across the whole of Jersey. It has happened before, it is quite | :01:01. | :01:05. | |
unusual. We have monitored the weather in France, it is prone to | :01:06. | :01:08. | |
thunderstorms in Normandy so we generally look out for this but as | :01:09. | :01:12. | |
you are probably aware it is extremely difficult to predict a | :01:13. | :01:14. | |
lightning strike. While all of Jersey lost power for a time, only | :01:15. | :01:17. | |
half of Guernsey Electricity customers were affected. | :01:18. | :01:22. | |
If we were fully connected to the French credit would be a complete | :01:23. | :01:27. | |
power cut this morning. We managed to maintain half of the island's | :01:28. | :01:31. | |
power because we had a generation on the island at this time. | :01:32. | :01:33. | |
Jersey's fire service had an unpresidented number of calls during | :01:34. | :01:36. | |
the black out. We had over 21 calls received by our | :01:37. | :01:40. | |
combined call centre. Two of those were automatic fire alarms and eight | :01:41. | :01:47. | |
were left incidents. People trapped in lifts. We released five people | :01:48. | :01:51. | |
and one dog from those lifts. Fiona was one of those unlucky | :01:52. | :01:55. | |
enough to get caught in a lift. Luckily her neighbours were on hand | :01:56. | :01:58. | |
to help her out. A minute earlier or later we would | :01:59. | :02:01. | |
have been fine but we just happened to be there. I will not forget it in | :02:02. | :02:05. | |
a hurry, that joke and defend the darkness I think we'll stay with me | :02:06. | :02:13. | |

carrying out a survey of the sea bed for the third cable between the | :02:21. | :02:23. | |
island and France, But the company says, although it would give us more | :02:24. | :02:26. | |
security, it wouldn't have prevented this morning's power cut. | :02:27. | :02:29. | |
An over`reliance on the goodwill of staff and a lack of leadership has | :02:30. | :02:32. | |
hampered Guernsey's bowel cancer screening programme. That is | :02:33. | :02:34. | |
according to a report released today. The service has been at the | :02:35. | :02:38. | |
centre of a political row, which lead to a vote of no confidence in | :02:39. | :02:41. | |
the Health Board. Earlier our reporter, Penny Elderfield, told me | :02:42. | :02:43. | |
more. There has been a lot of interest in | :02:44. | :02:47. | |
this since it emerged last year Health hadn't spent all of it's | :02:48. | :02:50. | |
budget for bowel cancer screening. And this latest review's flagged up | :02:51. | :02:53. | |
several problems. Firstly staffing ` without a permanent team dedicated | :02:54. | :02:56. | |
to the service, there's a reliance on temporary staff and goodwill to | :02:57. | :02:59. | |
keep it going. That actually may have brought down costs ` but it's | :03:00. | :03:03. | |
not a long term solution. It also says a lack of leadership is | :03:04. | :03:06. | |
hampering plans for developing and expanding the programme. | :03:07. | :03:09. | |
So did the underspend mean people missed out on screening? | :03:10. | :03:14. | |
Apparently not. Take up is as expected, so the department's happy | :03:15. | :03:19. | |
with that side of it. It says the problems come down to the fact it | :03:20. | :03:22. | |
was introduced as a pilot scheme, and in some ways is still being run | :03:23. | :03:25. | |
as one. Unfortunately, it was a rushed and | :03:26. | :03:30. | |
they did not do the proper implementation. We know, for | :03:31. | :03:35. | |
example, from the breast screening programme, what staffing level | :03:36. | :03:38. | |
should be and varying levels of management. To deliver the service | :03:39. | :03:45. | |
to the people of Guernsey we have to do do the same for bowel cancer | :03:46. | :03:49. | |
screening and we intend to do that in the future. | :03:50. | :03:51. | |
And we can expect more reports looking to the future ` for example | :03:52. | :03:54. | |
whether more should be targeted and when people should be re`screened. | :03:55. | :03:58. | |
So, will all this fuel debate on the vote of no confidence this week | :03:59. | :04:02. | |
The focus of that is actually more to do with the Health Minister | :04:03. | :04:04. | |
giving the States misleading information on the screening | :04:05. | :04:07. | |
programme. But it will no doubt give them more to talk about. | :04:08. | :04:12. | |
