Good evening. The headlines this evening:

:00:07.:00:10.

A major step forward for tidal power - Alderney signs a deal that

:00:10.:00:16.

could net it millions of pounds a year.

:00:16.:00:21.

Also in tonight's programme: Fancy a stiff drink? Why ordering a

:00:21.:00:23.

bottle of wine in Jersey is set to change.

:00:23.:00:28.

And ho! Ho! Ho! - it may only be February, but find out why

:00:28.:00:38.
:00:38.:00:42.

Christmas trees are set to pop up Alderney is one step closer to

:00:42.:00:46.

developing one of the world's largest tidal energy projects. Two

:00:46.:00:50.

agreements were signed today at the Anglo-French summit in Paris. The

:00:50.:00:53.

deal involves connecting the island to the UK and France with an

:00:53.:00:57.

electricity cable. The announcement comes from Alderney Renewable

:00:57.:01:00.

Energy - or ARE, a private company with a licence to develop tidal

:01:00.:01:03.

power in Alderney's waters. I spoke to our Guernsey reporter Penny

:01:03.:01:05.

Elderfield earlier. She began by explaining just how significant

:01:05.:01:15.
:01:15.:01:17.

this deal is. It is usually see dividend. We are talking about two

:01:17.:01:22.

deals. The first allows the French company be able macro put ordinary

:01:22.:01:28.

turn binds on the seabed. They have already put them into the bay of St

:01:28.:01:32.

Malo so they know that they work. They say they can produce four

:01:33.:01:41.

gigawatt of power. The second deal is between ARE, DCNS and Britain

:01:41.:01:47.

and France to connect the cable. It means that Alderney will be close

:01:47.:01:53.

to seeing some of the benefits. means the project will reach

:01:53.:01:57.

fruition in a timely fashion. It means an increase in economic

:01:57.:02:04.

activity. It means Alderney will receive the royalties from the

:02:04.:02:11.

electricity generated. Do you know how much money it is likely to be?

:02:11.:02:16.

It is early days, so hard to put a figure on it. But ARE say it was

:02:16.:02:23.

all built now, it would generate around 11 million per year.

:02:23.:02:31.

There's potential in it for the company ARE. Alderney States but

:02:32.:02:35.

say it is too early to talk figures but that it is a good story for the

:02:35.:02:43.

island. It puts us at the forefront of the production of tidal energy.

:02:43.:02:46.

It will mean some work on the island, as well as in France. I

:02:46.:02:52.

don't think there are any negative effects. So the agreements have

:02:52.:02:56.

been welcomed. The next step will be to install these massive tear

:02:56.:03:03.

Bines. But it won't happen overnight. ARE does not expect it

:03:03.:03:09.

to be operational for another five years.

:03:09.:03:11.

Jersey's known for having the highest alcohol consumption rate in

:03:11.:03:14.

Europe, with one in 20 islanders now dependent. Well, one local

:03:14.:03:16.

business is encouraging people to drink responsibly. Jersey Potteries

:03:16.:03:19.

is publishing the percentage content of alcohol on its wine

:03:19.:03:29.
:03:29.:03:29.

lists. Beckie Williams has been finding out what diners think.

:03:29.:03:33.

love a roll-up but I know it is going to give me a hangover.

:03:34.:03:37.

Showing alcohol units on wine lists. It's a new initiative by Jersey

:03:37.:03:40.

potteries to help customers monitor just how much they're drinking. And

:03:40.:03:46.

it seems to be going down well. know you can only drink so much

:03:46.:03:50.

without being drunk and over the limit. It is a good idea. The more

:03:50.:03:53.

information that the public has, the more informed choice they can

:03:53.:04:00.

make. If they want to end up with a headache, the facts are before them.

:04:00.:04:05.

If you come out with a large class of 14% wine, you know you will be

:04:05.:04:11.

over the limit for driving. We have done this because we know from

:04:11.:04:15.

surveys that particularly young people are wanting slightly lighter

:04:15.:04:22.

wines. The southern hemisphere wines are getting up to 14%, and I

:04:22.:04:28.

believe they are a bit too strong. Jersey has the highest alcohol

:04:28.:04:33.

consumption in Europe. 5% of the island is dependent. Women are the

:04:33.:04:40.

most vulnerable, especially those between 16 and 34. I think there's

:04:40.:04:45.

a mythology that one glass of wine is one unit of alcohol. You can be

:04:45.:04:53.

drinking more than a women's unit in one glass of wine. So if people

:04:53.:04:58.

don't realise that already, it is time they did. This is a good mood

:04:58.:05:08.
:05:08.:05:08.

in that direction. And the health authorities want

:05:08.:05:10.

even more local businesses to encourage responsible drinking.

:05:10.:05:14.

Diners here in St Brelade certainly think it will make them think twice.

:05:14.:05:16.

Levels of legionella bacteria in parts of Guernsey's Princess

:05:16.:05:19.

Elizabeth Hospital are still unacceptably high. The whole of the

:05:19.:05:22.

PEH water system was flushed with chemicals on two separate Sundays

:05:22.:05:26.

in January after the discovery of the bacteria. Now the Health

:05:26.:05:28.

Department will re-treat the water supply in the clinical block after

:05:28.:05:32.

further testing. The Department stresses no-one at the hospital has

:05:32.:05:37.

suffered any ill effects and the water is safe to use.

:05:38.:05:40.

There's a call for health prescription charges to be re-

:05:40.:05:44.

introduced in Jersey. Deputy Geoff Southern says the decision to make

:05:44.:05:48.

them free in 2008 damaged the healthcare system. He's proposing

:05:48.:05:53.

islanders should pay 3 for a prescription. The Deputy suggests

:05:53.:05:56.

the money could provide free visits from the family doctor, repeat

:05:56.:05:59.

prescriptions, X-rays and scans at the hospital for those on low

:05:59.:06:03.

incomes. The proposal will be discussed by states members in

:06:03.:06:13.
:06:13.:06:13.

April. What we are seeing is that since 2008 we have seen

:06:13.:06:19.

prescriptions rise by almost one- third. Meanwhile the number of

:06:19.:06:22.

people on the insurance scheme has only risen by 10%. At the same time,

:06:22.:06:29.

we have seen that visits to the doctor have gone down.

:06:29.:06:32.

A site that's sat derelict in Guernsey for two decades could

:06:32.:06:35.

finally see some development. The future use of the former GT cars

:06:35.:06:37.

site on Bulwer Avenue is being looked at by the Environment

:06:37.:06:40.

Department. Contamination limits what can be built there but housing

:06:40.:06:44.

and light industrial units could be possible in certain areas. The

:06:44.:06:47.

department says it's important the site, which has become a bit of a

:06:47.:06:56.

dumping ground, is finally put to use. It really is a bit of a blot

:06:56.:07:02.

on the landscape. It is a main route between St Peter Port and St

:07:02.:07:05.

Sampson's. It is part of the settlement area within the urban

:07:05.:07:11.

area plan. It is about time that we did try to achieve something with

:07:11.:07:15.

Guernsey has revealed a new, quirky weapon in the battle against

:07:15.:07:19.

coastal erosion - old Christmas trees. Over the years some of the

:07:20.:07:23.

island's sand dunes have suffered from people damaging them. And now

:07:23.:07:26.

the authorities have decided to recycle the trees to help restore

:07:26.:07:31.

the natural coastal defences. Mike Wilkins reports.

:07:32.:07:35.

The coast of Guernsey has to put up with a lot. The elements constantly

:07:35.:07:38.

smash against the shore but there are man-made defences in place to

:07:38.:07:44.

protect the land from the sea. Sand dunes are part of that coastal

:07:44.:07:47.

defence system, but many have been damaged by the waves and also from

:07:47.:07:54.

people walking through them. And now a new weapon has been revealed

:07:54.:08:03.

as a means of combating the coastal erosion our christmas trees. These

:08:03.:08:07.

will trap the sand as it comes up the beach and allow us to replant

:08:07.:08:12.

the new tunes. The sand dune wants to be further forward, but because

:08:12.:08:16.

it has been damaged and the vegetation over the top have

:08:16.:08:19.

disappeared, it has made it more vulnerable. The Christmas cheese

:08:19.:08:25.

will help to stabilise it. -- Christmas trees.

:08:25.:08:28.

This technique has been used in some parts of the UK for the last

:08:28.:08:31.

decade, and the beach here at Grandes Rocques on the west coast

:08:31.:08:34.

is the first in Guernsey to get the Christmas tree treatment. However,

:08:34.:08:37.

the fir and spruce can't be relied on for complete protection. The

:08:37.:08:43.

public are being encouraged to respect the delicate dunes. Can't

:08:43.:08:46.

blame children. But at the end of the day we would rather that people

:08:46.:08:53.

didn't. By all means walk to the beach but don't trample on the path.

:08:53.:08:57.

So, a new lease of life for these festive trees but time and tide

:08:57.:09:05.

will tell if they'll see out the seasons. We will keep you posted on

:09:05.:09:08.

how well they do. Could an old cemetery in St. Peter

:09:08.:09:12.

Port be given a new lease of life? The centuries-old Brothers Cemetery

:09:12.:09:15.

in town is currently closed to the public for safety reasons, but

:09:15.:09:18.

work's started to assess the damage and see if it can be restored.

:09:18.:09:21.

There's even an idea to turn it into a woodland garden.

:09:21.:09:24.

It's not your average day in the office, but for this team of

:09:24.:09:29.

historians, charting all the tombs in this cemetary is today's job.

:09:29.:09:32.

It's a site that's not short of stories - the resting place of

:09:32.:09:37.

former bailiffs, of a woman who lived through three centuries. But

:09:37.:09:40.

it's one that's in need of some work, especially if it's ever to be

:09:40.:09:49.

opened up to the public again. the moment it is not suitable for

:09:49.:09:57.

access because there is a risk to the public from its off reports

:09:57.:10:04.

that a collapsing. Before the public access is available, as I

:10:04.:10:09.

hope it does, that sort of thing will have to be sorted out.

:10:09.:10:12.

The town constables were keen to create another green space in this

:10:12.:10:15.

busy bit of St. Peter Port. But their plans for a woodland garden

:10:16.:10:19.

here have been put on hold so that a proper survey could be carried

:10:19.:10:28.

out. I have a strong suspicion that to turn it into the garden that we

:10:28.:10:32.

want, possibly that is drifting away a little. Never the less, it's

:10:32.:10:36.

something can be achieved by a compromise then we will certainly

:10:36.:10:41.

look at that. If we really can't do much with it except a bit as it is

:10:41.:10:46.

and repair everything, which the cost would be phenomenal, then

:10:46.:10:53.

possibly it would be left like it is to deteriorate. I think that

:10:53.:10:56.

would be a crying shame. We may not know what will happen

:10:56.:11:00.

here in future. The concern is if nothing is done then this is a bit

:11:00.:11:04.

of Guernsey's history which could of Guernsey's history which could

:11:04.:11:05.

of Guernsey's history which could of Guernsey's history which could

:11:05.:11:05.

eventually be lost forever. Now the eventually be lost forever. Now the

:11:05.:11:13.

weather. What is it going to be like? After a fairly cloudy and a

:11:13.:11:16.

mild and quiet week of weather, there is a change to come across

:11:16.:11:22.

the weekend. For tonight, still relatively settled and cloudy. But

:11:22.:11:25.

overnight, these weather fronts are going to make their way down from

:11:25.:11:28.

the north. Still a dry start to tomorrow. It is going to turn what

:11:29.:11:33.

for a while in the afternoon. Those fronts do clear away by Sunday,

:11:33.:11:38.

leaving behind a breach of high pressure. It should be clearer by

:11:38.:11:45.

Sunday, but Courier as well. For tonight, still a lot of cloud in

:11:45.:11:51.

the sky. That keeps things mild overnight. The winds from the west

:11:51.:11:55.

and South West, temperatures no lower than six or seven Celsius.

:11:55.:11:58.

Again, a fairly overcast started the day, but at least try in the

:11:58.:12:04.

morning. Patchy, light rain first. As we go through the afternoon, it

:12:04.:12:14.
:12:14.:12:16.

will be quite wet. Some dastardly Windermere or -- wind. Out at sea,

:12:16.:12:26.
:12:26.:12:27.

some rain later on. The winds from the South West. Times of high water

:12:27.:12:37.
:12:37.:12:45.

for tomorrow... For the surfers, not much use for surf tomorrow. The

:12:45.:12:49.

outlook - it does clear by Sunday, so perhaps a fairly cool start to

:12:49.:12:54.

the day, but at least some fine and dry weather. Throughout the day on

:12:55.:12:59.

Monday we have got a bright and cold start, but increasingly cloudy

:12:59.:13:03.

through the day. Some thicker cloud through the day. Some thicker cloud

:13:03.:13:13.
:13:13.:13:16.
