headlines: Reform yourselves or accept UK intervention ` the Chief

:00:11.:00:18.

Minister's stark warning to state members dithering over the election

:00:19.:00:23.

system. It is embarrassing we cannot reform the state's assembly when the

:00:24.:00:28.

vast majority of the public want us to do so. A lesson in reality for

:00:29.:00:33.

one gernsy politician. And why a stitch in time can't save

:00:34.:00:41.

the Guernsey jumper, as local skills dwindle.

:00:42.:00:50.

Jersey's Chief Minister is threatening to ask the Queen to

:00:51.:00:54.

reform the island's Parliament if they do not agree to reform

:00:55.:00:59.

themselves. Senator Ian Gorst said although it would not be ideal it

:01:00.:01:03.

could be the only way of delivering change in the States.

:01:04.:01:09.

Channel islands pride themselves on their independence. So to ask the UK

:01:10.:01:14.

to sort out parliamentary reform is a brave move. These documents are

:01:15.:01:18.

the last time a Royal Commission was brought in to review the role of the

:01:19.:01:25.

States. That was 152 years ago. Their were deciding whether State

:01:26.:01:30.

officers should sit in Jersey. Fast forward ` it is a similar issue `

:01:31.:01:35.

who should be in the Jersey's Government. Now a new plan is being

:01:36.:01:39.

put forward. The Chief Minister warns if it is not accepted he'll

:01:40.:01:44.

call in the UK. It certainly is not something we would want to do in an

:01:45.:01:48.

ideal world. It is not something that any Chief Minister would want

:01:49.:01:51.

to have to do. But it is embarrassing that we can't reform

:01:52.:01:56.

the State's assembly when the vast majority of the public want us to do

:01:57.:02:01.

so. What is the plan? Well, it is a tweak of the opposition that won.

:02:02.:02:09.

They want the number of ministers reduced.

:02:10.:02:13.

By threatening to call in a Royal Commission, the Chief Minister is

:02:14.:02:23.

raising the political stakes. A Royal Commission is a group of

:02:24.:02:26.

people appointed by the UK Government on behalf of the Queen.

:02:27.:02:29.

It would investigate a matter of public concern. It would recommend

:02:30.:02:34.

what action needs to be taken. Even the politician behind the current

:02:35.:02:38.

reform plan said it is a bad idea. We need to avoid a Royal Commission.

:02:39.:02:43.

A Royal Commission would be effectively saying that the island

:02:44.:02:48.

States can not make its own mind up on these things and is incapable of

:02:49.:02:55.

reforming itself. Many may sigh. By threatening to take the decision out

:02:56.:02:59.

of the island's hands, the Chief Minister has clearly put reform at

:03:00.:03:00.

the top of his agenda. Gernsy and Jersey have today ``

:03:01.:03:12.

Guernsey and Jersey have today signed a new agreement to share more

:03:13.:03:18.

information with America. From July all financial institutions around

:03:19.:03:22.

the world have to report the assets of any American citizens above

:03:23.:03:28.

?30,000. Guernsey Police say they are investigating a vicious attack

:03:29.:03:33.

on a Torteval woman and her dog. It appears the crime was motivated by

:03:34.:03:39.

homophobia. Jenny Hardings claims her dog was beaten around the head.

:03:40.:03:46.

Graffiti was left on her van. Jenny says there's been surgery on her dog

:03:47.:03:52.

to remove its eye. I was very, very shocked and concerned. My priority

:03:53.:03:56.

is Alice and making sure that Alice is looked after and that the best

:03:57.:04:07.

out of this can come for her, that she's going to be all right. With

:04:08.:04:12.

pressure on to improve standards at Guernsey's high school, one

:04:13.:04:14.

politician was challenged by teachers to spend some time back in

:04:15.:04:19.

the clam. Education member Chris Green shadowed a maths teacher at La

:04:20.:04:22.

Mare de Carteret Secondary today. That is one of the schools in the

:04:23.:04:26.

spotlight because of it disappointing results. Back in the

:04:27.:04:31.

classroom after many years ` but rather than for a maths lesson ` a

:04:32.:04:36.

chance for this politician to learn about what could improve standards

:04:37.:04:40.

at this school. I think that anybody who's not a

:04:41.:04:44.

teacher or hasn't been surrounded by anybody in the teaching profession

:04:45.:04:47.

doesn't appreciate what we do. Once you are in the school and you see

:04:48.:04:51.

the challenges you are up against on a daily basis, it would be the best

:04:52.:04:57.

way for Deputy Green to see what we are doing and see who we are

:04:58.:05:04.

achieving. La Mare has not had the best year ` disappointing GCSE

:05:05.:05:08.

results and parents wanting some action. Is there anything obvious

:05:09.:05:12.

that needs to change? Certainly a few specific things that I have been

:05:13.:05:16.

made aware of and other things which have been clarified which will be

:05:17.:05:20.

matters that I will discuss with my colleagues in terms of education

:05:21.:05:24.

policy. And also a more general understanding of the challenges and

:05:25.:05:30.

the realities of teaching. And the pupils have their own opinions on

:05:31.:05:32.

what could make a difference here too.

:05:33.:05:36.

A bit more discipline in the class, maybe for people who distract you.

:05:37.:05:40.

Other than that, I think it is OK. Just like maybe a bit of discipline,

:05:41.:05:46.

maybe. Some teachers maybe being a bit more stricter, but that's about

:05:47.:05:52.

it really, I would say. Having done his homework in the

:05:53.:05:56.

school, the test will be whether he can now make a difference.

:05:57.:06:05.

Jersey's former rugby coach admitted the decision to leave the club was

:06:06.:06:14.

not entirely his. He left the club last week. We joined me in the

:06:15.:06:18.

studio earlier to explain why he lefted halfway through the season. I

:06:19.:06:23.

`` left halfway through the season. It is important for the club and for

:06:24.:06:28.

me. It leaves the club with a good coach in charge and gis them time to

:06:29.:06:34.

progress up the `` gives them time to progress up the league. A

:06:35.:06:38.

year`and`a`half of really struggling in the championship; it could be

:06:39.:06:42.

said you are going when the going got tough. I didn't feel like that.

:06:43.:06:46.

It is tough in the championship for every club. We have done brilliantly

:06:47.:06:52.

over the years. It is credit to the chairman, obviously Bill, and the

:06:53.:06:55.

executive committee. I didn't feel that was the case. Obviously there

:06:56.:06:59.

is always pressure on jobs. It is such as that. I think it was the

:07:00.:07:03.

right time to go, as I said for the club and for me. You said there was

:07:04.:07:07.

pressure. Was it from the club? Was yours the decision to go? I sat down

:07:08.:07:11.

with the chairman for many months and we spoke about where the future

:07:12.:07:15.

of the club was going and where it would shape out. We are not Alex

:07:16.:07:20.

Ferguson. 26 years is a long time to spend at a club and Fife and a half

:07:21.:07:24.

years is a long `` five`and`a`half years is a long time to spend at

:07:25.:07:29.

this club. The club can move on with someone else at the helm. I have

:07:30.:07:34.

enjoyed myself immensely. Have you had any talks with other teams `

:07:35.:07:37.

what is next for you? There are a few things I am looking at the

:07:38.:07:42.

moment. Spending some time over Christmas with the children. See

:07:43.:07:47.

where life takes me. I have a decent CV. Obviously huge thanks goes to

:07:48.:07:52.

the people at the club who have supported me throughout that time.

:07:53.:07:56.

Could Jersey ever make it to the Premiership? What would it take to

:07:57.:07:59.

get them there? The way the club is set up, there are so many good

:08:00.:08:03.

people around, things are always possible. There is an enormous

:08:04.:08:08.

amount of money needed to do that. We have a good squad. They will get

:08:09.:08:12.

better and better as the season goes on. Get up and see them tomorrow.

:08:13.:08:18.

Good luck for the future. Still to come here on BBC Channel Islands.

:08:19.:08:22.

David is here with your weather. Later in Spotlight, with Justin and

:08:23.:08:27.

Natalie. : the instrument made famous by

:08:28.:08:34.

George Formby is making a huge comeback in time for Christmas.

:08:35.:08:39.

Before that, it is Iy, long`lasting and a part of Guernsey's heritage `

:08:40.:08:45.

yes the traditional jumper. A lack of skills is preventing local

:08:46.:08:48.

manufacturers from expanding. It takes quite a lot to make a

:08:49.:08:58.

Guernsey, in this factory on the island's West coast, machines work

:08:59.:09:04.

away, carefully crafting the garments.

:09:05.:09:07.

Well, all around me there are industrial knitting machines. It is

:09:08.:09:10.

not really in here where the problem is. It is finding the right number

:09:11.:09:15.

of people who can finish off the Guernseys with their hand knitting

:09:16.:09:20.

skills. Neil Sexton runs the business and

:09:21.:09:27.

has recently received an order from Japan for 5,000 Guernseys. He says a

:09:28.:09:32.

lack of skilled workers is making it a challenge to meet demand. Machine

:09:33.:09:37.

operators, it is not a problem. You can take somebody in and train them.

:09:38.:09:44.

You cannot teach somebody to knit halfway through their lives and

:09:45.:09:48.

certainly not to knit a Guernsey. So that is the problem we've had.

:09:49.:09:56.

We ` if we had more hand knitters, we could make more Guernseys, but we

:09:57.:10:01.

haven't. So, as this business in the west

:10:02.:10:06.

looks to trade with the east, a frustrating lack of local skills

:10:07.:10:08.

could hold it back. Let's get the weather now and David,

:10:09.:10:19.

it looks as though if you want one of those Guernsey jumpers this

:10:20.:10:24.

winter, you'll have to get one while they are going.

:10:25.:10:31.

I used to have one. They were waterproof in the rain as well. We

:10:32.:10:36.

will see some rain It is arriving tomorrow. It will not be until the

:10:37.:10:39.

evening that it gets to us. Saturday is the better of the two days. A

:10:40.:10:44.

bright and fine day, increasingly cloudy. More rain turning up as we

:10:45.:10:47.

move into Sunday. In fact that rain will be with us into Sunday. Also

:10:48.:10:51.

windy conditions. At the moment, we have one weather system moving from

:10:52.:10:55.

us. Clearing the skis overnight tonight. Another one, this big lump

:10:56.:10:59.

of cloud approaching us tomorrow. Between the two a good deal of clear

:11:00.:11:04.

skis. That is a weak ridge of high pressure that will come in tonight

:11:05.:11:07.

and be around most of the day tomorrow. By the end of the

:11:08.:11:09.

afternoon it will become windy. Saturday night that weather system

:11:10.:11:13.

will bring us outbreaks of rain. The same weather system develops ripples

:11:14.:11:17.

along it, which means it stalls over us. It does not move far and keeps

:11:18.:11:22.

us cloudy and wet on Sunday. Tonight is a very good night if we get the

:11:23.:11:28.

clear skis to see the meteor showers. It is one of the strongest

:11:29.:11:36.

we'll see ` around 150 shooting stars an hour are possible.

:11:37.:11:41.

It is fine, it is clear and dry. Still breezy and seven Celsius ` the

:11:42.:11:45.

minimum temperature. As for tomorrow, well a fine enough start

:11:46.:11:50.

for the day. It becomes increasingly cloudy and a brisk south or

:11:51.:11:53.

south`westerly wind comes in. That will be strong to gale force by the

:11:54.:11:58.

evening. A top temperature of 11 Celsius. The winds are

:11:59.:12:03.

south`south`westerly. Increasing seven to gale force eight as we move

:12:04.:12:07.

into the end of the afternoon and the early part of the evening. Times

:12:08.:12:15.

of high water, at St hel St Helier dhaf is:

:12:16.:12:20.

Sunday, that same weather system becomes slow`moving. It will keep us

:12:21.:12:27.

cloudy with outbreaks of rain. Wet weather on Monday. By Tuesday though

:12:28.:12:32.

it starts to improve. For tomorrow, make the most of it and good luck

:12:33.:12:36.

looking for the shooting stars tonight. Thank you. We will keep our

:12:37.:12:40.

eyes peeled. Whatever you are doing, have a great weekend and stay with

:12:41.:12:46.

BBC One now for the rest of Spot Light. Here's Justin.

:12:47.:12:48.

cannot afford to lose. There is only one other. It will be impossible to

:12:49.:13:03.

get into the other dentist. Researchers have discovered new

:13:04.:13:06.

information about the habits of one of our largest sharks. Basking

:13:07.:13:09.

sharks are often sighted around our coastline. Now a team at the

:13:10.:13:12.

University of Exeter have tracked them using satellite technology.

:13:13.:13:16.

Basking sharks fascinate holiday`makers and locals alike when

:13:17.:13:20.

they are spotted. But until recently, we knew very little about

:13:21.:13:24.

where they travelled and what they did. These were filmed of Scotland

:13:25.:13:29.

and thanks to researchers at Exeter University, we are starting to

:13:30.:13:34.

understand much more about what they get up to. Some are stay at home

:13:35.:13:41.

creatures, they don't go very far, they might pop out of the North

:13:42.:13:44.

Atlantic for the winter, but ultimately, they will come back into

:13:45.:13:50.

Scottish waters of Cornish waters. Satellite tracking and cameras have

:13:51.:13:53.

transformed the amount of information which can be gathered

:13:54.:13:57.

about the habits of basking sharks. Electronic tags are attached to the

:13:58.:14:01.

sharks and researchers wait for them to fall off the animal before

:14:02.:14:05.

floating ashore so they can retrieve the information they need. These are

:14:06.:14:09.

short trips out from this very dense area. They eat for a few days and

:14:10.:14:17.

then head back into the main area. The Scottish government is funding

:14:18.:14:21.

research to decide the best locations for new marine protected

:14:22.:14:27.

areas. Banking `` basking sharks seek out plankton to eat. Knowledge

:14:28.:14:38.

could prove useful here because the south`west will soon have its own

:14:39.:14:41.

wind and wave farms. There were emotional scenes in

:14:42.:14:43.

Plymouth today as HMS Bulwark arrived home from a four`month

:14:44.:14:46.

deployment in time for Christmas. The Devonport`based warship had

:14:47.:14:49.

sailed over 12,000 miles and visited 14 countries. Spotlight's Johnny

:14:50.:14:52.

Rutherford was onboard as she made her way into port.

:14:53.:15:03.

It was a mass exodus as the ship's crew rushed to their loved ones. It

:15:04.:15:12.

had been a long wait as early in the day the Royal Navy's fleet flagship

:15:13.:15:18.

tried to get the timing right. We joined them on the last few hours of

:15:19.:15:23.

what had been a very busy for months. We have been the flagship

:15:24.:15:29.

for the task force, which has taken us through the Mediterranean into

:15:30.:15:33.

the Middle East and as far as Pakistan. We have delivered maritime

:15:34.:15:38.

security, supported government objectives and worked with some of

:15:39.:15:47.

our key allies. The ship 's company of 350 visited 14 countries but with

:15:48.:15:50.

Christmas only 12 days away, home was the only place they wanted to

:15:51.:15:58.

be. Whilst on deployment, I had my second child. She is nearly four

:15:59.:16:01.

months old now, so I can't wait to get home and see how much she has

:16:02.:16:06.

changed. For one sailor, who flew his girlfriend out for a couple of

:16:07.:16:10.

days to getting gauged, the final journey seemed to take for ever.

:16:11.:16:14.

Can't wait to see her again and see our little girl who was born on the

:16:15.:16:23.

1st of August. I am swapping these duties straight for daddy duties!

:16:24.:16:35.

It's a little lame that my dad used to call me when I was younger.

:16:36.:16:41.

Finally, the waiting was over. If it feels like I waited ages. Amazing.

:16:42.:16:49.

So glad to be home. A motion. Lovely. The company now have 2`3

:16:50.:17:00.

weeks leave. Time for the sport and tonight, we

:17:01.:17:04.

reveal who's won the top BBC South West Sports Awards. Before that,

:17:05.:17:07.

Dave has the rest of the weekend action.

:17:08.:17:09.

If Exeter Chiefs fail to beat the European rugby champions tomorrow,

:17:10.:17:12.

they face an early exit from the competition. Captain Dean Mumm leads

:17:13.:17:17.

them to Toulon on the Cote D'Azur, knowing they came within five points

:17:18.:17:21.

of the powerful French team who are top of pool two. The Chiefs are

:17:22.:17:26.

third and desperately need a win there. BBC Radio Devon has full

:17:27.:17:31.

coverage from 1:35pm on Saturday. Yeovil Town go for a fourth

:17:32.:17:34.

Championship game without defeat when they visit bottom side

:17:35.:17:39.

Barnsley. After two wins and a draw, the Glovers are resurgent and a win

:17:40.:17:43.

at Oakwell could lift them out of the bottom three. Exeter City,

:17:44.:17:46.

who've dropped to mid`table in League Two, look for their first win

:17:47.:17:49.

in eight going to Accrington Stanley. Plymouth Argyle defender

:17:50.:17:52.

Neal Trotman and manager John Sheridan will be eager to do well at

:17:53.:17:56.

their former club Chesterfield, who are second in the standings. At

:17:57.:18:00.

Plainmoor, rock bottom Torquay United bid to beat the team who lie

:18:01.:18:04.

third in the table, Southend, who are managed by one`time Premier

:18:05.:18:10.

League boss Phil Brown. Time now to conclude the BBC South

:18:11.:18:13.

West Sports Awards. We've been showing different categories all

:18:14.:18:16.

this week and the culmination is the Sportswoman and Sportsman of the

:18:17.:18:21.

Year. Natalie and I had the honour of presenting the trophies, first to

:18:22.:18:24.

a familiar face who's had a wonderful 12 months.

:18:25.:18:34.

Whilst winning the World Championship for the first time this

:18:35.:18:38.

year and retaining the World Cup, Helen Glover has remained unbeaten

:18:39.:18:45.

throughout 2013. So, it is appropriate if you can pass me a

:18:46.:18:51.

rather good`looking Trophy here. For the third year running, you are the

:18:52.:18:57.

BBC south`west sportswoman of the year. Round of applause for you. We

:18:58.:19:07.

have always presented this at the Redgrave pence at Lake. Not bad, is

:19:08.:19:20.

it? It does mean a lot to me. Nobody anticipates or expects a year like I

:19:21.:19:25.

had. We have had some amazing sport from the whole team. How often do

:19:26.:19:35.

you manage to get to Penzance? Only a couple of times a year, but when I

:19:36.:19:41.

do, it's really special. Will you be spending Christmas and new year

:19:42.:19:48.

there? Yes. Another place on the mantelpiece bans to be found for

:19:49.:19:54.

this. Well done again. Completing a hat`trick. Who knows what will

:19:55.:20:02.

happen next year? And then I was off to Sandy Park to

:20:03.:20:06.

see the Exeter Chiefs to present one of them with our highest accolade.

:20:07.:20:10.

Our winner this year has has an amazing year and has been described

:20:11.:20:13.

as one of the most inspiring players of his generation. Let's see who it

:20:14.:20:19.

is. It is likely to be with you today.

:20:20.:20:26.

As you know, this week we have been presenting our sports award and a

:20:27.:20:30.

big wad of the week is the sports man of the year. This batsman of the

:20:31.:20:40.

year is amongst you lot. He's got a very distinctive hairstyle. He's

:20:41.:20:45.

quite young. He may have achieved quite marvellous things with England

:20:46.:20:49.

when they won the World Cup this year. And he's a Cornish boy. Our

:20:50.:20:56.

sports man of the year is Jack and all. Congratulations. It's a gold

:20:57.:21:06.

award. Sorry to spring this on you. A great honour. I am surrounded by a

:21:07.:21:14.

great bunch of boys. It's all down to this team that I have got this.

:21:15.:21:21.

An incredible year for you. I have been out in France and stuff them

:21:22.:21:25.

come back. I had a bit of time for the start of the season to get

:21:26.:21:30.

arrested up. What do you have the rest of the season? Just to keep

:21:31.:21:37.

playing as I have been playing. Chaps, our BBC south`west sports man

:21:38.:21:51.

of the year. Finally, Somerset bowler Jamie

:21:52.:21:54.

Overton has been included in the England Lions cricket tour of Sri

:21:55.:22:08.

Lanka in February and March. Now it seems an instrument which

:22:09.:22:12.

became very popular is the 1930s and 40s is experiencing something of a

:22:13.:22:15.

resurgence. It was a favourite of George Formby's but it seems to have

:22:16.:22:19.

found a growing following among a new generation of music lovers. Jo

:22:20.:22:23.

Irving has been to meet some of the people who have taken up the

:22:24.:22:26.

instrument to find out why it is becoming so popular again.

:22:27.:22:29.

Brass bands and choirs across the county are all churning up the

:22:30.:22:34.

Christmas, but here, a diverse group of musicians are strumming their

:22:35.:22:44.

stuff. In just a few months, Plymouth's ukelele players have

:22:45.:22:48.

grown in numbers. And they have gone from strength to strength. It's a

:22:49.:22:54.

chance for youngsters like Joseph to get to grips with a musical

:22:55.:23:00.

instrument. It's a really fun instrument to play and really easy

:23:01.:23:05.

to learn and not that much strings so you can remaster it quickly.

:23:06.:23:11.

Ukelele is for all ages, especially the young at heart. Seeing as I have

:23:12.:23:18.

arthritis, I thought the best thing to do was play a ukelele and keep my

:23:19.:23:25.

fingers moving. Harry is the main player behind this group. I have

:23:26.:23:36.

tried the guitar. Couldn't do it. Gave up. I have got a new guitar. I

:23:37.:23:48.

didn't even know ukelele was. But the guy said, it's only got four

:23:49.:23:52.

strings. I have been playing a sense! If you want to hit the right

:23:53.:24:03.

note this Christmas, you could always give this a try!

:24:04.:24:14.

So they say it's very easy. So we're going to give it a go.

:24:15.:24:42.

It is easy! I quite enjoyed that. Good evening. Let's have a look at

:24:43.:25:05.

the forecast for the weekend. Whatever you're doing, playing the

:25:06.:25:09.

ukelele or just enjoying a good view the stars. It's windy, mild and we

:25:10.:25:16.

will have reasonable mornings, but the afternoons look rather cloudy.

:25:17.:25:20.

We are between weather systems to night. Another big lump of cloud out

:25:21.:25:30.

here. Between those two, a strike of clearer skies arriving through the

:25:31.:25:36.

night. Settled weather for a time tonight but short lived because a

:25:37.:25:40.

new area of low pressure and another line of wet weather heading our way.

:25:41.:25:45.

Another quite windy afternoon tomorrow. Looking at the details on

:25:46.:25:50.

Sunday, the same weather system comes back across us. We will

:25:51.:25:53.

probably see a fine morning on Sunday. As that rain banter is

:25:54.:25:59.

cleared, it has cleared the skies, which is pretty good news. A last

:26:00.:26:08.

night. The breeze eases a little bit but enough to stir the air so not

:26:09.:26:12.

too much in the way of frost and enough clear sky to give us a good

:26:13.:26:16.

view of the peak of the meteor showers which happens to night. NASA

:26:17.:26:21.

predicts over 120 shooting stars per hour. Temperatures 3`4 degrees the

:26:22.:26:33.

lowest we are likely to see. Tomorrow, and I started the day with

:26:34.:26:40.

sunshine. Chile at first. The day and so does the cloud. By the end of

:26:41.:26:47.

the afternoon, quite wet. Despite temperatures similar to today, 12,

:26:48.:26:54.

13 degrees, but a windy day. That's the forecast for the Isles of

:26:55.:27:05.

Scilly. Times of high water here. Compared to earlier in the week, the

:27:06.:27:09.

surf is pretty messy tomorrow and big waves, too. Those of the coastal

:27:10.:27:20.

waters forecast. The outlook is a damp day on Sunday. Still some

:27:21.:27:25.

outbreaks of rain on Monday. Tuesday is a little bit drier and colder.

:27:26.:27:32.

Have a good evening. Go on, then. Play us out.

:27:33.:27:35.

Shall we play the spotlight theme tune? Let's give it a go. Only of

:27:36.:27:38.

David dancers, though.
