Good evening. Another cyclist has been killed on London's roads, the | :01:09. | :01:18. | |
sixth death in two weeks. The man in his 60s died following a collision | :01:19. | :01:23. | |
with a lorry in South East London around midday. This latest death has | :01:24. | :01:28. | |
led to renewed calls for City Hall to ban HGVs during rush hour. | :01:29. | :01:35. | |
Just after midday a cyclist died here in Camberwell in south London. | :01:36. | :01:41. | |
Again it was after a collision with an HGV. The cyclist was in his 60s. | :01:42. | :01:46. | |
The day's death means six cyclists have died in the last 13 days. In | :01:47. | :01:55. | |
2012 there were 14 deaths, five involving HGVs. That is now the same | :01:56. | :01:59. | |
number as this year, nine involving a collision lorries. I have got some | :02:00. | :02:08. | |
nice coloured bruises. Clare has been extremely lucky. She nearly | :02:09. | :02:14. | |
died after she was hit a week ago. Passers`by lifted a car of her. She | :02:15. | :02:18. | |
cannot remember what happened, but she has been told she had no pulse | :02:19. | :02:25. | |
and was resuscitated. Fortunately these people acted quickly and | :02:26. | :02:30. | |
sensibly and they did not drop the car on me again. They took a risk | :02:31. | :02:36. | |
doing that, but it saved my life. Do you think it is safe in London to | :02:37. | :02:42. | |
cycle? No, I do not think it is safe. You can see by the number of | :02:43. | :02:47. | |
people who have died that it is not safe. The Mayor is proposing HGVs | :02:48. | :02:55. | |
without safety mirrors and side buyers will get a fine. A | :02:56. | :03:00. | |
consultation on that starts next year. We do not underestimate our | :03:01. | :03:06. | |
ambition and determination to make this a fantastic place to be a | :03:07. | :03:11. | |
cyclist. Flat in Paris they have banned lorries during the day and | :03:12. | :03:15. | |
deaths have dropped dramatically. Many think the same should happen | :03:16. | :03:23. | |
here. It is a death with an HGV which is part of a pattern in | :03:24. | :03:28. | |
London. The Mayor has to do something very quickly and something | :03:29. | :03:33. | |
substantial, not a gesture. City Hall says it is investing millions | :03:34. | :03:39. | |
to make cycling saviour and tonight it has announced 2000 officers will | :03:40. | :03:42. | |
be put on the streets to police all road users. With me now is Danny | :03:43. | :03:51. | |
Williams a cycling blogger who also sits on the Mayor's roads task | :03:52. | :03:55. | |
force, and Leon Daniels from Transport for London. Leon Daniels, | :03:56. | :04:05. | |
why not ban HGVs during rush hour? First we have to send our | :04:06. | :04:09. | |
condolences to the families and the cyclists who have died in the last | :04:10. | :04:14. | |
few days. We are working hard to establish the cause of those | :04:15. | :04:17. | |
accidents. That is being done by the police. A number of accidents have | :04:18. | :04:23. | |
taken place as a result of a collision with heavy goods vehicles. | :04:24. | :04:29. | |
Not all of the collisions we have had have been during the day. Some | :04:30. | :04:34. | |
have been at night as well. But Paris has banned them during rush | :04:35. | :04:39. | |
hour. And in Paris it is widely flouted. The issue you have got in | :04:40. | :04:45. | |
London is tipper trucks and when you look at the number of people being | :04:46. | :04:52. | |
killed at rush hour, 90% have been killed by an HGV. There is a clear | :04:53. | :04:56. | |
mandate to do something about tipper trucks during rush hour. Why do they | :04:57. | :05:01. | |
need to be on the road at the same time that kids are going to school? | :05:02. | :05:06. | |
We have undertaken to look at what is going on in Paris and elsewhere. | :05:07. | :05:11. | |
We have discussed this with the freight industry and other | :05:12. | :05:16. | |
colleagues. There are implications for deliveries and construction. But | :05:17. | :05:23. | |
one cycling death is one too many and we will learn from this | :05:24. | :05:26. | |
experience. Is this not a bit too late? There has been a big increase | :05:27. | :05:32. | |
in cycling over the last few years, but the number of deaths have | :05:33. | :05:37. | |
broadly gone down a little bit. There is a 20% increase and there is | :05:38. | :05:44. | |
a 30% increase last year. The trends have been fairly evident for three | :05:45. | :05:49. | |
years. We have been discussing this with industry and the Mayor has said | :05:50. | :05:57. | |
next year he will consult on a safer lorry chart. We have worked with the | :05:58. | :06:02. | |
industry on extra training for the drivers. We are working as hard as | :06:03. | :06:09. | |
we can. It was a bold cycling vision and there are increased numbers on | :06:10. | :06:14. | |
the roads. But with the issues of lorries and specific junctions, is | :06:15. | :06:19. | |
it not a case that there was a great vision, but the infrastructure and | :06:20. | :06:24. | |
detail lagged behind? The first delivery of that vision was below | :06:25. | :06:28. | |
quality and it was not up to the grade you see in Amsterdam or New | :06:29. | :06:33. | |
York. We are only just beginning to catch up. The Mayor is finally | :06:34. | :06:38. | |
starting to see light and is doing something differently. The 2000 | :06:39. | :06:44. | |
piece we have on the streets from next week will be adopting a zero | :06:45. | :06:50. | |
tolerance policy for all road users. What about cycling with a helmet? | :06:51. | :06:57. | |
That is for all of us who need to take care of each other. Most of all | :06:58. | :07:04. | |
we need to make sure it is safe. Six deaths in two weeks is extremely | :07:05. | :07:09. | |
shocking. People should not have to recycle in fear. It is absolutely | :07:10. | :07:16. | |
shocking, six to many. London roads have not got dramatically worse | :07:17. | :07:19. | |
overnight. The number of deaths is far too many... It is massively | :07:20. | :07:28. | |
worse with seriously injured people. If you look at the absolute numbers | :07:29. | :07:32. | |
of people being killed, which is pretty tragic, and the pedestrian | :07:33. | :07:38. | |
numbers are not great either, 69 people last year, that is static, | :07:39. | :07:43. | |
but if you look at the number of people being seriously injured, | :07:44. | :07:49. | |
losing limbs... From what you are hearing is a putting people off from | :07:50. | :07:53. | |
cycling in the capital? People started getting angry. What are you | :07:54. | :08:02. | |
doing? We are working with the agency to make the roads safer and | :08:03. | :08:07. | |
we are providing over ?1 billion for the infrastructure and we are | :08:08. | :08:10. | |
working as quickly as we can in order to deliver improvements in all | :08:11. | :08:16. | |
areas. In the meantime, everybody must take care. Why has it taken so | :08:17. | :08:23. | |
long? There has been a dramatic increase in cycling and we have been | :08:24. | :08:26. | |
building new infrastructure as quickly as we can. We have run out | :08:27. | :08:33. | |
of time. Plenty more ahead including: New training drills to | :08:34. | :08:41. | |
help improve how the emergency services respond to a tower block | :08:42. | :08:53. | |
fire. It was by far the most extensive enquiry into whether the | :08:54. | :08:57. | |
Olympic Games have changed the lives of Londoners in a meaningful way. | :08:58. | :09:02. | |
Today those behind the House of Lords investigation published their | :09:03. | :09:06. | |
report which found the key promise to create a legacy for young people | :09:07. | :09:12. | |
has not been delivered. London's vision is to reach people, | :09:13. | :09:22. | |
young people, all around the world. To connect them with the | :09:23. | :09:27. | |
inspirational power of the games. That is so they are inspired to | :09:28. | :09:30. | |
choose sport. More than eight years since | :09:31. | :09:34. | |
Sebastien Coe made this ambitious promise to change the lives of young | :09:35. | :09:39. | |
people and he meant young Londoners as well. But today's report suggests | :09:40. | :09:44. | |
the reality has not lived up to the vision. We are disappointed the step | :09:45. | :09:51. | |
change improvement have not taken place. There is an obesity epidemic | :09:52. | :09:56. | |
in this country. The earlier that good patterns of physical activity | :09:57. | :10:02. | |
are engaged in by every citizen, the better it will be for as | :10:03. | :10:08. | |
individually and as a nation. The report says young Londoners living | :10:09. | :10:11. | |
around the Olympic Park must be part of the legacy in terms of not just | :10:12. | :10:18. | |
sport, but jobs as well. It calls for more investment in primary | :10:19. | :10:22. | |
school teachers and coaches and says Ofsted should report on P in all | :10:23. | :10:27. | |
inspections and it calls on the Mayor and local authorities to | :10:28. | :10:30. | |
develop improved job skills in east London. The students at this | :10:31. | :10:35. | |
construction College near the Olympic Park say it is crucial. A | :10:36. | :10:40. | |
lot of young people do not get the opportunity. To have a qualification | :10:41. | :10:47. | |
behind them is a pathway for other people to see them and give them an | :10:48. | :10:53. | |
opportunity. Despite the arrival of a shopping centre, the job situation | :10:54. | :10:58. | |
for young people is very tough. You need skills that people are not | :10:59. | :11:04. | |
offering to give. Nobody wants to give you the experience to get the | :11:05. | :11:10. | |
skills. The government said today it plans to use the inspiration of 2012 | :11:11. | :11:16. | |
to deliver lasting change in east London and in sport, but some worry | :11:17. | :11:21. | |
the 2012 pixie dust will not be around for ever for the next | :11:22. | :11:29. | |
generation. Reigate MP Crispin Blunt has been reselected to stand again | :11:30. | :11:33. | |
for the Conservatives, despite his local party leaders saying they did | :11:34. | :11:38. | |
not want him as a candidate. Mr Bland, who came out as a three years | :11:39. | :11:43. | |
ago, won a large majority to stay as candidate. My supporters and I have | :11:44. | :11:50. | |
been able to put together a good campaign to present the case for | :11:51. | :11:53. | |
re`adopting me and a campaign which has included support from the party | :11:54. | :11:59. | |
hierarchy and by Parliamentary colleagues, but most touchingly of | :12:00. | :12:03. | |
all from constituents who have had to turn to me for help. Reigate has | :12:04. | :12:12. | |
a decent MP, that is their statement. A south London School has | :12:13. | :12:16. | |
accused Ofsted inspectors of being rude and dismissive and making up | :12:17. | :12:21. | |
evidence. Battersea Park School complained in June about the conduct | :12:22. | :12:24. | |
of the inspectors after they received a critical report. The case | :12:25. | :12:30. | |
has raised questions about who inspects the inspectors. | :12:31. | :12:36. | |
Teaching is in adequate. Students do not do well enough. The achievement | :12:37. | :12:43. | |
has declined, just some comments levelled at Battersea Park Secondary | :12:44. | :12:48. | |
School in an Ofsted report in June. A few months later the school saw a | :12:49. | :12:52. | |
14% rise in pupils gaining higher grades. This formal complaint is | :12:53. | :12:59. | |
made by the school about the inspection. They raise serious | :13:00. | :13:03. | |
concerns about the conduct and behaviour of the inspectors and | :13:04. | :13:06. | |
raise questions over the quality of their findings. Inspectors were | :13:07. | :13:10. | |
accused of being rude and dismissive. One arrived 55 minutes | :13:11. | :13:16. | |
late and another for got to turn up for a meeting. The head says he was | :13:17. | :13:22. | |
told that improving teaching was not his business and it was confidential | :13:23. | :13:28. | |
to Ofsted. They say the quality of feedback was substandard and | :13:29. | :13:32. | |
inconsistent. Several teachers were left in tears and the school accused | :13:33. | :13:37. | |
the inspectors of fabricating evidence. Parents around here think | :13:38. | :13:42. | |
Battersea Park school is a good school and what is Ofsted? It is | :13:43. | :13:50. | |
just a group of people who decide on the basis of one report. That is not | :13:51. | :13:57. | |
right. But Ofsted has huge power and responsibility and its reports can | :13:58. | :14:01. | |
sometimes lead to the closure of a school. It says it takes reports | :14:02. | :14:06. | |
thoroughly and rigourously and says any suggesting is the findings were | :14:07. | :14:12. | |
not based on evidence is totally unfounded. Individual inspectors | :14:13. | :14:17. | |
declined to comment. Somerfield this can affect trust. The problem is | :14:18. | :14:26. | |
inspections are very high issues. They have to be conducted with the | :14:27. | :14:31. | |
utmost integrity and they need 100% credibility with teachers and | :14:32. | :14:36. | |
parents and the wider community. There is no doubt Battersea Park is | :14:37. | :14:40. | |
struggling. It looks set to be reopened as an Academy, but it has | :14:41. | :14:47. | |
even considered legal action. It has raised a question. Who inspects the | :14:48. | :14:54. | |
inspectors? London firefighters have taken part in a large`scale training | :14:55. | :14:57. | |
exercise aimed at improving how the emergency services deal with tower | :14:58. | :15:01. | |
block fires. Some of the procedures being tested were brought in | :15:02. | :15:04. | |
following the fatal fire in 2009 in which six people died, three of them | :15:05. | :15:06. | |
