Hundreds of people living in Jersey are relying on food banks to feed | :01:06. | :01:10. | |
themselves and their families. There's been a dramatic increase in | :01:11. | :01:14. | |
the number of islanders turning to charities like the Grace Trust for | :01:15. | :01:17. | |
basic needs. Last year they helped 193 separate clients, who between | :01:18. | :01:20. | |
them received 735 bags of groceries. The Trust also deliver food on a | :01:21. | :01:24. | |
monthly basis to 70 families in need across the island. In a minute we'll | :01:25. | :01:27. | |
hear from Jersey's Social Security Minister, but first, Emma Chambers | :01:28. | :01:30. | |

October last year we got through 90 bags of groceries. The demand for | :01:54. | :01:56. | |

The charity supplies food for those in need. Clients who have been | :02:04. | :02:07. | |
referred to them or have found the courage to ask for help. We can see | :02:08. | :02:12. | |
people coming in here now, and some of them we see regularly, people who | :02:13. | :02:18. | |
are struggling with it and the familiar story in the background as | :02:19. | :02:22. | |
well, of being out of work or having to wait for benefits to come | :02:23. | :02:27. | |
through, so we are able to help And they aren't the only ones who have | :02:28. | :02:31. | |
seen a rise in the number of islanders needing support. The Paul | :02:32. | :02:36. | |
Deveraux haven't been fighting poverty for over a century. They | :02:37. | :02:41. | |
collect items to give to nearly 60 people a week and they expect that | :02:42. | :02:46. | |
to increase as the island's population grows I am not saying | :02:47. | :02:49. | |
that the majority of clients are newcomers to the island because | :02:50. | :02:53. | |
oddly enough they aren't. The newcomers to the island in the main | :02:54. | :02:58. | |
are people who are of working age and not working. The people we are | :02:59. | :03:02. | |
dealing with are local residents. The food banks don't receive state | :03:03. | :03:07. | |
funding but rely on donations by Jersey's community to help those | :03:08. | :03:12. | |
facing hardship within the island. Well, this comes as the BBC's | :03:13. | :03:15. | |
Panorama programme reveals that third of all councils in England and | :03:16. | :03:18. | |
Wales have subsidised food banks. But speaking earlier, Jersey's | :03:19. | :03:21. | |
Social Security Minister ruled out providing financial support for the | :03:22. | :03:30. | |
charities in the island. I think the States as a whole and the taxpayer | :03:31. | :03:33. | |
are funding Income Support to the extent of about 73 million last | :03:34. | :03:37. | |
year, so it would be questioning whether we should be sending further | :03:38. | :03:42. | |
moneys to charities who are giving out food parcels. People get | :03:43. | :03:48. | |
referred to the food bangs from Social Security, does that mean the | :03:49. | :03:51. | |
States are relying on food banks to help? I think the people we refer | :03:52. | :03:56. | |
would probably be people who are not emjibl for Income Support, because | :03:57. | :03:59. | |
they haven't been here five years continuously or ten years in the | :04:00. | :04:04. | |
past. There is no financial assistance through the benefits | :04:05. | :04:06. | |
system for these people, and that is why they would be referred to these | :04:07. | :04:09. | |
charities. Some of them are local, is that a | :04:10. | :04:14. | |
concern? I think when we use the word local we would have to define | :04:15. | :04:19. | |
that. Certainly in Income Support language, that means Fife years or | :04:20. | :04:23. | |
more residence and similarly for any back to work programmes. Would you | :04:24. | :04:27. | |
say that benefits here, in Jersey, are enough to allow people to live? | :04:28. | :04:34. | |
Yes, I believe they are. I think the components which are available to an | :04:35. | :04:37. | |
Income Support household are sufficient to provide a reasonable | :04:38. | :04:43. | |
standard of living. It is supposed to be a stepping stone to get back | :04:44. | :04:49. | |
into work. I believe they are significantly high enough at the | :04:50. | :04:54. | |
moment for people to cope. Today's high tide, which brought | :04:55. | :04:57. | |
flooding to Jersey and swamped businesses in Guernsey, could be the | :04:58. | :05:00. | |
biggest ever recorded according to forecasters. A tide of more than 40 | :05:01. | :05:04. | |
feet, which is due again at around 8 this evening, pounded areas that | :05:05. | :05:07. | |
have already taken a battering this winter. And it wasn't only water | :05:08. | :05:10. | |
causing problems. In Jersey a mini`tornado left a trail of damage | :05:11. | :05:13. | |
in its wake, including ripping a hole the size of a bed in a roof in | :05:14. | :05:16. | |

for the shop owner, it is not good for them, really. I have never seen | :05:54. | :05:58. | |
a tide as high as this. I wouldn't want to go through it. But the high | :05:59. | :06:03. | |
tide hasn't been the only extraordinary weather event, this | :06:04. | :06:07. | |
house in Jersey fell victim to a mini tornado. The whole house | :06:08. | :06:12. | |
rattled and banged, as if it was in the middle of a hurricane. It felt | :06:13. | :06:15. | |
like a mini tornado went over the house and ripped off a lot of the | :06:16. | :06:21. | |
slate roof. Literally, within ten, 20 second, it was all peaceful and | :06:22. | :06:25. | |
quiet again. Jersey's Transport Minister who has been helping with | :06:26. | :06:28. | |
flooded area, says the team is looking at new ways to protect | :06:29. | :06:33. | |
against the elements. The engineers are working on solutions to stop the | :06:34. | :06:37. | |
water coming through, we can't stop it but to slow it down, maybe huge | :06:38. | :06:42. | |
iron gates or extra drainage, but the new pumping station we have | :06:43. | :06:47. | |
that is pumping about 1,000 litres a second of water away, and it is | :06:48. | :06:50. | |
still very hard to cope with that. So it is taking on nature, really. | :06:51. | :06:55. | |
For now, with another big high tide due in over an hour, an anxious | :06:56. | :06:59. | |
evening lies ahead for those who have been swamped by the sea. | :07:00. | :07:03. | |
Guernsey and Jersey churches could stop paying money to the Diocese of | :07:04. | :07:08. | |
Winchester, and instead pay it into a shared fund. The Church of England | :07:09. | :07:11. | |
in each island pays hundreds of thousands of pounds each year to the | :07:12. | :07:15. | |
diocese, which is used to pay clergy, training and other costs. | :07:16. | :07:17. | |
The bailiwicks are currently under the temporary oversight of the | :07:18. | :07:20. | |

inner harbour from the sea. Three weeks on it is a quieter day and the | :22:20. | :22:23. | |
boats are safe on the quayside, out of harm 's way. Several did think on | :22:24. | :22:28. | |
that day but local people say the toll would have been a lot higher if | :22:29. | :22:32. | |
Philip Ward `` Philip Ward had not taken such quick and decisive action | :22:33. | :22:37. | |
which is why he has been nominated as a storm hero. To Dave Philip Ward | :22:38. | :22:43. | |
was busy with more routine jobs such as making up new moorings. On the | :22:44. | :22:48. | |
morning of February five he was woke to find the entire harbour under | :22:49. | :22:56. | |
threat. When I turned up at 7am for work I saw one of the balks snap and | :22:57. | :23:01. | |
within half an hour the rest of them broke as well. We rallied around and | :23:02. | :23:04. | |
I got the crew together with all the boys that work for me and we tried | :23:05. | :23:09. | |
to secure the balks from floating around at it in boats and then we | :23:10. | :23:12. | |
had to try and decide whether to get the boats out and what we would do | :23:13. | :23:17. | |
with them. We decided that the boats had to come out. That meant almost | :23:18. | :23:22. | |
40 boats had to be pulled out of the water. The cranes and one thing and | :23:23. | :23:36. | |
another and a lot of people turned up and helped. I think there were 50 | :23:37. | :23:41. | |
people that it ended up but everybody knew what they were doing | :23:42. | :23:45. | |
and helped and pulled everything out. You have got to have a front | :23:46. | :23:50. | |
man and Philip was the front man. His reactions were very quick and he | :23:51. | :23:54. | |
threw everything at it that he possibly could and we managed and | :23:55. | :23:58. | |
here we are now. Many of the boats in the harbour have been there for | :23:59. | :24:02. | |
some time and local people say that the harbour master has saved a piece | :24:03. | :24:06. | |
of history. He says that he was just doing his job and next on his list | :24:07. | :24:10. | |
is to get the new timber balks fitted so that the boats can get bat | :24:11. | :24:14. | |
on the water and the fishermen can get back to work. | :24:15. | :24:17. | |

some good surfing conditions on the north coast. That is the forecast | :27:09. | :27:21. | |

of cloud around after a fine start. Thursday has drizzle in the wind and | :27:27. | :27:28. | |
