straightforward. Arriving at the States, the only official candidate | :01:14. | :01:22. | |
for chief minister. And one other, relying on a rule change to allow | :01:22. | :01:25. | |
new politicians to stand. It should be the best person for the job. We | :01:26. | :01:29. | |
promote that we must get rid of discrimination, and yet we have a | :01:29. | :01:34. | |
rule which is discriminatory. It has to be somebody standing who has | :01:34. | :01:37. | |
four years' experience and are the last eight. It shouldn't be like | :01:37. | :01:41. | |
that. That's a rule the states agreed to change here today, | :01:41. | :01:45. | |
despite some concerns. To some extent the damage has been done in | :01:45. | :01:49. | |
terms of the reputation of the States before it had even met with | :01:49. | :01:54. | |
the quite public spats that have gone on. But I do hope that today | :01:54. | :01:58. | |
will be the end of it and we can move on. A hustings meeting had | :01:58. | :02:01. | |
already given Deputies the chance to get to know both candidates. And | :02:01. | :02:04. | |
with the race officially on and with the media and public listening | :02:04. | :02:11. | |
closely, it was decision time. declare deputy Howwood elected to | :02:11. | :02:17. | |
the post of Chief Minister. leaving the States victorious, | :02:17. | :02:23. | |
deputy Haward was well aware the hard work starts now. I'm surprised, | :02:23. | :02:27. | |
elated and also humbled, because the States have proposed a trust in | :02:27. | :02:32. | |
me which I hope I will discharge, I know why it will discharge. But in | :02:32. | :02:37. | |
every race there has to be someone who comes in second. To be honest, | :02:37. | :02:40. | |
it was a good opportunity for the States as a whole to have that | :02:40. | :02:45. | |
choice. They've made their choice. I will now get behind our new Chief | :02:45. | :02:50. | |
Minister and support him. I hope the whole states do that, I hope | :02:50. | :02:54. | |
the whole island does that as well because we've got a lot to do now. | :02:54. | :02:58. | |
It was the first decision the new states had to make. The next will | :02:58. | :03:02. | |
be picking the team that will sit alongside the Chief Minister on the | :03:02. | :03:10. | |
policy council. Something that will happen here next week. I spoke to | :03:10. | :03:13. | |
the new Chief Minister a few moments ago. He is one of a number | :03:13. | :03:17. | |
of new deputies in this election, in what was dubbed an election for | :03:17. | :03:23. | |
change. I asked him how he intended to deliver that. Because I'm coming | :03:23. | :03:27. | |
to the role of chief minister not having any political baggage, I can | :03:27. | :03:31. | |
approach it without any political preconceptions, with a totally | :03:31. | :03:36. | |
fresh slate and approach. One of the things we will have to do his | :03:36. | :03:40. | |
work on delivering greater co- ordination between the councils and | :03:40. | :03:43. | |
the various departments of the Policy Council, that will be one of | :03:43. | :03:47. | |
my top priorities. We also have to improve communication between the | :03:47. | :03:54. | |
policy council and the States itself. May's -- those are two | :03:54. | :03:59. | |
initiatives I will be starting quickly. The policy council will be | :03:59. | :04:03. | |
next -- your next job. Will there be lots of new faces and their or | :04:03. | :04:08. | |
will we see a lot of the old guard? I haven't even begun to think of | :04:08. | :04:14. | |
the nominations for the policy council. Isaac and -- I said I | :04:14. | :04:18. | |
wouldn't until after the elections. I can approach that with a | :04:19. | :04:24. | |
completely fresh pair of eyes. As I've always said, I want the right | :04:24. | :04:29. | |
person for the right job, irrespective of any thing previous. | :04:29. | :04:34. | |

have got on very well. I think we have similar views on policy. I | :04:38. | :04:45. | |
know he is interested in the Home Department. You have produced a | :04:45. | :04:48. | |
report on constitutional reforms. Why does what you've recommended in | :04:48. | :04:56. | |
the past, and if you are still committed to that? -- remind us | :04:56. | :05:01. | |
what you've recommended in the past. We recommended that we thought we | :05:01. | :05:05. | |
should go for an executive-style government. The States in 2002 | :05:05. | :05:10. | |
voted against that proposal. We continued with consensus government, | :05:10. | :05:14. | |
and I am committed to Co operate in with that style of government, | :05:14. | :05:18. | |
unless or until the style of government is further reviewed or | :05:18. | :05:24. | |
changed. Organisational aside, what are the big policy issues you want | :05:24. | :05:30. | |
to tackle first of all? The first priority has to be to deal with the | :05:30. | :05:35. | |
current deficit. We have to bring our expenditure into line with our | :05:35. | :05:43. | |
income. That will be the first priority. Another major priority is | :05:43. | :05:47. | |
to look at creating new initiatives for further growth within the | :05:47. | :05:52. | |
economy, by encouraging or facilitating new industries and new | :05:52. | :06:02. | |

ventures. Next, Jersey's government is preparing to take over the only | :06:03. | :06:07. | |
firm in the island that moves fried on and off ships. George Troy and | :06:07. | :06:11. | |
Sons handles 98 % of all sea cargo, and last week they went into | :06:11. | :06:16. | |
liquidation. That has led to fears that Jersey could grind to a halt. | :06:16. | :06:20. | |

out of the harbour. Now the company they work for has gone into | :06:24. | :06:28. | |
liquidation, bringing worries Jersey's freight services could be | :06:28. | :06:32. | |
