Good evening and welcome to bbc Channel Islands news. The top story | :00:08. | :00:12.
is: As abuse victims are told they can claim compensation, there's a | :00:12. | :00:18.
warning many will be too traumatised to do so. Also on | :00:18. | :00:21.
Friday's programme - all change as a new bus operator takes to | :00:21. | :00:30.
Guernsey's roads. After a taste of summer, we return | :00:30. | :00:34.
to springtime conditions for Easter. It is turning cloudy and cooler | :00:34. | :00:40.
This weekend, some sunshine with a chance of an April shower. More | :00:40. | :00:50.
:00:50. | :00:54. | ||
Victims of child abuse at Haut de La Garenne and other care homes in | :00:54. | :00:57.
Jersey risk being traumatised by the process of applying for their | :00:57. | :01:02.
compensation - that's according to the Jersey Care Leavers Association. | :01:02. | :01:05.
A compensation scheme has been set up by the states to award | :01:05. | :01:12.
individuals who suffered physical and sexual abuse up to 60,000 each. | :01:12. | :01:15.
But to get the money victims will have to once again retell their | :01:15. | :01:19.
stories. Rachel Royce reports. Around 100 victims of physical and | :01:19. | :01:22.
sexual abuse in Jersey's care homes are expected to claim compensation | :01:22. | :01:28.
for their suffering as children. The Historic Redress Scheme was set | :01:28. | :01:31.
up to help victims move on with their lives by acknowledging the | :01:31. | :01:38.
damage that was done to them as children. But since the scheme was | :01:38. | :01:41.
announced the Jersey Care Leavers Association has been flooded with | :01:41. | :01:44.
calls from victims who don't know if they can bring themselves to | :01:44. | :01:53.
fill out the claim forms. There will be a lot of trauma and many do | :01:53. | :01:57.
not want to relive the experiences and they will have to. The most | :01:57. | :02:05.
traumatic side is to be interviewed by a psychiatrist, in some cases | :02:05. | :02:10.
they will not have to. I've spoken to some victims that will not do it, | :02:10. | :02:14.
they're too scared. One or two said they are worried they will be | :02:14. | :02:20.
locked up. For a victim, what happens when the retell the story? | :02:20. | :02:24.
They seem to go back into that state they were in when they were | :02:24. | :02:30.
being abused. One in particular feels like the child she was, it | :02:30. | :02:36.
really is affecting many in that way. One possible consequence of | :02:36. | :02:39.
the schemes fact finding forms is that more evidence of child abuse | :02:39. | :02:42.
could come to light if victims that haven't come forward in the past | :02:42. | :02:46.
come forward now and recount their experience. Police said in a | :02:46. | :02:49.
statement today, "As with any case if an alleged victim comes forward | :02:49. | :02:52.
with new evidence we would take it seriously and investigate | :02:52. | :03:00.
appropriately." Victims are not obliged to take part in the scheme, | :03:00. | :03:04.
nor do they have to accept any offer it makes. | :03:04. | :03:08.
It was put in place as an alternative to court because court | :03:08. | :03:11.
is expensive and can be time- consuming. Above all, it was meant | :03:11. | :03:21.
:03:21. | :03:30. | ||
be part of a healing process, not another trauma to be relieved. | :03:30. | :03:32.
With a contract now signed, Guernsey's buses are this week | :03:32. | :03:35.
being handed over to a brand new operator. From Sunday, HCT will be | :03:35. | :03:38.
in charge of running them instead of Island Coachways. Penny | :03:38. | :03:41.
Elderfield reports. It's all change on Guernsey's buses and I'm not | :03:41. | :03:43.
talking about passengers. Because this weekend a new company will | :03:43. | :03:46.
take over running them. Meaning all of the Island coachways logos will | :03:46. | :03:51.
be coming off and the new CT Plus ones going up. But passengers | :03:51. | :03:58.
shouldn't notice too much else changing - for now at least. Two or | :03:58. | :04:01.
three years down the line there will be new fleets and different | :04:01. | :04:06.
vehicles and a mix of different vehicles. Initially, it is to run a | :04:06. | :04:11.
good service. Island coachways said last year it couldn't accept the | :04:11. | :04:14.
contract on offer. So after a decade of running the service, do | :04:14. | :04:21.
they have any regrets? You can always do things | :04:21. | :04:27.
differently but we are proud of what we achieved, very proud and we | :04:27. | :04:31.
look at passenger growth and the service, I walk away with my head | :04:31. | :04:36.
held high and I am proud. States had to work quickly to find | :04:36. | :04:39.
another company to keep the service running. So has it come at an extra | :04:39. | :04:46.
cost? It is mutually advantageous, a good deal for both sides and I am | :04:47. | :04:51.
confident Guernsey will get good value for money and the team will | :04:51. | :04:54.
see advantages to working with us. And that's a contract that was | :04:54. | :04:58.
signed today. Meaning from Sunday it will be up to the new company | :04:58. | :05:02.
what route to take the service down in future. | :05:03. | :05:09.
Teaching standards, pupil behaviour and school management. All areas | :05:09. | :05:12.
where Guernsey's La Mare De Carteret High School is under- | :05:12. | :05:14.
performing, according to an inspectors report out today. | :05:14. | :05:16.
Education says it's a fair assessment of the school, which has | :05:16. | :05:20.
been in the spotlight after poor GCSE results last year. But the | :05:20. | :05:28.
department says work is already underway to improve the situation. | :05:28. | :05:33.
I can see why people would be concerned, some results were poor | :05:33. | :05:37.
but we are doing everything possible to raise the standards in | :05:37. | :05:44.
teaching at the School as quickly as possible and for the long term. | :05:44. | :05:46.
Sandpiper has announced it's to close both its Gourmet Burger | :05:46. | :05:49.
Kitchen outlets in Jersey and Guernsey on Good Friday. The | :05:49. | :05:52.
company say they've worked hard to make the restaurants work but | :05:52. | :05:57.
disappointing results mean it'll concentrate on new ventures. 15 | :05:57. | :06:00.
staff across both islands will be redeployed in other areas of the | :06:00. | :06:05.
business. Union members and Jersey government | :06:05. | :06:08.
Ministers have been meeting amid fears of potential job losses at | :06:08. | :06:13.
the Jersey dock workers George Troy and Sons. Unite representative Nick | :06:13. | :06:16.
Corbel says negotiations are at a very delicate stage but that | :06:16. | :06:18.
meetings with Ministers have been constructive, and every possible | :06:18. | :06:25.
option's being explored. There are concerns about the effect on island | :06:26. | :06:28.
freight after the UK government decided to end Low value | :06:28. | :06:33.
consignment relief which has hit fulfilment businesses. George Troy | :06:33. | :06:39.
and Sons have declined to comment. Meanwhile, it'll soon cost more to | :06:39. | :06:42.
post a letter from Guernsey. Stamp prices are going up from May the | :06:43. | :06:46.
first. You'll have to pay thirty- nine pence for local letters and | :06:46. | :06:49.
fifty-three pence for the UK. Guernsey Post is blaming the loss | :06:50. | :06:52.
of Low Value Consignment Relief, declining mail volumes and | :06:52. | :07:00.
increases in Royal Mail charges. They're thought to be a secret | :07:00. | :07:02.
society, but Yarborough Lodge of the Freemasons in Jersey are openly | :07:02. | :07:05.
celebrating two hundred years of being in the island and they're | :07:05. | :07:11.
looking for new members. Founded in 1812, they call themselves a | :07:11. | :07:16.
society of men concerned with moral and spiritual values. We sent Emma | :07:16. | :07:26.

Tucked away behind a quiet street - a society famed for its secret | :07:34. | :07:42.
ceremonies. Is alive and celebrating a milestone. Their | :07:42. | :07:45.
ceremonial room is rich in symbols representing the freemasons who | :07:45. | :07:49.
meet here. Peter Stoneman is a longstanding member and told me | :07:49. | :07:59.
:07:59. | :07:59. | ||
what it's all about. Brotherly love which is an | :07:59. | :08:05.
association of men, altogether, relief is where we help charities | :08:05. | :08:13.
and other situations which are needed and truth is a deeming of | :08:13. | :08:18.
knowledge about life. We illustrate that through some of the enactments | :08:18. | :08:22.
we do in the ceremonies. The group, or lodge has been meeting for 200 | :08:23. | :08:25.
years. They've had tough times. During occupation the Germans | :08:25. | :08:27.
ransacked their hall, stealing objects and destroying historical | :08:27. | :08:32.
documents. But they've restored it fully and now the group is going | :08:32. | :08:40.
strong with nearly 70 members. They are looking for more but women need | :08:40. | :08:45.
not apply. It was always an association of men and that is the | :08:45. | :08:50.
continuation. Some of the enactments we do in the service to | :08:50. | :08:57.
illustrate the things, some of it is to do with men. There's no | :08:57. | :09:04.
chance I could get in? I would love it but regrettably not. It seems | :09:04. | :09:09.
things haven't changed over 200 years. The Freemasons will be | :09:09. | :09:18.
keeping up the traditions with a special celebration this evening. | :09:18. | :09:23.
Another glorious day today, is it Another glorious day today, is it | :09:23. | :09:28.
set to continue? After some warm sunshine over the past week, we | :09:28. | :09:34.
returned to typical conditions this weekend and more cloud. We have had | :09:34. | :09:38.
high pressure for much of the past seven days and it's been making its | :09:38. | :09:43.
way westwards, we will start to see cooler air coming down from the | :09:43. | :09:48.
North also by tomorrow lunchtime a weather front coming from the North | :09:48. | :09:53.
feeding in more cloud. The wind will change direction. High | :09:53. | :09:56.
pressure again pushes the cold front away but we are left with | :09:56. | :10:02.
cloud. Some brightness for the weekend but it will feel colder. | :10:02. | :10:08.
Tonight, we start the weekend with a lot of clear skies. Some light | :10:08. | :10:14.
wind with mist patches developing by dawn. Overnight, around seven | :10:14. | :10:20.
Celsius. Some mistiness to watch out for first thing. Some | :10:20. | :10:24.
brightness and sunshine throughout tomorrow morning but by tomorrow | :10:24. | :10:28.
afternoon we will start to see more cloud. Temperatures getting closer | :10:28. | :10:34.
to the average for the time of year with the highs of 14 or 15. For the | :10:34. | :10:39.
coastal forecast, the weather will be mainly fair, some of mist | :10:39. | :10:44.
patches. Improving to good visibility later. The wind from the | :10:44. | :10:54.

weekend, generally cloudy, it will break up on Sunday with | :11:12. | :11:17.
