.:09:42.

as it goes out on the BBC introducing website. And it will be

:09:42.:09:47.

on the red button later in the month. And there is that website

:09:47.:09:56.

Good job they were not flying to the, because it was a little on the

:09:56.:10:03.

for the site. Here is David with the weather. Misty and mild across

:10:03.:10:11.

the Channel Islands with some rain We have a slow-moving weather front

:10:11.:10:15.

across the South Britain that will sink his way southwards. By the

:10:15.:10:20.

time we get to the morning it is starting to nudge in towards

:10:20.:10:25.

Alderney and the northern coast of Guernsey. It will move through, so

:10:25.:10:33.

by the time we get to the latter part of the day and into Friday,

:10:33.:10:36.

the mist and fog clears and we should see some sunny spells.

:10:36.:10:42.

Tonight, mist and fog quite extensive. Some possibility of C4

:10:42.:10:50.

through the night. We will see that patchy rain beginning to appear --

:10:50.:10:59.

sea fog. Tomorrow, a slow improvement through the afternoon,

:10:59.:11:03.

but it all takers time to move out of the way, this band of rain.

:11:03.:11:10.

Quite a breezy day with fresh wines, and a similar temperature of 11

:11:10.:11:20.
:11:20.:11:34.

Celsius. There is the coastal Quite a these developing, so the

:11:34.:11:38.

surf will be messy throughout the day. Vase for the outlook, breaker

:11:38.:11:42.

on Friday and we should see some sunny spells. On Saturday, another

:11:42.:11:50.
