Talks over controversial changes to civil servants pension | :00:00. | :00:10.
good evening and welcome to BBC Channel Islands. Our top stories... | :00:11. | :00:16.
A top civil servant assaults a police officer at double the Diggle | :00:17. | :00:18.
Summit. Unions prepare for battles over | :00:19. | :00:25.
changes to public sector pensions. It is a prudent approach to a good | :00:26. | :00:31.
quality pension scheme because that avoids poverty in old age. | :00:32. | :00:37.
And let's get quizzical ` the brightest young brains of Jersey and | :00:38. | :00:41.
Guernsey compete for school and Ireland `` Ireland glory. | :00:42. | :00:51.
`` island glory. Guernsey's chief economist has been | :00:52. | :00:58.
sentenced to 70 hours of community service after punching a police | :00:59. | :01:00.
officer. He pleaded guilty to two charges at | :01:01. | :01:04.
Jersey's Magistrate's Court today. He had been representing the state | :01:05. | :01:08.
of Guernsey at the British Irish Council meeting last week. Top | :01:09. | :01:12.
officials from across the British Isles in Jersey having serious | :01:13. | :01:15.
discussions on the economy last week. | :01:16. | :01:18.
But missing from the second day of the conference was Guernsey's chief | :01:19. | :01:22.
economist, Doctor Andrew Sloan. He was being held in police custody. | :01:23. | :01:28.
The night before he had been thinking at the Hotel where the | :01:29. | :01:32.
conference took place when he became abusive to bar staff over the bill. | :01:33. | :01:35.
On returning to his room, he punched a police officer in the face who had | :01:36. | :01:41.
been trying to help them, was arrested and taken to custody. | :01:42. | :01:45.
Today, he was taken to Jersey Magistrate's Court. | :01:46. | :01:48.
He pleaded guilty to assaulting a police officer and being drunk and | :01:49. | :01:53.
disorderly on licensed premises. Sentencing him to 70 hours community | :01:54. | :01:57.
service and a fine of ?1000, the magistrate called the incident | :01:58. | :01:59.
disgraceful. She told Sloane you embarrassed your | :02:00. | :02:08.
island in front of people from businesses and other islands. | :02:09. | :02:10.
Leaving court, Sloane apologise for his actions. | :02:11. | :02:17.
As I said in court, I greatly regret the events of last Thursday night. I | :02:18. | :02:21.
apologise to people, particularly my wife, for the pain and suffering | :02:22. | :02:31.
caused. I apologise once again. Meanwhile, Guernsey's government | :02:32. | :02:36.
said it was at the `` unwilling to comment on individual employees, but | :02:37. | :02:39.
the council said accusations of poor conduct could lead to disciplinary | :02:40. | :02:43.
action and the States takes reputation seriously. | :02:44. | :02:51.
Going too far, too fast. That is the union's verdict to proposed changes | :02:52. | :02:56.
to public sector pensions and Guernsey. `` in Guernsey. Members of | :02:57. | :03:01.
the Association of States Employee Organisations are meeting this | :03:02. | :03:03.
evening to prepare their response to plans to increase the pension age | :03:04. | :03:06.
and employee contributions. They say the States have failed to provide | :03:07. | :03:09.
adequate justification for the changes. Mike Wilkins reports. | :03:10. | :03:12.
People are living longer, so pension costs are escalating. The government | :03:13. | :03:17.
in Guernsey feels the burden on the taxpayer is too high and needs | :03:18. | :03:19.
reform. The island is facing a ?500 million | :03:20. | :03:24.
shortfall, as there is less cash in the pensions pot. To address this, | :03:25. | :03:27.
the Government is proposing a number of changes. Under the plan, | :03:28. | :03:32.
retirement age is to go from 60 to 65. People will also have two p more | :03:33. | :03:39.
with contributions up by 1.5%. Final salaries will be scrapped with | :03:40. | :03:42.
the scheme instead based on average salaries. `` will have to pay more. | :03:43. | :03:49.
We would expect them to reach a point where they say we have done | :03:50. | :03:53.
everything we can and proposals are a reason for change, a reason for | :03:54. | :03:58.
compromise. If there is further opposition, then so be it. But I | :03:59. | :04:03.
think they will find that the vast majority of the public see the need | :04:04. | :04:07.
for these changes. While most public sector workers | :04:08. | :04:11.
still enjoy retirement guarantees linked to final salaries, much of | :04:12. | :04:15.
the private sector are in cheaper, less secure pension deals. | :04:16. | :04:19.
Union representatives feel it does not make the private sector right. | :04:20. | :04:24.
The States is taking a prudent approach about having a good quality | :04:25. | :04:28.
pension scheme because it avoids poverty in old age amongst its | :04:29. | :04:34.
employees. There are many employers out there prepared to maximise | :04:35. | :04:38.
profits by reducing the rate or the scale of the pensions system and | :04:39. | :04:42.
dumping the problem back on the taxpayer when those people retire. | :04:43. | :04:45.
This evening, the various unions will meet to decide what action to | :04:46. | :04:51.
take next. But as all parties grapple with how to pay for todaymy | :04:52. | :04:55.
workers when they retire, one thing is for sure that thousands will be | :04:56. | :04:57.
affected by whatever gets decided. The wing of the crashed Channel | :04:58. | :05:08.
Islands search plane has been moved to Jersey airport. The plane crash | :05:09. | :05:11.
landed on the north coast while looking for fishermen in a storm. | :05:12. | :05:14.
The rest of the plane will be removed tomorrow and will then be | :05:15. | :05:18.
shipped to Scotland to credit will be assessed whether it can fly | :05:19. | :05:26.
again. The final stage of a multi`million | :05:27. | :05:29.
pound scheme to stop flooding in Jersey is getting underway. | :05:30. | :05:32.
It was launched last year to protect properties that were flooded | :05:33. | :05:40.
one year ago, this machine started digging. And the result ` a shaft 23 | :05:41. | :05:48.
metres deep right in the middle of St Helier. It is where they will | :05:49. | :05:52.
lower the machine that will tunnel out a pair of storm drains. And this | :05:53. | :05:56.
is the drill that has been shipped in for the job. It is quite an | :05:57. | :06:00.
extensive one. Each tunnel will be 70 metres long ` all part of a major | :06:01. | :06:04.
project to improve the drainage here. The current system isn't good | :06:05. | :06:07.
enough. Three years ago, the drains burst during heavy rain in the | :06:08. | :06:09.
summer, flooding homes and businesses. Last year, the States | :06:10. | :06:13.
decided to spend ?4.5 million to stop that happening again. | :06:14. | :06:22.
It is very, very important. This whole area over to my right was | :06:23. | :06:26.
flooded so this new shaft system here will alleviate that problem | :06:27. | :06:28.
completely. The Treasury have been very good to us, we've had the | :06:29. | :06:32.
funding to proceed with this project. Once in place, the drill | :06:33. | :06:34.
will be switched on. Nicknamed Victoria Vole, she'll be | :06:35. | :06:37.
operated using a remote control. But drilling underneath such a built`up | :06:38. | :06:40.
area is no laughing matter. Engineers will have to make sure | :06:41. | :06:44.
they don't disturb any foundations. We've been very careful. We've been | :06:45. | :06:47.
monitoring vibrations to make sure there isn't any shakedown of any of | :06:48. | :06:51.
the buildings. We've installed monitoring points to look at the | :06:52. | :06:54.
ground water level and make sure that doesn't change. | :06:55. | :07:00.
The drilling is due to start in the new year and the tunnels should be | :07:01. | :07:04.
in place by the spring, bringing peace of mind to all those flooded | :07:05. | :07:10.
out three summers ago. The Channel Islands brightest young | :07:11. | :07:18.
brains battled it out today at the finals of an inter`island school | :07:19. | :07:22.
quiz competition. The best teams from Guernsey and Jersey went head | :07:23. | :07:26.
to head after winning the heats, but which island can boast the brianiest | :07:27. | :07:29.
boffins? Our reporter, Tim Robinson, was there. | :07:30. | :07:31.
The best young brains in the Channel Islands locking horns in | :07:32. | :07:37.
intellectual battle. The challenges for every year between Guernsey and | :07:38. | :07:40.
Jersey, with three age groups taking art. Today, the first winners were | :07:41. | :07:50.
from Jersey. It was quite hard. But we won by quite a good margin, | :07:51. | :07:54.
so it was fun. Year eight pupils were next to the buzzers, with | :07:55. | :08:02.
Jersey narrowly losing out to the boys of Elizabeth College. | :08:03. | :08:07.
At the beginning I was nervous, because we were even, then they | :08:08. | :08:12.
broke ahead, but in the last two rounds we really came back. | :08:13. | :08:17.
That win left the islands make and neck with the pressure on the over | :08:18. | :08:20.
16 is playing for the Channel Islands bragging rights. | :08:21. | :08:27.
Jersey's school took on Elizabeth College and it was the Guernsey team | :08:28. | :08:31.
that held their nerve to the win. Victory was sweet, but for the | :08:32. | :08:34.
organiser it is getting schools to take part that counts. There is a | :08:35. | :08:39.
tremendous amount of levity to promote excellence in sport and in | :08:40. | :08:45.
media and in art, but nothing to promote scholarly academia. | :08:46. | :08:50.
This year, Guernsey can claim to be the brainiest bailiwick. | :08:51. | :08:54.
The team behind the eventual competitions like this will make | :08:55. | :08:59.
Channel Islands children the British `` brightest. | :09:00. | :09:04.
Veterans and officials gathered today in Guernsey at the site of a | :09:05. | :09:08.
new memorial honouring allied airmen who died during the Second World | :09:09. | :09:10.
War. In memory of the 111 Allied air crew | :09:11. | :09:15.
who lost their lives in bailiwick waters during the Second World | :09:16. | :09:17.
War... A service of dedication was held at | :09:18. | :09:20.
the location where the monument will eventually be built by 2015. It will | :09:21. | :09:24.
feature each of the names of the estimated 110 airmen who lost their | :09:25. | :09:29.
lives over the Bailiwick. The ancient Egyptians had a saying, | :09:30. | :09:33.
which went to come if you speak a man's name, yet will he live. People | :09:34. | :09:40.
will be able to read the names are allowed and they will be able to `` | :09:41. | :09:46.
read the names aloud, and they will be able to bring these men out of | :09:47. | :09:49.
the shadows and they will be able to walk in the sunlight once again. | :09:50. | :09:53.
That is what it is all about, that we never forget them. Now for the | :09:54. | :09:57.
weather. Good evening. This week will certainly feel a bit | :09:58. | :10:01.
more like winter, lower temperatures and the risk of someone free | :10:02. | :10:04.
showers, especially tomorrow. All through this week high pressure is | :10:05. | :10:08.
getting closer, so by the weekend we have high`pressure that will stay | :10:09. | :10:13.
with us until next week. The week ahead is called, some wintry | :10:14. | :10:17.
showers, also the risk of some overnight frost. At the moment we | :10:18. | :10:21.
have a fair cover of cloud, no risk of Frost, the cloud still producing | :10:22. | :10:27.
some spots of rain. It will move out of the way later on and after | :10:28. | :10:30.
midnight the skies were clear as a weather system moves out of the | :10:31. | :10:34.
way. Then we will start to see a much colder field to the air, winds | :10:35. | :10:39.
from the North, from Greenland and Iceland, so expect showers and | :10:40. | :10:42.
feeling pretty raw because of the strength of wind. It warms up | :10:43. | :10:46.
slightly by Wednesday, a weather front I rise from the north`west | :10:47. | :10:49.
with damp weather on the morning of Wednesday. A translator colder. | :10:50. | :10:57.
Overnight tonight, the rain band will clear away, and before dawn we | :10:58. | :11:05.
will start to see clear skies. Temperatures up to six Celsius, not | :11:06. | :11:10.
much more during the day. Every now and then one or two of the showers | :11:11. | :11:14.
could have hailstones or sleep, then sunny spells in the afternoon. `` | :11:15. | :11:19.
sleet. Then a brisk northerly breeze and a high wind chill, wrap up one | :11:20. | :11:26.
day. `` warmly. The coastal waters forecast... | :11:27. | :11:27.
The times of high water... As for the outlook, warmer on | :11:28. | :11:41.
Wednesday with outbreaks of rain, turning more shallowly, then colder | :11:42. | :11:46.
again on Thursday and Friday. By the time we get to the end of the week | :11:47. | :11:50.
and into the weekend, quite a high risk of seeing a bit of Frost around | :11:51. | :11:54.
as high`pressure takes charge. Bye for now. That is the news and | :11:55. | :11:58.
weather from BBC Channel Islands. Goodbye. | :11:59. | :12:06.
courageous and Plymouth. I'll have all the details of the | :12:07. | :12:21.
weather later. Well, it was a weekend to forget for | :12:22. | :12:24.
most of our teams. Plymouth Argyle were the only one of our League Two | :12:25. | :12:28.
sides to avoid defeat and our rugby clubs didn't fare any better either, | :12:29. | :12:32.
with the Exeter Chiefs again losing out to their bogey side in the LV | :12:33. | :12:36.
Cup. Andy Birkett rounds up the weekend's action. | :12:37. | :12:37.
We should start with football this evening. Torquay are in the | :12:38. | :12:40.
relegation zone. I was at the game and it wasn't pretty. Defensively, | :12:41. | :12:47.
they were all over the place. A good finish but leading up to that the | :12:48. | :12:53.
play was sloppy. They take full advantage, no doubt. But the | :12:54. | :12:58.
recovery isn't good enough. Defending wasn't enough. Not a nice | :12:59. | :13:05.
position. And the fans weren't happy. No, they were not. A lot of | :13:06. | :13:16.
fans today have been calling for Alan Mill to go. It is a tough job. | :13:17. | :13:23.
He doesn't want to be in that position and neither do the players | :13:24. | :13:32.
or fans. But they need some wins. Do you think they're looking for anyone | :13:33. | :13:37.
else? Not as far as I know. But something has to change on the | :13:38. | :13:42.
training ground or field. Saturday wasn't good enough. Exeter. Again, | :13:43. | :13:48.
not good enough. Their third straight defeat. Yes, it was | :13:49. | :13:55.
frustrating because they were looking really good at times. There | :13:56. | :14:05.
were only 20 million watching against Manchester United. Our only | :14:06. | :14:16.
goal from any of our teams. I made my debut at York. They went for a | :14:17. | :14:28.
good set piece here with a good delivery. A bit scrappy but he | :14:29. | :14:34.
scores the goal and it is a huge point. Looking good for them. Rugby, | :14:35. | :14:41.
now. Nothing brilliant they're either. I'm the only one not wearing | :14:42. | :14:57.
pink, too. Exeter went to Bath and they have never beaten them. It was | :14:58. | :15:06.
sloppy. This isn't typical of Exeter. Their defence is something | :15:07. | :15:12.
they pride themselves on. On a brighter note, one of their players | :15:13. | :15:19.
was back playing again. 37`15 this game ended. They have got Bath again | :15:20. | :15:28.
in a fortnight and have still never beaten them. They will want to put | :15:29. | :15:33.
that right. Briefly, the championship as well. No good news | :15:34. | :15:42.
there either. Pirates will be disappointed to lose. Plymouth | :15:43. | :15:59.
Albion also seventh at the moment. Plymouth College will be providing a | :16:00. | :16:03.
third of the England team in the World Schools Swimming Championships | :16:04. | :16:06.
in Brazil at the end of the month. John Rudd will be taking eight | :16:07. | :16:09.
swimmers from the school to Brasilia, including Olympic champion | :16:10. | :16:13.
Ruta Meilutyte. She'll be looking to add to the nine gold medals she's | :16:14. | :16:17.
already won this year and will be representing England for the first | :16:18. | :16:27.
time. Now, you may remember back in March | :16:28. | :16:31.
we told the story of the first bomb that fell on Plymouth in the Second | :16:32. | :16:35.
World War. The housewife who was killed was called Blanch Ellnor. Her | :16:36. | :16:44.
family contacted us to tell her that her sister is still alive. Phyllis, | :16:45. | :16:49.
who is now 96, tells her story for the first time. | :16:50. | :16:59.
She put the children in the air raid shelter and then went back to make | :17:00. | :17:06.
sure that the dinner was cooking. It was a straight plane which had got | :17:07. | :17:10.
lost so it dropped it bombs and about was dreadful, really. But you | :17:11. | :17:19.
had to get on with it. Phyllis lost her sister on July 30 six 1940. She | :17:20. | :17:31.
also lost her husband in the first British warship to be a lost in the | :17:32. | :17:38.
war. Phyllis waved goodbye to her husband on HMS courageous. | :17:39. | :17:48.
Courageous. Left to patrol the Irish Sea. Then she was torpedoed. | :17:49. | :17:59.
The heaviest loss is in men. Our sympathy goes to all those who are | :18:00. | :18:06.
bereaved. The men were lost in a worthy task and although they did | :18:07. | :18:09.
not return, they served their country well. | :18:10. | :18:15.
518 servicemen were lost. I kept saying he was a good swimmer so | :18:16. | :18:24.
he'll be back. There were more than 700 survivors but Phyllis's husband | :18:25. | :18:32.
was not amongst them. I still thought he would come back. I kept | :18:33. | :18:38.
saying it but it was no good. We had a telegram on the Wednesday and it | :18:39. | :18:51.
was dreadful. She wanted to put her head in the gas oven and it took | :18:52. | :19:03.
three of them to hold her. Being one of the first to lose a husband | :19:04. | :19:06.
through the war like that, you're full of sympathy for everyone else. | :19:07. | :19:12.
You know what they're going through. Despite losing her husband on the | :19:13. | :19:18.
first warship sunk and her sister in the first Plymouth bombing raid, she | :19:19. | :19:23.
soldiered on. She survived the war and kept the generations going. I'm | :19:24. | :19:38.
Phyllis. I'm Hazel the daughter. I'm her great`granddaughter. And, since | :19:39. | :19:48.
Johnny filmed his report, Phyllis's great`great`granddaughter Alissia | :19:49. | :19:55.
has been been born. It has been an eventful few days for | :19:56. | :20:00.
you, hasn't it? But it has a happy ending. You have two dogs. One of | :20:01. | :20:09.
them went missing but resurfaced in Newton Abbot on Saturday night. A | :20:10. | :20:15.
massive thanks for everyone who helped to look for. The power of | :20:16. | :20:21.
social media helped as his picture was spotted on Facebook. | :20:22. | :20:30.
Yes, and a huge thank you to everyone who went out to look for | :20:31. | :20:41.
him. Thank you so much. Now, the weather. | :20:42. | :20:51.
The weather is getting colder. It is Frosty later tonight and that is the | :20:52. | :20:59.
theme for the rest of this week. Cold air is coming in from the North | :21:00. | :21:02.
West. We will see lower temperatures and a risk of trust. `` frost. Also | :21:03. | :21:14.
the risk of some wintry showers. Combined with the lower | :21:15. | :21:17.
temperatures, there is a risk of ice. There could be a coating of ice | :21:18. | :21:33.
early on so be careful. The clearer skies across Ireland and the Irish | :21:34. | :21:36.
Sea are heading towards us. There are some showers amongst that so it | :21:37. | :21:49.
won't be completely drive tonight. The high pressure will dominate the | :21:50. | :21:51.
weather for the rest of the week. Over the next two days, it won't | :21:52. | :21:58.
dominate as much. On Wednesday, we have two weather systems. So, | :21:59. | :22:04.
