Back in 2012, and day one of his new job. Deputy Harwood probably didn't | :01:29. | :01:32. | |
expect his time as Chief Minister to end like this. But today he | :01:33. | :01:36. | |
resigned. With regret. But recognising Guernsey's reputation | :01:37. | :01:41. | |
was at risk. It followed this article in Private Eye, questioning | :01:42. | :01:44. | |
Deputy Harwood's previous role as both director of the Channel Islands | :01:45. | :01:47. | |
Stock Exchange and chairman of the regulator that oversees it. Not the | :01:48. | :01:52. | |
sort of national publicity that Guernsey wants. He clearly | :01:53. | :02:00. | |
recognised that a story with his name attached as Chief Minister in | :02:01. | :02:07. | |
the national media was a risk to the reputation of the Channel Islands, | :02:08. | :02:10. | |
and it is not about the rights and wrongs at all. It was at a meeting | :02:11. | :02:14. | |
here that States members heard the news this morning. I would assume | :02:15. | :02:18. | |
there was a full and frank discussion from yesterday, and one | :02:19. | :02:25. | |
has to respect to won's decision to step down. `` Deputy Harwood's | :02:26. | :02:30. | |
decision. The Chief Minister going will have a lot of negative | :02:31. | :02:35. | |
political consequences for Jones A. `` the Jersey. But now the talk will | :02:36. | :02:40. | |
turn to who will stand to be the next Chief Minister. So, is this | :02:41. | :02:43. | |
former one ready to give it another go? If an obvious majority said to | :02:44. | :02:46. | |
me, look, under the circumstances, with your experience, and all the | :02:47. | :02:49. | |
rest of it, we'd like you to consider being the custodian, that | :02:50. | :02:55. | |
is a discussion I would have with close members of my family, in | :02:56. | :02:59. | |
particular. Let's be very clear about it, as things stand, I don't | :03:00. | :03:03. | |
want the job. It'll no doubt become clearer in the next couple of days | :03:04. | :03:06. | |
who the likely candidates are. With the election expected to take place | :03:07. | :03:11. | |
next month. Well, earlier I asked Guernsey's | :03:12. | :03:14. | |
deputy Chief Minister, Jonathan Le Tocq, whether Peter Harwood really | :03:15. | :03:24. | |
needed to go. No, I don't believe so. But these are not black and | :03:25. | :03:32. | |
White matters. He did what he felt was correct. And at his disposal to | :03:33. | :03:36. | |
resign, bearing in mind he is the sort of man that has modelled the | :03:37. | :03:41. | |
sort of leadership but put Guernsey first. That is what he is doing | :03:42. | :03:46. | |
here. Surely, resigning suggest some sort of wrong doing, does he have | :03:47. | :03:52. | |
your confidence? I don't think it suggests that at all. I think what | :03:53. | :03:56. | |
it shows is that here we have a Chief Minister who has put Guernsey | :03:57. | :04:01. | |
first, and whilst there is an ongoing investigation, no one is in | :04:02. | :04:04. | |
the position two double guess that. The trouble is that we live in a | :04:05. | :04:08. | |
world with lots of speculation, which diverts attention, and | :04:09. | :04:13. | |
therefore, our energies elsewhere. And we can't control that, of | :04:14. | :04:17. | |
course. But we can seek to minimise it. That is what he is trying to do. | :04:18. | :04:22. | |
Finally, if it turns out that Deputy Harwood cannot return to Chief | :04:23. | :04:28. | |
Minister, will you stand for it That is something I need to consider | :04:29. | :04:32. | |
along with Michael X. To be honest, I had happy where I am at the | :04:33. | :04:38. | |
moment. I felt that Deputy Harwood and myself, we made a good team And | :04:39. | :04:43. | |
the policy Council will continue to do what it is intending to do. It is | :04:44. | :04:48. | |
business as usual, we need to maintain momentum, and I feel the | :04:49. | :04:52. | |
most important thing is that. The Chief Minister is not some | :04:53. | :04:56. | |
achievement is to, the policy Council is Chief Minister and | :04:57. | :05:01. | |
provide leadership for the States and provides leadership for the | :05:02. | :05:04. | |
islands as a whole, which is a side issue to the work that is before us | :05:05. | :05:09. | |
at the moment. That'll have to be taken into consideration. It is too | :05:10. | :05:11. | |
early to make those sorts of judgements. That was Deputy Harwood | :05:12. | :05:19. | |

"A critical gap" has been filled in providing shelter for homeless | :05:22. | :05:24. | |

it has filled a critical gap with emergency accommodation. Here and at | :06:33. | :06:42. | |
Millfield Road, and the dedicated service further on. We feel we are | :06:43. | :06:46. | |
covering the basis of the sorts of needs that people have of us and the | :06:47. | :06:49. | |
services we offer. The Shelter Trust helps around 400 islanders a year in | :06:50. | :06:53. | |
Jersey. And there's already a waiting list for people wanting to | :06:54. | :06:56. | |
move in here. So there's a home for those who need it. | :06:57. | :07:02. | |
The total number of people out of work in Jersey is continuing to | :07:03. | :07:06. | |
fall. The number of islanders registered as actively seeking work | :07:07. | :07:10. | |
last month was 1,860. That's down 160 on the same time last year. A | :07:11. | :07:15. | |
sixth of the total, about 310 people, are long term unemployed. | :07:16. | :07:20. | |
Jersey's prison governor says previous conditions at La Moye made | :07:21. | :07:22. | |

West have been announced today. But fishermen in North Devon say they | :13:36. | :13:38. | |
are being forced out of long`established fishing grounds by | :13:39. | :13:40. | |
conservationists. Our environment correspondent Adrian Campbell | :13:41. | :13:47. | |
reports. Off the coast of Devon, local fishermen say they have worked | :13:48. | :13:52. | |
hard to voluntarily protect species. The announcement today of | :13:53. | :13:57. | |
13 more proposed conservation zones around the South West, seen here in | :13:58. | :14:02. | |
red, or mainly on the north coast of Devon and this has worried | :14:03. | :14:09. | |
fishermen. The coastline here, there has been so much discussion, the | :14:10. | :14:17. | |
government have decided that that area will have no more talk of wind | :14:18. | :14:23. | |
farms. One of the zones proposed sits in an area of the same size as | :14:24. | :14:35. | |
the At Atlantic Array. They are unhappy about the proposals. It | :14:36. | :14:39. | |
would make it more dangerous. There is not a lot of fishermen here, we | :14:40. | :14:45. | |
will all start taking risks. This is notorious here. They say this is to | :14:46. | :14:54. | |
conserve the stocks. The fish do not know any boundaries. Campaigners | :14:55. | :14:59. | |
hope that after a consultation process, these zones will be in | :15:00. | :15:04. | |
place by next year. This is a significant step forward for our | :15:05. | :15:10. | |
marine wildlife. We are looking at potentially 13 new zones. It leaves | :15:11. | :15:16. | |
the majority of those original sites proposed unprotected and it is | :15:17. | :15:20. | |
crucial we make sure that they are designated later next year. The | :15:21. | :15:27. | |
fishermen we spoke to say they are still unclear about exactly what | :15:28. | :15:31. | |
kind of restrictions they will face if these new conservation zones are | :15:32. | :15:41. | |
eventually approved. There's a busy night ahead for South West League | :15:42. | :15:43. | |

fabrics for countries all over the world. In 1914, its preparations for | :16:24. | :16:26. | |
war were being meticulously recorded by the company cashier, WH Huxtable. | :16:27. | :16:39. | |
There has been a factory here for almost 200 years, but like so many | :16:40. | :16:45. | |
businesses, 100 years ago, it found itself on a war footing. 1914, July | :16:46. | :16:52. | |
28, Austria declares war against Serbia, August the 1st, Germany | :16:53. | :16:57. | |
declares war against Russia. August the 4th, England declares war on | :16:58. | :17:04. | |
Germany. With the outbreak of war, there was concern that orders for | :17:05. | :17:10. | |
the firm would try up, but WH Huxtable records that America came | :17:11. | :17:15. | |
splendidly to our help by sending us large orders chiefly for cause nets | :17:16. | :17:20. | |
and enabled us to keep our machines going. But as the shadow of war fell | :17:21. | :17:29. | |
over at the factory, some of products produced for the Americans | :17:30. | :17:37. | |
gave way to munitions. August 14, the real business of shell making | :17:38. | :17:43. | |
began this morning when the writer of this note saw a machine operated | :17:44. | :17:52. | |
hacksaw... This man's father joined the company in 1913. Years later, | :17:53. | :17:59. | |
his son followed him. This was the war to end all wars, no one realise | :18:00. | :18:05. | |
the extent and therefore it was necessary to get the ammunition is | :18:06. | :18:09. | |
out quickly, to hopefully, get an end to the conflict. Your father | :18:10. | :18:15. | |
worked for the company for all of his working life, what would work in | :18:16. | :18:20. | |
conditions have been like? The timekeeping was done by the man on | :18:21. | :18:26. | |
the gate. At 6am, the gate was closed, so if you arrived one minute | :18:27. | :18:34. | |
late, you were shut out. You lost your wages. It was strict. It was. | :18:35. | :18:42. | |
One man was keen on this and if he saw you walking up and it was 6am, | :18:43. | :18:49. | |
he would still close the gate. It was a business run on traditional | :18:50. | :18:56. | |
lines and that was about to change. How did the predominantly male | :18:57. | :18:59. | |
workforce feel about women coming in? Initially, I suspect they were | :19:00. | :19:08. | |
not keen. He was right. In 1916, the logbook states that the men did not | :19:09. | :19:14. | |
few women working with favour. They said that women were physically | :19:15. | :19:18. | |
incapable of doing much and that there were times where they were | :19:19. | :19:23. | |
feeble. Despite their protestations, women took to the machines. Among | :19:24. | :19:27. | |
the first was this woman's grandmother. Men were being men. | :19:28. | :19:34. | |
They did not when `` want women stepping on their toes. They did not | :19:35. | :19:40. | |
like it. They had to change the age of girls going in to 12 so the boys | :19:41. | :19:51. | |
could go off to war. While the workers in the factory helped the | :19:52. | :19:54. | |
war effort, up on the hill overlooking Tiverton, this place | :19:55. | :20:03. | |
played its part. It was thought that a recuperative hospital might be a | :20:04. | :20:11. | |
good thing for it to turn into. Did your grandparents play any role in | :20:12. | :20:16. | |
caring for the soldiers? They were not qualified nurses. I believe I | :20:17. | :20:21. | |
grandmother was given an honorary title of matron. That was about the | :20:22. | :20:27. | |
extent of the help that we gave them. In both world wars, this place | :20:28. | :20:35. | |
helped nurse the wounded back to health and the carer was never | :20:36. | :20:40. | |
forgotten. My greatest thanks to this nurse while staying there. As | :20:41. | :20:47. | |
friends we met, as friends we part. At the factory, they kept very | :20:48. | :20:52. | |
careful notes and this one has a page on its own. A red letter day. | :20:53. | :20:59. | |
November the 11th 1918, armistice signed. A day of joyous | :21:00. | :21:04. | |
congratulations to our boys who have fought and endured all manner of | :21:05. | :21:08. | |
hardship all through this long and unforgettable war, but who will now | :21:09. | :21:13. | |
soon be able to return in peace to their homes again. Tomorrow the | :21:14. | :21:21. | |

in a competition to design a bicycle helmet and out of 2000 children | :22:25. | :22:30. | |
across the country, it he won. I wanted something different. I | :22:31. | :22:35. | |
started with the eyes and the teeth and the scales. I thought about the | :22:36. | :22:41. | |
shape of the helmet and then I put the design on it. I thought it was a | :22:42. | :22:48. | |
good fit. When you saw it, what did you think? Even better than the | :22:49. | :22:55. | |
picture. It is a serious message to get more people wearing helmets. 70% | :22:56. | :23:01. | |
of psychologists are male. It depicts exactly what a young person | :23:02. | :23:06. | |
would like. It is very novel `` psychologists. It is so fantastic. | :23:07. | :23:18. | |
These guys make it cool to be safe. The show should be aspirational. It | :23:19. | :23:22. | |
will inspire them to go out and try tricks. We are also about safety, | :23:23. | :23:29. | |
the guys would not ride without a helmet. The design may have | :23:30. | :23:34. | |
impressed the judges, but these people are impressing the crowd. | :23:35. | :23:54. | |
