Welcome to the first BBC Channel is all from BBC News

Welcome to the first BBC Channel Islands News of 2014.

:00:14.:00:21.

Jersey Rugby Club appoint a new head coach in a bid to turn their

:00:22.:00:26.

fortunes around. Delivering jobs and economics

:00:27.:00:29.

growth. The Chief Minister outlined his plans for the year ahead and

:00:30.:00:34.

tells us he has not ruled out standing for re`election. If I stand

:00:35.:00:38.

again I am in no doubt that I would want to stand for Chief Minister. I

:00:39.:00:43.

don't think it would write for me to just stand for public election and

:00:44.:00:46.

not talk about which office I wanted to hold.

:00:47.:00:48.

And the challenge facing thousands of islanders with disabilities in

:00:49.:00:51.

Guernsey worried major reforms to equal rights won't become law. Good

:00:52.:01:13.

evening and a happy New Year. First tonight.

:01:14.:01:16.

Jersey Rugby Club has appointed a new head coach in a bid to turn

:01:17.:01:22.

around its fortunes. After three promotions in as many years to get

:01:23.:01:25.

into the Championship the club has recently suffered a run of

:01:26.:01:28.

disappointing defeats. But now, a month after the former coach

:01:29.:01:30.

resigned, South African Harvey Biljon from the Cornish Pirates has

:01:31.:01:34.

been appointed to lead the team in 2014. Emma Chambers reports.

:01:35.:01:37.

Celebrations after promotion to the second tier of English rugby in 2012

:01:38.:01:40.

has been followed by defeat talks as the island struggles to stay in the

:01:41.:01:43.

Championship, then suddenly the resignation of Jersey's head coach

:01:44.:01:52.

Ben Harvey last month. I think it is the right time for the club, more

:01:53.:01:57.

importantly than me. It allows the squad with a `` it allows the club

:01:58.:02:01.

with a good squad and a good coach in charge to get the best out of the

:02:02.:02:04.

squad and progress up the league. But a new year brings a new head

:02:05.:02:08.

coach for Jersey Rugby Club. Going in 20 seconds! Former London Wasps

:02:09.:02:11.

scrum`half Harvey Biljon comes from fellow championship club Cornish

:02:12.:02:14.

Pirates where he's been the assistant coach for the last four

:02:15.:02:20.

years. Right now I'd probably want to concentrate on the player

:02:21.:02:25.

performances. I want us to stop looking behind us to see where

:02:26.:02:27.

Ealing are and looking forward to see where we can target above us and

:02:28.:02:34.

draw a line under what has gone on in the past and have a fresh start

:02:35.:02:37.

from now until the end of the season.

:02:38.:02:39.

It was a quick appointment for the island club, but they say it may

:02:40.:02:43.

take some time before we see improvements. You can't expect

:02:44.:02:47.

someone to turn up here, click their fingers and see what is wrong and

:02:48.:02:53.

fix it. People fix it fixes and planning picks it `` fixes it. The

:02:54.:02:57.

structure you put around that. As much as anything, the next month is

:02:58.:03:00.

vital going forward with recruitment and everything.

:03:01.:03:02.

With two play off finals and a British Irish cup under his belt

:03:03.:03:05.

with the Pirates, Biljon's no stranger to championship battle The

:03:06.:03:10.

championship, make no mistake, is a very, very tough league. On a

:03:11.:03:15.

positive, I know the teams in the league, I know a lot of the players

:03:16.:03:19.

in the league and hopefully we can use some of that knowledge to help

:03:20.:03:26.

turn around some of the performances.

:03:27.:03:27.

Jersey's next match is on Saturday before he starts his three year

:03:28.:03:31.

contract with the club on Monday. And with half the rugby season still

:03:32.:03:35.

to go the team will be hoping now to stay in the championship.

:03:36.:03:41.

And there's reaction to Harvey Biljon appointment online on our

:03:42.:03:51.

website. More news now from around the

:03:52.:03:54.

islands: A man in his 20s, arrested after a fatal car crash in Jersey on

:03:55.:03:58.

Monday night, has been released from custody while the police investigate

:03:59.:04:00.

further. 22`year`old Vitor Dinarte Fernandes

:04:01.:04:02.

was killed in the crash which happened on Victoria Avenue with the

:04:03.:04:05.

junction at First Tower. A 47`year`old woman and an 18`year`old

:04:06.:04:09.

man are both now out of hospital after being treated for their

:04:10.:04:16.

injuries. Seven Guernsey deputies have

:04:17.:04:18.

formally lodged a letter demanding the resignation of the island's

:04:19.:04:21.

health minister. Deputy Mark Dorey told the States last month that the

:04:22.:04:24.

budget for bowel cancer screening had been spent this year. But after

:04:25.:04:27.

Health department staff examined the accounts more fully, it emerged the

:04:28.:04:31.

service had underspent. It's been claimed lives could be endangered as

:04:32.:04:35.

a result but Deputy Dorey has defended his actions.

:04:36.:04:44.

Good to You're watching the BBC in the Channel Islands.

:04:45.:04:47.

Have you with us to write. We have the weather with Holly coming up.

:04:48.:04:50.

Later in Spotlight with Natalie and Simon, why midwives in the UK will

:04:51.:04:53.

be on hand to help pregnant mums give up smoking. Stay with us for

:04:54.:05:00.

that. Delivering jobs and economic growth,

:05:01.:05:03.

those are the priorities for Jersey's Chief Minister in the year

:05:04.:05:06.

ahead. Senator Ian Gorst also told the BBC he hasn't ruled out standing

:05:07.:05:09.

for re`election as Chief Minister in the 2014 elections. His comments

:05:10.:05:13.

came in a BBC interview with me and I began by asking him his personal

:05:14.:05:23.

highlights of 2013. The fact that we have actually been able to start to

:05:24.:05:28.

deliver on the programme opportunities `` priorities that the

:05:29.:05:31.

States agreed in the strategic plan. It reflects the platform I

:05:32.:05:38.

stood on when I got this job. The States have made a lot of important

:05:39.:05:42.

decisions Rameau 's priorities and allocated money to delivering the

:05:43.:05:45.

priorities so we have made really good progress on all of the things

:05:46.:05:50.

that I think are very important to the future of Jersey. What are the

:05:51.:05:53.

government have done better? What have you failed on this year? I do

:05:54.:05:57.

not think we have failed on anything. There are always things we

:05:58.:06:01.

could do better, we could improve our processes. We have started a

:06:02.:06:05.

great work of reform and perhaps we could have done that quicker.

:06:06.:06:09.

Looking ahead to the next 12 months, what are the challenges that you and

:06:10.:06:17.

the States are facing in 2014? We said right at the start of this term

:06:18.:06:22.

in government that actually getting people back into work, trying to

:06:23.:06:25.

deliver economic growth and supporting the economy through

:06:26.:06:28.

difficult times was our priority. That must remain our priority. There

:06:29.:06:35.

is an election in 2014, will you stand for real election? I have been

:06:36.:06:39.

asked that question. I still have nearly a year of delivering on

:06:40.:06:43.

promises that the States agreed in the strategic plan. It is important

:06:44.:06:46.

for ministers and government to focus on that and not start thinking

:06:47.:06:50.

about the election to early because actually it is about delivery and

:06:51.:06:53.

trying to make people's lives better into the future. What about

:06:54.:07:00.

remaining as Chief Minister? If I stand again, I am in no doubt that I

:07:01.:07:03.

would want to stand for Chief Minister. I do not think it would be

:07:04.:07:09.

right for me to just stand for public election and not talk about

:07:10.:07:13.

which office I wanted to hold. I have enjoyed the time that I have

:07:14.:07:18.

given in this office but there is a lot more still to do and I would

:07:19.:07:23.

like to be there, helping to serve and deliver on behalf of our

:07:24.:07:25.

community. It's just over a month since

:07:26.:07:28.

Guernsey moved a step closer to equal rights for disabled people.

:07:29.:07:31.

But as Mike Wilkins reports, with the new year comes a new challenge

:07:32.:07:34.

for the thousands of disabled islanders determined to see it

:07:35.:07:37.

become law. Disability campaigners making a

:07:38.:07:41.

noise. And their voices were heard by the deputies, as the States

:07:42.:07:44.

unanimously approved a Disability and Inclusion Strategy. One person

:07:45.:07:49.

who was watching the vote closely was Angela Gaskill. She has MS and

:07:50.:07:55.

is now paralysed from the waist down. She was one of the first

:07:56.:07:59.

wheelchair users to be allowed to sit in the States chamber. Oh, it

:08:00.:08:08.

was an amazing feeling, to actually be there and hear the speeches. It

:08:09.:08:15.

was so obviously for the strategy, it was amazing. This coming to

:08:16.:08:24.

fruition has pleased so many people, you have no idea. Under the

:08:25.:08:32.

strategy new anti`discrimination laws will be drafted, employment

:08:33.:08:38.

opportunities will be examined, more information will be made available

:08:39.:08:41.

for disabled islanders and the island will sign up to the UN

:08:42.:08:44.

Convention for the rights for disabled people. As attention turns

:08:45.:08:50.

to the New Year and resolution Anja what's the States to deliver on its

:08:51.:08:55.

promise. Our only hope is that the pressure will be kept on for the

:08:56.:09:01.

strategy to really get cracking and that it will not be pushed back onto

:09:02.:09:11.

the back foot. We don't want them to say, oh yes, we have got to wait for

:09:12.:09:17.

finances. Everybody knows we have to wait for finances but that should

:09:18.:09:22.

not be the ultimate. So, for Angela and the thousands of other disabled

:09:23.:09:26.

islanders, their New Year 's resolution is to keep the momentum

:09:27.:09:29.

going to insure that disability strategy passes swiftly into law.

:09:30.:09:41.

Let us get the forecast now. We have got severe conditions on the

:09:42.:09:46.

way tomorrow and we are expecting gales or severe gales and heavy and

:09:47.:09:50.

thundery showers. The strong winds combined with high tides are

:09:51.:09:54.

bringing a risk of some flooding. This is the area of low pressure

:09:55.:09:58.

responsible. This area of rain pushes through this evening and

:09:59.:10:02.

behind it the isobars tighten and we see the wind really whipping up

:10:03.:10:07.

Tomorrow the wind will really pushed through and deliver us heavy

:10:08.:10:10.

showers. On Saturday we have a spell of heavy rain at first which clears

:10:11.:10:23.

to scattered showers during the day. We see a spell of rain this evening

:10:24.:10:26.

which clears two more in the way of isolated showers overnight which

:10:27.:10:28.

could be heavy and perhaps bring hail and thunder. All the while the

:10:29.:10:31.

wind is whipping up. It is that combined with the high tides that

:10:32.:10:33.

brings a risk of flooding and we could see waves overtopping the sea

:10:34.:10:39.

walls. There are heavy thundery showers which could bring hail at

:10:40.:10:47.

times. All the time the strong wind is blowing. For our coastal waters

:10:48.:10:49.

forecast... These times of high water are when

:10:50.:11:07.

we are especially concerned about the risk of coastal flooding. There

:11:08.:11:12.

are some very big waves for the surfers tomorrow and some very messy

:11:13.:11:17.

conditions in store. The outlook tomorrow is heavy showers and strong

:11:18.:11:20.

winds and a risk of coastal flooding. Come the weekend and

:11:21.:11:25.

Saturday there will be heavy rain at the worst `` at first with scattered

:11:26.:11:30.

showers. On Sunday it is extremely wet and windy. It is really not a

:11:31.:11:35.

very pleasant picture at all. Have a good evening.

:11:36.:11:42.

Thank you very much indeed. Finally conquer actually is to

:11:43.:11:46.

Guernsey football club who beat Crawley down Gatwick 11`0 yesterday

:11:47.:11:52.

in what they're calling their best victory yet. After racing to a `0

:11:53.:11:56.

lead at half time, the teams' success continued into the second

:11:57.:12:00.

half. Six of the goals were scored by Ross Allen, a new club record.

:12:01.:12:03.

That is it for now. We will be back with the 10pm news.

:12:04.:12:11.

with the latest for us. How is it looking?

:12:12.:24:20.

As we saw, it looks severe for tomorrow. We are expecting severe

:24:21.:24:25.

gales around the coast, combined with high tides to give us coastal

:24:26.:24:28.

flooding and the dish and we have some heavy showers. This is the area

:24:29.:24:33.

of low pressure we are watching developing in the Atlantic, ringing

:24:34.:24:37.

us a spell of rain in the evening but as it clears tonight into

:24:38.:24:41.

tomorrow we see isobars high and the winds ripped up, and that will send

:24:42.:24:45.

some heavy showers tomorrow. On Saturday those winds ease down, we

:24:46.:24:52.

will see further showers, and for tomorrow we have a Met Office yellow

:24:53.:24:57.

warning in force for wind. We could see cuts as much as 60 or 70 mph

:24:58.:25:01.

around the coast and well spread gales. We have those 13 severe flood

:25:02.:25:08.

warnings in force, that flood line number there. So today it has been

:25:09.:25:16.

the calm before the storm. We saw a few showers, now cloud is becoming

:25:17.:25:21.

up and that will bring a spell of rain this evening. Not huge amounts

:25:22.:25:26.

but falling unsaturated services, that rain is clearing to more of a

:25:27.:25:32.

scattering of showers overnight, some quite organised in the early

:25:33.:25:36.

hours, while these winds are whipping up. Lows tonight of six to

:25:37.:25:43.

eight degrees. Tomorrow we have strong winds in place with a risk of

:25:44.:25:47.

coastal flooding, especially around high tide. They are also whipping

:25:48.:25:52.

through these heavy showers, bringing a risk of hail and plunder

:25:53.:25:56.

with a few bright spells. Top temperatures tomorrow up to around

:25:57.:26:02.

eight or nine degrees. For the Isles of Scilly, again some strong winds

:26:03.:26:07.

here, gales expected, heavy showers through the day and that flooding

:26:08.:26:13.

risk as well. These are times of high water. These are when we are

:26:14.:26:18.

especially concerned about the risk of coastal flooding. And some very

:26:19.:26:27.

big waves obviously out at sea tomorrow and some very messy

:26:28.:26:30.

conditions. Our coastal waters forecast, the wind south`westerly

:26:31.:26:36.

aid to storm force ten, decreasing to six or seven later, those squally

:26:37.:26:42.

showers pushing through reducing visibility at times. The sea state

:26:43.:26:47.

to date will be high or very high at times in the West. Tomorrow we have

:26:48.:26:53.

those heavy showers and very strong winds developing, combining with

:26:54.:26:57.

high tides and that is bringing a risk of coastal flooding. Thereafter

:26:58.:27:02.

we head into Saturday and we will see a spell of heavy rain at first

:27:03.:27:05.

but it should ease off through the morning, more of a scattering of

:27:06.:27:11.

showers but those winds are looking letter for Saturday. That is the

:27:12.:27:14.

good news but we look ahead to Sunday and we have another storm,

:27:15.:27:18.

very wet and windy conditions expected, and we already have an

:27:19.:27:24.

early Met Office yellow warning for rain in force, and it is then quite

:27:25.:27:28.

unsettled as we head into the beginning of next week.

:27:29.:27:36.

We will bring you the latest on this pretty awful combination of

:27:37.:27:40.

different conditions across the BBC. Do take care. Good night.

:27:41.:27:45.
