so it is a significant factor. Two Jersey politicians are declared | :00:36. | :00:38. | |
bankrupt tonight and lose their seats in the island's government. | :00:39. | :00:47. | |
And... Roads are closed and sandbags are given to homeowners here as | :00:48. | :00:52. | |
strong winds and high tides caused disruption for many across the | :00:53. | :00:55. | |
islands. Tonight, forecasters say there is more to come. We continue | :00:56. | :01:00. | |
to see full gales through this evening and as high tide approaches | :01:01. | :01:02. | |
there is a risk of further flooding. I will have the details | :01:03. | :01:05. | |
later in the programme. Good evening. Cases of domestic | :01:06. | :01:22. | |
violence in Jersey are increasing. Police went over 1100 incidents in | :01:23. | :01:29. | |
2013, a rise of 6% from 2012. Overall crime in the island is down | :01:30. | :01:36. | |
by 18%, according to figures released today. Emma Chambers | :01:37. | :01:39. | |
reports. Nearly 700 fewer crimes were | :01:40. | :01:42. | |
reported to Jersey Police last year, a drop of almost 18% from 2012 and | :01:43. | :01:47. | |
the lowest crime level recorded for the last five years. But while | :01:48. | :01:52. | |
overall reports of crime have decreased, Jersey Police has seen an | :01:53. | :01:56. | |
increase in domestic violence. We attended over 1100 domestic | :01:57. | :02:00. | |
incidents last year, which is a 6% rise on the year before. This is not | :02:01. | :02:04. | |
unexpected because we have done a lot of work in getting to victims | :02:05. | :02:08. | |
coming forward, having the confidence to come to us and other | :02:09. | :02:12. | |
agencies so we have seen a 10% increase in domestic incidents and | :02:13. | :02:17. | |
assaults. That amounts to about 12% of all crime recorded in Jersey, so | :02:18. | :02:22. | |
it is a significant factor. It seems campaigns to get victims to speak | :02:23. | :02:26. | |
out on the island are working but some still suffer in silence. It is | :02:27. | :02:31. | |
a silent issue. Statistics tell you that victims will suffer 25 or 30 | :02:32. | :02:36. | |
times before they will hold their hand and seek help. So if we are | :02:37. | :02:42. | |
getting 1100 also reported incidents year, that is three a day, which is | :02:43. | :02:47. | |
terrible. Maybe there are more out there. Jersey Police saves as their | :02:48. | :02:53. | |
short`term rise for hopefully a long`term reduction so domestic | :02:54. | :02:56. | |
violence rates in the island could drop in the future, just as | :02:57. | :02:59. | |
burglaries, theft and youth crime have all done in 2013. | :03:00. | :03:07. | |
David Kennedy is a community and school sports manager. He believes | :03:08. | :03:10. | |
police, social and sports groups have coordinated the way they work | :03:11. | :03:14. | |
with young people more effectively in recent years. Earlier I asked him | :03:15. | :03:18. | |
how that had helped the crime rate to fall. We have delivered a number | :03:19. | :03:22. | |
of projects to reduce anti`social behaviour order, the main ones being | :03:23. | :03:25. | |
on Friday night in and around St Helier. Those particular projects, | :03:26. | :03:32. | |
we work closely with the police to identify areas which have been | :03:33. | :03:34. | |
flagged up as hotspots, so they give us the data and we know there have | :03:35. | :03:40. | |
been a number of young peoples issues. We work alongside the youth | :03:41. | :03:45. | |
service who send out youth workers to that predictive projects. Young | :03:46. | :03:51. | |
people may like to speak to a professional. Must be reassuring to | :03:52. | :03:55. | |
hear that crime rates have fallen as a result of the work you do. It is | :03:56. | :03:59. | |
very pleasing and it has been a collaborative approach to reducing | :04:00. | :04:03. | |
anti`social behaviour order. I think there is a number of different | :04:04. | :04:08. | |
departments with the same agenda, various agencies that do a lot of | :04:09. | :04:12. | |
good work with families and young people and there are charities as | :04:13. | :04:26. | |
well, such as Brighter Futures. What needs to be done to maintain that | :04:27. | :04:31. | |
level? The levels have been as low as they have ever been but clearly | :04:32. | :04:35. | |
we still have a minority that we need to continually target | :04:36. | :04:37. | |
appropriately and work with them and make sure that our resources are | :04:38. | :04:41. | |
used effectively to stop what we find as it is getting harder because | :04:42. | :04:46. | |
there is not the levels of anti`social behaviour out there now | :04:47. | :04:49. | |
to try to find young people to target, which is great in some | :04:50. | :04:52. | |
respects but we know they are out there. Drink`driving arrests over | :04:53. | :04:57. | |
the festive period were the lowest since 2009 in Guernsey. Police say | :04:58. | :05:00. | |
they made nine arrests during the Christmas campaign compared with 11 | :05:01. | :05:06. | |
in 2012. 580 motorists were stopped. Two durch `` Jersey deputies have | :05:07. | :05:11. | |
been declared bankrupt at Jersey's Royal Court tonight. Deputies Trevor | :05:12. | :05:15. | |
and Shona Pitman emerged from court a short time ago, it came about | :05:16. | :05:22. | |
after a failed libel case against an estate agent and the Jersey Evening | :05:23. | :05:25. | |
Post. The deputies have lost their seats in the island's government. | :05:26. | :05:29. | |
Julie Flanagan told me about the background to the case. | :05:30. | :05:34. | |
Before Christmas, deputies Trevor and Shona Pitman had applied for | :05:35. | :05:37. | |
bankruptcy. They asked Jersey's legal system to allow their home to | :05:38. | :05:42. | |
be sold off to pay debt that had been accumulated in a defamation | :05:43. | :05:48. | |
case they had the GEP. They had argued unsuccessfully that a cartoon | :05:49. | :05:53. | |
of person `` advertisement that had been placed by the estate agents in | :05:54. | :05:58. | |
the Jersey Evening Post made them look like money grabbers. Ella Bobby | :05:59. | :06:01. | |
they have lost their seats in the states. What now for them and the | :06:02. | :06:06. | |
States of Jersey? They have been declared bankrupt. | :06:07. | :06:10. | |
This application has been successful. From today they are no | :06:11. | :06:13. | |
longer deputies. They are effectively out of a job. What that | :06:14. | :06:17. | |
means is the Royal Court will order a by`election over the next week or | :06:18. | :06:20. | |
two to fill those seats. The Channel Islands are due for more | :06:21. | :06:24. | |
bad weather tonight after sea water and debris made many roads | :06:25. | :06:29. | |
impassable this morning. Winds of up to 80 miles an hour have been | :06:30. | :06:33. | |
recorded in Alderney and the St Peter Port friend had to be closed | :06:34. | :06:39. | |
for two hours. `` seafront had to be closed for two hours. The scene | :06:40. | :06:43. | |
along the Perelle coast road, closed because debris was washed over the | :06:44. | :06:46. | |

round the shingle bank at L'Eree was breached. In Jersey it was a similar | :07:06. | :07:09. | |
story. This was the scene along Victoria Avenue this morning, even | :07:10. | :07:16. | |
catching our camera off`guard. Further along Jersey's South Coast | :07:17. | :07:19. | |
sandbags were given to homeowners from First Tower to Harve des Pas. | :07:20. | :07:26. | |
Just in case, you know. The forecast is not good, a high tide, the wind | :07:27. | :07:30. | |
in this direction, so it will come over the walls. As we can see today | :07:31. | :07:36. | |
there is a lot of cars, covered in seaweed and the private properties | :07:37. | :07:39. | |
are full of weed and water so we need the barrier to keep things | :07:40. | :07:43. | |
back. Forecasters say winds are expected to reach 60 mph this | :07:44. | :07:47. | |
evening and have issued orange tide warnings. Late Saturday and Sunday | :07:48. | :07:51. | |
the chart is dominated by huge low`pressure system and what we will | :07:52. | :07:57. | |
see as a number of minor lows running around the system being | :07:58. | :08:02. | |
steered and I am afraid we will see further strong gale or severe gale | :08:03. | :08:05. | |
force winds over the next four or five days. The bad weather has had | :08:06. | :08:10. | |
an impact on the fishing industry, which has come to a near standstill | :08:11. | :08:13. | |
due to three weeks of gales and swells. | :08:14. | :08:21. | |

controversial savings targets next year according to the island's Chief | :08:28. | :08:31. | |
Minister but as the BBC's Mike Wilkins reports, a lot more needs to | :08:32. | :08:36. | |
be done if the island is to balance its books. | :08:37. | :08:39. | |
Chief Minister, 2013 has seen a lot of work done to try and improve | :08:40. | :08:44. | |
Guernsey's international reputation through signing tax agreements and | :08:45. | :08:47. | |
even David Cameron the British prime ministers saying that the Channel | :08:48. | :08:51. | |
Islands should not be considered as tax havens. Do you think the island | :08:52. | :08:56. | |
has now done enough? I think we have helped to move the agenda on. The UK | :08:57. | :08:59. | |
Government now acknowledges that we are not a tax haven, we are fully | :09:00. | :09:04. | |
cooperative and have espoused the principles of tax transparency. Even | :09:05. | :09:10. | |
the charities who are fairly critical about is at times I think | :09:11. | :09:13. | |
except there is now tax transparency. Their agenda has | :09:14. | :09:17. | |
shifted onto corporate transparency, which is a slightly different | :09:18. | :09:22. | |
matter. 2013 has also seen the closure of hospital wards and the | :09:23. | :09:25. | |
decision to close two schools, as the government is trying to meet its | :09:26. | :09:28. | |
savings targets. How did that make you feel, that ultimately it was | :09:29. | :09:32. | |
your government that had to make those decisions? I think when we | :09:33. | :09:38. | |
stood for election in 2012, we all understood we were going to have to | :09:39. | :09:41. | |
take tough decisions. We can no longer duck the issue. We have to | :09:42. | :09:45. | |
bring our spending back into line with our income. Those are the | :09:46. | :09:51. | |
inevitable consequences. How do you foresee next year? Do you think the | :09:52. | :09:54. | |
government will hit its targets or will it be the taxpayer who will | :09:55. | :09:58. | |
have to make up the difference? I am confident we will achieve the | :09:59. | :10:02. | |
target. By the end of October we had banked over 20 million. By the end | :10:03. | :10:06. | |
of December it should be up to 23 million. I am confident we will | :10:07. | :10:10. | |
achieve the target. The key thing is we have to think about how we do | :10:11. | :10:17. | |
after the end of 2014. We have to continue to find efficiencies. | :10:18. | :10:20. | |
Looking ahead to 2014, what do you thing will be the biggest issues for | :10:21. | :10:26. | |
the island? I think looking at the outcome of the current review on tax | :10:27. | :10:30. | |
and benefits and pensions, that will then address the budget for 2014 `` | :10:31. | :10:40. | |
the budget for 2015 but also the suspicious will but `` the Social | :10:41. | :10:42. | |
Security Department proposals. That links in with Democratic side | :10:43. | :10:47. | |
pensions issues, the state superannuation scheme and coming up | :10:48. | :10:52. | |
with how we wish to progress further efficiencies close to the end of | :10:53. | :10:58. | |

good to see what you've achieved. I enjoyed putting smiles on people's | :19:34. | :19:43. | |
faces. That idea of putting a smile on a face is crucial to those who | :19:44. | :19:47. | |
run this programme. They say young people see they can do something | :19:48. | :19:50. | |
positive, and that feeling might help them find an alternative to | :19:51. | :19:53. | |
committing crime. In Dorset, we're seeing a steady, year`on`year | :19:54. | :19:56. | |
reduction in the rate of re`offending, in terms of the people | :19:57. | :20:01. | |
we work with. That's the name of the game. But isn't the name of the game | :20:02. | :20:04. | |
also offenders meeting the people they've wronged? Where are those | :20:05. | :20:07. | |
people? Some want the meeting, in order to repair damage ` sometimes | :20:08. | :20:11. | |
literally ` but others prefer to be kept at arm's length. In their | :20:12. | :20:18. | |
latest project, offenders have been making gifts to sell, but the money | :20:19. | :20:22. | |
made will go to charities chosen by the victims. Every element, every | :20:23. | :20:26. | |
piece of work, has to have some form of restorative justice. That can | :20:27. | :20:31. | |
come in many forms. What the essential part is that young people | :20:32. | :20:34. | |
make some kind of restitution to their victims. After this Christmas | :20:35. | :20:40. | |
offering, birdboxes might be next off the production line in a new | :20:41. | :20:44. | |
year ` and hopefully new beginning ` for some young people. | :20:45. | :20:52. | |
