Hello and welcome to the programme. A smart move to make? More drivers

caught for using their mobiles at the wheel and this time smartphones

are to blame. Also on Wednesday's programme, jobs

on the up? Why more people are working but unemployment is still

at record levels. And Delancy Development, one of

Guernsey's most well known parks is Islanders are putting lives at risk

by using mobile phones at the wheel. And the rise of the smartphone has

created an even bigger danger. There's been a sharp increase in

those caught for texting, tweeting Mobile phones have come a long way

but our need to be constantly connected is putting lives at risk.

Drivers are texting, tweeting and even using Facebook at the wheel.

Officers from Guernsey's roads policing unit literally pick up the

pieces when there's a crash caused by a phone. We get complaints of

people using the phone as they are drive them, not only speaking but

also using the applications. Paul Newman's sister was killed by a

driver texting at the wheel. He set up a road safety charity in her

memory. It is unbelievable that people want to access Facebook and

Twitter while they are driving. I don't know why they would want to

do that. You can imagine how incredibly dangerous fighters.

Police stopped a driver. He is on his mobile. His case will go to

court. It might be a smart phone but police say using one at the

wheel is a stupid risk. A man from Jersey who was chosen to

carry the Olympic flame this summer has been charged with indecently

assaulting children. 76 year-old Ralph Mauger has been charged with

three counts of indecently assaulting children aged between

five and 14. The alleged offences date back to an eight year period

from the late 1990s. A court hearing into the ferry

crash in which a French fisherman died near Jersey will take place

before the summer, according to the French prosecutor. The Condor

Vitesse passenger ferry was on its way from St Malo to Jersey, when it

collided with a fishing boat in thick fog on this day last year.

42-year-old Philippe Lasaulnier died while two others were rescued

from the water. Employment in Jersey is at it

highest level for 15 years. At the end of last year almost 54,000

people were working. A 1% increase from 2010. But how can employment

be on the rise as well as unemployment?

Ngaio Miller is one of over200 people who started their own

business last year. She launched her promotions company in September.

I found out I was pregnant and knew I wouldn't be able to carry on

working. I thought it would be the best of both worlds. I could set up

a business from home and still look after my son. And it's because of

businesses like hers that employment has increased in Jersey.

There were fewer full time positions but like more people are

taking on part time work to fit around their lifestyle. Many people

have full-time jobs and they are doing it as an extra on the side.

Either for fun or they want extra money or something. It also does

help out those that maybe have finished school and are not as

university yet, or who have finished university and can find a

job. It's probably driven by necessity. Households are feeling

the challenges of the current climate. Inflation is rising.

have thought increasing employment would mean falling unemployment.

But that's not the case. Unemployment is also rising,

reaching a record high last month. One possible reason is the 12,000

people who have moved to the island in the past five years. They may

have maintained the economy but may have also increased unemployment

amongst locally qualified residents. So while the battle of the jobs

market continues, the States are relying on people like Ngaio to

create jobs to lead us out of the recession.

Aurigny says initial investigations have been completed into the engine

failure on one of it's aircraft yesterday. The airline's first

flight to Southampton had to return to Alderney 15 minutes into its

flight, after the pilot saw that the rear engine pressure was

falling and part of the cowling, which enshrouds the engine was lose.

The airline says the engine will now be given a full strip down for

further analysis. A tax amnesty in Guernsey has

raised nearly �2.5 million. 150 people took advantage of the scheme

but the Director of Income tax says it was a one off deal and from now

on anyone avoiding tax will be prosecuted.

The future of a planned development at the former Pontin's site at

Plemont in Jersey could be decided within three months. The planning

minister has called in a UK planning inspector to carry out a

public inquiry into the development, which could see the old holiday

camp demolished and homes built there instead.

The way taxis in Jersey operate could change. Proposals include

ending the two tier system of rank taxis and pre-booked cabs and

introducing a maximum price for all taxi fares. Other possible changes

include modernising cabs to include chip and pin machines, more access

for the disabled and introducing taxi sharing.

Yellow signed taxis sit at the rank in St Helier, a prime spot in town

where customers needing a ride can easily find a taxi, at least at

this time of day. At the harbour, white signed cabs wait for a

message telling them where to pick up there next customer. For the

last decade Jersey has operated a two tier taxi system yellow and

white cabs -booked. But research shows that many customers don't

know the difference between the two types of cab. We cannot pick up if

their ranks here. If there's a queue of people and it is raining,

that has got to be wrong. Transport and technical services is

conducting a review of the taxi system. A it is to make the

industry more efficient. Hopefully they will come down. The drivers

will make a better living because the service will be used more

efficiently. This is the pamphlet and questionnaire being handed out

to members of the public. There are over a dozen questions asking

things like, do people think there should be a maximum fare? Do people

want any taxi to be able to pick up from all ranks and promises? What

do people think about sharing taxes? They've had to wait for ten

years for the privilege of being a rank driver, longer than it takes

to train to be a brain surgeon. We've received no subsidies and it

is a good system. Let it be. suggestion is that customers who

may have had too much to drink on a Saturday night should clear up

their own mess, should they make one.

Plans for Delancey Park have now been approved.

It is a gorgeous day to be Inver Park and this is a park with an

exciting future. Big plans, including using display equipment

have just been approved. With me to tell me more is Alex Rogers, who is

involved. What is going to be happening? We have had approval for

the play areas which has taken time arriving but we will now get the

go-ahead for the playground areas. Also, a kitchen garden. We are

delighted. These things take time and obviously, from our point of

view, we have to be patient in getting the appropriate approvals.

We have to look at the final details. A lot of the approaches

we've had from the community have been crying out for facilities to

bring their kids to and grandchildren to etc. I think it is

overdue. If the money is raised and the work is done, what happens next

to ensure it is maintained? Currently, there is a lease between

the parish and the states through culture and leisure. But needs to

be either extended, renewed or clarity given in terms of ownership

for the future. For my trusty point of view, it wouldn't be appropriate

for us to spend money we've raised and equipment and not have

assurances as to how it would be maintained. -- for a trusty point

of view. It may be flat at the play equipment is in need of TLC but

there is one thing that is already Hello, good evening. Rather than

talk about more of the same, I ought to mention the chance for

rain is very limited across the islands. I know many are talking

about the possibility of some real problems due to lack of rain. There
