London every day. And from today, they'll be paying more for the | :01:18. | :01:20. | |
privilege. Across the country, the average fare has gone up by 2.8%. | :01:21. | :01:25. | |
But if you're a season ticket holder, as many London commuters | :01:26. | :01:30. | |
are, prices have risen even more. On average you'll be paying over 3% | :01:31. | :01:36. | |
more. It's true, the rise is the smallest for four years because of a | :01:37. | :01:39. | |
Government`imposed cap. But critics say the cost of using trains is | :01:40. | :01:47. | |
rising faster than wages. The price rise may be smaller than in recent | :01:48. | :01:50. | |
years but that's of little comfort many commuters. Alex Bushill is | :01:51. | :01:53. | |
outside Victoria Station for us this evening. A New Year and new fares. | :01:54. | :01:58. | |
No surprise this, they are going up again. Season tickets on the train | :01:59. | :02:03. | |
is up 3.1%. Among the worst affected, these commuters from | :02:04. | :02:08. | |

fair enough, but not every year. It's not right. Even a modest | :02:29. | :02:31. | |
increase is hotly contested. The rail company says the smallest race | :02:32. | :02:36. | |
in three years per passenger groups point out how to get prices are | :02:37. | :02:39. | |
increasing twice as fast as wages. One of the hardest hit are commuters | :02:40. | :02:43. | |
using the Shenfield to London line. From today it will cost 3.6% more, | :02:44. | :02:48. | |
an additional ?96 on an annual season ticket. From Redding, 3.2% | :02:49. | :02:53. | |
increase. An annual season ticket now costs more than ?4000. For those | :02:54. | :02:58. | |
on the Bedford and battled on line, they are up by 3.1%, the average | :02:59. | :03:04. | |
increase across all lines. Anyone using the Hartford line has seen a | :03:05. | :03:07. | |
3% hike. The train company say the extra money will be reinvested back | :03:08. | :03:12. | |
into the network. Billions of pounds are being spent on huge improvements | :03:13. | :03:16. | |
to the rail network in and around London for the viewer only have to | :03:17. | :03:19. | |
go to King's Cross to the vast amount of money spent to improve the | :03:20. | :03:22. | |
station there. There's also many other smaller schemes, less usable, | :03:23. | :03:29. | |
helping to improve the speed we make trains travel and the ability for | :03:30. | :03:34. | |
them to carry more passengers. So, ?16 billion will now be reinvested | :03:35. | :03:38. | |
over the next five years. Passenger groups are not happy. I asked one | :03:39. | :03:42. | |
white meter shouldn't pay for improvements they will benefit from. | :03:43. | :03:46. | |
The investments are welcome but it shouldn't just be fare payers to pay | :03:47. | :03:51. | |
for it. The rest of the world recognises that investment in the | :03:52. | :03:54. | |
railways doesn't just benefit the users, but everybody, less traffic | :03:55. | :03:59. | |
on the roads, less pollution and a better economy. We think the country | :04:00. | :04:03. | |
needs to follow suit and otherwise, London will find itself priced out | :04:04. | :04:08. | |
of the world economy. Ticket price increases for travelling excuse and | :04:09. | :04:12. | |
within London, on the Underground, won't be revealed until next week. | :04:13. | :04:15. | |
For those committing out of the city, they know where they stand, | :04:16. | :04:18. | |

yesterday's heavy rain. Roads have been closed and trains have been | :04:31. | :04:33. | |
cancelled. The Environment Agency is keeping a close eye on rising river | :04:34. | :04:36. | |
levels in Surrey including several areas which were seriously flooded | :04:37. | :04:40. | |
over Christmas. It's issued flood warnings in Elstead. Guildford, | :04:41. | :04:43. | |
Horley and Leatherhead. Our reporter, Tarah Welsh is in Surrey | :04:44. | :04:51. | |
for us this evening. Tarah. Well, we have certainly seen wide today, we | :04:52. | :04:55. | |
have been across Surrey, lots of roads are being closed, and just | :04:56. | :04:59. | |
take a look behind me. There is not usually water here. This is a flood | :05:00. | :05:03. | |
plain and now the water is a few centimetres away from the road and | :05:04. | :05:08. | |
this area flooded badly over Christmas. Just down the road from | :05:09. | :05:13. | |
here, we were speaking to staff there who said they had a power cut | :05:14. | :05:18. | |
and they were seeing patients by candlelight. You can understand why | :05:19. | :05:24. | |
there were concerns about more rain. This is usually an access road to | :05:25. | :05:28. | |
Leatherhead football club. But after yesterday 's rain, it is now under | :05:29. | :05:31. | |
water. So with the football pitch on the clubhouse. It is the river which | :05:32. | :05:37. | |
has burst its banks. It runs parallel with the football club. 150 | :05:38. | :05:41. | |
metres from here. The police came down yesterday with a red alert | :05:42. | :05:47. | |
flood warning which is quite a rare one. And they said they wanted a | :05:48. | :05:52. | |
place locked for safety and the Alec Este turned off the mains, which | :05:53. | :05:56. | |
obviously we did. It's the second time it is flooded in two weeks. On | :05:57. | :06:01. | |
Christmas Eve there was four feet of water here. Volunteers help to clear | :06:02. | :06:06. | |
it, but now it is back. Rivers are rising and roads are closing and | :06:07. | :06:10. | |
homes are threatened again. Many in the south`east were flooded and | :06:11. | :06:12. | |
without power after last weeks storms. The water was all swirling | :06:13. | :06:17. | |
around here. Peter had to leave his home by boat. It was about a foot | :06:18. | :06:27. | |
deep. I stayed by the front door. The water kept coming up so I | :06:28. | :06:31. | |
thought, I'd better get going and get the furniture up on blocks. One | :06:32. | :06:35. | |
of the flood warnings as for this area and you can see why. Usually, | :06:36. | :06:40. | |
you can't make out the river from here. But now there's water | :06:41. | :06:43. | |
completely covering this flood plain. Now, flood warning means an | :06:44. | :06:48. | |
area is at risk of flooding. And anyone likely to flood should take | :06:49. | :06:52. | |
action. Doing things like getting sandbags and moving electrical is | :06:53. | :06:57. | |
upstairs. But for some, that is too late. Belongings and the holiday | :06:58. | :06:59. | |
season completely ruined. Rain is expected across London and | :07:00. | :07:08. | |
the south`east over the next 48 hours and we have just heard that | :07:09. | :07:11. | |
the Thames Barrier will be closing tonight because of concerns about | :07:12. | :07:17. | |
strong wind leading to large floods. In Surrey, people have been | :07:18. | :07:21. | |
telling me this on the worst floods they've seen since 1968. They say, | :07:22. | :07:26. | |
yes, they are worried about more rain coming over the next few | :07:27. | :07:29. | |
hours, but they are more concerned about the long`term future. Some of | :07:30. | :07:32. | |
them don't know when they're going to able to go back to their homes, | :07:33. | :07:36. | |
and another told me today that his insurance will cover the damage but | :07:37. | :07:40. | |
he says he has been told he can't renew with that same company. So, | :07:41. | :07:44. | |
miserable start to the New Year for many people here. The situation | :07:45. | :07:49. | |

We often hear about problems associated with London's rising | :11:29. | :11:32. | |
property market but what may not be so obvious is the impact it's having | :11:33. | :11:37. | |
on our artists. For hundreds of years, the capital has acted as a | :11:38. | :11:45. | |
magnet for the best creative minds. But these days, affording to live | :11:46. | :11:48. | |
and work here presents a challenge of its own. The effect is that | :11:49. | :11:52. | |
artists are being priced out of London. Rita Monjardino reports. It | :11:53. | :11:58. | |
may not look like much from the outside, but this former biscuit | :11:59. | :12:02. | |
factory in Bermondsey is worth 380 artists are based. The arts | :12:03. | :12:07. | |
organisation which rents out the studios had hoped to remain here for | :12:08. | :12:12. | |
several more years. So, news of the owners had sold the building to a | :12:13. | :12:14. | |
high`end property developer came as a shock. It is the speed at which | :12:15. | :12:21. | |
regeneration is happening, and being pushed out of the centre. You can | :12:22. | :12:24. | |
never settled, you can never be secure in a building. Artists | :12:25. | :12:28. | |
studios always start developing ties and links with the communities, | :12:29. | :12:33. | |
projects which happen, but when you are constantly being moved, you | :12:34. | :12:36. | |
can't. The property boom makes it easier to convert commercial sites | :12:37. | :12:42. | |
into homes and putting London's artists community under a huge | :12:43. | :12:45. | |
strain. Most artists live below the poverty line and can't begin to | :12:46. | :12:49. | |
compete with London's rapidly escalating property prices. Some are | :12:50. | :12:55. | |
now leaving the capital altogether. Purfleet in Essex is about 20 miles | :12:56. | :12:58. | |
from Bermondsey. This production centre is home to a number of | :12:59. | :13:03. | |
artists including Philip, a sculptor who lives in Hackney but now works | :13:04. | :13:08. | |
here. I wanted to move back to London and looked for quite some | :13:09. | :13:12. | |
time, trying to find somewhere suitable for me. There's lots of | :13:13. | :13:14. | |
artists studios available, but pretty much far too small for what I | :13:15. | :13:21. | |
need. And far too expensive. His studio belongs to a charity which | :13:22. | :13:26. | |
owns and manages hundreds of artists bases across London. For many years, | :13:27. | :13:30. | |
it specialised in taking over rundown buildings and recently, | :13:31. | :13:34. | |
though, it started working with a small number of developers on | :13:35. | :13:36. | |
including affordable artist work spaces into their new builds. It's a | :13:37. | :13:41. | |
model the founder wants to see more of. The developer gets the planning | :13:42. | :13:47. | |
consent and makes a profit and creates affordable housing, and we | :13:48. | :13:52. | |
get permanent affordable studios which are high quality because they | :13:53. | :13:55. | |
are new build and the local authority and London gets a | :13:56. | :14:01. | |
permanent cultural resource. Bus schemes like these take time and | :14:02. | :14:05. | |
support from planning authorities. In the meantime, London's artists | :14:06. | :14:08. | |
are being priced out of the very areas that they helped transform. If | :14:09. | :14:26. | |
there was any doubt over the strength of feeling about plans to | :14:27. | :14:29. | |
move the skateboard park at the Southbank after decades of use, then | :14:30. | :14:32. | |
a 60,000 signature petition has sent out a clear signal. Campaigners have | :14:33. | :14:38. | |
also made thousands of objections to the area's redevelopment arguing the | :14:39. | :14:41. | |
skateboard park should stay where it is because it's culturally | :14:42. | :14:44. | |
significant. Warren Nettleford is on the South Bank for us now.. Take a | :14:45. | :14:48. | |
look at this. You can see how well used on this basis. It indicates why | :14:49. | :14:50. | |
people feel so strong you buy this area should not move. The concrete | :14:51. | :14:53. | |
may be moved and they feel that area is theirs and that's why they feel | :14:54. | :14:57. | |
it should not move. They live for skating. Biko has been here for 15 | :14:58. | :15:03. | |
years and Amelia is more of a newcomer. They also have something | :15:04. | :15:07. | |
else in common. Anger at plan they say will affect the area's cultural | :15:08. | :15:12. | |
identity. This place is hallowed ground and has been loved and skated | :15:13. | :15:16. | |
every single day. It's not a skate park. It wasn't purpose`built for | :15:17. | :15:21. | |
skateboarding but the skateboarders are made of their home. It's such a | :15:22. | :15:26. | |
natural space, not just for us but for graffiti artists and whoever | :15:27. | :15:30. | |
wants to come here. For me with my long board, even and you can't | :15:31. | :15:46. | |
recreate that. the need to convert this area into retail space. It is | :15:47. | :15:51. | |
important culturally the skaters stay at Southbank Centre, that is | :15:52. | :15:53. | |
why we are building a new space. Do I think it is more important that | :15:54. | :15:57. | |
they stay in that particular undercroft rather than thousands and | :15:58. | :16:01. | |
thousands of other young people have access to opportunities? I don't | :16:02. | :16:05. | |
think that is more important. Already more than 60,000 have signed | :16:06. | :16:09. | |
a petition against the plans and now they have more signatures. This time | :16:10. | :16:14. | |
individual planning objections. In these boxes there are 23,000 | :16:15. | :16:21. | |
signatures. These skaters feel about the issue. We have 100,000 people | :16:22. | :16:26. | |
who have subscribed to the preservation statement and public | :16:27. | :16:30. | |
opinion is huge. People have gathered today and we have immense | :16:31. | :16:34. | |
support. It could be some time until the council make their final | :16:35. | :16:36. | |
decision. Until then, the skating goes on. Where it always has. | :16:37. | :16:43. | |
Those campaigners delivered 24 of those boxes to Lambeth town hall | :16:44. | :16:46. | |
earlier today and will wait to see what the council has to say when | :16:47. | :16:49. | |
they make their decision. The Southbank Centre say the new | :16:50. | :16:52. | |
skateboard park is only 100 metres away and put it will be better than | :16:53. | :16:57. | |
before and they are working with an architect to make sure their new | :16:58. | :17:00. | |
centre is better than before but these skaters here are not | :17:01. | :17:06. | |
