The headlines tonight. Cases of domestic abuse in Jersey are

:00:16.:00:18.

increasing, but overall crime is falling according to police. We have

:00:19.:00:23.

seen about a 10% increase in domestic related incidents and

:00:24.:00:29.

assaults and that amounts to about 12% of all crime recorded in Jersey,

:00:30.:00:35.

so it is a significant factor. Two Jersey politicians are declared

:00:36.:00:38.

bankrupt tonight and lose their seats in the island's government.

:00:39.:00:47.

And... Roads are closed and sandbags are given to homeowners here as

:00:48.:00:52.

strong winds and high tides caused disruption for many across the

:00:53.:00:55.

islands. Tonight, forecasters say there is more to come. We continue

:00:56.:01:00.

to see full gales through this evening and as high tide approaches

there is a risk of further flooding. I will have the details

:01:03.:01:05.

later in the programme. Good evening. Cases of domestic

:01:06.:01:22.

violence in Jersey are increasing. Police went over 1100 incidents in

:01:23.:01:29.

2013, a rise of 6% from 2012. Overall crime in the island is down

:01:30.:01:36.

by 18%, according to figures released today. Emma Chambers

:01:37.:01:39.

reports. Nearly 700 fewer crimes were

:01:40.:01:42.

reported to Jersey Police last year, a drop of almost 18% from 2012 and

:01:43.:01:47.

the lowest crime level recorded for the last five years. But while

:01:48.:01:52.

overall reports of crime have decreased, Jersey Police has seen an

:01:53.:01:56.

increase in domestic violence. We attended over 1100 domestic

:01:57.:02:00.

incidents last year, which is a 6% rise on the year before. This is not

:02:01.:02:04.

unexpected because we have done a lot of work in getting to victims

:02:05.:02:08.

coming forward, having the confidence to come to us and other

:02:09.:02:12.

agencies so we have seen a 10% increase in domestic incidents and

:02:13.:02:17.

assaults. That amounts to about 12% of all crime recorded in Jersey, so

:02:18.:02:22.

it is a significant factor. It seems campaigns to get victims to speak

:02:23.:02:26.

out on the island are working but some still suffer in silence. It is

:02:27.:02:31.

a silent issue. Statistics tell you that victims will suffer 25 or 30

:02:32.:02:36.

times before they will hold their hand and seek help. So if we are

:02:37.:02:42.

getting 1100 also reported incidents year, that is three a day, which is

:02:43.:02:47.

terrible. Maybe there are more out there. Jersey Police saves as their

:02:48.:02:53.

short`term rise for hopefully a long`term reduction so domestic

violence rates in the island could drop in the future, just as

burglaries, theft and youth crime have all done in 2013.

David Kennedy is a community and school sports manager. He believes

police, social and sports groups have coordinated the way they work

:03:11.:03:14.

with young people more effectively in recent years. Earlier I asked him

:03:15.:03:18.

how that had helped the crime rate to fall. We have delivered a number

:03:19.:03:22.

of projects to reduce anti`social behaviour order, the main ones being

:03:23.:03:25.

on Friday night in and around St Helier. Those particular projects,

:03:26.:03:32.

we work closely with the police to identify areas which have been

:03:33.:03:34.

flagged up as hotspots, so they give us the data and we know there have

:03:35.:03:40.

been a number of young peoples issues. We work alongside the youth

:03:41.:03:45.

service who send out youth workers to that predictive projects. Young

:03:46.:03:51.

people may like to speak to a professional. Must be reassuring to

:03:52.:03:55.

hear that crime rates have fallen as a result of the work you do. It is

:03:56.:03:59.

very pleasing and it has been a collaborative approach to reducing

:04:00.:04:03.

anti`social behaviour order. I think there is a number of different

:04:04.:04:08.

departments with the same agenda, various agencies that do a lot of

:04:09.:04:12.

good work with families and young people and there are charities as

:04:13.:04:26.

well, such as Brighter Futures. What needs to be done to maintain that

:04:27.:04:31.

level? The levels have been as low as they have ever been but clearly

:04:32.:04:35.

we still have a minority that we need to continually target

:04:36.:04:37.

appropriately and work with them and make sure that our resources are

:04:38.:04:41.

used effectively to stop what we find as it is getting harder because

there is not the levels of anti`social behaviour out there now

after a failed libel case against an estate agent and the Jersey Evening

Before Christmas, deputies Trevor and Shona Pitman had applied for

bankruptcy. They asked Jersey's legal system to allow their home to

:05:38.:05:42.

be sold off to pay debt that had been accumulated in a defamation

case they had the GEP. They had argued unsuccessfully that a cartoon

longer deputies. They are effectively out of a job. What that

means is the Royal Court will order a by`election over the next week or

savings targets. How did that make you feel, that ultimately it was

your government that had to make those decisions? I think when we

stood for election in 2012, we all understood we were going to have to

take tough decisions. We can no longer duck the issue. We have to

bring our spending back into line with our income. Those are the

inevitable consequences. How do you foresee next year? Do you think the

:09:52.:09:54.

government will hit its targets or will it be the taxpayer who will

:09:55.:09:58.

have to make up the difference? I am confident we will achieve the

:09:59.:10:02.

target. By the end of October we had banked over 20 million. By the end

:10:03.:10:06.

of December it should be up to 23 million. I am confident we will

:10:07.:10:10.

achieve the target. The key thing is we have to think about how we do

Looking ahead to 2014, what do you thing will be the biggest issues for
