island's budget for 2014. The Treasury Minister believes his | :00:58. | :00:59. | |
financial plan will help most taxpayers who've been struggling | :01:00. | :01:03. | |
through the recession. It includes an income tax reduction for most | :01:04. | :01:06. | |
islanders, but rises in duty on tobacco, alcohol and fuel. Christina | :01:07. | :01:13. | |

Treasury Minister, tax cuts for 40,000 households, almost ?300 | :01:19. | :01:22. | |
million for new hospital, ?250 million for social housing and ?75 | :01:23. | :01:27. | |
million to deal with the island's sewage. While politicians debate the | :01:28. | :01:33. | |
Budget inside, outside here in the Royal Square it's the annual soup | :01:34. | :01:36. | |
kitchen. Despite the warm feeling this soup and the apparently good | :01:37. | :01:40. | |
news Budget might give you, inside the Treasury Minister faces | :01:41. | :01:44. | |
challenges. They include convincing politicians to dip into the | :01:45. | :01:46. | |
emergency rainy day fund for the first time to pay for the new | :01:47. | :01:51. | |
hospital and borrowing money for housing. The Jerseyman and woman is | :01:52. | :01:55. | |
not keen on debt historically but debt is an appropriate thing to fund | :01:56. | :01:58. | |
housing. We have all seen the fact that our social housing fabric | :01:59. | :02:02. | |
perhaps hasn't fared well when competing with other projects such | :02:03. | :02:06. | |
as the hospital. It's just the appropriate thing to do. Meanwhile, | :02:07. | :02:11. | |
moves in the budget to increase duty paid by drivers, drinkers and | :02:12. | :02:16. | |
smokers has been described as an unfair easy hit to raise cash that | :02:17. | :02:19. | |
won't put people off smoking or drinking. People who drink silly | :02:20. | :02:24. | |
dangerously are people who abuse alcohol. They don't care what the | :02:25. | :02:28. | |
price is. They'll borrow it, they'll steal it. Or they will hobbing | :02:29. | :02:34. | |
themselves to pay for it. Some changes to the Budget such as taking | :02:35. | :02:38. | |
goods and services tax off food and heating have already been thrown out | :02:39. | :02:42. | |
today. With many hours of Budget debate to go the Treasury Minister | :02:43. | :02:45. | |
may not be able to fight off all of the challenges. | :02:46. | :02:57. | |
Those plans are subject to change. What has changed and what remains in | :02:58. | :03:01. | |
place. Our political reporter joined me earlier. We have had the debate | :03:02. | :03:08. | |
on the amendment to get 5% taken off food and heating. That didn't get | :03:09. | :03:14. | |
through. It was put forward by a St Helier deputy who wanted to try and | :03:15. | :03:19. | |
change the Budget. He offered it as an either/or option on whether tax | :03:20. | :03:23. | |
breaks or low and middle income earners should be included in the | :03:24. | :03:27. | |
budget. That's one of the main things the Minister wants to push | :03:28. | :03:33. | |
through with this. The deputy was offering this as an alternative so | :03:34. | :03:38. | |
it would help lower income earners by not paying tax on food. That | :03:39. | :03:41. | |
didn't get through. We haven't really got much further with the | :03:42. | :03:46. | |
Budget. There's been technical changes they've been discussing | :03:47. | :03:48. | |
today. Tomorrow we get to the debates about duty increases on | :03:49. | :03:52. | |
alcohol and tobacco and fuel for cars. That's due to come tomorrow as | :03:53. | :03:56. | |
are the debates on whether they should borrow money to pay for | :03:57. | :04:01. | |
social housing over the next decade and use reserves for paying for the | :04:02. | :04:06. | |
new hospital. We will have more on those on Breakfast on BBC RadioIersy | :04:07. | :04:16. | |
from 7.00 am. Representatives from Guernsey and | :04:17. | :04:19. | |
Jersey are in Westminster today to discuss restoring tax`relief on | :04:20. | :04:22. | |
goods exported to the UK. They're meeting MPs and Peers to lobby for | :04:23. | :04:25. | |
the return of Low Value Consignment Relief for local produce. The scheme | :04:26. | :04:29. | |
allowed goods under a certain value to be sent VAT free but was scrapped | :04:30. | :04:33. | |
by the British Government in April 2012. | :04:34. | :04:35. | |
Alderney is hoping to capitalise on a booming virtual currency by | :04:36. | :04:38. | |
becoming the first jurisdiction to mint physical Bitcoins. It's been | :04:39. | :04:40. | |
revealed the island's Finance Committee Chair ` Robert McDowall ` | :04:41. | :04:43. | |
has been in talks with the Royal Mint about producing the coins. | :04:44. | :04:48. | |
We'll have an exclusive interview with Mr McDowell in a moment, but | :04:49. | :04:51. | |
first Louise Walter explains how the virtual currency actually works. | :04:52. | :05:01. | |
What is a bit coin? It's a virtual currency existing entirely on the | :05:02. | :05:07. | |
internet. It was created in 2008 in somewhat mysterious circumstances by | :05:08. | :05:15. | |
a man, a name thought to be an alias. The currency is exchanged | :05:16. | :05:18. | |
independently of any Government or bank. You can create a bitcoin by a | :05:19. | :05:22. | |
process called mining. Essentially using a lot of computing power to do | :05:23. | :05:28. | |
some very complex maths. But mining gets harder over time. This means | :05:29. | :05:32. | |
there will be a limit to how many bitcoins are in circulation. | :05:33. | :05:36. | |
21 million is thought to be the maximum. Most people buy a bitcoin. | :05:37. | :05:45. | |
They're then stored. The network is controlled by all bitcoin users | :05:46. | :05:48. | |
around the world. No one can force a change in the | :05:49. | :05:53. | |
bitcoin protocol because the virtual currency can only work correctly if | :05:54. | :05:56. | |
there's a consensus amongst its users. The price of a bitcoin can | :05:57. | :06:01. | |
unpredictably increase or decrease over a short period of time due to | :06:02. | :06:11. | |
its economy, nature and sometimes illiquid markets. | :06:12. | :06:22. | |
So just how will Alderney be able to turn a virtual currency into an | :06:23. | :06:24. | |
economic reality? Robert McDowell has been speaking exclusively to the | :06:25. | :06:27. | |
BBC about the proposals. Emma Chambers reports. The chairman of | :06:28. | :06:34. | |
the finance committee has proposed a plan to mint a commemorative coin | :06:35. | :06:41. | |
based on the srir the virtual currency. The first jurisdiction to | :06:42. | :06:46. | |
do so. I would expect there to be more subscribers to this than the | :06:47. | :06:50. | |
conventional coin, in addition to those who collect coins I would | :06:51. | :06:54. | |
imagine people in the computer business and technology business | :06:55. | :06:58. | |
might buy these for novelty purposes. In order to go ahead this | :06:59. | :07:02. | |
idea has to be approved by all ten states members. One of which says it | :07:03. | :07:06. | |
would damage the island's reputation. We have a shared economy | :07:07. | :07:14. | |
with Guernsey and this sort of thing is very damaging when your economy | :07:15. | :07:19. | |
is dependent upon your worldwide reputation for having a premier | :07:20. | :07:24. | |
finance industry. Today the Royal moint confirmed they were approached | :07:25. | :07:27. | |
with the plans but at this stage it remains nothing more than a concept. | :07:28. | :07:31. | |
It seems there's still some way to go before this virtual idea turns | :07:32. | :07:47. | |
into a reality. Hundreds of Channel Islanders queued | :07:48. | :07:51. | |
up for a liquid lunch today at the annual soup kitchens. Thousands of | :07:52. | :07:54. | |
cups of soup were sold to raise money for local charities in | :07:55. | :07:57. | |
Guernsey and Jersey. Last year the events raised more than ?14,000. | :07:58. | :08:00. | |
And staying with charity work, a team of volunteers from Guernsey are | :08:01. | :08:04. | |
en route to the Philippines to help survivors of Typhoon Haiyan. The | :08:05. | :08:06. | |
local charity Bridge2Philipines has so far raised tens of thousands of | :08:07. | :08:10. | |
pounds to help the country. They left the island this evening, but | :08:11. | :08:13. | |
before they did they spoke to the BBC's Penny Elderfield. | :08:14. | :08:19. | |
So this bag we have a little list in here... Pretty much the first time | :08:20. | :08:24. | |
Sarah says she sat down in weeks and she's still working to get ready for | :08:25. | :08:28. | |
a trip she hopes will make a big difference. With the supplies packed | :08:29. | :08:32. | |
she's heading to the Philippines with a team of volunteers to help | :08:33. | :08:36. | |
those affected by the recent typhoon there. The devastation it caused is | :08:37. | :08:41. | |
clear and it's thought it will take up to five years to rebuild areas | :08:42. | :08:46. | |
like this. I woke up on the Friday morning and realised that it had | :08:47. | :08:50. | |
made landfall and it was devastating. Looked at the pictures | :08:51. | :08:54. | |
and thought I will raise the money for one shelter box. We had raised | :08:55. | :08:59. | |
enough for 33 boxes. Since then dozens more and it wasn't long | :09:00. | :09:03. | |
before she knew they had to do more. A couple of days later the | :09:04. | :09:07. | |
Philippines women gravitated towards my house and the phone rang and some | :09:08. | :09:12. | |
news came that wasn't good and I thought I have to go. And a team of | :09:13. | :09:18. | |
them headed off ready to provide medical care and support wherever | :09:19. | :09:21. | |
they're needed. I have been with Sarah before and she always finds | :09:22. | :09:23. | |
lots to do. Always finds what needs to be done and gets on with it. We | :09:24. | :09:29. | |
will be able to make a difference. These were donated by a little | :09:30. | :09:32. | |
girl... Grateful for the generosity people have shown, now it's up to | :09:33. | :09:36. | |
them to make sure the people that need their help get it. | :09:37. | :09:43. | |

development and manufacture in the south`west. Today's announcement of | :13:10. | :13:15. | |
around ?800,000 to help with further development has been welcomed by | :13:16. | :13:18. | |
those involved. It has come from small beginnings. We are delighted | :13:19. | :13:23. | |
to see it has managed to get the growth funding to take the next step | :13:24. | :13:27. | |
and grow to where we have full`time staff actually operating now and | :13:28. | :13:30. | |
facilitating developers coming out to the site in a more active way. | :13:31. | :13:37. | |
Developers may soon have some good news to celebrate. The European | :13:38. | :13:41. | |
Union's regional development fund is closed awarding another ?2 million | :13:42. | :13:45. | |
to fledglings schemes in the south`west. These are the devices | :13:46. | :13:49. | |
which it is expected will soon tie up to wave hub of Hale for further | :13:50. | :13:54. | |
testing in tougher waters. But some within the industry say there is | :13:55. | :13:58. | |
uncertainty about this government's commitment to renewables which is | :13:59. | :14:02. | |
unsettling private investors. Any issue, rolling back of green taxes, | :14:03. | :14:07. | |
for example, dense confidence, it is one of those factors that can affect | :14:08. | :14:12. | |
confidence. Has the government made a mistake going down that road | :14:13. | :14:15. | |
recently? I think it didn't have a choice. This test site has proved | :14:16. | :14:22. | |
that there is plenty of potential for energy generation. The problem | :14:23. | :14:26. | |
for the industry is that there isn't enough investment. Now to the | :14:27. | :14:35. | |
subject of graffiti. Some people say it's art, or a form of expression | :14:36. | :14:38. | |
that has been used since the Roman Empire. But many more say it's an | :14:39. | :14:42. | |
eyesore, or, in fact, vandalism. Well, this week in Exeter, community | :14:43. | :14:45. | |
groups are helping clean up their neighbourhood with graffiti removal | :14:46. | :14:56. | |
kits provided by the City Council. Scribbled, scratched or sprayed, | :14:57. | :15:01. | |
graffiti is a big problem too many city councils. In Exeter, they've | :15:02. | :15:05. | |
been handing out special graffiti removal kits to volunteers from | :15:06. | :15:08. | |
community groups like this one in St David's to help clean up the city. | :15:09. | :15:15. | |
Everybody is stretched, so it is an opportunity for the community to | :15:16. | :15:19. | |
step up. I'm actually an admirer of good graffiti, I have to say. I | :15:20. | :15:24. | |
really do recognise it as a nod. What we are looking at mainly is | :15:25. | :15:29. | |
tagging. This is really just an egotistical trip for people to put | :15:30. | :15:34. | |
their tag on. Residents already pay for a cleaning service within their | :15:35. | :15:37. | |
council tax but Exeter City Council say they want to empower communities | :15:38. | :15:42. | |
to be able to deal with the graffiti problem. The council has the | :15:43. | :15:48. | |
graffiti team that go around the city. There's probably more graffiti | :15:49. | :15:52. | |
than what they can deal with. Sometimes, too, if there are people | :15:53. | :15:56. | |
within the community who are willing to come out and help, I think it | :15:57. | :16:01. | |
creates a certain bond within that community and people showing that | :16:02. | :16:05. | |
they take pride in the area where they live. It is a criminal offence | :16:06. | :16:10. | |
to leave graffiti and Exeter are offenders are often made to remove | :16:11. | :16:13. | |
theirs. Graffiti has been a problem over the last few months. We have | :16:14. | :16:17. | |
had some good successes with five people being put through the | :16:18. | :16:21. | |
criminal justice system in relation to the graffiti they've caused in | :16:22. | :16:24. | |
Exeter. What this is about now is getting a blank canvas to assess how | :16:25. | :16:29. | |
bad that problem is and make Exeter a great place to live. The police | :16:30. | :16:33. | |
say they will be watching for any return of graffiti to the cleaned | :16:34. | :16:35. | |
areas. Now, how well prepared are you to | :16:36. | :16:39. | |
deal with whatever weather this winter throws at us while you're out | :16:40. | :16:42. | |
driving? December is officially the beginning of winter so now is the | :16:43. | :16:46. | |
time to consider how you'd cope in snow and ice. The Highways Agency | :16:47. | :16:49. | |
estimates that a quarter of motorists don't do cold weather | :16:50. | :16:52. | |
checks on their vehicles, and don't carry the right equipment. Clare | :16:53. | :16:59. | |

checks on our cars and they want that to change. We've been planning | :17:20. | :17:24. | |
for a long time for this winter. But what we need people to consider is | :17:25. | :17:28. | |
what they do. So we are ready to power the roads and grit and deal | :17:29. | :17:33. | |
with it, but they need to be considering what they are doing, so | :17:34. | :17:37. | |
planning ahead, making sure the equipment they've gotten their | :17:38. | :17:40. | |
vehicles is appropriate, make sure they've got water, food, warm | :17:41. | :17:45. | |
clothes. And sense, really. As well as checking the forecast and | :17:46. | :17:49. | |
planning your journey, items to carry include... | :17:50. | :17:57. | |
So, are the motorists prepared? No. I'd be stuck. I normally have a warm | :17:58. | :18:10. | |
coat but that is it. With enough warning, the Highways Agency can | :18:11. | :18:14. | |
treat the roads before temperatures fall. And if the white stuff is | :18:15. | :18:18. | |
coming, they want drivers to do the right things. | :18:19. | :18:21. | |

the people who give up huge amounts of their own time to help others | :18:42. | :18:45. | |
enjoy sport in the region. Tonight we meet Alan Kimber, who has been | :18:46. | :18:48. | |
serving the region's biggest Judo club for more than half a century. | :18:49. | :18:56. | |
John Ayres reports. Judo's not for the faint`hearted. | :18:57. | :19:01. | |
Alan Kimber is the chairman of this club. He joined 56 years ago and at | :19:02. | :19:05. | |
the age of 19 he was already treasurer. In his younger days, he | :19:06. | :19:10. | |
missed out on Olympic selection, but he has spent his time coaching and | :19:11. | :19:14. | |
mentoring thousands of children over the years, so what drives him? Judo | :19:15. | :19:18. | |
is one of those sports that gets in the blood. Once you've done it, you | :19:19. | :19:25. | |
can't really leave it be. I don't think there is a week on by all my | :19:26. | :19:28. | |
life that I haven't been involved with judo. These day, he referees | :19:29. | :19:33. | |
and coaches. He is also chairman of judo in the county. His dedication | :19:34. | :19:38. | |
has served his club in good times and bad. Most sports clubs will have | :19:39. | :19:43. | |
had trouble, lack of numbers etc, two different sports coming in. He's | :19:44. | :19:48. | |
always been there, he's made lots of effort keep the club going. He is | :19:49. | :19:50. | |
the club, really. He has coached competitors. Alan was | :19:51. | :20:10. | |
awarded his belt a couple of years ago. You have to be awarded this | :20:11. | :20:16. | |
belt is due to services you provide for the British judo Association. | :20:17. | :20:20. | |
I've been teaching is so long, parents bring their kids and they | :20:21. | :20:23. | |
say you taught me when I was a little boy. It's very nice to hear | :20:24. | :20:27. | |
that, but it makes me look in the mirror and think, how long have you | :20:28. | :20:31. | |
been doing it? People believe that without Alan, this club would not | :20:32. | :20:36. | |
have kept going for so long. This is his legacy. It is hard to believe he | :20:37. | :20:42. | |
has been involved more than 50 years. | :20:43. | :20:44. | |
