spent the day talking about. The big issues seem to be parking in town | :01:04. | :01:06. | |
and increasing competition from internet shopping. Recent figures | :01:07. | :01:08. | |
show that retail accounts for less than 10% of Jersey's overall | :01:09. | :01:11. | |
economic output, compared to around 40% from the finance industry. Jen | :01:12. | :01:17. | |

shop is the last of its kind on King Street. The independent retailer's | :01:23. | :01:25. | |
been selling electrical equipment here since the '70s. But the | :01:26. | :01:30. | |
challenges he's facing now are the biggest he's seen. The biggest | :01:31. | :01:38. | |
series to make it more attractive to people coming into town. Because | :01:39. | :01:45. | |
less money. GST, I do not know what is a lot you can do about it, but | :01:46. | :01:49. | |
that has had a big effect on retailers, and people know the | :01:50. | :01:52. | |
amount of money that we're losing through goods coming from island. | :01:53. | :01:56. | |
Barry's worries are echoed by many of Jersey's retailers, and today a | :01:57. | :01:59. | |
panel of politicians has been hearing about their challenges, such | :02:00. | :02:02. | |
as the growth of internet shopping, the shift of office workers to the | :02:03. | :02:05. | |
Esplanade, and a reduction in parking spaces. But are politicians | :02:06. | :02:08. | |
listening? And will it translate into action? I would like to think | :02:09. | :02:14. | |
that politicians are listening to the retailers. I think in the past, | :02:15. | :02:18. | |
things have been OK and we did not need to do too much to be | :02:19. | :02:22. | |
successful, but we really need to be working together now to maintain our | :02:23. | :02:27. | |
retail centre incident earlier. And that means that the politicians have | :02:28. | :02:31. | |
to listen to what they are being told and we need to make some | :02:32. | :02:35. | |
movement on this. Scrutiny is also looking at how to make the most of | :02:36. | :02:39. | |
the Central Market. One trader here thinks retailers bear some of the | :02:40. | :02:44. | |
responsibility. We need to build a shared vision and a business plan | :02:45. | :02:47. | |
that will deliver a prosperous, bold, confident future for our town. | :02:48. | :02:52. | |
We need to understand how it works and we need a shared vision and I | :02:53. | :02:56. | |
think that will happen, because we have had some very encouraging signs | :02:57. | :03:02. | |
from the various departments. Over the next couple of weeks, the panel | :03:03. | :03:05. | |
will get more of an insight into retailers' worries before putting a | :03:06. | :03:08. | |
review together. It hopes that review will keep people shopping in | :03:09. | :03:11. | |
St Helier. Lots to talk about at today's | :03:12. | :03:14. | |
Scrutiny hearing then, but will the talk turn into action? Earlier I | :03:15. | :03:18. | |
spoke to the head of the Chamber of Commerce retail committee Gerald | :03:19. | :03:21. | |
Voisin and asked if the issues raised today are solvable? | :03:22. | :03:31. | |
To be honest, the easy ones are parking and making it easy to come | :03:32. | :03:36. | |
into town. What we would like is for transport and technical services to | :03:37. | :03:39. | |
look at how congestion can be eased and also to have a common parking | :03:40. | :03:48. | |
payment method throughout car park in St Helier. There are also | :03:49. | :03:52. | |
difficult ones like, for example, Jersey retailers need to be able to | :03:53. | :03:57. | |
be competitive on a level paying field with non`violent retailers. | :03:58. | :04:05. | |
There is the GST issue. Is there anything more that retailers | :04:06. | :04:10. | |
themselves can do to help? As the retailer, we need to connect with | :04:11. | :04:14. | |
the customer in Jersey, we need to be offering products at a real | :04:15. | :04:18. | |
surprise and make sure the products we are selling are those that they | :04:19. | :04:23. | |
want and need. You have been working with politicians, is there well | :04:24. | :04:27. | |
there to help retailers? Is enough being done, do you think? I think | :04:28. | :04:34. | |
there is a great deal of willingness, what I am less certain | :04:35. | :04:39. | |
about is that there will be action taken to help the retailers that | :04:40. | :04:44. | |
follow on from this process. I think talk is quite easy, actually, doing | :04:45. | :04:48. | |
something and taking difficult decisions, I have yet to see is that | :04:49. | :04:55. | |
determination or adequate determination there, especially when | :04:56. | :04:59. | |
there is an election coming up at the end of the year. | :05:00. | :05:09. | |
More news now, a 19`year`old Jersey man had a lucky escape from a fire | :05:10. | :05:17. | |
this morning. A 19`year`old Jerseyman had a lucky escape from a | :05:18. | :05:20. | |
fierce house fire this morning. He was woken by the smoke alarm at the | :05:21. | :05:24. | |
property in Rozel, but couldn't leave his first floor bedroom | :05:25. | :05:27. | |
because of the heat and smoke from the fire. Luckily, two gardeners | :05:28. | :05:30. | |
working nearby heard his cries for help and put their ladders up to his | :05:31. | :05:34. | |
window so he could escape. Eight firefighters were despatched to | :05:35. | :05:36. | |
tackle the blaze, which was eventually extinguished within a | :05:37. | :05:38. | |
couple of hours. There will be another round of | :05:39. | :05:41. | |
courtroom battles to decide whether homes can be built on the former | :05:42. | :05:45. | |
holiday camp at Plemont in Jersey. Today the Royal Court ruled that the | :05:46. | :05:49. | |
parish of St Ouen was entitled to appeal against the planning | :05:50. | :05:51. | |
minister's decision to allow the development to go ahead. It's | :05:52. | :05:54. | |
understood there will be an appeal against today's ruling. | :05:55. | :05:56. | |

event. Concerns about the state of Guernsey's roads have led to calls | :06:17. | :06:20. | |
for new laws to allow motorists whose cars are damaged, or cyclists | :06:21. | :06:23. | |
who are injured, on them to take legal action. A local advocate says | :06:24. | :06:26. | |
he's been approached by dozens of road users who'd like to make a | :06:27. | :06:30. | |

Certainly since Christmas, some of the roads that I cycle on, they have | :06:48. | :06:53. | |
several deep potholes, a few inches deep, I have never seen that before. | :06:54. | :06:57. | |
If you're in the car, the wheel rides over them, as a cyclist, you | :06:58. | :07:03. | |
will disappear into them and damage your bicycle or fall off. As I've | :07:04. | :07:08. | |
driven around the Island today, I've come across quite a few pot holes | :07:09. | :07:12. | |
like this one. And you'd know it if you drove through it. But what you | :07:13. | :07:16. | |
may not is if you damage your car doing that, or say come off your | :07:17. | :07:20. | |
bike legally there's nothing you can do. It's something this lawyer has | :07:21. | :07:23. | |
had to tell dozens of people who've approached him wanting to make | :07:24. | :07:27. | |
claims against the States. The advice is pretty standard, there is | :07:28. | :07:30. | |
absolutely no way in Guernsey that you can bring a claim, because the | :07:31. | :07:35. | |
law is different to the UK. All it takes is a short piece of | :07:36. | :07:39. | |
legislation to oppose an obligation on the states that enables people to | :07:40. | :07:42. | |
take action of the into themselves, but there would be a defence in | :07:43. | :07:45. | |
Guernsey that you can bring a claim, because the law is different to the | :07:46. | :07:48. | |
UK. All it takes is a short piece of legislation to oppose an obligation | :07:49. | :07:51. | |
on the states that enables people to take action of the into themselves, | :07:52. | :07:53. | |
but there would be a defensive battle over the States. In | :07:54. | :07:58. | |

how one family has described the hospice nurse who cared for them | :12:51. | :12:53. | |
during one of the hardest times of their lives. The Weeks family, from | :12:54. | :12:56. | |
Ilfracombe in North Devon, says the support from their local hospice was | :12:57. | :12:59. | |
incredible and invaluable. In the last of her series, our North Devon | :13:00. | :13:03. | |
reporter, Andrea Ormsby, looks at how North Devon Hospice cares for | :13:04. | :13:06. | |
the whole family and not just the patient. In Ilfracombe, she was | :13:07. | :13:17. | |
something of a legend. Everybody called her auntie Betty, and after | :13:18. | :13:21. | |
teaching dance for 50 years, nearly everybody knew Betty Blackmore. She | :13:22. | :13:28. | |
was the head of a family, she was very positive, very enthusiastic | :13:29. | :13:35. | |
about life. She was very popular. She carried that right through to | :13:36. | :13:42. | |
the end. Auntie Betty's legacy. When she was diagnosed with terminal | :13:43. | :13:48. | |
cancer seven years ago, it hit her family hard, especially her | :13:49. | :13:51. | |
grandchildren. Nikki was 19 at the time. She was like a parent for me. | :13:52. | :14:00. | |
All my memories are of spending my time with her on the beach. We would | :14:01. | :14:03. | |
swim in the sea and she would drag is out. Betty decided she wanted to | :14:04. | :14:08. | |
die at home in the house where she was born in Ilfracombe. Kaylee | :14:09. | :14:16. | |
Dempsey, community specialist nurse, made that possible. She came | :14:17. | :14:23. | |
into our lives, and through the despair and heartbreak, she guided | :14:24. | :14:31. | |
us into looking after her. Mother's wish was to be at home until the | :14:32. | :14:35. | |
end, and with the community nurse coming in, that enabled us to all | :14:36. | :14:43. | |
get stuck in and help mum out, really. She was like an angel, that | :14:44. | :14:53. | |
is what Nan used to call her. She helped us all. She helped are scared | :14:54. | :15:03. | |
`` care for Nan. She did not just come in and take over. She guided | :15:04. | :15:15. | |
us. North `` North Devon Hospice helps by putting the emphasis on the | :15:16. | :15:20. | |
family. When a patient is diagnosed with a terminal illness, nothing | :15:21. | :15:24. | |
remains the same. Not just for them, but for the family as well. If you | :15:25. | :15:29. | |
look at the beneficiaries of the North Devon Hospice, it is the | :15:30. | :15:33. | |
support for patients, and that can come with support for children or | :15:34. | :15:44. | |
for husbands and wives. They were absolutely invaluable, really. They | :15:45. | :15:47. | |
were incredible. It is an incredible organisation. It is there and | :15:48. | :15:53. | |
everybody takes it for granted. We do not, in everyday life, appreciate | :15:54. | :15:59. | |
it or its existence until you come to a point in your life where you | :16:00. | :16:04. | |
have to do use it, like we did. It is a privilege for me to do what I | :16:05. | :16:09. | |
did, but I do it in a team with district nurses and GPs. I | :16:10. | :16:14. | |
facilitated the care and support for everybody, and then a bigger team | :16:15. | :16:20. | |
ensure that comes together. Nicola was given bereavement counselling by | :16:21. | :16:26. | |
the North Devon Hospice, which she says still helps the day. It has | :16:27. | :16:37. | |
been an amazing insight into the work of the North Devon Hospice. It | :16:38. | :16:45. | |
is celebrating its 30th anniversary and is just one of several | :16:46. | :16:48. | |
organisations across the south west doing the same valuable work and | :16:49. | :16:51. | |
relying on public support and generosity. In sport: Exeter Chiefs | :16:52. | :16:58. | |

suffered major damage following weeks of extreme weather. John's | :18:16. | :18:19. | |
journey started on Monday in Lamorna Cove. Today he's been in Dorset | :18:20. | :18:27. | |
visiting Charmouth and West Bay. The storms that hit the South West have | :18:28. | :18:34. | |
left a trail of destruction. We have seen the historic keys in Cornwall | :18:35. | :18:36. | |
destroyed and slipways in Devon washed away. `` quays. The storms | :18:37. | :18:45. | |
have left something else in its wake, along the Jurassic Coast in | :18:46. | :18:50. | |
Norfolk. You do get quite a lot of unusual things at this time. We have | :18:51. | :19:03. | |
had fridges, truck tyres... This famous fossil beach has seen fewer | :19:04. | :19:06. | |
visitors because of the wild weather. Those who have ventured | :19:07. | :19:11. | |
onto the beach have been warned that the cliffs are unstable, but there | :19:12. | :19:18. | |
are always those who are keen to find a fossil. Is this a fossil? No! | :19:19. | :19:31. | |
I did find more evidence of the damage that the storms have done. | :19:32. | :19:35. | |
The Environment Agency were busy looking after the flood defences | :19:36. | :19:40. | |
which were hammered last Friday. I'm going to meet some people who were | :19:41. | :19:44. | |
in the eye of the storm, here in West Bay. Ken and Barbara. Ken and | :19:45. | :19:51. | |
Barbie! Both in their 70s, they had to leave their home which was being | :19:52. | :19:58. | |
overwhelmed by waves. Normally, you get one big wave and then it calms | :19:59. | :20:02. | |
down. This was worse. Over and over and over. We felt very vulnerable | :20:03. | :20:09. | |
because there was nothing protecting us. Every storm has a silver lining. | :20:10. | :20:25. | |
You got a group hug in? Yes, I did! This man turned around when the wave | :20:26. | :20:32. | |
came, and he gave me a hug! Goodbye. Until the next massive | :20:33. | :20:42. | |
storm... Take care! With that, my journey around the South West was at | :20:43. | :20:48. | |
an end. However, the work repairing the region goes on. John, what has | :20:49. | :21:01. | |
been the most memorable part of the journey for you? That is a good | :21:02. | :21:08. | |
question. I would say, probably, the extent of the damage on the north | :21:09. | :21:15. | |
and south coast, everywhere I have been, really. Be it is large or | :21:16. | :21:24. | |
small, I was in an area yesterday where a big chunk of the Green had | :21:25. | :21:30. | |
been gouged out. They have lost their slipway in another area. Lots | :21:31. | :21:37. | |
of places affected by the superstorm. We had an amazing | :21:38. | :21:41. | |
response from the viewers to this item. We have not been able to get | :21:42. | :21:47. | |
everywhere, have we? No, I guess not. I spent a lot of time on the | :21:48. | :21:56. | |
