Sunday. Make the most of Saturday because Sunday looks pretty | :00:00. | :00:09.
Good evening. Tonight, 500 years of history has | :00:10. | :01:02.
come to an end ` after Lambeth Palace announced the Church of | :01:03. | :01:05.
England in the Channel Islands will no longer be part of the Diocese of | :01:06. | :01:14.
Winchester. The Archbishop of Canterbury has personally intervened | :01:15. | :01:16.
in the long running dispute between Jersey and the Diocese and put both | :01:17. | :01:19.
bailiwicks, temporarily, under a different diocese. We'll be joined | :01:20. | :01:23.
live by Jersey's Dean Bob Key in just a moment. But first, the | :01:24. | :01:24.
background. The Church of England in Jersey and | :01:25. | :01:28.
the Diocese of Winchester have been at loggerheads since the Dean was | :01:29. | :01:30.
effectively suspended over safeguarding concerns last year The | :01:31. | :01:35.
Very Rev Bob Key was later reinstated after apologising for the | :01:36. | :01:40.
way he handled the complaint. There's been a two further, and yet | :01:41. | :01:43.
unpublished, reports into the matter. But although Bishop Tim | :01:44. | :01:47.
Daikin says he'll take no further action against the Dean, it seems | :01:48. | :01:54.
relations have been pushed too far. The Bishop of Dover now will take | :01:55. | :01:58.
over care of Jersey and Guernsey as an interim arrangement. The laity | :01:59. | :02:05.
has got to work out what it wants to do in the future. We cannot rule out | :02:06. | :02:12.
going back to Winchester, but it would be unrealistic for us to go | :02:13. | :02:16.
back whilst the current incumbent is in post. At the same time, we have | :02:17. | :02:23.
to look at whether or not we should be our own diocese in the Channel | :02:24. | :02:26.
Islands. And although these recent difficulties have been between | :02:27. | :02:28.
Jersey and Winchester, both bailiwicks are included in this | :02:29. | :02:34.
measure. The measure has been welcomed in Guernsey. The | :02:35. | :02:38.
congregations will be relieved that there is clarity in a situation that | :02:39. | :02:42.
had become confused and complex And also, to have comfort in the fact | :02:43. | :02:50.
that we now have clarity of oversight, a bishop who will make it | :02:51. | :02:56.
his care, concern and prayer to look after us. There's no formal response | :02:57. | :02:59.
tonight from the Bishop of Winchester. However, in a pastoral | :03:00. | :03:02.
letter sent to the clergy, he said that what began as a safeguarding | :03:03. | :03:06.
issue has become complicated by a range of political and legal issues, | :03:07. | :03:09.
but that he remains committed to the centuries`old relationship. Tonight, | :03:10. | :03:12.
Lambeth Palace announced that a commission will be appointed to look | :03:13. | :03:15.
at the issue of the relationship between the Channel Islands, the | :03:16. | :03:18.
Diocese of Winchester and the wider Church of England. | :03:19. | :03:23.
Well, the Very Reverend Bob Key is Jersey's Dean, he's with me live | :03:24. | :03:30.
now. This breakdown in relations all stems from a complaint made about | :03:31. | :03:34.
you and how you handled allegations of abuse. How does it make you | :03:35. | :03:45.
feel? The lighted, relieved, tinged with sadness, because 500 years has | :03:46. | :03:49.
come to an end, but believed that the uncertainty has gone, and we | :03:50. | :03:53.
know where we will be in the next period. Delighted to be working with | :03:54. | :03:58.
the ship travel again, and my colleague in Guernsey. There was a | :03:59. | :04:04.
detailed investigation into the original issue, will we see the | :04:05. | :04:08.
results's I am looking forward to it, because it was after that that | :04:09. | :04:15.
the headline appeared in the written and televisual media. I am looking | :04:16. | :04:20.
forward to seeing the report, because we put months of work into | :04:21. | :04:24.
giving the evidence to her, she is an incredibly highly respected | :04:25. | :04:30.
judge, and I am looking forward to seeing what you makes of it. There | :04:31. | :04:35.
is no case to answer? I have been told that I have nothing to worry | :04:36. | :04:40.
about. On the other hand, you always want to learn any lessons there are | :04:41. | :04:44.
to learn, because we can never be complacent. I want the churches in | :04:45. | :04:50.
Jersey to be the safest possible places for everybody. We are under | :04:51. | :04:55.
the care of the Bishop of Dover for now, have temporarily over the? We | :04:56. | :05:03.
will have a relaxed period. In football terms, somebody has put the | :05:04. | :05:07.
foot on the ball, and we are looking to see the right pass to play. There | :05:08. | :05:14.
are possibilities. The great thing is that Trevor is a bishop that I | :05:15. | :05:17.
can trust, I know I can work with him, and with my friend Paul in | :05:18. | :05:24.
Guernsey, we can work out a great future where the churches in both | :05:25. | :05:28.
bailiwick flourish in a new and exciting way. A lot of change in the | :05:29. | :05:34.
churches today, what is the message to parishioners? Is it stable? | :05:35. | :05:39.
Absolutely, God is incredibly stable. The churches have been | :05:40. | :05:49.
around for 1000 years, and this is a sad moment for the end of that, but | :05:50. | :05:54.
a new chapter is opening, which is exciting. People can have every | :05:55. | :05:58.
confidence that Trevor and Paul and I are going to give this is our best | :05:59. | :06:08.
shot. I am really excited. The latest attempt to change the | :06:09. | :06:10.
electoral system in Jersey has failed. Senator Philip Ozouf wanted | :06:11. | :06:13.
similar reforms to ones rejected by the States in July, but didn't get | :06:14. | :06:17.
enough votes in the States. His change would've seen 12 parish | :06:18. | :06:20.
constables and six large voting districts electing deputies, but | :06:21. | :06:23.
with an extra deputy in each St Helier district. Although a | :06:24. | :06:27.
referendum is due to be held in the autumn, he argued this change would | :06:28. | :06:30.
help pave the way for future Assemblies to continue to reform the | :06:31. | :06:37.
system. People speak about a mandate for | :06:38. | :06:42.
reform, and the system that will go forward in October that will happen | :06:43. | :06:45.
does have no mandate from the public. There has been no mandate to | :06:46. | :06:49.
reduce the amount of senators, there was none to move to a single | :06:50. | :06:53.
election day, and therefore calls confusion. | :06:54. | :06:55.
The telecoms company Sure is beginning the process of introducing | :06:56. | :06:58.
4G technology to Guernsey. It's signed an initial agreement with a | :06:59. | :07:01.
Chinese company to provide faster wireless services, but there's no | :07:02. | :07:08.
guarantee it'll be allowed to do it. Life on the move could soon be | :07:09. | :07:11.
getting a lot faster. 4G technology is promising mobile internet speeds | :07:12. | :07:14.
that dwarf what's currently available. I am on quite a quiet | :07:15. | :07:26.
headland, and these masts could provide the backbone of this | :07:27. | :07:28.
technological revolution. The telecoms company Sure has announced | :07:29. | :07:31.
it's upgrading the existing 3G network, but will also put in the | :07:32. | :07:35.
infrastructure for 4G. It's costing them ?17 million to invest in the | :07:36. | :07:39.
Channel Islands and the Isle of Man, and they reckon it's worth it. The | :07:40. | :07:49.
upgrade will improve speeds that customers experience by at least | :07:50. | :07:53.
fivefold. What we have seen with the 4G deployment, it will go to at | :07:54. | :07:58.
least tenfold, and whips that customers will experience `` | :07:59. | :08:04.
bandwidth. It's still unclear which companies will be allowed to offer | :08:05. | :08:08.
4G. The telecoms regulator has yet to decide and says it's risky for | :08:09. | :08:11.
any company to invest without the guarantee. We are carrying out a | :08:12. | :08:15.
competitive process, we know there are at least four operators wanting | :08:16. | :08:20.
to provide services using forgery. We are in the process of setting up | :08:21. | :08:24.
a structure for evaluating that `` using forgery. ``using 4G. The UK | :08:25. | :08:34.
has had 4G for over a year, and the technology is expected to be rolled | :08:35. | :08:38.
out in the Channel Islands later this year. So, while Sure is | :08:39. | :08:41.
optimistic it'll be one of the providers when it happens, it's now | :08:42. | :08:44.
up to the regulator to decide who will offer the service. | :08:45. | :08:47.
Sark's government has agreed to give an emergency loan to Sark Shipping | :08:48. | :08:51.
of ?200,000. The company has already received ?50,000 of that sum to | :08:52. | :08:55.
cover its outgoings in January. Water rates in Jersey are going up | :08:56. | :09:00.
by 1% from the start of April. Jersey Water says it's facing | :09:01. | :09:03.
increased costs, but that its price rises are below the rate of | :09:04. | :09:05.
inflation for the 12th consecutive year. The company adds that the | :09:06. | :09:09.
introduction of water meters in the island has led to lower bills for | :09:10. | :09:18.
many customers. We are 74% metered, so we are on the | :09:19. | :09:23.
way of `` on the way to meeting our target. Customers are benefiting, we | :09:24. | :09:28.
have seen a reduction in 60% of their bills, and a reduction in the | :09:29. | :09:33.
overall consumption, so it is helping us all. | :09:34. | :09:40.
A handful of Channel Island hotels have been recognised as some of the | :09:41. | :09:43.
best in Britain. The online review site Tripadvisor's named Braye Beach | :09:44. | :09:46.
in Alderney and Longueville Manor in Jersey in the UK's top ten hotels. | :09:47. | :09:50.
Plus, Stocks hotel in Sark and La Haule Manor in Jersey have both been | :09:51. | :09:55.
given a Travellers' Choice Award. Good afternoon. Robert speaking how | :09:56. | :10:01.
can I help you? A warm welcome, smart grounds and small touches | :10:02. | :10:04.
some of the ingredients to make a top hotel, according to people | :10:05. | :10:07.
writing on Tripadvisor. The online review site, well known for making | :10:08. | :10:10.
or breaking hotels, has placed Longueville Manor in Jersey at | :10:11. | :10:13.
number seven in its list of the UK's top ten. Customers are the best | :10:14. | :10:21.
inspectors, and to get such a high rating from our clients, it is a | :10:22. | :10:29.
fantastic accolade, and a real pat on our backs for all of the work | :10:30. | :10:33.
that we have been doing over the last year. The five`star's beaten | :10:34. | :10:35.
city hotels, Scottish country retreats and beach resorts to its | :10:36. | :10:39.
top ten spot. And Braye Beach in Alderney is also in the list, at | :10:40. | :10:43.
number six. So, it's good news for the Channel Islands. Less than % of | :10:44. | :10:51.
hotels around the world achieve one of these wars, so there is prestige | :10:52. | :10:57.
attached to it. When you think of comparisons, the whole of New York | :10:58. | :11:02.
had the same number as the Channel Islands of. It shows how well the | :11:03. | :11:08.
channels `` how well the Channel Islands' hotels are performing. And | :11:09. | :11:11.
with Valentine's Day around the corner, you might be pleased to know | :11:12. | :11:15.
romance is on your doorstep. La Haule Manor in Jersey has been voted | :11:16. | :11:18.
one of the UK's most romantic hotels. The hotel is very romantic, | :11:19. | :11:21.
16th century, youthful grounds, the rooms are beautiful. We welcome | :11:22. | :11:28.
guests with a glass of champagne and some locally made chocolate. | :11:29. | :11:30.
Jersey's latest tourism figures showed a slight rise in visitors to | :11:31. | :11:34.
the island. It's hoped awards like these will keep the phone ringing. | :11:35. | :11:42.
If we get any visitors this week or this weekend, what weather can they | :11:43. | :11:44.
expect? A bit mixed, and hopefully they will | :11:45. | :11:53.
get some sunshine. Quite a lot going on, so do not expect any prolonged | :11:54. | :11:58.
dry spell, it is very unsettled and mobile. Lots of things happening | :11:59. | :12:02.
quickly. We will see some dry weather tomorrow, and it will turn | :12:03. | :12:09.
more showery towards dawn. Morning showers, then sunny spells | :12:10. | :12:14.
developing. Quite a keen breeze tomorrow, and it is slightly colder | :12:15. | :12:17.
air. We are between weather systems overnight. This line of showers will | :12:18. | :12:22.
come in later in the night to bring a showery morning. But that moves | :12:23. | :12:27.
out of the way, it is much brighter in the afternoon. A new area of low | :12:28. | :12:32.
pressure comes in to give us some wet weather on Friday. Some of the | :12:33. | :12:37.
rain will arrive overnight and into the small hours of Friday morning. | :12:38. | :12:43.
Up until midnight, we are still at risk of showers, but later, it | :12:44. | :12:46.
becomes largely dry, and lengthy clear spells. Some showers will | :12:47. | :12:51.
develop quickly through the morning. Quite a cold start. Quite a cloudy | :12:52. | :12:58.
start, with outbreaks of rain, but improving from mid`morning onwards. | :12:59. | :13:03.
Brisk north`west wind, so you will have to wrap up warm. That is the | :13:04. | :13:10.
forecast for the Channel Islands. If you are heading out to sea, | :13:11. | :13:17.
generally good visibility, apart from the Chavez through the morning. | :13:18. | :13:28.
With West or north`west winds, the surfing is messed up. There is the | :13:29. | :13:37.
outlook for Friday, a wet day, milder air, windy conditions. A good | :13:38. | :13:42.
day on Saturday before more wet weather on Sunday. If you pick your | :13:43. | :13:43.
day, you might get some sunshine. That is the news and weather in the | :13:44. | :13:53.
Channel Islands, I am back to the news at 10pm. Have a good evening, | :13:54. | :13:56.
let's join Andy and Claire for the rest of the news, goodbye. | :13:57. | :14:07.
recovery. These days, we have lots of part`time working and so on, but | :14:08. | :14:09.
it looks like a welcome development nonetheless. | :14:10. | :14:16.
Residents and businesses in a Devon town are furious after part of a | :14:17. | :14:20.
building collapsed on the high street. They say the council should | :14:21. | :14:23.
have done more to sort out the derelict shop in Cullompton, and | :14:24. | :14:26.
that it's lucky no`one's been injured. | :14:27. | :14:31.
It has been an eyesore for years, but this derelict building finally | :14:32. | :14:36.
collapsed on Sunday night, with another tonne or so of rubble | :14:37. | :14:41.
following last night. It has been for years that we have been | :14:42. | :14:44.
campaigning to get something done about it. Unfortunately, it has come | :14:45. | :14:50.
to this. Very fortunately, there was nobody waiting there when it | :14:51. | :14:55.
happened. On one side, a pub, it has just reopened today after closing | :14:56. | :15:00.
over safety fears. I feel very angry, because I have been trying to | :15:01. | :15:04.
get this along for such a long time, and I have not had the support I | :15:05. | :15:08.
feel I should have had. On the other side, a church that cannot use its | :15:09. | :15:14.
front door. We were counting on the Council acting and we have been | :15:15. | :15:20.
doing that for four years. It is just not good enough. There is a lot | :15:21. | :15:24.
of anger here with the Council. In a statement today, it said it was | :15:25. | :15:27.
actively negotiating with the owner to get the demolition work done, | :15:28. | :15:32.
with the threat of possible enforcement action. Something now | :15:33. | :15:35.
will have to be done, and the expense, I am afraid, is something | :15:36. | :15:40.
that we might have to meet as local taxpayers. We left messages for the | :15:41. | :15:43.
owner of the building today, but were not able to make contact. | :15:44. | :15:51.
Volunteer Chaplains are about to start pounding the streets of Exeter | :15:52. | :15:56.
to provide help and support to shopkeepers who might find it hard | :15:57. | :16:01.
in the current economy. The aim to provide a listening ear to anyone | :16:02. | :16:06.
who needs help, regardless of their faith. Spotlight's John Ayres has | :16:07. | :16:09.
more. This man has to work hard to get | :16:10. | :16:16.
by. And this lady is an independent trader who is coping with the tough | :16:17. | :16:21.
economic climate and looks forward to the idea of having people to | :16:22. | :16:26.
listen when times are hard. We are often running businesses and working | :16:27. | :16:32.
completely on our Ronan so we are dealing with customers but not to | :16:33. | :16:36.
dealing with people we can talk to. Traders support each other with | :16:37. | :16:40.
business but when it is about other things and we are really struggling, | :16:41. | :16:44.
it is really important there is someone people can turn to. | :16:45. | :16:53.
It has taken the taken several years to get together that no the | :16:54. | :16:59.
chaplains can offer pastoral care to people who might need some extra | :17:00. | :17:02.
support. We can make people have their | :17:03. | :17:10.
problems listen to and people can call a number of times to listen and | :17:11. | :17:17.
see what the help can be. There are many financial pressures on business | :17:18. | :17:21.
and always have been and always will be so any help we can give to limit | :17:22. | :17:27.
the concern of people in dealing with stress levels is very | :17:28. | :17:30.
important. These are stressful time for many people and if we can help | :17:31. | :17:35.
to alleviate those stress levels that must be good. | :17:36. | :17:42.
The church is reaching out but this is not about faith and will be no | :17:43. | :17:46.
attempt to draw people in the Christianity of those people want to | :17:47. | :17:49.
talk about this the church will be happy provide guidance. | :17:50. | :17:57.
Soon we will find out what some of the best places to stay are here in | :17:58. | :18:04.
the south`west and could Dartmouth be in line for a new royal honour? | :18:05. | :18:11.
Think of a luxury hotel and you probably think of travelling to | :18:12. | :18:17.
Paris or even the more please. But according to awards run by online | :18:18. | :18:20.
review site TripAdvisor, some of the best hotels are closer to stop Chloe | :18:21. | :18:25.
Axford has found out why Devon is the biggest winner in the UK after | :18:26. | :18:31.
London. Today I have been set to the | :18:32. | :18:37.
Gidleigh Park Hotel in Chagford to find out why this is the third most | :18:38. | :18:42.
luxurious hotel in Europe. Everything here from the quality of | :18:43. | :18:49.
the food to the service and every aspect of the hotel is superb. The | :18:50. | :18:56.
Gidleigh Park Hotel in Chagford is one of the 11 Devon hotels which won | :18:57. | :19:07.
an award on the trip advisor `` TripAdvisor website. Everyone is an | :19:08. | :19:16.
inspector these days. It is very rewarding to know the people | :19:17. | :19:20.
appreciate it when they come here. This couple run a guest post which | :19:21. | :19:26.
has been ranked the third best small hotel in Britain. | :19:27. | :19:32.
The public have given us the acknowledgement and that is | :19:33. | :19:37.
fantastic. We do our best to try to make their stay here as comfortable | :19:38. | :19:41.
as possible. Tourism bosses are delighted that | :19:42. | :19:47.
Devon has come out so well. These awards have not been granted | :19:48. | :19:52.
by any particular body but they are consumer reviews and to think the | :19:53. | :19:58.
Devon visitor has voted for this is what makes it so exciting. | :19:59. | :20:04.
Devon has also been named as having the three most romantic tells in the | :20:05. | :20:12.
whole of Britain. So you need to look no further than your own | :20:13. | :20:21.
backyard. She looks very much at home there. | :20:22. | :20:28.
Dartmouth has set its sights on being given a royal charter. If it | :20:29. | :20:34.
succeeds, it will become only the fourth town in England to receive | :20:35. | :20:38.
the state is. Wootton Bassett was given a royal charter in 2011 for | :20:39. | :20:43.
the win military funeral repatriations were marked as they | :20:44. | :20:49.
passed through town. Being given a royal charter is like | :20:50. | :20:57.
seeing by Royal Appointment. Dartmouth has links with the | :20:58. | :21:01.
Britannia Royal level college and it is here that significant moments | :21:02. | :21:04.
have been made in the lives of royal people. | :21:05. | :21:11.
You have Prince Philip here and Princess Elizabeth as she was. There | :21:12. | :21:19.
is an intimate moment. Just the two of them and the this is where they | :21:20. | :21:25.
met for the first time. When they visited, both of them made reference | :21:26. | :21:32.
to how special Dartmouth is to them. I think it is a wonderful idea | :21:33. | :21:45.
and we have a Hotel where Queen Victoria state. I think it is | :21:46. | :21:54.
important here. We would all be very proud to make this a royal place. In | :21:55. | :22:04.
1341, the town was given the right to elect mayors and the Queen comes | :22:05. | :22:10.
here every four years throughout the rain. There is a connection between | :22:11. | :22:19.
the people of Dartmouth and the Royal family. | :22:20. | :22:25.
It is hoped a royal charter would help to raise both the business and | :22:26. | :22:27.
tourism profile of the town. There will be blue sky tomorrow but | :22:28. | :22:40.
we will not get a dry spell for long. There is still the risk of | :22:41. | :22:45.
further rain and more rain on Friday and again on Sunday. Thank you for | :22:46. | :22:50.
the e`mails were the fantastic photographs that have been sent in. | :22:51. | :22:55.
We have a great pictures of whether both good and bad. Tomorrow is a dry | :22:56. | :23:05.
day but it will feel somewhat colder through the day. The main problem is | :23:06. | :23:11.
rain and there is more rain in the forecast. This is an early warning | :23:12. | :23:15.
for rainfall on Friday and there is also an early warning for rainfall | :23:16. | :23:22.
on Sunday. We will keep a close eye on these events. We have ploughed | :23:23. | :23:28.
around this evening but it is mainly dry overnight. Most of the activity | :23:29. | :23:32.
is on the other side of the Atlantic. Some showers will come | :23:33. | :23:39.
through the night and tomorrow morning but this front from Canada | :23:40. | :23:47.
will bring weather systems to us on Friday which could bring rain. The | :23:48. | :23:55.
showers we have this evening I fairly light and most of those are | :23:56. | :24:00.
disappearing so it becomes largely dry. Top temperatures will be close | :24:01. | :24:07.
to freezing and there will be missed in Falkirk. By the morning, showers | :24:08. | :24:13.
will move in and it will be somewhat of a great start. It will not be | :24:14. | :24:18.
much more than six degrees are seven degrees. Those showers will clear | :24:19. | :24:24.
and it will be dry for most of the day but with a cold wind so please | :24:25. | :24:29.
wrap up warmly. We should stay dry till the end of the day but some | :24:30. | :24:35.
cloud will come in well ahead of the low pressure system coming in across | :24:36. | :24:39.
the Atlantic. Temperatures will be between eight degrees and nine | :24:40. | :24:42.
degrees and with the wind chill it will feel colder. There will be | :24:43. | :24:48.
bright weather around but a breezy and cold day. Plymouth will have | :24:49. | :25:02.
high water at 941. The winds will be north`westerly tomorrow with showers | :25:03. | :25:10.
with moderate or good visibility. Because we have two rainy days | :25:11. | :25:14.
coming up, you can dial this number. There are still quite a few | :25:15. | :25:26.
flood warnings in force in the Environment Agency website has | :25:27. | :25:31.
details. Friday is a wet day but a much milder day with temperatures up | :25:32. | :25:35.
to 12 degrees and quite a windy day as well. Saturday will be dry but we | :25:36. | :25:42.
will need more than one day to dry out because Sunday will be a windy | :25:43. | :25:47.
day. Stage and to the forecast for further | :25:48. | :25:54.
what ever you do tonight, have a lovely evening. Good night. | :25:55. | :26:21.
We all have hopes and fears for the future | :26:22. | :26:24.
and for the lives our children and grandchildren will lead. | :26:25. | :26:28. |
