The number of people who've been out of work in Jersey for more than | :00:48. | :00:52. | |
a year doubled in 2011. The latest official unemployment figures show | :00:52. | :00:59. | |
a new record high of 1,540 people registered as actively seeking work. | :00:59. | :01:02. | |
But it's the young who are hardest hit, nearly one in three jobseekers | :01:02. | :01:10. | |
are under 25. Is it a simple case of tough economic times or could | :01:10. | :01:14. | |
job-seekers do more to help themselves? | :01:14. | :01:18. | |
Trawling the job ads on line surrounded by encouraging messages. | :01:18. | :01:21. | |
But the situation is far from encouraging, with jobseekers | :01:21. | :01:31. | |

numbers at a record high. It is the 16 to 19-year-old to form | :01:32. | :01:36. | |
the highest group of unemployed with 250 teenagers out of work. | :01:36. | :01:46. | |

They are closely followed by the 22 for No 24 year-olds. Social | :01:47. | :01:53. | |
security minster Senator Franics le Gresley admits it is a problem. | :01:53. | :01:57. | |

workplace. Some people go travelling and things like that but | :02:01. | :02:05. | |
there comes a time where you cannot remain in education and you have to | :02:05. | :02:12. | |
get into employment. But there is hope. Allessia Zammataro has a job | :02:12. | :02:15. | |
now, a good job working for trust company Ogier. But it's not the job | :02:15. | :02:18. | |
she initially wanted. After getting a degree in criminology she | :02:18. | :02:21. | |
struggled to find any relevant work in Jersey and she remembers how | :02:21. | :02:25. | |
demoralising it was. I think it was about two-and-a-half months. I | :02:25. | :02:30. | |
found a really boring. I was trying my best to get a job and there was | :02:30. | :02:34. | |
not much at all. Everybody wanted someone with experience and | :02:35. | :02:38. | |
obviously I needed to get that experience which I did not have. | :02:38. | :02:40. | |
Allessia had to adjust her career expectations to what jobs were | :02:40. | :02:43. | |
available. But with money in her pocket and new colleagues to | :02:43. | :02:49. | |
socialise with, it's turned her life around. I have got a nice | :02:49. | :02:53. | |
routine now so I go to work and they go to the gym and ago own. | :02:53. | :02:57. | |
That is stability and I enjoy coming to work which is good. | :02:57. | :03:00. | |
The figures show that over 1,500 people aren't as lucky as Allessia. | :03:00. | :03:06. | |
Jersey's challenge will be to match them to a changing jobs market. | :03:06. | :03:10. | |
Guernsey States have elected a new Education Minister. But the | :03:10. | :03:14. | |
outgoing Minister, Carol Steere, didn't go quietly. She today called | :03:14. | :03:17. | |
for a full judicial review into the situation which led to her | :03:17. | :03:21. | |
resigning. Let's join Penny Elderfield in our Guernsey studio | :03:21. | :03:31. | |

now. So first of all Penny, who's replacing Carol Steere? | :03:31. | :03:37. | |
Why does she want to have a review? Well, of the three candidates in | :03:37. | :03:41. | |
the running, Robert Sillars got the job, with 26 votes. His focus will | :03:41. | :03:47. | |
of course be raising standards at the island's high schools. Working | :03:47. | :03:51. | |
with the head teachers and the senior management and involving | :03:51. | :03:57. | |
parents and children. I would like to say that the children have not | :03:57. | :04:01. | |
failed. They have always said that the children have failed but it is | :04:01. | :04:04. | |
the system that have let them down and this is so important to get | :04:04. | :04:07. | |
that right. And Deputy Steere has asked for a | :04:07. | :04:11. | |
judicial review. Why? Disappointing GCSE results at the | :04:11. | :04:14. | |
state's highschools is what started all this. They highlighted the low | :04:14. | :04:17. | |
standards and indicated that some children had been badly let down by | :04:17. | :04:21. | |
the system. That was confirmed by this month's Mullekrin Report which | :04:21. | :04:23. | |
criticised the Education department as a whole. Deputy Steere has made | :04:23. | :04:27. | |
it clear she's not happy with how all of this came about and that's | :04:27. | :04:34. | |
why she wants the review. manner in which statements have | :04:34. | :04:40. | |
been made in the public and in particular claims being directed at | :04:40. | :04:44. | |
the current director of education. Things that greatly concern me and | :04:44. | :04:48. | |
I believe should never have been said and are inappropriate. The | :04:48. | :04:51. | |
fact that they have not been backed up with evidence. | :04:51. | :04:55. | |
What do other deputies think? I've not managed to speak to | :04:55. | :04:58. | |
everyone but listening to the speeches this afternoon, there is a | :04:58. | :05:01. | |
sense of urgency to sort out the problems. So there may be those who | :05:01. | :05:11. | |

The internet gambling company Playtech has applied for a licence | :05:15. | :05:19. | |

but last year the company announced plans to set up a small number of | :05:42. | :05:44. | |
clothes shops. Sandpiper CI have the franchise, but haven't | :05:44. | :05:49. | |
confirmed when they'll open, or where the shops will be. | :05:49. | :05:52. | |
A Jersey naval officer has helped capture a band of Somali pirates in | :05:52. | :05:56. | |
the Indian Ocean. Third Officer Will Jackson, who attended Victoria | :05:56. | :05:59. | |
College, steered the naval ship alongside the pirate's boat so it | :05:59. | :06:03. | |
could be seized. 13 Somali pirates were found on board together with a | :06:03. | :06:09. | |

high and low water, Guernsey has one of the biggest tidal ranges in | :06:31. | :06:36. | |
the world. And that coupled with fairly strong winds and waves could | :06:36. | :06:41. | |
mean a future powered by renewable energy. But before anyone gets | :06:41. | :06:44. | |
carried away, a new report is saying it'll be more like the 2020s | :06:44. | :06:54. | |
before anything significant is produced. I think there are a range | :06:54. | :07:01. | |
of reasons why. The technology is not there yet. We need to wait for | :07:01. | :07:06. | |
proven technology. There was a lot of technology about but it is not | :07:06. | :07:11. | |
proven. We do not want to be a very early adopter. The cost is ready | :07:11. | :07:15. | |
quite prohibitive at the moment so we need to ensure that the price is | :07:15. | :07:17. | |
right for business and the local consumer. | :07:17. | :07:21. | |
But while the 2020s may seem a long way off there are some who feel the | :07:21. | :07:24. | |
island will be producing some form of renewable energy within five | :07:24. | :07:30. | |
years. We should start things off before 2020 and we should have a | :07:30. | :07:37. | |
certain amount of offshore wind in the water by 2018 and by 2020 we | :07:37. | :07:43. | |
should have a sizable array of tidal turbines -- tidal turbines. | :07:43. | :07:46. | |
Some have questioned how long it's taken for Guernsey to embrace | :07:46. | :07:48. | |
alternative energy. Well, the waiting will go on until 2020, by | :07:48. | :07:51. | |
which time it's claimed a quarter of the island's domestic power | :07:51. | :08:01. | |
