Hello, good evening and welcome to BBC channel Islands news on this | :00:07. | :00:13.
Friday, 13th April. And Edward Sault. Here Our top stories tonight. | :00:13. | :00:17.
Another blow from the UK. First LVCR, now the Channel Islands are | :00:17. | :00:22.
being targeted over pensions. Also on the programme tonight, digital | :00:22. | :00:27.
vision. Is taking a lesson from Dubai the answer for Jersey's jobs | :00:27. | :00:32.
woes? Had titanic memory, while a permanent memorial to one of the | :00:32. | :00:37.
island's survivors could be a step closer. He was a Jersey man, he was | :00:37. | :00:41.
on the Titanic, he gave a lot and he needs to be remembered. As well | :00:41. | :00:51.
:00:51. | :00:58. | ||
200 jobs are at risk in Guernsey tonight following the British | :00:58. | :01:01.
government's decision to clamp down on the island's specialised | :01:01. | :01:06.
overseas pensions products. In an attempt to prevent tax avoidance HM | :01:06. | :01:12.
Revenue & Customs has blacklisted almost all of Guernsey's Qualified | :01:12. | :01:16.
Recognised Overseas Pension Schemes, also known as QROPS. But as Mike | :01:16. | :01:22.
Liggins reports, there is more at stake than just jobs. | :01:22. | :01:25.
The UK's tax collector HM Revenue & Customs is under pressure to bring | :01:25. | :01:28.
in more tax, spurred on by a populist campaign of tackling tax | :01:28. | :01:33.
avoidance. And despite suffering a setback over low value consignments | :01:33. | :01:37.
relief a few weeks ago it now appears that Guernsey is once again | :01:38. | :01:43.
the firing line -- Low Value Consignment Relief. QROPS were | :01:43. | :01:46.
introduced as a way for British expats to transfer their pensions | :01:46. | :01:51.
overseas but HMRC has changed its rules so that only three of | :01:51. | :01:54.
Guernsey's 300 QROPS schemes are now acceptable. It means only | :01:54. | :01:57.
schemes for Guernsey residents will be accepted and up to 200 jobs are | :01:57. | :02:02.
now at risk. We don't think we have been treated fairly a talk. What we | :02:02. | :02:09.
did not expect was to find that overnight without warning the rules | :02:09. | :02:14.
would all change. HMRC did say that the removal from the list of | :02:14. | :02:18.
Guernsey's schemes was subject to further review and some feel there | :02:18. | :02:21.
could be scope to fight back. For some observers however the decision | :02:21. | :02:25.
that has been taken is another example of why the Channel Islands | :02:25. | :02:33.
should stand up and stick together. We are very close to Guernsey and | :02:33. | :02:39.
so far as possible we should be working together to combat the new | :02:39. | :02:43.
approach is that we are getting from European countries. But it is | :02:43. | :02:46.
not just 200 jobs -- at stake. Other pensions have been struck off | :02:46. | :02:53.
the list. Even the state's' you're -- own pension scheme has been | :02:53. | :02:59.
struck off the list. Teachers, firemen, policemen, cannot transfer | :02:59. | :03:03.
the benefits to go and see if they move here. Guernsey has a knack of | :03:03. | :03:06.
legitimately finding a way through the maze of UK tax legislation to | :03:06. | :03:09.
offer products to invest -- investors across the world but this | :03:09. | :03:16.
time it appears the Revenue is on their trail. | :03:16. | :03:19.
Meanwhile business leaders in Jersey have been debating how to | :03:19. | :03:23.
create more jobs in technology sectors to make up for some of the | :03:23. | :03:28.
job losses from the online shopping industry. Digital Jersey Limited | :03:28. | :03:32.
was set up to promote the island as a high-tech industry centre. Its | :03:32. | :03:36.
members met for the first time last night. | :03:36. | :03:41.
The future is digital, or so they tell us. They being a new panel of | :03:41. | :03:45.
local business people brought together to harness the potential | :03:45. | :03:50.
of this new technology. But what exactly will Digital Jersey Limited | :03:50. | :03:55.
do? Digital Jersey Limited will be looking to lobby and promote, to | :03:55. | :03:59.
target businesses to come to the island but we want local businesses | :03:59. | :04:07.
to aspire in the technology sector, so that is e-commerce, data hosting, | :04:07. | :04:11.
what services, we want those businesses to grow and develop. | :04:11. | :04:15.
Fibre-optic cables like these are being laid by just Italy comes | :04:15. | :04:18.
across the island. It will bring super-fast broadband to almost all | :04:18. | :04:22.
homes and businesses by the end of next year. It will put Jersey up | :04:23. | :04:26.
there with places like Dubai, whose economy has already benefited | :04:26. | :04:31.
hugely from this sort of technology. So the bottom line is will it | :04:32. | :04:35.
provide employment? It certainly will bring new jobs to the island. | :04:35. | :04:39.
What we are seeing his new businesses will come in, we hope | :04:39. | :04:43.
they will employ local people with the software skills that they need | :04:43. | :04:47.
so from the island's perspective it is certainly going to create a buzz | :04:47. | :04:51.
and we will see far more activity in the whole digital area. | :04:51. | :04:57.
Technology may be the future but what Josie needs now as those jobs | :04:57. | :05:01.
especially as the scrapping of low- value consignment -- of Low Value | :05:01. | :05:04.
Consignment Relief has put hundreds at risk. There will be high hopes | :05:04. | :05:11.
this new panel will deliver sooner rather than later. | :05:11. | :05:14.
Some good news today for young jobseeker's in Jersey. A record | :05:14. | :05:18.
number of trainees have been offered work as part of the | :05:18. | :05:22.
government's Advance To Work scheme. 48 trainees were taken on between | :05:22. | :05:26.
January and March, compared to 31 last year. The project brings | :05:26. | :05:31.
together jobseeker's and employees -- employers from a wide range of | :05:31. | :05:36.
industries. In sport, Jersey Rugby Club have | :05:36. | :05:39.
confirmed they will play Leicester Tigers in a pre-season game. The | :05:39. | :05:44.
match at St Peter has been set for 11th August. The Tigers are one of | :05:44. | :05:47.
England's top teams, third in the Premiership. The islanders could | :05:47. | :05:51.
clinch promotion to the Championship tomorrow if they can | :05:51. | :05:56.
beat Macclesfield and the other title contenders slip-up. | :05:56. | :05:59.
In lawn bowls players in Jersey will be able to have a game more | :05:59. | :06:04.
year round. Two grass services that Les Creux are being replaced with | :06:04. | :06:07.
synthetic carpets to save thousands of pounds on maintenance costs. | :06:07. | :06:11.
Some local clubs have argued it will change the pace of the game | :06:11. | :06:15.
but others say they need to get used to it. Simply adapt and the | :06:15. | :06:21.
adaption comes quicker the more you practise, so why can't see that -- | :06:22. | :06:27.
so I can't see that other members will play their tournaments and | :06:27. | :06:30.
practice on these greens, after a bit the difference will fade into | :06:30. | :06:35.
insignificance. You are watching the BBC and | :06:35. | :06:40.
Channel Islands. Later in Spotlight with Justin and Natalie, Grand | :06:40. | :06:43.
Combination, the horse from North Devon vying for success in this | :06:43. | :06:51.
year's Grand National. Stay tuned for that. 100 years ago | :06:51. | :06:56.
this Saturday a young Jersey man, Alfred Oliver, was running messages | :06:56. | :07:00.
to the wheel house on the Titanic when the disastrous collision with | :07:01. | :07:02.
the iceberg struck. He was one of the survivors but was so | :07:03. | :07:06.
traumatised that he never went to see again. He returned to Jersey to | :07:06. | :07:11.
bring up his family and is buried in the SEN -- in a cemetery at St | :07:11. | :07:15.
Saviour. A fund has been launched to create a permanent memorial to | :07:15. | :07:18.
him. When the Titanic sets sail on her | :07:19. | :07:22.
first and final voyage from Southampton to New York, Alfred | :07:22. | :07:25.
Oliver was one of the crew members. The 27-year-old quartermaster had | :07:25. | :07:29.
just had his first child but the sheer excitement of crewing the | :07:30. | :07:34.
world's most luxury as liner was a powerful draw. Alfred survived the | :07:34. | :07:39.
disaster but it shattered his life. He died at the age of 50 and is | :07:39. | :07:42.
buried in a simple plot in St Saviour cemetery. His grandson is | :07:42. | :07:47.
at the forefront of a campaign to remember him. Originally he was on | :07:47. | :07:53.
the bridge, on the Titanic. When he was coming back through the door he | :07:53. | :08:00.
saw the iceberg and the collision occurred. He was given messages by | :08:00. | :08:06.
the captain to run around the boat and after that he was ordered to | :08:06. | :08:10.
man a lifeboat. As the lifeboat was going down he noticed the plug was | :08:10. | :08:15.
not secured in the lifeboat, so he had to push past all the passengers | :08:15. | :08:20.
to put the plug-in. I am sure that saved the life boat from sinking. | :08:20. | :08:23.
fund has been set up to create a lasting memorial to Alfred Oliver | :08:23. | :08:28.
with the support of St Saviour Constable save it -- Sadie Rennard. | :08:28. | :08:33.
He was a Jersey man who was on the Titanic, he gave a lot. He rescued | :08:33. | :08:41.
people in the boat. He needs to be remembered. What happened that | :08:41. | :08:45.
terrible night still strikes a chord 100 years later. There are | :08:45. | :08:50.
many theories about the Angel of Death at this beast, the end of an | :08:50. | :08:55.
era. Now there will be one more story, the story of a man whose | :08:55. | :09:00.
actions saved lives. We will keep you posted with how | :09:00. | :09:04.
that fund progresses. The sun -- this Sunday a plaque | :09:04. | :09:09.
will be unveiled in St Peter Port remember 14 people from Guernsey | :09:09. | :09:15.
who died in the tragedy. One was Albert Denbuoy, who went down with | :09:15. | :09:24.
the ship. He performed considerable heroics. His nephew explains. | :09:24. | :09:30.
have books and papers. When she started going down he went down to | :09:30. | :09:35.
the cabin, three or four floors down and said to Guernsey women, | :09:35. | :09:40.
you have to go up, put your life jackets on and go when the boats. | :09:40. | :09:46.
He took them up to the deck and made sure they got on a boat. | :09:46. | :09:55.
Remarkable stories come on they? We can expect to colder weekend | :09:55. | :09:58.
ahead, a brisk north-easterly breeze setting in and we can't rule | :09:58. | :10:01.
out the possibility of showers especially tomorrow, Sunday | :10:01. | :10:06.
definitely the better of the two days ahead. We have a weather front | :10:06. | :10:09.
coming through south-west England at the moment. It will cross the | :10:09. | :10:13.
Channel and move towards us overnight. Things generally clouded | :10:13. | :10:18.
over. More showers later on tonight after a fine start. Showers again | :10:18. | :10:21.
tomorrow and generally a lot of cloud compared to more recently. On | :10:21. | :10:26.
Sunday, brisk north-easterly winds but a ridge of high pressure, they | :10:26. | :10:29.
should be a lot of sunshine to enjoy. A cold a fielder the air as | :10:29. | :10:35.
those Knorr for north-east winds set in. -- a Coldfield took the air. | :10:35. | :10:39.
The shares start to turn up in the morning. Temperatures as low as | :10:39. | :10:43.
five Celsius. Tomorrow, a lot of cloud. There may be sunny spells | :10:43. | :10:47.
developing here and there but on the whole, cloudy with a frequency | :10:47. | :10:51.
of showers continuing until the end of the date at temperatures of up | :10:51. | :10:56.
to ten Celsius. Feeling colder than that because of the brisk north- | :10:56. | :11:00.
easterly breeze. The winds freshened through the day. The | :11:00. | :11:10.
:11:10. | :11:29. | ||
The surfing beaches will be cleaner. The forecast for Saturday is rather | :11:29. | :11:33.
cloudy with showers. Sunday, in contrast, much brighter with some | :11:33. | :11:37.
sunshine. A cold feel to the day with winds from the north-east, | :11:37. | :11:40.
just nine Celsius is the top temperatures. Clouding over on | :11:40. | :11:46.
Monday. Wet weather arriving Monday night and into Tuesday. Here is the | :11:46. | :11:55.
Sunday looks the better day. If a flutter on the Grand National | :11:55. | :11:59.
tomorrow doesn't go away, tickets for the Jersey Hospice Care Million | :11:59. | :12:03.
Pound Lottery go on sale on Monday. Each ticket costs 300 with a total | :12:03. | :12:08.
prize fund of 1.3 million. The draw will be made on 14th September | :12:08. | :12:14. |
