Good evening. A decision on whether to knock down Jersey airport's | :00:11. | :00:13.
arrivals building has been delayed by the planning minister. Airport | :00:14. | :00:17.
bosses say the 1937 terminal is too close to the runway and poses a | :00:18. | :00:21.
safety risk. But Deputy Robert Duhamel wants the Ports of Jersey to | :00:22. | :00:24.
come up with alternatives including moving the runway instead. Jen Smith | :00:25. | :00:29.
reports. Four years after originally asking | :00:30. | :00:32.
to demolish Jersey Airport Arrivals hall, it's still standing. And looks | :00:33. | :00:37.
like it will be for a while longer yet. At a planning meeting this | :00:38. | :00:40.
morning the Minister Deputy Robert Duhamel delayed his decision. Ask | :00:41. | :00:51.
them to come back with a further schedule... Jersey Airport's | :00:52. | :00:53.
arguments have remained the same throughout this. The building's too | :00:54. | :00:57.
high and as such is a safety risk, and if it remains, the civil | :00:58. | :01:00.
aviation authority will be forced to impose flying restrictions that will | :01:01. | :01:03.
severely impact business. But the Minister, who only listed the | :01:04. | :01:06.
building last month, also has to consider the heritage argument, and | :01:07. | :01:09.
so today delayed his decision to explore an alternative to knocking | :01:10. | :01:12.
down the hall. But some officials believe that alternative isn't | :01:13. | :01:21.
realistic. He has asked for a review of the possibility of what the | :01:22. | :01:26.
impact, the financial impact and environmental impact would be, of | :01:27. | :01:33.
shifting the run way by however many metres required so it will take the | :01:34. | :01:38.
1937 building out of the equation in terms of being an obstacle for that | :01:39. | :01:42.
runway. I think it is gained to be obvious, this will not be a | :01:43. | :01:44.
solution. Airport bosses say while they respect the minister's decision | :01:45. | :01:47.
to delay an outcome, it could take months to get the runway plans | :01:48. | :01:50.
together. And they're worried about the impact of moving the runway | :01:51. | :01:55.
closer to the heart of St Peter We already know that if we will move | :01:56. | :02:00.
the runway towards the north, there will be significant impact on St | :02:01. | :02:04.
Peter, not only on the North, but also out on the approaches, a number | :02:05. | :02:10.
of other buildings would have to be destroyed. That significantly | :02:11. | :02:13.
outweighs the removal of this one building. But the decision to delay | :02:14. | :02:16.
spells good news for heritage campaigners. Everyone acknowledges | :02:17. | :02:22.
it is a building of national export `` importance, and they talk about | :02:23. | :02:26.
British national importance. It is the last remaining, I believe, | :02:27. | :02:31.
building of that vintage existing in the whole of the United Kingdom | :02:32. | :02:34.
Jersey Airport hopes to start work on a new arrivals hall that meets | :02:35. | :02:38.
modern safety standards by 2017 But this latest twist could see those | :02:39. | :02:41.
plans struggle to get off the ground on time. | :02:42. | :02:46.
Meanwhile a decision on whether a five`storey, glass`fronted office | :02:47. | :02:49.
complex should be built on Jersey's seafront has also been deferred | :02:50. | :02:54.
Deputy Duhamel refused the original scheme next to the Grand Hotel last | :02:55. | :02:57.
year, but the developer Dandara has since changed the design. | :02:58. | :03:01.
Guernsey's Chief Minister could be asked to step down, after an article | :03:02. | :03:04.
in this month's Private Eye magazine. It focused Deputy Peter | :03:05. | :03:07.
Harwood's involvement in the Channel Island Stock Exchange, whilst he was | :03:08. | :03:10.
also chairman of the Guernsey Financial Services Commission. It's | :03:11. | :03:18.
led to calls for him to resign, even if it's just temporarily. The issue | :03:19. | :03:21.
was discussed by the policy council this afternoon. | :03:22. | :03:23.
The UK chancellor George Osborne says people in Britain who evade | :03:24. | :03:26.
taxes by putting their money in undeclared offshore bank accounts | :03:27. | :03:29.
will be fined double the amount they owe. A new UK government advertising | :03:30. | :03:32.
campaign says they risk prosecution and jail. The Chancellor, George | :03:33. | :03:41.
Osborne, had this warning. It is going to make it very clear to | :03:42. | :03:44.
people but if they evade their taxes, if they hide money offshore, | :03:45. | :03:49.
then we are coming after them. It is not fair for people to do that. It | :03:50. | :03:54.
means that others have to pay higher taxes and ultimately, as a society, | :03:55. | :03:57.
we've all got to make a contribution. | :03:58. | :03:59.
For the first time, people in Guernsey will be able to buy flats | :04:00. | :04:02.
at the States' new Extra Care housing developments. The old Maison | :04:03. | :04:05.
Maritaine and Longue Rue residential homes are both being replaced. Penny | :04:06. | :04:08.
Elderfield met a future resident taking a look round. | :04:09. | :04:15.
Kathleen will be 101 when she moves in here. A big change from the one | :04:16. | :04:20.
bedroom she lives in had her current residential home. This is the | :04:21. | :04:31.
bedroom. Very nice indeed. It is so different to have so much space | :04:32. | :04:36.
around. After living in one small room, and we've got two or three | :04:37. | :04:42.
rooms to walk into. It's all really be quite different. Very pleasant. | :04:43. | :04:45.
Allowing people to live more independently, with the extra help | :04:46. | :04:49.
they need on site, is really the way States care homes are going. So we | :04:50. | :04:56.
have got wider doorways, we have got lower light switches and higher | :04:57. | :05:00.
sockets as well. It has all been designed for wheelchair turning | :05:01. | :05:03.
circles. One of two new developments, this should be | :05:04. | :05:06.
finished by the summer. And for the first time some of these flats will | :05:07. | :05:09.
also be available to buy. We know there is a lot of demand, we have | :05:10. | :05:13.
got 100 plus people already expressing an interest here. Partial | :05:14. | :05:17.
ownership will enable people who own a property to be able to access | :05:18. | :05:19.
these schemes, just like people who want to rent here. But with just ten | :05:20. | :05:23.
flats available for partial ownership across the two sites and | :05:24. | :05:26.
plans for another seven, demand is likely to outstrip supply. This is | :05:27. | :05:34.
only a small number of flats, but we have got to start somewhere. It is | :05:35. | :05:38.
useful to ascertain what the demand is, and if there is a big demand, we | :05:39. | :05:42.
will look to try and do more in the future. But the reality of living | :05:43. | :05:45.
here is just months away for Kathleen and it's something she s | :05:46. | :05:48.
looking forward to. Finally, a quick reminder that all | :05:49. | :05:51.
this week on the BBC we're remembering 100 years since the | :05:52. | :05:55.
start of the First World War. Tomorrow morning on BBC Radio | :05:56. | :05:57.
Guernsey and Radio Jersey we'll hear more stories of the Channel Islands | :05:58. | :06:01.
connections to the conflict and the islanders who served in it. And | :06:02. | :06:05.
we'll have a special report here on BBC Channel Islands News tomorrow | :06:06. | :06:08.
evening at 6.30pm. But that's it from the team here for | :06:09. | :06:12.
now. I'll leave you with the island's weather forecast with Owain | :06:13. | :06:15.
Wyn Evans, and the national weather follows him. Goodnight. | :06:16. | :06:21.
Things are turning fairly unsettled tonight as a band of rain makes its | :06:22. | :06:27.
way from the West, 20 to 30 millimetres of rain potentially and | :06:28. | :06:31.
gale force winds, especially along the coast. Mastery showers tomorrow | :06:32. | :06:35.
behind that band of rain, but hopefully also some sunny spells and | :06:36. | :06:39.
brightness. The band of rain, part of this weather system across the | :06:40. | :06:43.
UK, clearing to the east overnight tonight. Fairly heavy at times. | :06:44. | :06:48.
Southerly winds, changing to a south`westerly by tomorrow morning | :06:49. | :06:51.
but still very strong, so very unsettled, heavy rain and strong | :06:52. | :06:57.
winds. Overnight lows, seven, nay be 80 Celsius. Temperatures above | :06:58. | :07:05.
average. A dry starts tomorrow, then heavy showers make their way across | :07:06. | :07:08.
from the West, strong winds as well and sunny spells across parts of | :07:09. | :07:17.
Jersey and Guernsey. Temperatures a few degrees above average. Wet and | :07:18. | :07:22.
windy over the next two days but it will not be raining all the time, | :07:23. | :07:26.
some brightness as well, especially on Wednesday, in between two areas | :07:27. | :07:30.
of young `` low`pressure. Unsettled on Thursday and Friday. | :07:31. | :07:32.
those heavy downpours, some sunshine. | :07:33. | :07:33.
will be more rain overnight into Thursday. | :07:34. | :07:38.
Good evening. We have a spell of wet and windy weather working across the | :07:39. | :07:44.
British Isles. Today brought many of us some decent spells of sunshine | :07:45. | :07:50.
and it brought us some decent temperatures. In fact, our warmest | :07:51. | :07:54.
day of the year so far. At the moment, though, things have | :07:55. | :08:00.
changed. This is the gap in the satellite picture. Now, this curl of | :08:01. | :08:06.
cloud looks like a snail's shell, it is an area of low pressure that is | :08:07. | :08:10.
sweeping wind and rain across us. It's pushed into the west already | :08:11. | :08:13.
and is now making rapid progress eastwards, moving into eastern | :08:14. | :08:18.
England through the small hours Strong, gusty winds around the Irish | :08:19. | :08:23.
Sea coasts. The weather front will weaken as it gets into eastern | :08:24. | :08:29.
areas. Behind the weather front things are a good deal clearer and | :08:30. | :08:31.
that is the way we will start tomorrow. Our wet and windy weather, | :08:32. | :08:37.
the worst of it is out of the way as we | :08:38. | :08:38. |
