the windscreen first thing in the morning. That is all from | :00:00. | :12:28.
If you have just joined this `` joined us, still to come, why have | :12:29. | :12:42.
one animal story when you can have two? From Exmoor we have the | :12:43. | :12:47.
preservation of foals. We'll report on one woman's hopes for their | :12:48. | :12:50.
future. And from Clovelly, the preservation of donkeys, this time | :12:51. | :12:52.
on film. One of the south west's most | :12:53. | :12:59.
prominent NHS executives has denied "nepotism and favouritism" in | :13:00. | :13:01.
getting her daughter's boyfriend a senior job. An employment tribunal | :13:02. | :13:06.
has heard two women claim to have turned whistle blowers about the way | :13:07. | :13:09.
Dr Paula Vasco`Knight, the head of Torbay hospital, ran an important | :13:10. | :13:13.
recruitment process. Parents and teachers say Torbay Council's | :13:14. | :13:15.
decision to scrap a CCTV enforcement car could put children's safety at | :13:16. | :13:28.
risk. Doctor Vasco`Knight is the chair of the Torbay Hospital. She is | :13:29. | :13:32.
alleged to have helped her daughter's boyfriend get a job at | :13:33. | :13:36.
the NHS foundation trust which he heads. A recruitment manager told | :13:37. | :13:42.
the tribunal she believed the appointment involved nepotism and | :13:43. | :13:51.
favouritism. They say they were hung out to dry after raising concerns | :13:52. | :13:56.
about the appointment. How important was it you brought the case? | :13:57. | :14:01.
Incredibly important. We did not think about it lightly in terms of | :14:02. | :14:04.
going through it, but we have made it and it's been a battle for both | :14:05. | :14:08.
of us. We see each other through the ups and downs, and we are pleased to | :14:09. | :14:14.
be here. The process has been quite traumatic process, I think. There | :14:15. | :14:18.
have been ups and downs, and there's been a lot of anxiety. As we all | :14:19. | :14:23.
know, there has been distressed at certain points, but I'm glad it's | :14:24. | :14:27.
over now. We're just waiting for the result, and then I feel I can move | :14:28. | :14:34.
on, as I'm sure Penny does as well. Both women say they were prevented | :14:35. | :14:38.
from returning to their jobs after they raised their concerns. They | :14:39. | :14:42.
were instead to be redeployed, they said. But both women refused to | :14:43. | :14:46.
accept that, believing they had done nothing wrong. They subsequently | :14:47. | :14:52.
resigned from the trust. Doctor Vasco`Knight strongly denied the | :14:53. | :14:54.
allegations of nepotism and favouritism. The man was not going | :14:55. | :15:00.
out with her daughter when he was appointed and she did not even know | :15:01. | :15:03.
him. She had not, she said, stopped the women from returning to their | :15:04. | :15:07.
jobs as revenge for raising their concerns. The tribunal was told this | :15:08. | :15:11.
was an important case as the treatment of whistle`blowers had | :15:12. | :15:13.
become a significant issue in the NHS. The tribunal reserved judgement | :15:14. | :15:18.
and it is expected within a fortnight. | :15:19. | :15:25.
Parents and teachers say Torbay Council's decision to scrap a CCTV | :15:26. | :15:30.
enforcement car could put children's safety at risk. It patrolled outside | :15:31. | :15:32.
schools following concerns about parking and driving, but the service | :15:33. | :15:36.
is losing money. The council now plans to use traffic wardens | :15:37. | :15:37.
instead. A number of bus drivers in Weymouth | :15:38. | :15:43.
have been on strike today in a row over pay. The union Unite says wages | :15:44. | :15:47.
at First Group are falling behind those in other towns and cities. | :15:48. | :15:51.
A Somerset pony club has launched a campaign to save endangered Exmoor | :15:52. | :15:56.
foals from slaughter. It wants to prove there is a market for them in | :15:57. | :15:59.
the wider equestrian world. It comes in light of a new report | :16:00. | :16:02.
commissioned by Exmoor National Park, which raised the idea that the | :16:03. | :16:06.
breed could be farmed for meat, like cattle and sheep, for sale to local | :16:07. | :16:10.
hotels and restaurants. Spotlight's Janine Jansen reports. | :16:11. | :16:19.
Dawn Westcott wants to give Exmoor foals a lifeline. When they come off | :16:20. | :16:25.
the more, they are wild and frightened of humans. She takes | :16:26. | :16:31.
months to socialise them. The problem has been is that it's very | :16:32. | :16:34.
difficult for the more land farmers to find the buyers and actually | :16:35. | :16:40.
present the foals in a form where people can handle them, because | :16:41. | :16:42.
sometimes people are daunted about taking them off the Moors, but | :16:43. | :16:48.
sometimes people don't know how to buy the fold, a mad farmer doesn't | :16:49. | :16:53.
know how to find a potential buyer. `` and the local farmer doesn't | :16:54. | :16:58.
know. More than 100 of these horses get culled each year, and so far she | :16:59. | :17:03.
has saved 18. But she says they have had big problems buying them due to | :17:04. | :17:07.
red tape. It is something they are dressed in a new report commissioned | :17:08. | :17:14.
by the Exmoor National Park `` addressed. The report also mentions | :17:15. | :17:18.
the possibility of marketing pony meat to local restaurants. A point | :17:19. | :17:23.
that will invoke reaction of horror and disgust in those opposed to | :17:24. | :17:30.
eating. Rex Milton welcomes the socialisation programme but says | :17:31. | :17:34.
ponies do have to be managed. What you have to look at is there is a | :17:35. | :17:40.
natural degree of wastage with any good management and breeding, and we | :17:41. | :17:43.
are interested in producing good stock, but we need somewhere for the | :17:44. | :17:48.
substandard stuff to go, so I think we are looking at a very limited | :17:49. | :17:54.
amount, but it was suggested on as a speciality market, it could possibly | :17:55. | :17:58.
be a dish that was rather speciality. The farmers have set up | :17:59. | :18:04.
their own group to protect their herds for the future. The Exmoor | :18:05. | :18:10.
pony Society has refused to comment until after the consultation period | :18:11. | :18:11.
closes at the end of the month. An update on the top story. We have | :18:12. | :18:22.
just heard in the last few minutes that the Swedish furniture giant | :18:23. | :18:25.
IKEA has been given planning permission for a store on the | :18:26. | :18:29.
outskirts of Exeter. The move follows the arrival of John Lewis in | :18:30. | :18:32.
the city last year and it is predicted to create hundreds of | :18:33. | :18:38.
jobs. Time for the sport now, and Exeter Chiefs have already started | :18:39. | :18:41.
planning for next season haven't they, Dave? They have indeed. | :18:42. | :18:43.
They're signing Leicester Tigers back row Thomas Waldrom. He's agreed | :18:44. | :18:46.
a three`year deal. The 30`year`old, who's won five England caps, will | :18:47. | :18:49.
join the Chiefs in the summer. Current incumbent Dave Ewers hasn't | :18:50. | :18:52.
yet signed a new contract at Sandy Park. Meanwhile, Don Armand's try | :18:53. | :18:56.
put Exeter 13`0 ahead at Cardiff Blues and supplemented by four | :18:57. | :18:59.
Gareth Steenson penalties, they went on to win 19`13. | :19:00. | :19:03.
But their slender chance of making the European Challenge Cup | :19:04. | :19:07.
disappeared. They needed a bonus point victory at least to progress. | :19:08. | :19:11.
The Chiefs now concentrate on the Anglo`Welsh Cup over the next two | :19:12. | :19:13.
weeks. The Cornish Pirates are guaranteed a | :19:14. | :19:19.
home tie in the quarter finals of the British and Irish Cup, although | :19:20. | :19:22.
they suffered their first defeat in the pool stages at Ulster Ravens. | :19:23. | :19:27.
They won't know until next Monday who they'll face in Penzance, but it | :19:28. | :19:31.
could possibly be Plymouth Albion. Despite topping their group, Albion | :19:32. | :19:35.
are away in the last eight against the Pirates, Leinster, Leeds or | :19:36. | :19:36.
Bristol. Heavy rain reduced the weekend's | :19:37. | :19:43.
League football by half. Plainmoor and St James Park were both victims | :19:44. | :19:46.
of waterlogged pitches, leaving Yeovil Town and Plymouth Argyle to | :19:47. | :19:50.
make the headlines. The Glovers won at Birmingham, whilst Argyle had | :19:51. | :19:53.
Andres Gurrieri sent off in their defeat at Rochdale. | :19:54. | :20:03.
A super win, and a must win game. We build it is that throughout the | :20:04. | :20:10.
week. We were not expecting all the other teams around us to win as | :20:11. | :20:16.
well, but we are hanging on in. I just thought we were very, very good | :20:17. | :20:21.
in both penalty areas. We got to a couple of balls in their penalty | :20:22. | :20:24.
area first which gave is the lead, and then we got everything first in | :20:25. | :20:28.
our penalty area. That was the nature of the day. They are a good | :20:29. | :20:31.
side. We think that's a very good result for us. | :20:32. | :20:37.
A shooting chance for Alan. There it is, the opening goal for Rochdale. | :20:38. | :20:46.
A clash of heads there. I don't think it was malicious, but the | :20:47. | :20:53.
Rochdale player is down on the ground, and a straight red card. | :20:54. | :20:57.
Chipping it into the box. Henderson is the target. What a lovely goal by | :20:58. | :21:04.
Ian Henderson. He scored a great one against Leeds. A chance for Rochdale | :21:05. | :21:13.
to attack. And that is Michael Rose with a lovely flighted chip. Argyle | :21:14. | :21:17.
will not be contesting Gurrieri's dismissal. | :21:18. | :21:18.
He'll now be suspended for the next three games. The Plymouth Raiders | :21:19. | :21:25.
have reached the quarter finals of basketball's BBL Trophy. They beat | :21:26. | :21:32.
Durham Wildcats at the Pavilions to set up a home tie against Sheffield | :21:33. | :21:36.
Sharks. And a provisional date of Sunday, February ninth has been | :21:37. | :21:40.
pencilled in for the Raiders BBL Trophy quarterfinal. | :21:41. | :21:44.
Now we often bring you pictures of the South West as it once was here | :21:45. | :21:50.
on Spotlight as we spool through the archive to find film from the past | :21:51. | :21:54.
which is important in the present. But what about the future? Who's | :21:55. | :21:57.
filming images for the next generation of programme makers? | :21:58. | :22:00.
Well, one woman in North Devon has set up a project to capture life as | :22:01. | :22:04.
it is now. The stars of the first film are the donkeys of Clovelly. | :22:05. | :22:07.
Spotlight's North Devon reporter, Andrea Ormsby has been looking at | :22:08. | :22:18.
the footage. Clovelly is famous for three reasons, the steep slopes, the | :22:19. | :22:24.
cobbled streets and the donkeys. Now they are the focus of this short | :22:25. | :22:27.
film which launches the North Devon moving image project. | :22:28. | :22:33.
The aim is to make and share short films which show everyday life in | :22:34. | :22:39.
North Devon today, so future generations can get an idea of what | :22:40. | :22:44.
we were like back then. Lots of people are recording video, on their | :22:45. | :22:49.
phones, on their tablets, with video cameras, but for those moments to be | :22:50. | :22:54.
preserved and shared, something really needs to be done to edit them | :22:55. | :23:02.
into short films and make them live a long life by putting them in a | :23:03. | :23:08.
place, one place, where we can keep them, look after them and share them | :23:09. | :23:13.
with everybody. And Clovelly proved the perfect place to start the | :23:14. | :23:18.
project. It was a real insight in how people live everyday lives in a | :23:19. | :23:22.
lovely village where there are no cars, with cobbled streets, and it's | :23:23. | :23:26.
really just preserving a moment in time. We never could have imagined | :23:27. | :23:30.
it would be such a delightful film. Really, that is down to the people, | :23:31. | :23:35.
and that is what the films are about, people and their stories. The | :23:36. | :23:41.
people telling this story are Bart and Sue Kelly, who look after the | :23:42. | :23:46.
donkeys. There has always been a place for donkeys in Clovelly, | :23:47. | :23:49.
they're part of their heritage, and they have been here for hundreds if | :23:50. | :23:53.
not thousands of years. It's one of the things that people come to | :23:54. | :23:58.
Clovelly to see. Just working with the donkeys was very difficult, they | :23:59. | :24:04.
were so lovely we were busy cuddling them. Amanda describes this not as | :24:05. | :24:10.
just a long`term project, but a project forever. Who knows how many | :24:11. | :24:13.
films there will be in the end? But the donkeys were the first. | :24:14. | :24:20.
Lovely stuff. Wright, from donkeys to David. I couldn't think of a | :24:21. | :24:29.
better link. Let's give you some sunshine in the forecast. We had | :24:30. | :24:33.
heavy rain through the weekend, but thankfully it has dried out tonight. | :24:34. | :24:38.
It is quite a cold night to come, and we will see some fairly low | :24:39. | :24:43.
overnight temperatures, possibly below freezing. It is staying | :24:44. | :24:48.
unsettled, quite showery and it remains quite breezy as well. | :24:49. | :24:52.
Typical temperatures this week will be between eight and 10 degrees. We | :24:53. | :24:57.
are between weather systems on the lump of cloud is approaching | :24:58. | :25:01.
tomorrow. This line of cloud is the reluctant one that has produced rain | :25:02. | :25:06.
just over the weekend, so we are between the systems. So hopefully | :25:07. | :25:09.
some dry weather for a short while but it's only short lived. This | :25:10. | :25:13.
weather system coming in from the Atlantic is fairly steadily moving | :25:14. | :25:16.
towards us. It might take its time first thing in the morning but | :25:17. | :25:20.
eventually will move across through the afternoon. Then we are between | :25:21. | :25:23.
weather systems, and plenty of showers around by the middle of the | :25:24. | :25:27.
week. Let's look at night. There are a few showers dotted around at the | :25:28. | :25:31.
moment, crossed the far west of Cornwall. Those will fade away and a | :25:32. | :25:35.
good deal of clear sky means we will seek, very quickly, the temperatures | :25:36. | :25:40.
rapidly dropping away. `` we will see. We will also get some mist and | :25:41. | :25:46.
fog across East Devon and into Somerset and Dorset, and here the | :25:47. | :25:50.
fog could be patchy, but where it is staying it could be quite thick, so | :25:51. | :25:54.
dangerous driving conditions first thing tomorrow. Some of that fog | :25:55. | :26:02.
could be freezing fog, and we have a warning to that and the most likely | :26:03. | :26:05.
location will be across parts of Somerset. A warning from the Met | :26:06. | :26:09.
office about the risk of fog that could be slow to clear first thing | :26:10. | :26:13.
in the morning. That will gradually lifted out of the way, and through | :26:14. | :26:16.
the day it should brighten up. I think we will get some sunshine | :26:17. | :26:20.
before the band of rain sets in. Once it sets in, it becomes | :26:21. | :26:24.
extensive. Only really clearing towards the end of the afternoon in | :26:25. | :26:28.
the far west Cornwall around the Isles of Scilly. It will be quite | :26:29. | :26:31.
breezy with the wind is fresh in from the south. They become strong | :26:32. | :26:35.
along the south coast of Devon. Even though we get temperatures of nine | :26:36. | :26:39.
or 10 degrees, it might not feel that warm with the wind chill | :26:40. | :26:43.
factor, and once the rain sets in it is a cold feeling day. Morning rain | :26:44. | :26:49.
in the Isles of Scilly, then briefly a glimpse of sunshine as it goes | :26:50. | :26:54.
towards the end of the day but then showers behind that. Here are the | :26:55. | :26:55.
times of high water. Some usable surf on the north coast. | :26:56. | :27:16.
The coastal waters forecast, the winds are changing direction. They | :27:17. | :27:20.
are southerly, then pick to force five or six and swing | :27:21. | :27:27.
south`westerly. `` and pick`up to force five. The outlook is pretty | :27:28. | :27:31.
unsettled, more persistent rain back on Friday. Have a good evening. | :27:32. | :27:36.
The latest on the decision about IKEA at 8pm, and a sneak preview of | :27:37. | :27:45.
our Inside Out show on the one | :27:46. | :27:48. |
